A Supreme Court order has lots of importance; onesuch judgement is that ICU is a must for surgery to beconducted in a hospital. It only stress on the need for aVentilator in a hospital. All other gadgets such asMonitor, oxygen, suction are always available in ahospital doing surgery. Medical personal will also beavailable. Either an MOU with a hospital with ICU or theavailability of a Ventilator can defend you in litigation.This is not the first occasion court has done suchobservation. There are earlier observations but not giventhe publicity. Today media is always up against theHospitals that they flash the news to panic the medicalcommunity. Equipping the hospital over the time can beconsidered as any equipment can yield money in a courseof time.

Trauma care project is being worked up meticulouslyby the state office. Communication to Branch secretariesare also been sent. We request the members from thefollowing branch to be in touch with your office bearersand make the project a grand success.

Let me express my sincere Thanks to allthe candidates who contested the election andthe members who took part in voting. IMA –TNSB has created history by conducting onlineelection for the first time in any State Branch.There were teething problem, and fewsuggestions received. The next team will beable to implement it with more perfection.

“Perfection is an art which comes out ofexperience”.

Winner gets the early opportunity to serveyou all and the looser become more experiencedto serve the organisation later.

“Failure is a stepping stone for success”.

NEET and the fall out of UG selection hasbeen an unpleasant event. Through we havebeen advocating against NEET, it has becomeinevitable due to the Apex Court Judgement. Itnow needs to upgrade our state schooleducation which should take at least a few yearsto implement. At the one master stroke by ourever enthusiastic President elect Dr. J.A. Jayalalto initiate NEET coaching for the Districtstudents is a giant leap in the right direction.Let us serve for a social course and try toeducate the District and Government schoolstudent by “IMA NEEThi” to be organised byDr. K.M. IMATNSB deserves special appreciation for initiatingand executing formidable online election for the first time inthe IMA history of state elections in India. Our PresidentDr.TNR,Secretary Dr. N. Muthurajan,dedicated leaders ofElectionCommission, all the contendersandVoters hadworked with apparition to implement this online ballotingsystem. I seek all your co-operativeengrossment in thecoming year, for theprosperity of medical fraternity and toensure our Dreams come true. The TEAM IMA 2018, first office bearers meetingwas held on 03.09.2017 and it is resolved to implement thefollowing important events with all your collaboration inthe coming IMA year.1. A month long IMA Yatra will be held from 15/1/2018 to

11/2/2018,embracing all leaders and captains of IMA,dedicated for a week in each zone striving to meet attheir den all the 156 branches of IMA with the objectiveof enforcing

organisations.� IMA Medicos Meet2. To start Government/ INC approved Nursing School

with IMA–Private partnership in tier II cities by theParamedical wing.

3. To conduct IMA NEET coaching center to offer free ofcost high valued NEET UG Coaching to deservingrural students. Dr. AbulHasan will coordinate it.

4. To introduce new short term skill development coursesin IMA CGP/AMS/Paramedical wings.

5. To empower NHB functioning and try for QualityCouncil approval for our NHB.

6. To continue the vibrant projects of this year initiatedby our President like trauma care, ComprehensiveMedical Journal, IMA Tamilnadu TV Programmes inan effective way.

7. To initiate FSS II scheme.8. To reintroduce Endoscopy training courses with a

target of training 1000 surgeons/PG students.9. To organize Comprehensive Insurance Conclave meet

10. To organize legal Medicine Seminars in all District withestablishing a comprehensive legal cell.As our Presidents pet project Trauma care is getting

Millions of families struggle with challengesdue to Alzheimer’s disease. The world lights uppurple on World Alzheimer’s day, a day dedicatedtowards raising awareness about Alzheimer’sand dementia. Every three seconds someone inthe world develops dementia/Alzheimer’s,according to the Alzheimer Disease International(ADI). So because of this, organizations aroundthe world come together on this day to supportfinding a cure for this sorrowful disease.

History of World Alzheimer’s Day

Originally, this day is part of WorldAlzheimer’s Month, where organizationscoordinate to create global messages aboutdementia for the media, key stakeholders andpolicy makers. The decision to introduce the fullmonth was made to enable national and localAlzheimer associations worldwide to extend thereach of their awareness programs and events.For instance, organizations likethepurpleelephant.com light up city buildings inToronto, Niagara, Chicago, New Orleans, andVancouver in the color purple to enact this day.For the month celebration, these organizationscome together to create themes of conversation

to help others recognize the effect of Alzheimer’sand dementia.

The day however was launched in 1994 tocelebrate the 10th anniversary of AlzheimerDisease International (ADI) association, whichempowers other organizations with research andupdated knowledge about Alzheimer’s anddementia. ADI is the international federation ofAlzheimer associations around the world, inofficial relations with the World HealthOrganization. It holds international conferences,and holds the Alzheimer University, a series ofpractical workshops to help staff and volunteers.This is all made to help educate people aboutthe effects of Alzheimer’s and dementia and whatpeople can do about it. Because essentially, theseissues, especially among the elderly can no longerbe ignored.

How to celebrate World Alzheimer’s Day

To participate in this day, you can donatemoney to a trusted organization like ADI andthe Purple Elephant. If they have events youcan attend nearby, try it out. Most of the timethey do walks or educational convention, butthey’re good for spreading awareness. If afamily member or friend that’s close to you isstarting to have dementia/Alzheimer’s, look uponline about what you can do to help them andbe positive support for others who are struggling.�

discipline rally from October 11th to 15th. Your branchis one of the branches IMA TNSB is requesting tohold the rally. We request you to do the followingand help IMA – TNSB to build up its image in thecommunity and also to enroll Non IMA – Membersinto our association.1) Identify two schools and two colleges and

conduct Basic life support Training to 10th to12th students.

2) Rope in local faculty and organize mannequinfor the programme. This has to be done onOctober 11th & 12th.

3) Please organize BLS Programme to Police andFire personal in your area.

4) On October 13th & 14th organize Two wheelerand Four wheeler rally in your town/cityproceeding towards the neighbouring branch.IMA State is planning to get T- Shirt and Cap forthe same. Helmets by two wheeler riders and seatbelt by car drivers is compulsory for all. Commonplacards and flex banners will be sent to you bythe State Office. The Police permission will needto be got at the branch level and necessaryrepresentation was already given at DGP Office,Chennai.

5) On October 15th we shall have a public meetingat Trichirapalli with VIPs and State Office Bearers.The best organizing branch will be rewarded.

6) We need to Document the details of all thestudents who are undergoing the BLS trainingand also the Police and Fire personnel.

IMA CGP south zone meeting was heldTirunelveli on 13/8/17. IMA Tirunelveli along withKIMS Thiruvananthapuram. Subsequently on 20/08/17, north zone meeting was held in Villupuramwith help of local branch. South zone meeting wasattended by senior leaders Dr.S. Arulrhaj Patron IMACGP Tamilnadu, Dr. K.Vijayakumar former nationalpresident and Dr. J.A. Jayalal president elect. Northzone meeting was attended among others by our statepresident Dr.T.N. World Mental Health Day, hosted by theWorld Federation of Mental Health, is on 10thOctober each year. To help mark the occasion,we’re raising awareness of what can be doneto ensure that people with mental healthproblems can live with dignity.

The problem

One in four adults and one in ten childrenare likely to have a mental health problem inany given year. This can have a profoundimpact on the lives of tens of millions of peoplein the UK, and can affect their ability to sustainrelationships, work, or just get through the day.

But an ill-informed and damaging attitudeamong some people exists around mentalhealth that can make it difficult for some to

seek help. It is estimated that only about aquarter of people with a mental health problemin the UK receive ongoing treatment, leavingthe majority of people grappling with mentalhealth issues on their own, seeking help orinformation, and dependent on the informalsupport of family, friends or colleagues.

How can we challenge this?

We are confronting this stigma throughfacts. Facts that help us understand patternsof mental health problems, their causes andsolutions. Facts that help us break downbarriers in seeking help and support. We haveproduced an updated Fundamental Facts withthe aim of distributing it to the widest audiencepossible. �

Last management committee meeting- it was much debatedthe role of district co-ordinators. They are the pillars of the schemeand some of the vacant posts are filled up. It is mandatory thatevery district should have a co-ordinator and request the branchsecretary to take step to fill the existing vacancies.

I hope that PPLSS secretary was sent to list the defaulters forrenewal of members to all the district co-ordinators. If anybody

who have not received the list may inform to me and the secretary. As we discussed the reply forthe legal notices also to be written by the district co-ordinators in consultation with legal committeechairman. Regarding membership drive every co-ordinator is requested to enroll atleast 5 membersbefore to the next management committee meeting.

Already requested to the state office to send a circular to all branch secretaries to allot 15members for PPLSS co-ordinator to enlighten the scheme. Dear members PPLSS has alreadyinformed that branches inviting PPLSS office bearers to enlighten the scheme will be given Rs.10000/-. Kindly utilize the sponsorship and increase the membership.

I am very happy to inform all the members that no claim bonus for Rs. 1000/- for renewal willbe given provided,there was no case against them approved by management committee.

The Supreme Court recentlydeclined a woman’s plea to abort her 26 - weeks -oldfoetus detected with Down’s syndrome.What was the court’s rationale?� It was contended that the congenital abnormality

found in the woman’s foetus and the woman’sanguish about the future of the baby were thereasons for her decision of abortion.

� It was also argued that it was the Woman’sconstitutional right to terminate her pregnancy.

� The court refused permission by calling thefoetus ‘a life’.

� It cited that the Medical Termination of PregnancyAct of 1971 places a 20 -week ceiling ontermination of pregnancy.

What is MTP Act, 1971?� Abortion in India is legal only up to twenty weeks

of pregnancy under specific conditions andsituations.

� One, the continuance of the pregnancy wouldinvolve a risk to the life of the pregnant womanor of grave injury of physical or mental health, or

� Two, there is a substantial risk that if the childwere born, it would suffer from such physical ormental abnormalities as to be seriouslyhandicapped.

Before 1971, the law in Indiaon the subject was simple.Causing a woman to miscarrywas an offence under Sec 312 of

victim sought and receivedpermission from the Supreme

Court to abort after the 20 weeks deadline hadpassed.

� Her petition was treated as a “special case”,meaning it could not be used as a precedent togrant permission in another case.

� On January 2017, the Judges had relaxed the 20-week cap to permit another woman to terminateher 24-weeks pregnancy.

� Then, the foetus in that case was diagnosed withanencephaly – a congenital defect in which thebaby is born without parts of the brain and skull.

� The court had said that the abortion wasnecessary to preserve the woman’s life.

� In the case of the foetus with Down’s syndrome,the court said the foetus posed no danger to thewoman’s life.

What the draft MTP bill 2014 provides?� The draft MTP increased the legal limit for

abortion from 20 weeks to 24 weeks.� It provides for abortion beyond 24 weeks under

defined conditions.� The Bill amends Section 3 of the 1971 Act to

provide that “the length of pregnancy shall notapply” in a decision to abort a foetus diagnosedwith “substantial foetal abnormalities” or if it is“alleged by the pregnant woman to have beencaused by rape”.

� Under the 1971 Act, even pregnant rape victimscannot abort after 20 weeks, compelling them tomove court.

� It allows a woman to take an independentdecision in consultation with a registered health-care providers.

� It also takes into account the reality of a massiveshortage of both doctors and trained midwives,and seeks to allow Ayurveda, Unani, Siddha,Homoeopathy practitioners and a nurse orauxiliary nurse midwives who has been enrolledas a nurse or auxiliary nurse midwife in the Indiannurses register or the state register to carry outabortions.

Why is it essential to change the MTP law?� Foetal abnormalities show up only by 18 weeks,

so just a two-weeks window period after that istoo small for the would-be parents to take thedifficult call on whether to keep their baby.

� Even for the medical practitioner, this windowperiod is too small to exhaust all possible optionsbefore advising the patient.

� There is an urgent need to empower women with

sexual rights, legal protection against sex crimesand sex choices both in their own interest and forthe sake of reducing the fertility rate as a whole.

� The lack of legal approval moves abortion tounderground and they are done in unhygienicconditions by untrained, thus, putting thousandsof women at risk.
