I. The South Asia WePOWER Network - Our Story so Far

Context

1 World Bank Gender Strategy 2016–2023

Energy access and infrastructure development are critical elements in South Asia’s regional development strategy; however, women’s opportunities to contribute to the energy sector are limited. Our energy and social colleagues also noted a visible lack of gender diversity in technical and senior management positions at client institutions in the region. The World Bank’s South Asia Energy and Social Development Units, with support from Energy Sector Management Assistance Program (ESMAP), established the South Asia Women in Power Sector Professional Network (WePOWER) to promote female practitioners in the energy and power sector. The objectives of WePOWER are to support greater participation of women in energy projects and utilities, and promote normative change regarding women and girls in Science Technology, Engineering, and Math (STEM) education.  This initiative fits the broader work of the World Bank aimed at removing constraints for more and better jobs as part of the Gender Strategy1.

Regional AssessmentThe South Asia Energy and Social Development Units started the WePOWER network initiative under the South Asia Gender and Energy Program (SAGE) in Feb 2018. In preparation, SAGE conducted a regional baseline assessment which collected data from over 100 power sector organizations and academic institutions and interviewed almost 500 women and men. The findings the low female participation in the South Asia power sector (3%-25% of total staff and 0.1%-25% of technical staff). Most women tend to work in the middle- to lower-level nontechnical (i.e., administrative) positions. Low female enrollment in engineering programs (0.5%-31%) also contributes to the small pool of qualified job candidates. The assessment participants identified the lack of role models/networking support, limited fieldwork/training opportunities, and inadequate facilities (i.e., separate toilets/safe transportation/daycare/flex-leave) as the major barriers to women’s careers in the power sector. 1st Partnership ForumRecruiting Strategic and Institutional partners is a crucial strategy for WePOWER to become a vibrant and self-sustaining professional network. SAGE held the First WePOWER Partnership Forum in Washington DC on September 27, 2018, as a first attempt to convene major regional stakeholders from industry, academia, and civil society. International organizations such as USAID, IRENA, and Siemens also attended. The forum received high-level support from WB management, with Karen Grown (Gender Director), Ranjit Lamech (Energy Director at the time) and Demetrios Papathanasiou (SAR Energy PM) all chairing sessions. The forum produced unanimous support and concrete guidance for establishing WePOWER, and pursuing gender activities under the framework of five key pillars: (i)Science, Technology, Engineering, and Mathematics (STEM) education; (ii) Recruitment; (iii) Development; (iv) Retention; and (v) Policy and Institutional Change. We are working with select partners to develop a simple charter for WePOWER. (Please see section II for more information on the five pillars).

First WePOWER Regional Conference in NepalOn February 20-21, 2019, WePOWER conducted the First Regional Conference in Nepal. More than 250 participants joined from South Asian utilities, female engineers, female engineering students, donors local governments. The conference was highly successful in raising awareness of the gaps and barriers faced by women in the power/energy sector. Please find more details in the blog post here.

Recruiting PartnersThe team is constantly recruiting new partners for the WePOWER Network. We are currently engaged with over 50 organizations. Most of the major power sector utilities/institutions in each South Asian country have come onboard. International organizations such as USAID, ADB, IRENA, AusAID, JICA, RTE France, and Institute of Electrical and Electronics Engineers (IEEE) have also been supportive and engaged.

To become a WePOWER partner, we request that the organization develop an incremental Gender Activities Agreement with targets/goals under the five pillars of WePOWER (List of Activities Document.) This approach helps the organizations to address gaps/barriers in a more systematic manner. To attract more partners and raise awareness, the agreement is non-legal and non-binding. This is a voluntary network and the activities are pursed under the organization’s own resources. The World Bank currently serves as the secretariat and convening agent. The eventual goal is for the World Bank to hand-over its duties to regional stakeholders

and for the WePOWER to be an independent and financially sustainable professional network. Currently, we have 21 partners - the first group of WePOWER Partners joined in before the Nepal Conference in February, and the second group of WePOWER Partners are organizations that have joined the network after the Conference.

Each WePOWER partner is engaged in different gender activities. The figure below shows their commitments until 2020 – as of November 2019.

We have committed to doing118 STEM/powersector jobs outreach sessions

29 studytours/field visits (for 627 female students)

and 41 internship opportunitiesfor 292 female students.

In addition, they are aiming to hire130+ women

and hold 135 workshops/training sessions for professional and personal development for total 4,299 women employees

In total, the 21 WePOWER partners will do 724 events/outputs

that target over13,411 participantsby 2020.

The 2nd Partnership Forum in the PhilippinesCo-hosted by ADB, the second partnership forum is the culmination and celebration of all that the WePOWER network has achieved so far. Please see our recent first quarterly newsletter for some highlights. The event hopes to build off of the strong momentum and success of the Nepal conference. The goal of the 2nd WePOWER Partnership Form event is to:

1. Showcase the achievements and committed activities of the WePOWER Partners,

2. Formally adopt the WePOWER Charter,

3. Agree upon the governance structure, and

4. Discuss concrete next steps for the WePOWER Network.

The program agenda includes gender activity updates from WePOWER Partners and the presentation of the WePOWER Charter. The Forum will feature plenary and technical sessions on human resource needs for the growing and modernizing South Asian energy sectors and best practices in diversifying the workforce.

We have over 100 participants here from over 60 organizations here– in addition to the 21 WePOWER institutional and strategic partners, we have senior management and HR representatives from utilities in all of the South Asian countries, as well as colleagues from AFD (French Development Agency), USAID and JICA. Representatives from utilities in Jordan, Indonesia, Ethiopia, Kenya, and Zambia, who have come to share their wealth of experience and also to learn or our achievements in South Asia.

II. Summary of WePOWER Partners’ Activities in 2019

Immediately after the first WePOWER Regional Conference in Nepal was held in February 2019, the first group of partners (11 organizations) was convened and started implementing the activities that each partner pledged at the Conference. The Secretariat of WePOWER has been monitoring those activities for the last 8 months through periodic reporting and updates. The followings are a summary of the first group’s achievements worth highlighting:

Individual

Individual activities of 11 partners are summarized below:

1. Da Afghanistan Breshna Sherkat (DABS), Afghanistan

a) Hired 106 female interns.

b) Hired 43 female engineers and 25 female new university graduates.

c) Built 2 separate mosques (Masjid)

d) Built 34 separate toilets in all 34 provinces.

2. Grameen Shakti (GS), Bangladesh

a) Garnered sponsorships for scholarship and provided scholarship for 4 female students through Grameen Education (Diploma in Technical Course/ Graduate Engineering).

b) Provided female entrepreneurship training for 95 women about the basics of Improved Cook Stove (ICS) and Bio-gas so that they can be engaged as sales agents.

c) Provided “re-engaging” training and certified 50 women as Diploma Engineers of Grameen Technology Center (GTC) so that they can utilize their knowledge and skills anytime.

3. Institute of Electrical and Electronics Engineers, Bangladesh Section (IEEE BDS), Bangladesh

a) Arranged industrial tours for 3 female engineers to National Data Dispatch Center of Bangladesh.

b) Arranged one forum to share experiences with speakers from public sector to inspire 10 women engineers to RETAIN in PES (Power and Energy Sector).

4. Institute of Electrical and Electronics Engineers, Women in Engineering in India (IEEE WIE-India), India

a) Awarded travel grants for 18 female students, out of 97, who attended the final contest of YESIST12 in Thailand - Annual Project Presentation in the Power domain.

b) Organized “Returning Mothers Conference” with 100 female participating engineers in Bengaluru, Chennai India.

5. Women Engineers Pakistan (WEP), Pakistan

a) Provided 7 STEM outreach sessions for 322 girls in K-12 schools in Karachi, Islamabad, Quetta, Rawalpindi, Peshawar, Lahore Pakistan. In addition, one Robotics session was held in Quetta Pakistan.

b) Conducted 4 Webinars on professional development for female engineering-major students and professionals, which were broadcasted live on in SAR. Reached viewers of 6,703, 18,436, 5,132 and 1,580 in respective session.

c) Drafted an Open Letter to the Prime Minister in Pakistan to urge s larger representation of female scientists in the Prime Minister’s Task Force for Science and Technology. Was able to include 20 STEM education-based organizations across Pakistan as co-signatories requesting an increase of female representation in government-led STEM Task Forces.

6. Women in Energy Pakistan (WIE), Pakistan

a) Organized 2 “Study Tour and Site Visits” with 40 female members to a power plant built by Punjab Government for educational purposes.

b) Organized training on Solar Installation for 12 young female professionals/engineers.

7. Clean Cookstove Alliance (CCA), International (Bangladesh, Nepal and India)

a) Trained 20 female entrepreneurs sold 312 cookstoves deployed to custom, and sold 143 cookstoves deployed to custom.

Working with Dharma Life Entrepreneurs (DLE’s), set up a micro pelletizing plant managed and operated by women in India. In the Women Empowerment Fund (WEF) Project, focused on developing an ecosystem based on a model for sustainable women entrepreneurship, also increasing the adoption of Tier 4 biomass stoves and pellet in India.

b) Included explicitly gender recommendations in one country action plan (to be finalized in early 2020) in Bangladesh.

Worked with the Power Division and Sustainable Renewable Energy Development Authority (SREDA) to review and relaunch the Country Action Plan in Bangladesh in 2019. The alliance prioritizes on gender inclusion and supporting policies in Bangladesh.

8. Stantec, International (Nepal and Pakistan)

a) Organized one 3-day study tour trip for 3 female hydropower engineers.

9. Institute of Electrical and Electronics Engineers, Women in Engineering (IEEE-WIE), Global (Bangladesh, India and Sri Lanka)

a) Provided 7 STAR program to a total 240 female students, exposing them to research labs for hands-on activities.

b) Organized 3 events inviting most inspirational successful educators from high schools and universities, as well as industry professionals as speakers to local schools, inspiring a total of 150 participants (Best Practice).

10. Institute of Electrical and Electronics Engineers, Power and Energy Society, Women in Power, Region 10 in Asia Pacific (IEEE-PES WiP), Global (Bangladesh, India and Sri Lanka)

a) Provided one STEM Webinar with 60 female students in SAR intended to increase the number of female students in STEM fields.

b) Provided 2 postings for 7 positions for female students on PES network connecting female students with women professionals for potential job opportunities.

c) Shared selected 12 companies in SAR with best practice that promote female retention in SAR in IEEE PES WiP’s Facebook.

11. Réseau de Transport d´Électricité (RTE), France

a) Developed and shared 4 story boards of French women engineers in RTE as role models.

Planned Activities in 2020 and beyondAs a result of the Secretariat’s recruitment efforts, the number of WePOWER partners has increased to 21 organizations. Based on the expressed commitments that the 21 partners are expected to achieve in 2020. We have committed to doing 118 STEM/power sector jobs outreach sessions, 29 study tours/field visits (for 627 female students), and 41 internship opportunities for 292 female students. In addition, they are aiming to hire 130+ women and hold 135 workshops/training sessions for professional and personal development for total 4,299 women employees. In total, WePOWER partners will hold 724 events/outputs that target over 13,411 participants by 2020 with 21 WePOWER Partners. We expect this number to grow as some more partners com onboard in late 2019-2020.

III. WePOWER Partner Featured Stories

WePOWER is collaborating with key partners to create a vibrant and self-sustaining women’s professional network.

We convene, collaborate and communicate latest research, insights and evidence to support workforce participation of women in energy projects and institutions, and promote normative change regarding women and girls in STEM education.

Pillar 1 - STEM EDUCATION

Grameen Shakti Technical Training Program [July 2019 - Bangladesh]

Tahmida Sultana, an enthusiastic student from Shahjalal University of Science & Technology (SUST), completed her one month internship in Grameen Shakti. During this time, she conducted a case study and impact assessment of a Solar Irrigation System, installed by Grameen Shakti.

Dispelling fear of Math & Science – Game-based Learning Sessions for Girls  by Women Engineers Pakistan (WEP)[March-May, 2019 - Karachi, Islamabad, Peshawar, Quetta, Pakistan]

WEP has conducted a total of five programs reaching over a 100 girls students.1. The First STEM Outreach of 2019 at Aghaaz School Karachi.

Game-based learning methods helped students break down and digest basic concepts of stability, shape, force, and acceleration. 

2. Second outreach session was held at the Master Ayub Park School in Islamabad. A school with no walls, no ceilings, but lots of enthusiastic students.

3. WEP Campus Ambassador Tooba Waqar and her team conducted 2 different immersive games. Students were exposed to virtual reality technology.

4. WEP Campus Ambassador Talia Shah conducted another game-based STEM Outreach session at Senior Cambridge Public School Peshawar.

The 12th International Federation of Automatic Control Advances in Control Education Symposium[July 7-9, 2019 - Philadelphia, USA]

Bozenna Pasik-Duncan (University of Kansas, US, Chair IEEE WIE) organized this symposium. Fellow WePOWER Partner, Ramla Qureshi, CEO- Women Engineers Pakistan led “STEM is for Everyone” workshop through interactive teleconference from Pakistan.

An Educational Expo by Water And Power Development Authority (WAPDA)[August 22,2019 - Lahore, Pakistan]

Various schools, colleges, and universities showcased their vision and curriculum in the educational expo. WAPDA Chairperson, Mr. Taqi, emphasized the increased enrollment of women in power and energy sector to ensure gender diversity in various technical professions.

Ceylon Electricity Board (CEB) Women’s Engineering Forum[August 2019 - Sri Lanka]

CEB hosted a women’s engineering forum and promoted WePOWER objectives. “Every woman in South Asia is competitive. They are ready to take on any responsibility and challenging task, provided they are given an opportunity.” A CEB Employee

STEM Orientation & Career Counseling for High School Students[September 9, 2019 - Lahore, Pakistan]

A STEM education orientation and career counseling for pre-engineering and high school girls was arranged at WAPDA Inter-College and WAPDA Girls High School, Ghazi Barotha, respectively. Aspiring young girls expressed their motivation for enrolling into STEM education.

STEM Education Orientation Session [September 15, 2019 - Islamabad, Pakistan]

A special orientation session was arranged for WAPDA School Head Teachers at WAPDA Administrative Staff College. Mr. Shoaib Taqi (GM HRD) presided the session, where he exclusively highlighted “WAPDA - Women In Power” initiative. All school heads were directed (a) to encourage female students to pursue STEM education (b) to promote energy and power professions among young females (c) and to introduce Project Based Learning (PBL) to encourage practical learning.

WePOWER Partner STANTEC Promotes on-site Training for Women Engineering Students [June 16-18, 2019 - Nepal] 

Stantec hosted a 3-day site visit to the Upper Bhote Koshi hydropower project for 4 final year engineering students who conducted a hydropower project feasibility study for their final year project.

Female Solar Technicians Training by Shams Power and Women in Energy Pakistan (WIE)[Aug 30-31, Sep 6-7, 2019 - Lahore, Pakistan]

Matching Internships & Digital Mentorships[July, August, 2019 - Islamabad, Pakistan]

WEP provided talent matching services for two internships; one by Robotech Karachi and another by the Materials Design and Innovation Lab at State University of New York, USA. WEP also provides an on-going Digital mentorships program designed for skills development of STEM skills development of female undergraduate students. So far, 8 students have been paired up with like-skilled mentors.

Grameen Shakti Capacity Building Workshop [June, August 2019 - Bangladesh]

The WePOWER partner Grameen Shakti trained around 65 women promoters on sales and marketing of Improved Cook Stove and Biogas plant. Through promoting clean energy solutions, these women can now contribute to family income. Grameen Shakti continuously monitors and provides extended support for the trainees.

Software Training and Webinar Sessions (WEP)[April-August, 2019 - Rawalpindi, Pakistan]

1. A certified Google Training of $55+ value was provided free of charge. 

2. WEP also conducted monthly webinar sessions, with around 18000 views on social media. The topics ranged from climate change, research and higher educations, and the nexus of gender and energy. WEP collaborated with Women in Energy Pakistan for some of these webinars.

IEEE India Returning Mothers Conference  [November 13-14, 2019 - Bangalore, India]

To encourage local women and students to plan for the break and make the reentry seamless, Ramalatha Marimuthu (Professor, Department of ECE, KCT, India) has been running a program called “Returning Mothers –Rediscovering the Lost Talent Pool” in the form of small workshops. To this effect, a Returning Mothers Conference was held in Bangalore on 13th, 14th November 2019. For details, contact Dr. Ramalatha Marimuthu. 

Women Meter Readers Initiative by K-Electric (KE)[August 2018 - Karachi, Pakistan]

Recently, KE launched the Women Meter Readers Initiative-the pilot programme recruited, trained and deployed four women meter readers in Lyari. This trailblazing initiative is Power industry-first in Pakistan.

IV. WePOWER Partners Network Activities Agreement

The World Bank’s South Asia Gender and Energy Facility (SAGE), in its capacity as the Interim-Secretariat of the WePOWER Network, is grateful to the 11 existing Partners and 10 new Partners for endorsing the objectives of WePOWER and officially joining the network.

BackgroundThe objectives of WePOWER are to support workforce participation of women in energy projects and institutions, and promote normative change regarding women and girls in Science, Technology, Engineering, and Mathematics (STEM) education. Five pillars have been identified for engagement through WePOWER in years 2019 and 2020 – (a) STEM Education, (b) Recruitment, (c) Development, (d) Retention, and (e) Policy and Institutional Change. A detailed description of the pillars is provided below.

The 5 Pillars of WePOWERThe chart above illustrates the five key pillars of engagement for WePOWER. The activities and goals under each pillar contribute to closing the employment gap for women in the South Asian power sector.

Pillar 1- STEM Education: Raising interest in girls for STEM subjects, increasing female enrollment in engineering programs, access to power sector/energy coursework and practical internship opportunities will be key to ensuring a pipeline of qualified female candidates.Pillar 2- Recruitment: Engaging with engineering students and engineering professionals to raise awareness of viable jobs/opportunities in the power sector. This will require a partnership between the private sector, NGOs, the academic institutions, existing local networks (if any), and power sector organizations (utilities) to organize job fairs and networking events. Pillar 3- Development for Female Engineer professionals: Improving personal and professional development opportunities, such as mentorship programs, leadership training/coaching, are crucial for women’s continued progression in their careers, especially in the more technical fields.

The objectives of WePOWER: To support workforce participation of women in energy projects and institutions and promote normative change regarding women and girls in STEM education.

Pillar 4- Retention: Having a gender-friendly working environment and supporting the increased household responsibilities after marriage are essential to improving the low retention of women in the energy sector. Addressing these through instituting family-friendly HR policies, providing reintegrating services for returning mothers and access to facilities such as daycare services, separate toilets, and safe transportation services will be crucial. Pillar 5- Policy and Institutional Change: Institutionalizing and enforcing gender considerations at the national and institutional level will be crucial towards achieving WePOWER’s objectives. This will entail policies for encouraging more women to study STEM subjects, quotas/targets for female enrollment and hiring in the academic/power sectors, and lobbying for more women in senior/board positions. Pillar 5 forms a cross-cutting base for the other pillars in order to achieve lasting normative change in society.

This progress update report compiles the management endorsed gender activities of the WePOWER Network Partners for 2019. The Partners will provide quarterly updates on the listed activities until 2020 to the WePOWER Secretariat. Progress of the activities will be periodically disseminated through the WePOWER Website and social media channels. The final achievements of the targeted activities is presented in the next 2020 WePOWER Progress Update Report. Please find the

The Alliance’s Clean Cooking (CCA) Behavior Change Communication Project (BCC campaign) aims to increase knowledge of benefits of clean cooking and awareness of clean cooking solutions.

CCA engages several female organizations in SAR to increase clean cooking awareness and solutions in Nepal and India. CCA ensures these efforts will include women in all awareness raising and community engagement activities, and CCA could employ them. (Nepal and India)

The target women also work closely with the suppliers for sorting the product sales, after sales services as well as to explore the financing options for the households.

CCA BCC campaign trains 5 female market representatives and/or organizations mobilized to support the marketing of clean cookstoves in Nepal.The 60 women community workers from SEWA and Dharma Life (implementation partners of CCA) anchors to implement the BCC campaign activities in India. These activities aims to generate female entrepreneurs finally.CCA is currently undergoing a “Maximizing Health Benefits of Clean Cooking in Urban Nepal” project that aims to address household air pollution through a series of measures to promote cleaner household cooking.

Junkiri Interactive Pvt. Ltd, as a CCA partner, organizes 5 gender activities for 20 female entrepreneurs focused on deepening women’s engagement to promote cleaner household cooking in Nepal.

Working with “Icddr,b” as a partner, CCA is currently financing a LPG distribution intervention to female members of households that analyzes the socio-economic impacts of clean cookstoves, with a particular emphasis on how the adoption of clean cookstoves impacts women’s time use and availability to pursue productive activities, such as employment and entrepreneurship.

CCA distributes 120 LPG to female members of households.

CEB provides general technical trainings for undergraduate students in the power stations. They are trained about plant operation, generator, maintenance, etc.

CEB accepted 9 universities for the technical trainings, for 60 female undergraduate students [FUSs]

(30% of total 206 students would be female students)* Because of ISIS attack in April 2019, University student input for training has been reduced.

CEB conducts CEB Women’s Forum for CEB female engineers/employees. The forum identifies women’s needs and problems in the CEB (identification).

CEB provides Practical trainings with knowledge sharing for CEB female Engineers. (It is more particular to support their jobs), using 5 training centers.

South Asian utilities apply to and participate in the 12-month virtual Gender Equity Executive Leadership Program (GEELP) delivered by USAID Engendering Utilities’ partner Georgetown University McDonough School of Business, USA.

3 participants from each utility competitively selected based on criteria: (1) management level with influence; (2) at least one person from HR, and 2 others from other departments such as finance, operations, or others; a mix of both male and female – they should be fluent in English.

All the participants will receive an executive certificate from Georgetown University McDonough School of Business.

USAID recruits and enrolls 3 SAR utilities in the 2019 GEELP cohort.

USAID recruits and enrolls up to 5 new SAR utilities in the 2020 GEELP cohort.

USAID develops and delivers an Engendering Utilities short-course within a regional hub in partnership with a local training/ academic institution to utility personnel from within the region who are fluent in English.
