November 2017

Dear Friends,

War touches all generations and yet it seems that we never learn from

the past. The first World War was said to be the war to end all wars and

yet there have been countless wars since and thousands of people killed

or injured. The poem below is one which we often use at the school

Remembrance Day service:

Why are they selling poppies, Mummy, selling poppies in town today?

The poppies, child, are flowers of love, for the men who marched away.

But why have they chosen a poppy, Mummy, why not a beautiful rose?

Because, my child, men fought and died in fields where the poppies

grow.

But why are the poppies so red, Mummy, why are the poppies so red?

Red is the colour of blood my child. The blood our soldiers shed.

The heart of the poppy is black, Mummy, why does it have to be black?

Black, my child, is the symbol of grief; for the men who never came back.

But why are you crying so, Mummy, are your tears giving you pain?

My tears are my fears for you, my child, for the world is forgetting again.

Parish Council Report 9th October 2017 at St David’s Thorpe End. The Meeting. Cllr. J. Wiley in the chair. Summary scratchings by Cllr. Cawdron. Notes only, not minutes. It’s Gone Dark…. Police Report. None this month County Councillor’s report. North footpath in TEGV underway. Mini Roundabout and drainage to follow. Plumstead road would have to close for NDR tie ins Mr Mackie reported that the drainage issue in Green Lane was being discussed with the highways engineer. Servicing the existing drainage system on Green Lane had proved a consistently short-term remedy The Parish Council felt that the cost to NCC of £30,000 to re-design a new drainage system was an affordable cost and should be carried out if Green Lanes was to remain open. Mr Mackie had also met with Chris Mayes to discuss the Trod. Council noted their request for a continuous footpath to Thorpe, including cycle lane provision to reduce traffic congestion. District Councillor’s Report. Mr Vincent reported the District Council were working on their budgets and had been asked to take part in the Business Rate Retention Pilot. They were looking at collaborative working with South Norfolk Council with a report due in March 2018. The emerging Local Plan has been delayed and the consultation will now be held in the New Year. Cllr Cawdron asked why Planning Conditions made to protect the community could not be sustained, to which the reply was given that Developers continue to manipulate the system. Public Q’s from the Floor. Mrs Layt offered to help with the gardening tasks around Little Plumstead Village as Mr Lanyon was retiring. She had noticed the paint was peeling off the village sign and it was agreed to ask Simon Gordon to look at repainting it. Mr S. Cockburn had also volunteered and helped Councillor Heath to clear the Church garden. All volunteers were thanked for their community effort and work. Meeting opened. Absences noted, Decs. of interest, none Mrs M. Jones had submitted her resignation from Council due to work commitments. Council requested a vote of thanks be sent for activities and that notice of Vacancy be published. Correspondance. Planning Applications. The Parish Council made the following comments on planning applications: 20171352 – Broadland Gate, Postwick – Reserved matters I) details of layout, II) Scale of building proposed, III) the appearance of all buildings including precise details of type and colour of the materials to be used in their construction, IV) the landscaping of the site. Parish Council has responded noting objections to degradation of original conditions. 20171553 - Brook Farm Laurel Farm – Proposed construction of Road Bridge across Railway Line, Drainage Infrastructure, Earthworks and Landscaping Council has responded with queries on long term maintenance but with no objection. 20171586 – 50 Plumstead Lane, Thorpe End, NR13 5BU – Single Storey Rear Extension. No objection. 20171673 – 13 Astley Road, Little Plumstead, NR13 5ET – Erection of outbuilding in garden No objection. 20171624 – Brook Farm Laurel Farm, - Landscaping reserved matters for Phase 2 infrastructure (Please see Phasing Plan 16266_LSI_XX_XX_DR_A_0100M). An Environment Statement was submitted with the original outline application 20090886. Council has responded with detailed request for further information on maintenance and again noting the loss of masterplanning as this site area is broken up into separate development plots. Proposals for the walled garden, Café and Community Shop. A meeting is to be held on 10th October 2017 at 1.30pm with Nigel Harris. Councillors Wiley, Heath and Johnson will attend. Community and Sports Pavillion. Gt Plumstead. A meeting will be held on Thursday 12 October 2017 to discuss the quotes for the Feasibility Study. Dr Andrew Golland BSc [Hons] PhD MRICS, an independent consultant, will be coming to the meeting to discuss the issues. Councillor Cawdron gave his apologies for this meeting. A draft Business Plan prepared by A. Barnes had been circulated for information. Income and expenditure figures will need to be incorporated to update the Plan. Using the information gathered the Council will need to discuss if they can afford the project and afford to run the Pavilion. The Feasibility Study will include looking at surrounding venues and competition. Debrillator at TEGV and Little Plumstead It would not be possible to place a defibrillator at the hairdressers in Little Plumstead so it was agreed to place it at the Village Hall. The Thorpe End shops are leased and the Council would need to contact the owners of either the

shops or the garage. It was agreed an alternative would be St David’s Church Hall. The cost of each defibrillator is approximately £1,500. Defer for the budget meeting. Little Plumstead Village Hall has no committee at present but is being managed by the bookings person and Councillor Edwards. This will be reviewed after the bonfire night. The car park lights go off after 10pm but it was agreed this would not impede the use of the defibrillator should it be needed late at night. Payments and Accounts. Payment items and monthly and half yearly statement approved. The Council agreed unanimously to transfer £10,000 from the Scottish Widows account and £20,000 from the Nat West account and invest the £30,000 in the Broadland District Council Investment Account. This remained accessible upon one month’s notice. Items for the 208/2019 Budget to include the Little Plumstead bus shelter maintenance, defibrillator, SAM2, repairs to the village sign, Community & Sports Pavilion and the Walled Garden shop/café. The CIL report will be updated for the next meeting. To report on the play area Inspections. A recent incident had occurred at the Little Plumstead play-area and has been recorded. Councillor Claxton reported on the play-area inspections and Councillor Johnson will look at a broken piece of equipment. It was agreed to appoint David Bracey Inspections to complete the annual play-area inspections before the end of October at a cost of £150 + VAT. Parish News. REALLY BAD NEWS. It was with regret that the Parish Magazine has announced they are closing. They offered to return the grant money given by the Council and it was agreed to ask for £200 back. In order to better understand the running of the magazine Councillor Cawdron will contact the editor. Defer to next meeting. Next Meeting. 1900 hrs. Church and Parish Magazine

The PCC has for many years published and distributed the Church and Parish Magazine. Thanks to a grant from the Parish Council, income from advertising and the good will of many who have given their time voluntarily, the magazine has gone out free of charge to every household in the four villages.

After much discussion the PCC has reluctantly decided to cease production and distribution of the magazine after the December edition.

In recent years there have been many changes in the way we receive information, and expectations are much higher in terms of what we pick up and read, whilst the magazine does to some point serve a purpose, to make it relevant to the time in which we live it would need a whole revamp and the PCC is not in a position to do that. The time taken to produce the magazine and the number of people already involved is extremely high and with the growth in housing this will only continue to increase. Unfortunately, the PCC does not feel that it can commit any more time or ask people to commit any more of theirs. Looking ahead, in the next year or two there will be significant changes to the ecclesiastical boundaries which means that the parish and the church boundaries will no longer be the same.

Thank you to everyone past and present who has been involved with Church and Parish in anyway whether in the production, the distribution, as an advertiser or as a reader, your support over the years has been greatly appreciated.

Gt. & Lt Plumstead WI We all thoroughly enjoyed watching and learning

from Mrs Shreave's flower arranging demonstration at our October meeting. Afterwards she kindly allowed all her arrangements to be raffled. The next meeting will be on November 2nd which is our AGM and Birthday. Our member Mrs Brenda Dawson will be talking to us about 'Amusing Memories of her Norwich Childhood'. We have decided that starting in November, during the Winter months, we will begin meetings at 1.30pm to enable ladies to travel home before dark. The competition will be a wrapped Christmas present. The following meeting on December 7th at 1.30pm we will celebrate with Christmas entertainment. We wish everyone in the Plumsteads a very Happy Christmas.

Thorpe End WI At our September meeting we had a trip down memory lane, when Angela Bishop talked about Toys and Games, bringing with her a huge collection of old toys and games. We remembered the simplicity of our childhood games, whose props were simply household items and our imagination, such as daisy chains, petal-pulling rhymes, dandelion blowing, pea-shooters, leaf whistling, finger games, hopscotch, kaleidoscopes, pooh sticks and paper cut-outs. We remembered making pom-poms and plaster of Paris figurines in moulds. We discussed toys of the 40’s and 50’s, such as marbles, conkers, yo-yos, 5-stones, cigarette cards, autograph books and skipping chants. Health and Safety regulations did not exist, as Angela showed us a mini cooking stove of the 1950’s, powered by methylated spirits, and Mr Potato Head with sharp spikes. The hoola hoop was invented in 1958, Scaletrix in 1957 and Barbie in 1959. We remembered playing Monopoly, Tiddlywinks, Happy Families, Cluedo and Twister (the 1967 Game of the Year). None of our toys were plastic but fashioned in wood, metal or other natural materials. Our next meeting at 7.15 on Thursday November 16th in St David's Church Hall, is our Annual Meeting, which will be followed by Social Time. The Rambling Group Many thanks to David Sarah and families, for a good walk, and excellent hospitality after it. Adding another dimension, and a lot of pleasure to our rambling. The next walk, lead by Juliet, will be on Wed 15th November at 1.30 around Coltishall, St John's and part of the Bure Valley railway. It is 4 miles with an option of a shorter walk at approx. 3 miles. Meet in the car park by the river where the two pubs are (Kings Head and Rising Sun). Coffee and tea afterwards in the Rising Sun. The walk on Monday 4th December, lead by Lillian and Penny. Will be in the City. Meet at 2 pm. Further details will be available, nearer to the time of the walk. ALL are WELCOME. Gt. & Lt. Plumstead & District Horticultural Society At the October meeting Charlotte Philcox.an organic gardener, writer, broadcaster and designer talked about a variety of natural remedies for many ailments which she said proved definitely work. This was also the Autumn Show with an excellent display of entries. Ruth Boden had the highest points with David Curtis the runner up who also had the largest vegetable. The flower of the month was won by Joyce Fisher. The next meeting on Monday 6th November 2017 will be at 7.30 pm at Great Plumstead village hall and the speaker will be PC Robert Hall on “Crime Prevention”. Please note there will be a Beetle Drive on Saturday 11th November 2017 at 7.30 pm at Great Plumstead village hall admission £6 with a raffle which will be really good fun and everyone will be most welcome so please come along and have an enjoyable time with the gardening club. The meeting on Monday 5th December 2016 will be at St David’s church hall Thorpe End at 7.00 pm prompt as this will be the AGM which will be followed by refreshments and entertainment by “Bob & Connie”.
