Dear Friends

It’s that time of year when many of us will have been or will be going away on our holidays, and whether it’s Hunstanton or Hawi, Sheringham or Singapore, holidays are something that we spend a lot of time planning. We spend weeks with the brochures or on line, picking our destination, where we want to fly from, who we want to go with, what sort of accommodation we want, what we want to do when we get there etc.

None of us would set out on our holiday without putting a lot of thought into it and yet many go through life without putting any real thought into where they are going, what they are doing or reading the brochure. The Bible is our travel brochure for our journey through life, in it we can find all that we need to know to guide us through from the start of our journey to the end with lots of hints and tips along the way. A delve into the pages of the Bible will reveal where we have come from, tell us about the colourful past of some of the places around, introduce us to fellow travellers, give us a foretaste of our destination and an invitation to continue the journey. It might not have glossy pages or airbrushed pictures but what you read is what you get, it has to be worth a read.

After all it is the Best Instructions Before Leaving Earth!

Parish Council Report 11th

July 2016 at St Davids, Thorpe End. The Meeting after a mixed day. Cllr. S. Vincent in the chair. Chairman’s apologies. Summary scratching's by Cllr Cawdron. Notes only, not minutes.

Q’s from the Floor. Overgrown footpaths and could something be done. Further Q’s on the Hospital Site Planning. Walled garden and woodland path. (see later). TEGV Woodland extension. In N Plan but planning app not yet made for section. Resident noted that they were not happy to see possible speed bumps on Plumstead Road (as possibly elsewhere in the Parish villages) and that Average Speed cameras were the answer. This would be a very long winded process through Safety Camera Partnership, but there was the possibility that the new roundabouts proposed in Thorpe End would slow things down. The Parish will also be trialing a mobile (SAM) speed sign in the villages. Noted that the resurfacing near the Brick Kilns had removed the white lining. This was reported immediately to NCC and Councillor Mackie.

Matters Arising and Chairman’s Items The Chairman wished noted the Parish Council Vote of Thanks to Mrs Jane Jones for the six years of fine service to the Council. She has also now completed the handover of Parish Clerks Duties to the New Parish Clerk Mrs Tess Scott. The matter of safety at the Brick Kilns junction. NCC were re-examining the roundabout proposals previously considered and the Parish may wish to consider this for Parish Partnership funding. The request for the change to a ‘Stop’ sign had not proved immediately possible as this requires Secretary of State Agreement!!!! Thorpe End Village Hall grass cutting. The Parish Council had agreed to continue grass maintenance for the season but discontinue cutting the ‘private area’ in the future. Gt Plum. VH car park heavily potholed. Material delivered but awaiting weather/plant to grade it. New Post Box Location at Gt Plumstead dangerous. Council had requested relocation to safer place. The box was not yet in use. Hospital Bus Shelter. This had been pursued without result. One more try with Savilles land agent and options found by Cllr Vincent with Broadland were CPO or Adverse Notice, the latter being the cheaper.

County Council Report. Several further matters of Highways were discussed including Brick Kilns junction safety, potholing to the Salhouse Road in Little Plumstead, the flooding problems at Hare Road, potholing to Hospital Road and solutions to Speeding through the Villages. The Parish Council has compiled a Roads Problem list and sent this through to NCC and the Cllr asked the Parish to monitor progress and report accordingly. Hospital Road marked but not yet progressed. Devolution has been voted to go to consultation. This would still mean an elected Mayor. Residents may wish to read about the deal and respond accordingly.

District Council Report. Cllr. Vincent) reported for the period noting next BDC Meetings and an update on the planning applications. Broadland Growth Ltd. have been asked by BDC to develop options for the triangle field near Heath Road and the Rosebery Road exception site. The Growth Triangle Area Action Plan has been adopted. Devolution (as above) to go to consultation. Racecourse Plantation (Thorpe Woodlands) have asked BDC Planners for an opinion on 300 dwellings proposed in the Woodlands. The Woodlands group have already mobilized!! There is no further progress on the Brooke Laurel Farm link road proposals, although the Lothbury Trust have requested Middle Road details from the NDR officers.

Parish Council. The Parish Web site upgrade continues and has been made “live”. Please access for the latest news and information. Parish Councillors are meeting Highways Engineers this month to further Discuss the Flooding issues affecting all parts of the Parish. Parish Councillors will visit the NDR sites on 11

th August.

Action against Domestic Abuse Posters to be distributed to Notice Boards. November 5

th Fireworks at Sandhole Lane approved.

There remains a vacancy within the Thorpe End Ward for a Parish Councillor.

Financial items. The normal items of cost, wages and invoices were approved and cleared. The separate CIL account set up was in progress. future top d ressing. Plumstead Playing Field Goal Posts. Offers and arrangements made.

Planning. Considerable Comments had been made on recent Applications e.g Salhouse Road Plans. Little Plumstead Hospital Site Development. Considerable discussion ensued about this planning application and the discharge of reserved matters. There were some significant issues and Council had met with and supported the school on their points and further met with the Applicant to see if clarity could be gained. The Application has been called in for a BDC Planning Review. There was discussion at the meeting about uses for the Walled Garden, the Woodland walk and maintenance and drainage issues. Entrance and access to school ‘drop off’ remained an issue.

NDR Liaison Group. Residents can sign up for news and progress reports via a new NCC website [email protected]. Residents are requested to use this site for updated information. The liaison group has met NCC and continues to raise parish concerns. Note advance notices of road activity to the EDP every second Wednesday of the month. Piling activity will continue at the Plumstead Rail crossing and embankments will start.

Speeding through the Villages. (Repeated) It remains a general consensus that the only effective deterrent remains the speed table bump technique and parishioners may wish to consider where they should be best placed, as they are likely to be on Parish Partnership funding applications and possible CIL

Gt. & Lt. Plumstead & District Horticultural Society In July the Chairman said that members had visited Peter Beales Roses and had enjoyed an excellent tour there and the next garden visit is to Furze House and Bressingham Gardens. He welcomed the speaker for the evening Sarah Hammond who was going to tell us all about “English Peonies”. She told us that Peonies were originally planted by her mother in law 50 years ago on the family farm which has been passed on to her and she has expanded the range of flowers to include other Peonies as well as a variety of cut flowers. She had brought along some wonderful specimens and told us how to plant and care for them and answered several questions afterwards. The flower of the month was won by Derek Sheldrake. The next meeting is.on Monday1st August 2016 and will be at Great Plumstead village hall at 7.30 pm and the speaker will be Shelaugh Ash on “Gleaning from Gertrude Jekyll”. The flower of the month can be one of members own choice. The Summer Show is on Saturday 6th August 2015 at 2pm at Brickworks House, Norwich Road, Little Plumstead, Norwich and members can invite family and friends to come along and see what they are growing in vegetables, fruit and flowers. Please note: Members must arrange staging from 9 am – 11 am on the day of the show. The meeting on Monday 5th September 2016 will be at St David’s church hall Thorpe End at 7.30 pm and the speaker will be Johnny Walker on “A – Z of Bulbs”.

We are expecting the SAM sign in the near future. First Location Little Plumstead. The sign has to be moved every eight weeks and not returned for four. But we have three villages to protect so this should not be difficult. The best prevention starting point is to obey the law! Community Infrastructure Levy monies; Sub Committee yet to meet.

A.O.B.Plumstead residents noted problems with unmarked dogs. Please collar and tag your dogs. Damage to Bench at Broadmead Green. Back Slats kicked out. Any persons knowing anything about this, please contact the Council. Lower branches to Broadmead Green and Padgate. Costs for tidying up to be obtained.

Thorpe End WI In July fifteen of our members were warmly welcomed in Briston by Paul Graves of H V Graves, a family butchers founded in 1946. It was almost exactly a year since Paul and his wife had given our WI a lively talk and demonstration and invited us to visit. After a tour of the extensive premises and cool rooms, we walked across to the farm to make the acquaintance of the well-kept beef cattle and also of Paul's father, who was quite a character. Our tour complete, we repaired to the nearby church hall to a delicious spread of sandwiches, sausage rolls, scones and cakes that Paul and his staff had prepared for us, all free of charge. It was much enjoyed and definitely a day out with a difference. At our June meeting Rachel Harvey spoke to us about the work of Anglian Water. Since the water in our region comes mainly from aquifers and Anglian is at present extracting close to the maximum amount its license allows, there is concern over accommodating the water requirements of all the planned new houses in our area. With each person using on average 150 litres of water a day, Anglian Water gives talks to school children to encourage them and their families to reduce the amount of water we all use so we can conserve this valuable resource for the future. Our group does not meet in August, so our next meeting is on Thursday 15th September at 7.15 pm in St David's Church Hall, when we will be hearing about the amazing assistance dogs trained by Canine Partners. Great & Little Plumstead W.I. Our July meeting was our Strawberry Tea and was much enjoyed by all our members ,wearing black and white. The speaker was Janet Grantham who told us about her visit to Brighton Royal Pavillion for the NFWI meeting in June. Our president read out a letter from David and Sally Jacobs thanking the W.I. for the afternoon tea on the occasion of the unveiling of the village sign. We were all very sad to hear of the death of Dulcie Reed who was our longest serving member. Many attended her funeral at Little Plumstead church. The service had been planned by Dulcie and ended with Jerusalem. The next meeting will be on September 1st. when the speaker will be Mrs Standley from Norfolk Knitters.

The Rambling Group The ramble, lead by Karen, will be on Wednesday 17th August. Meet at Potter Heigham Church, for a 1.30 pm start. It is about four and a half miles. ALL are welcome. For further details contact Freda:- 01603 700623/07969 419 450
