This letter serves as an addendum to the report dated August 30,2001, addressing concerns youforwarded via e-mail on September 7,2001 at 11:07:37 am. The report is titled P609 PHASE 6,whereas your e-mail, and Hillsborough County reflect this as Phase 7. This incongruity haspreviously been explained as the County’s contractor, Volt VIEWtec~ has been working on theproject since Phase 2, and begsn their respective numbering at that point, as Phase 1.

1. While Mr. Will Miller was Project Manager for the District for this project, he wasadvised of the County contracting with VIEWtech, and that a Blanket Purchase Order was issuedon January 13,2000 covering the period of December 24, 1999 through December 23,2000.This was further extended for a three month period during which the current phase(s) of theproject were re-bid, in order to avoid a hiatus in the projec~ so as to maximize the continuity ofpublic awareness activities. Therefore, Mr. Miller’s letter of February 7,2000, providing Noticeto Proceed to the County, was post facto, and perhaps should have reflected that. Due to thepurchasing process the County follows, the contract period with VIEWtech has fell out-of-syncwith the fiscal year.

2. Calculating the estimated gallons of water saved per basin is a simple percentage of thetotal gallons saved. The percentage of rebates (units or locations participating) by basin are asfollows, with the respective estimated water savings:

3. The program qualification dates of October 1994 through April 2001 is correct. If forany reason someone had replaced a toilet during previous phases, and had not received the rebateas yet and still was able to provide the original receipt, then they would be eligible to participate,Therefore there is no need to correct the installation dates for this phase.

4. For the purposes of program participatio~ the total number of rebates issued (5, 074) isthe number of participating properties, units or locations. Water savings is based on the numberof participants, rather than the number of toilets replaced, as multiple toilets replaced in a singlelocation, e.g., single household, does not necessarily increase the amount of water savings.

5, This phase of the program targeted the replacement of 10,220 toilets at 7,300 locations.This goal was not attained, as indicated in the report on page 14. At the time of programcompletion, 7,439 toilets were replaced at 5,074 locations.

PROGRAM FUNDING

The Hillsborough County Ultra-Low-Flow Toilet (ULFT) Rebate Program for fiscal year2000 was fi.mdedthrough water customer consumption charges as a portion of theAggressive Water Conservation Plan adopted on November 9, 1994 by the HillsboroughCounty Board of County Commissioners. Whhin this plan $1,773,125 was budgetedannually for the ULFT Rebate Program including rebates to County water customers,promotional activities and program administration costs for the County’s contractor. TheAlafia River, Hillsborough River, and Northwest Hillsborough Basin Boards of theSouthwest Florida Water Management District assisted with $100,000 each in cooperativefinding for this water conservation prograrq for a total of $300,000 in Districtparticipation during this year. A total amount of $1,575,000 was provided by these basiiboards during the seven year life of this program.

PROGRAM RESPONSIBILITIES

VOLT VTEWtech continued to provide the administration of the program for the FiscalYear 2000. The Blanket Purchase Order and notice to proceed was issued on December24, 1999, At that time VOLT VIEWtech began issuing rebate checks to programparticipants. VOLT VIEWtech’s responsibilities included:

Managing the day to day program operations.Working with customers to guide them through the program,Tracking all program activity.Inspecting ULFT installations.Collecting customer survey dat~ and subsequent analysis.Preparing and issuing all rebate checks.Promotion of the program through interaction with the plumbing industry.Collection and disposal of the replaced toilets.

The Hillsborough County Water Department’s responsibilities included:

The Hillsborough County ULFT Rebate Program overall objective is to encourage theHillsborough County Water Department’s water customers to conserve water byreplacing their existing high flow (over 1.6 gallons per flush) toilets with new ultra lowflow toilets. Most customers with an operable high flow toilet would not considerreplacement until their existing unit fails. Customers with broken high flow toiletswould generally choose to fix the unit at a lower cost than replacement, Offeringcustomers a rebate covering a substantial portion of the replacement cost results in thereplacement of many high flow units that would not normally be replaced until fw intothe fhture.

Provide Hillsborough County Toilet Rebate Program information to all interestedresidential and commercial water customers of the Hillsborough County WaterDepartment.

Issue up to 4,526 rebates for up to 6,745 Ultra Low Flow toilets purchased andinstalled by single family residential water customers of the Hillsborough CountyWater Department.

Issue up to 2,774 rebates for up to 3,475 Ultra Low Flow toilets purchased andinstalled by multifiiy residential and commercial water customers of theHillsborough County Water Department.

Provide on site inspections for one hundred percent (100%) of multifamily andcommercial toilets, and twenty-five to forty-five percent (25V0-45YO)of single fdytoilets rebated through the Hillsborough County ULFT Rebate Program.

Complete a customer survey on all inspected toilet rebate participants.

Pick up all replaced toilets and transport them for recycling as determined by theHillsborough County Water Department.

Advertisements were placed in local newspapers, trade publications and on local radiostations. Additionally, presentations were made to several local organizations.

Hillsborough County had previously adopted an advanced plumbing code to requireULF Toilets in all new construction and major remodeling.

Several articles were written about the toilet rebate program in local newspapers, andspots have aired on the TV news.

Local Government Access Cable Television promoted the program through bulletinboard announcements.

The toilet rebate program has been a part of Hillsborough County’s display booth setup for occasions such as Good Community Fair, Family Festival, the Sun CityInformation Fair, and the Water Week activities in Tampa. VOLT WEWtechemployees helped staff the booth.

A mailing designed to explain and encourage participation in the rebate program wassent to over 300 licensed plumbers registered with the Hillsborough County Planningand Growth Management Department, Development Services Division. The mailingwas also sent to local retailers who sell plumbing supplies and toilets. A responseform was included in the mailing so interested “Trade Partners” could requestadditional program literature, applications, and other necessary forms.

Additional contacts with “Trade Partners” occurred throughout the program usingboth phone and field contacts. Considerable activity developed on the part ofplumbers and retailers who interacted with the County’s water customers for thepurchase and installation of new toilets. Typically the plumber or Trade Partner wouldperform the work themselves as licensed plumbers.

Hillsborough County developed a “Freddy the Frog” mascot to promote the County’swater conservation efforts, Flyers and brochures provided by Hillsborough Countyhave been distributed and placed in local plumbers and retailers. Retailers inparticular, have been very cooperative with the rebate program stti offering primelocations to display and distribute the inllorrnation. This has provided an additionaloutlet to educate Hillsborough County water customers about water conservation.

PROGRAM SERVICE AREA

The Hillsborough County Water Department services customers within two service areasin Hillsborough County. All water customers of the Hillsborough County WaterDepartment were eligible to participate in the ULFT rebate pro- so long as they werereplacing older (pre 1993) high volume toilets. Mid-year 1993 is when new constructionwas required to have ULF toilets. These requirements were listed on the programpromotional materials.

PROGRAM QUALIFICATIONS

The program was open to all water customers of the Hillsborough County WaterDepartment who were replacing older, high volume toilets.

Installations must have occurred between October 1, 1994 and April 30,2001.

The original purchase receipt was required to have been dated on or after October 1,1994. Original receipts were required to be submitted for each toilet rebated.

Customers had a choice of either installing the toilets themselves, or contracting with alicensed plumber for the installation of the Ultra Low Flow toilets.

Rebate applicable material costs were:

Plumbing parts required for the installation of the ULF toilet, includingwax seals, grout, supply lines (flush valves in the case of commercialtoilets), and bolt sets.

. Customers qualified for the Single Family rebate level if their water account wasclassified as single ftily. Other units were considered single family if they wereindividually owner occupied condominiums, and owner occupied mobile homes.

● Customers were considered Muhiftiy if there were two (2) or more living units on awater account, unless the locations were owner occupied master metered accounts.Additionally, units were considered Multifamily if they were renter occupiedcondominiums or mobile homes.

The Hillsborough County ULFT Toilet Rebate Application

A Program Guidelines Pamphlet

Customers were asked to complete, and return the program application with theiroriginal receipt attached. They were advised that they may be selected for a randominstallation verification inspection.

The number of applications sent out was hand tracked to eliminate the tracking ofcustomers who never decided to participate in the program. Participating customerswere entered into the program database upon receipt of a completed application andoriginal receipt. Many applications reached customers through sources other than theprogram staff Both plumbers and retailers regularly distributed program literature andapplications to their customers.

Upon receipt of the application and the original receipt, all customer and toiletinformation data was entered into the program database. Information regarding toiletsrebated is stored in the database by customer account number. Original activity istaken into account by the database before additional rebates can be issued.

If selected by the computer for inspectio~ the customer’s application was issued to aprogram inspector who would schedule an inspection time at the customer’sconvenience.

All inspections were performed by Volt VIEWtech inspectors. All inspectors hiredhad a background in customer service and familiarity in construction. Inspectors weretrained in program procedures, water conservation techniques and policy. Trainingoccurred in both the office classroom and the field.

. During the inspection the inspector would:

Veri& the ULF installation.

Complete a customer survey.

Indelibly mark all newly installed toilets in the toilet tank with theapplication number and year of program participation.

Install low flow showerheads and distribute low flow faucet aerators at thecustomers request.

. Upon passing an inspection, the customer inspection data was entered into theprogram database, processed and a rebate check was issued.

. If not selected for inspectio~ the customer data was processed and a rebate check wasissued. Customers requesting low flow showerheads and aerators not selected forinspection, were listed and provided to HNsborough County who provided therequested items to the customers directly.

of ULF toilets in theparticipants’ homes. To this end VIEWtech worked closely with both participants andplumbers to assure fill compliance with the installation standards. Several customersapplied for the rebate before completing their toilet installation. In such cases theinspection was re-scheduled, at the customer’s request, to a date after the installation wascompleted.

Several customers failed an inspection due to improper or unstie toilet installation. Thesecustomers were told what needed to be done to correct the installation and wererescheduled for an inspection at a later date. All failed inspections were successfldlyresolved.

Several customers had changed their address since applying for the rebate. In each caseVIEWtech either scheduled and performed an inspection with the current occupant, or inconsultation with Hillsborough County, resolved the issue to the customer’s satisfaction.

VIEWtech made several attempts to contact all program applicants by phone or mail.Customers who did not respond to two separate mailings were ultimately deleted from theprogram as listed below. It is possible to un-delete a customers application with theCounty’s approval, should they eventually re-contact the program.

During this progra~ 7,439 Ultra Low Flow Toilets were installed, replacing previousexisting higher volume fixtures ranging in volumes of between 3.5 gallons per flush to 5.5gallons per flush. This occurred in 5,074 diflierent locations (households). For thepurposes of estimating the water savings, an average savings of 2.9 gallons per flus~ atfour flushes per person per day, and at 2.84 persons per household, is used. Therefore,the daily savings is calculated as follows:

5,074 x 2.9x4x 2.84= 167,157.86 gallons/day

Annualized savings is a simple factor of this (167,157.86x 365 days), equivalent to61,012,618.9 gallons. Over the course of the usefi,dMe of fixtures (30 years), the totalsavings is estimated at a straight line calculation equaling 1,830,378,567 gallons.

The cumulative total water savings for the toilet rebate project FY 94 through FYOOis17.315.47 billion gallons.

The cost of the program equals the rebates issued ($828,721.43) plus the programadministration fees ($192,8 12) for a composite total of $1,021,533.43. The calculated costper thousand gallons of water saved is this cost divided by the total estimated watersavings (in 1,000 gallons) for a calculated amount of $.56 per thousand gallons.

The Hillsborough County ULF Toilet Rebate program opened to customers on October 1,1994. Applications from customers began to arrive soon thereafter. Hillsborough Countyemployees began tracking customers, ptiorming inspections and picking up the old toiletsfor recycling in November of 1994.

Volt VIEWtech began operating the toilet rebate program in April of 1995. On October1, 1995 H.illsborough County decided to use its option to renew the Volt VIEWtechcontract for a period of one year (FY 96). During that year, due to the unprecedentedsuccess of the toilet rebate program, the contract with Volt VIEWtech was extended twotimes with a final goal of 13,756 units to be rebated. On September 4, 1996 HillsboroughCounty decided to use its option to renew the Volt VIEWtech contract for an additionalone year (FY97). During that year the contract with Volt VIEWtech was extended witha final goal of 10,220 units to be rebated.

The FY98 goal was set at 10,625 units to be rebated. While this goal was not attained10,163 units had been rebated by the end of the program year on December 24, 1998.

The FY99 goal was set at 7,300 units to be rebated. While this goal was not attained3,589 units had been rebated by the end of the program year on December 24,1999.

The FY2000 goal was set at 7,300 units to be rebated. While this goal was not attained5,074 units had been rebated by the end of the program year. (The FYOOprogram wasextended through 3/3 1/01)

Key to the success of the Rebate Program was the good rapport established with plumbingand retail “Trade Partners” early in the program. Although rebate levels have varied inrecent program years several active local area plumbers actively promote the program withtheir customers. As a result, a steady flow of new program participants arrive withminimal advertising dollars expended by H.illsborough County.

Hillsborough County has advertised using both the local newspapers and radio spots.“Freddy the Frog” was seen throughout the area as the official mascot for the program.Freddy’s likeness and voice could be seen and heard throughout the area, in schools,plumbing shops and toilet installation companies, promoting water conservation in generaland the toilet rebate program in particular. Freddy was the star of his own coloring bookdesigned by Water Department stti and distributed to children in HNsborough County.

The campaign was successfi.d,generating name recognition and customer awareness of thetoilet rebate program.

Customer response has been positive to the toilet rebate program. Participants areactually excited about their new ULF toilets and water conservation in general. Many newprogram participants are recommended to the program by their family and fiends.

There are several toilet installation companies that have set up operations in the area tomarket the rebate program. These companies provide their customers with qualityapproved toilets at a price which is often lower than their local competitors.

These toilet installation companies require time and effort to keep them focused in amanner consistent with the program requirements, they do provide a valuable fimctionoften servicing areas and populations other “local” companies do not. The considerablesum invested in advertising by these installation companies and other local plumbers, savesCounty finds from being expended in this area. Overall, this is seen as a good example ofpublic / private cooperation.

To help maintain the current reductions in water use, it is recommended that HillsboroughCounty emphasize the importance of proper maintenance procedures for homeowners.Local plumbing supply houses should be encouraged to maintain adequate supplies ofreplacement parts for the new ULF toilets. These should include proper flapper’s toensure continued water saving’s. Additional education would help the water customer toperform proper maintenance of their toilets and any parts which may require routinemaintenance.

As the program continues it may become more difficult to recruit participants due tosaturation of willing participants market share. A challenge for the following program(s)will be to recruit participants that have not voluntarily participated thus fw.

Overall the Hillsborough County Toilet Rebate Program has been a success. This hasbeen due mostly to the cooperation and coordination between all parties involved. Inaddition the continued overall education of the single ftiy home water customer aboutthese water saving fixtures is vital to reaching those who have not yet participated. Thedesire of the Hillsborough County Water Department staff and Volt VIEWtech is tocontinue offering a quality, customer service oriented, conservation program that willcontinue to ensure additional water conservation.

Rebate finding for fiscal year is about to end due to a recent large demand onfinds. According to our records, your toilet failed inspection. If you do not contact ouroffice as to whether or not the plumber has repaired or fixed the problem, your applicationwill be deleted on If you call after the application hasbeen deleted, we can not guarantee that we can re-instate your application so that therebate can be paid.

If you have assigned your rebate amount to the plumber as partial payment of theinstallation of your toilet, you will be obligated to pay the plumber for the fill amount ofthe rebate in addition to the amount you may have already paid. Most of the problems canbe handled over the telephone, if your toilet has been fixed to your satisfaction.

Please contact our office to either schedule another appointment for inspection, or confirmthat the plumber has repaired the problem at the following numbers 288-8805 or 288”-0259.
