    10. Eligible Bidders:

    5. Bidding documents can be purchased from the Branch Manager, CANARA

    Bank, Main Road (Near Police Station) Kudankulam between 10 a.m. to 03p.m. (Monday Friday) and 10 a.m. to 12 p.m. (Saturday) by paying a non-refundable fee as mentioned in para1, column (3). Interested Bidders may obtainfurther information at the same address. The bidding documents can also bedownloaded from the internet (Site address www.npcil.nic.in), where in the

    purchase price of the documents shall be submitted along with the bid in the formof pay order / demand draft.

    6. Bids must be accompanied by bid-security / EMD amount specified for the work in

    clause 18 of NIT, payable at SBI Anuvijay Township (Branch code: 4387) in

    favour of "NPCIL. Bid Security/EMD will have to be in any one of the forms asspecified in the bidding documents and shall have to be valid for 30 days beyondthe validity of the bid.

    7. Bids must be dropped in the box placed in the CENTRALIZED TENDER

    CELL(CTC), D-BLOCK, SECOND FLOOR, ROOM No: 15, OFFICE

    COMPLEX, KKNPP upto 13:00 hours on the day as mentioned in Para 1column (6). The bid (in case of two part tender, part one) will be opened on thesame day at Para 1, column (6), in the presence of the Bidders who wish toattend. If the office happens to be closed on the date of receipt of the bids asspecified, the bids will be received and opened on the next working day at thesame time and venue.

    9.1 The Nuclear Power Corporation of India Limited (referred to as Corporationor NPCIL in these documents) invites bids for the work (as referred above).The successful Bidder should complete the works on or before the scheduledperiod of completion as specified in the NIT.

    9.2 Scope of work:welding of SS and CS piping by qualified 6g welders, carrying out DPT of weld

    joints, assistance in fabrication works.

    11.1 Each Bidder shall submit only one bid for one tender. A Bidder who submits or

    participates in more than one Bid will cause the Bidders participation to bedisqualified for all the proposals

    12.1 The Bidder shall bear all costs associated with the preparation and submission ofhis Bid, and the Corporation will in no case be responsible and liable for thesecosts.

    13.1 The Bidder and any of his authorized personnel or agents will be grantedpermission by the Corporation to enter upon its premises and lands for thepurpose of site visit. However the bidder shall express condition that he, hispersonnel, and agents will be responsible against all liability in respect thereof,including death or personal injury, loss of or damage to property, and any otherloss, damage, costs, and expenses incurred as a result of the inspection.

    13.2 The Bidder should inform the Corporation at least 3 days in advance about theproposed site visit.

    13.3 The Bidder, at his own responsibility and risk is encouraged to visit, inspect andsurvey the Site and its surroundings and satisfy himself before submitting his bidas to the form and nature of the Site, the means of access to the Site, theaccommodation he may require, etc.

    13.4 In general, Bidders shall themselves obtain all necessary information as to risks,contingencies and other circumstances which may influence or affect their bid. ABidder shall be deemed to have full knowledge of the Site, whether he inspects itor not and no extra claims due to any misunderstanding or otherwise shall beallowed.

    13.5 The costs of visiting the Site shall be at the Bidders' own expense. Any reportshared at the site, by the Corporation is subject to verification by the contractor.Any deviations of information in the report and the actual site will not be theresponsibility of the corporation.

    14.1 Submission of a bid by a Bidder implies that he has read this notice and all othercontract documents and has made himself aware of the scope and specifications

    of the work to be executed and of conditions and rates at which stores, tools andplant, etc., will be issued to him by the Corporation and local conditions and otherfactors having a bearing on the execution of the works.

    14.2 The Bidder shall submit the Bid, which satisfies each and every condition laiddown in the bid documents, failing which, the bid is liable to be rejected.

    14.3 This Notice Inviting Tender shall form part of the Contract document.

    14.4 The documents listed below comprises one set of bid document,

    16.1 Before the deadline for submission of bids, the Corporation may modify thebidding documents by issuing addenda.

    16.2 Any addendum so issued shall be part of the bid documents as well as Contractdocument and shall be communicated in writing or by email / fax to all thepurchasers of the bidding documents. Prospective Bidders shall acknowledgereceipt of each addendum by email / fax to the Corporation.

    17. Language of the Bid:

    19. Submission of Bid Documents:

    16.3 To give prospective Bidders reasonable time to take an addendum into account inpreparing their bids, the Corporation may extend the date for submission of bids, ifnecessary.

    17.1 All documents relating to the bid shall be in the English language, unless statedotherwise.

    18.1 The bid shall be accompanied by bid security/ EMD amount as mentioned inPara1, column (2).The bid security amount / EMD may be paid in any one of thefollowing forms:

    a) Deposit at call receipt of a Scheduled Commercial Bank, duly pledged in favourNPCIL, KKNPP.

    b) Demand draft of any Scheduled Commercial Bank drawn in favour NPCIL payableat State Bank of India at Anuvijay Township (Branch code: 4387).

    c) Bank Guarantee from a Scheduled Commercial Bank irrevocable and operative 30days after the validity of the offer (as per standard proforma attached).

    d) Fixed Deposit Receipt issued by Scheduled Commercial Bank endorsed in favour

    of NPCIL.

    18.2 Bid Security/EMD of successful Bidder will be returned after submission of theperformance guarantee amount. Bid Security of unsuccessful Bidders will bereturned to them within 14 days from the date of acceptance of bid of thesuccessful Bidder.

    18.3 The Bid Security may be forfeited, if

    a) the Bidder withdraws / modify his Bid or any item thereof after opening of bid.

    b) the successful Bidder fails within the specified time limit to commence the work.

    19.1 The bid submitted by the Bidder shall comprise the following: -

    a) Bid Security / EMD

    b) Tender document along with Priced Bill of Quantities

    c) Any other information required to be completed and submitted by Bidders in

    accordance with these instructions.

    All the envelopes should be sealed & superscribed with appropriate Envelope number and

    heading as defined above.

    20. Bid Prices, Rates & Taxes:

    22. Bid Validity:

    20.1 The Bidder should quote his rates in figures as well as in words. The final amountshall be written both in figures and in words. The bid shall be liable for rejection ifnot quoted in words.

    20.2 In the case of item rate tenders, only rates quoted shall be considered. In case oflumpsum tender, only lumpsum quoted amount shall be considered.

    20.3 All duties, taxes, and other levies payable by the contractor under the contract orfor any other cause, as applicable at the time of submission of the bid shall beincluded in the rates, prices and total Bid Price submitted by the Bidder.

    20.4 The rates and prices quoted by the Bidder are subject to adjustment during theexecution of the Contract in accordance with the provisions of sub-clause 11.2[Payment for Variations] of the General Conditions of Contract.

    21.1 The unit rates and the prices shall be quoted by the Bidder in Indian Rupees,

    unless otherwise specified in the Special Conditions of Contract.

    23. Alternative Proposals by Bidders:

    22.1 The bids submitted shall remain valid for acceptance for a period of 120 days fromthe date of opening of the bid. The Bidder shall not be entitled during the saidperiod of validity, to revoke or cancel his bid or vary / modify the bid given or anyitem thereof. In case of Bidder revoking or canceling his bid, varying any terms inregard thereof, the full amount of bid security/EMD paid by the Bidder along withthe bid shall be forfeited by NPCIL.

    23.1 Bidders shall submit offers that comply with the requirements of the biddingdocuments, including the basic technical design as indicated in the drawing and

    specifications.Alternatives will not be considered.

    24.1 The Bidder shal l prepare the documents comprising the bid as described in

    Clause 19 of NIT.

    24.2 The Bid shall be typed or written in indelible ink and shall be signed by a person orpersons duly authorised to sign on behalf of the Bidder. No over writing is allowedin the bid documents.

    24.3 The Bid shall contain no alterations or additions, except those to comply withinstructions issued by the Corporation, or as necessary to correct errors made bythe Bidder in which case such corrections shall be initialed by the person orpersons signing the bid.

    24.4 All pages in the tender document shall be signed by the tenderers and returnedalong with their offer for this work.

    25.1 The bid shall be submitted in a sealed envelope containing bid documents asspecified in clause 19 of NIT, and superscribed by the following:

    26.Deadline for Submission of the Bids:

    27. Modification and Withdrawal of Bids:

    25.2 If the envelopes are not sealed and marked appropriately, the Corporation willassume no responsibility for the misplacement or damage of the envelopes.

    26.1 Bids will be received by the Corporation at the address and time specified in NIT

    (refer clause 7). In the event of the specified date for the submission of bids beingdeclared a holiday by the Corporation, the Bids will be received upto the specifiedtime on the next working day.

    26.2 The Corporation may extend the deadline for submission of bids by issuing anamendment, in which case, all rights and obligations of the Corporation and theBidders previously subject to the original deadline will then be subject to the newdeadline. The intimation for extended deadlines will be sent to Bidders preferablyone week prior to the original deadline.

    26.3 Any Bid received by the Corporation after the deadline prescribed above will bereturned unopened to the Bidder.

    26.4 In exceptional cases (where only one bid is received within the deadline), bidsreceived after the deadline, due to genuine delay, but before the time of openingof the bid may be considered on approval from the competent authority. Howeverthe right to approve and accept late bids solely rests with the authority /corporation after ascertaining the delay.

    27.1 Bidders may modify or withdraw their bids by giving notice in writing before thedeadline prescribed in Clause 26.1 and 26.2 above.

    28. Bid Opening:

    29. Clarification of Bids:

    27.2 Each modification or withdrawal notice shall be prepared, sealed, marked, anddelivered in accordance with Clauses 24 & 25 of NIT, with the outer and innerenvelopes additionally marked MODIFICATION or WITHDRAWAL asappropriate, by the respective Bidder.

    27.3 No bid shall be modified after the deadline for submission of Bids.

    27.4 Withdrawal or modification of a Bid between the deadline for submission of bidsand the expiry of the original period of bid validity as in Clause 22.1 of NIT aboveor as extended pursuant to Clause 26.2 of NIT may result in the forfeiture of theBid security pursuant to Clause 18 of NIT.

    28.1 On the due date and appointed time as specified in clause 7 of NIT, the

    Corporation will open cover 1 and 2 of all bids received, including modificationsmade pursuant to clause 27 of NIT in presence of the Bidders or their authorizedrepresentatives who choose to attend. In the event of the specified date for Bidopening being declared a holiday by the Corporation, the Bids will be opened atthe appointed time and location on the next working day.

    28.2 Envelopes marked WITHDRAWAL shall be opened and read out first. Bids forwhich an acceptable notice of withdrawal has been submitted pursuant to Clause27 of NIT shall not be opened.

    28.3 If all Bidders have submitted unconditional Bids together with requisite Bidsecurity, then all Bidders will be so informed then and there. If any Bid does notcontain Bid security in the manner prescribed in the Bid documents, then that Bidwill be rejected and the Bidder informed accordingly. The sealed envelopecontaining priced BOQ will be returned to him without opening. All other valid Bidsshall be considered for evaluation.

    28.4 The Bidders name, Bid modifications and withdrawals, and such other details asthe Corporation may consider appropriate, will be announced by the Corporationat the time of opening.

    28.5 The Corporation shall prepare minutes of the Bid opening, including theinformation disclosed to those present in accordance with Sub-clause 28.3 above.

    30. Examination of Bids and Determination of Responsiveness:

    31. Correction of Errors:

    29.1 To assist in the examination and comparison of Bids, the Corporation may, at itsdiscretion, ask any Bidder for clarification of his Bid, including breakdown of unitrates. The request for clarification and the response shall be in writing or by email

    / fax, but no change in the price or substance of the Bid shall be sought, offered,or permitted except as required to confirm the correction of arithmetic errorsdiscovered by the Corporation in the evaluation of the Bids in accordance with

    Clause 32 of NIT.

    29.2 Subject to sub-clause 32 of NIT, no Bidder shall contact the Corporation on anymatter relating to his bid from the time of the bid opening to the time the contract isawarded.

    29.3 Any effort by the Bidder to influence the Corporations bid evaluation, bidcomparison or contract award decisions, may result in the rejection of his bid.

    30.1 Prior to detailed evaluation of Bids, the Corporation will determine whether eachBid(s) meets (a) the minimum requirements as defined in clause 1 of QualificationCriteria(Annexure 1); (b) has been properly signed by an authorised signatory(accredited representative) holding Power of Attorney in his favour, which shallinteralia include a provision to bind the Bidder for settlement of dispute as perGCC; (c) is accompanied by the required Bid security and; (d) is responsive to therequirements of the Bidding documents.

    30.2 A responsive Bid is one which conforms to all the terms, conditions and

    specification of the Bidding documents, without material deviation or reservation.A material deviation or reservation is one (a) which affects in any substantialchange in scope, quality or performance of the Works; (b) which limits in anysubstantial way, the Corporations rights or the Bidders obligations under theContract; or (c) whose rectification would affect unfairly the competitive position ofother Bidders presenting responsive Bids.

    30.3 Over-writing on rate(s) / total amount not clearly indicating single meaning may bea cause of rejection of bid.

    31.1 Bids determined to be responsive will be checked by the Corporation for anyarithmetic errors. Errors will be corrected by the Corporation as follows:

    32. Evaluation and Comparison of Bids:

    a) When there is a difference between the rates in figures and in words, the rateswhich correspond to the amounts worked out by the Bidder, shall be taken ascorrect.

    b) When the amount of an item is not worked out by the Bidder or it does notcorrespond with the rates written either in figures or in words, then the rate quoted

    by the Bidder in words shall be taken as correct

    c) When the rate quoted by the Bidder in figures and in words tallies but the amountis not worked out correctly, the rates quoted by the Bidder shall be taken ascorrect and not the amount[ In event no rate has been quoted for any item(s), leaving space both in figure(s),

    word(s) and amount blank, it will be presumed that the Bidder has included thecost of this/ these item(s) in other items and rate for such item(s) will beconsidered as zero and work will be required to be executed accordingly ]

    d) In the case of percentage rate tender, the Bidders are required to quote their ratesboth in amount as well as in the percentage below/above the rates entered in theschedule. In such cases in the event of arithmetical error committed in working outthe amount by the Bidder, the tendered percentage and not the amount should betaken into account.

    31.2 The amount stated in the Bid will be adjusted by the Corporation in accordancewith the above procedure for the correction of errors and shall be considered asbinding upon the Bidder. If the Bidder does not accept the corrected amount theBid will be rejected, and the Bid security/EMD may be forfeited

    32.1 The Corporation reserves the right to accept or reject any offer.

    32.2 In evaluating the Bids, the Corporation will determine for each Bid, the evaluatedBid Price by adjusting the Bid Price by making any correction for errors pursuantto clause 31 of NIT (Correction of errors).

    32.3 The estimated effect of the price adjustment conditions under Variations andDeviations of the Conditions of Contract, during the period of implementation ofthe Contract, will not be taken into account in Bid evaluation.

    33.Award Criteria:

    34. Notification of Award and Signing of Agreement

    35. Corrupt or Fraudulent Practices:

    32.4 If the Bid of the successful Bidder is seriously unbalanced in relation to theEngineer-in-charge or his representatives estimate of the cost of work to beexecuted under the contract, the Corporation may require the Bidder to producedetailed rate analyses for any or all items of the Bill of Quantities, to demonstratethe internal consistency of those rates with the implementation/constructionmethods and schedule proposed.

    32.5 Any deviation in the commercial terms shall be suitably loaded before evaluation

    33.1 The Corporation shall award the Contract to the Bidder whose evaluated offer / bidhas been determined to be the technically suitable and financially lowest and issubstantially responsive to the Bidding Document, provided further that the Bidderis determined to be qualified to execute the Contract satisfactorily.

    34.1 The Bidder whose Bid has been accepted will be notified of the award by theCorporation prior to expiration of the Bid validity period by issue of Work order.The notification may also be made through letter, wherein the work order shallfollow

    34.2 The work order will constitute the formation of the Contract subject only to thefurnishing of a performance guarantee within 30 days of work order.

    34.3 An agreement shall be made and signed by both the parties. The Agreement willincorporate all correspondence between the Corporation and the successfulBidder.

    34.4 Upon furnishing by the successful Bidder of the Performance guarantee, theCorporation will promptly notify the other Bidders that their Bids have beenunsuccessful and release their Bid security.

    35.1 The corporation requires that Bidders / Suppliers / Contractors under this contract,observe the highest standard of ethics during the procurement and execution ofthis contract. In pursuance of this policy, the corporation:

    before by fax or E- mail, the name, age, company name and identity card (issuedby government only, like PAN card, driving license , voters ID card, etc..) carriedby their authorized person, to enable us to make the entry requisition in advance.The approximate distance from main gate to Office complex (as mentioned inclause No:5&7) is 2KM, there is no departmental transport available.     1.This form will state the amount of security deposit to be deposited by the successful

    MEMORANDUM OF AGREEMENT

    I/We hereby tender for the execution for Nuclear Power Corporation of India Ltd. of the

    work specified in the under written Memorandum within the time specified in such

    memorandum at the rate specified therein, and in accordance in all respects with the

    specifications, designs, drawings and instructions in writing referred to in Rule 1 hereof

    and in clause 12 of the General Conditions of Contract and with such materials as are

    2.Refund of Security Deposit:

    ii. Performance Guarantee: The Contractor shall deliver the Performance Guarantee tothe Corporation within 30 days after issue of work order. The Performanceguarantee shall be issued by an entity and from within the country approved by theEmployer, and shall be in the form of Bank Guarantee or FDR or any other form ofdeposit stipulated by the Corporation.

    iii. Failure of the successful bidder to comply with furnishing the performance guarantee

    within 30 days as stated above shall constitute sufficient grounds for cancellation ofthe award of work.

    iv. Retention Money: Retention Money shall be deducted at the rate of 6% of the valueof work done from Running Bills till the 50% of Security Deposit amount socalculated as above, is built up. Total of Performance Guarantee & Retention Moneyshould not exceed the amount of security deposit calculated as above.

    v. When the retention money reaches the limit of 5 lakhs, the Contractor, if he sodesires, may convert the amount into a Bank Guarantees as aforesaid.

    vi. In case a Fixed Deposit Receipt of any bank is furnished by the Contractor to theCorporation as part of the Security Deposit and the bank goes into liquidation or forany other reasons is likely to be unable to make payment against the said FixedDeposit Receipt, the loss caused thereby shall be borne by the Contractor and theContractor shall forthwith or on demand furnish additional security to the Corporationto make good the deficit.

    vii. The Corporation may deduct any sum of money payable by the Contractor under theterms of this Contract or any other Contract or any other account whatsoever fromhis security deposit. In the event of his security deposit amount being reduced byreasons of such deduction as aforesaid, the contractor shall within 10 days of receiptof notice of demand from the Engineer-in-Charge make good the deficit.

    viii. FDR / Bank Guarantee shall be accepted only from Scheduled commercial banks inIndia.

    ix. No interest will be paid on Security Deposit (Performance Guarantee and RetentionMoney).

    2.1 The retention money will be refunded to the Contractor after one month from thedate of issue of Completion Certificate on receipt of request from the contractor, if asper the Engineer-In-Charge the balance amount of security deposit Performance

    Guarantee) is sufficient to cover the Liabilities.2.2 After the expiry of the Defects Liability Period, the balance amount of security

    deposit i.e. the Performance Guarantee shall be refunded by the Engineer-in-Chargeto the Contractor. However, if any work remains to be executed under Clause 9[Defects Liability], the Engineer-in-Charge shall withhold the estimated cost of suchrectification work until it is executed.

    1.0 These special instructions supplement the General Conditions of Contract (GCC)and shall be part of the Contract document. Wherever these special instructionsare at variance with the corresponding conditions, stipulations, and specificationselsewhere in the tender document, these special instructions shall prevail

    2.0 The site is located at about 30 KM by road on North East of Kanyakumari nearKudankulam Village in Radhapuram Taluk of Tirunelveli District

    3.0 The Tenderers are advised to inspect the site and acquaint themselves about thesite conditions, availability of materials, labour, water, electric power, roads,weather and geological conditions etc. before submitting their tenders. It will bedeemed that the tenderers have taken into consideration these factors whilequoting their rates and no claim on account of any ambiguity will be entertained.

    4.0 The Tenderers shall note that if any clarification regarding specifications,conditions of contract, schedule of quantities, scope of work etc., is required, heshould contact the office of the ENC (Centralized Tender Cell(CTC)), KudankulamNuclear Power Project, Kudankulam, Radhapuram Taluk, Tirunelveli District.

    5.0 The time allowed for carrying out the work as entered in the tender shall be strictlyobserved by the Contractor and shall be deemed to be the essence of the contracton the part of the Contractor and shall be reckoned from the date ofcommencement of the work as mentioned in the work order. The entire work shallbe completed with in stipulated time as mentioned in the tender document.

    6.0 Income tax and other statutory levy etc., on this contract as notified byCentral/State Govt. from time to time and recoverable by NPCIL at the time ofrelease of bills, shall be recovered from running account bills as well as final billsfor this work, in the prescribed manner. The contractor shall submit the details ofPAN & Service tax Reg.No

    7.0 The taxes and levies such as service tax which shall be paid directly by thecontractor to the respective tax authorities, shall be remitted by the contractordirectly and the proof of payment shall be submitted periodically to NPCIL forverification ./ Service tax invoice for services provided shall be submitted by thecontractor

    8.0 The Contractor shall make his own arrangement for the security and safety of hismaterials at the site of work at his own risk and cost

    9.0 Entry permit with identity will be issued in favour of the contractor and hisemployees on application made to NPCIL and the cost of identity cards will beborne by the contractor.

    10.0 The contractor shall follow strictly the security regulations prevailing and asimposed from time to time by NPCIL.

    11.0 Electric power shall be supplied by NPCIL at free of cost.

    13.0 Contract price adjustment is not applicable, as per clause No : 11.3 of G.C.C.

    14.0 The contractor shall at all time take Precautions for the safety of his employees inperformance of the contract and NPCIL will not take any responsibility or liability incase of accident/death of licensees employees

    15.0 The contractors personnel shall maintain absolute integrity, courteous behavior

    with the officials of KKNPP and shall not disclose any information about any of theactivity under taken by the personnel to any one during the period of deploymentand the contractor shall instruct his personnel suitably. Conduct of the personnelcontrary to above may lead to discontinuation of the personnel without assigningany reason thereof.

    16.0 During the execution of the contract and until completion certificate is issued, thesuccessful bidder will be fully liable to compensate all concerned for any loss,damage or destruction of work, structure, property etc., including third party riskarising due to cause attributable to you as given in subject tender. The successfulbidder shall take at his own cost the following insurance polices beforecommencing the work with an insurer acceptable to NPCIL. The name of the

    corporation shall be included in the insurance policy as the Co-assured.Documents in this regard should be submitted to the Engineer-in-charge beforestart of work. a) CAR / EAR Policy (including third party insurance as per S.No.24of Sch-A). b) Workmen Compensation policy in respect of all his workmen. c)Group Insurance to cover contractor, Engineers and supervisors, employed by thecontractor, if already covered documentary proof to be produced.

    17.0 The contractor shall be required to comply with various provisions of the safetycode Prescribed in tender document/agreement. All the safety provisions andrules provided in Section III B (Guide of AERB for works contract) and Atomic

    Energy (factories) Rules must be strictly followed.

    18.0 The principal Employer, certificate shall be issued by NPCIL for obtaining labourlicense if required, against the written request from the contractor.

    19.0 Deployment of qualified electrician is mandatory for all works involving use ofelectrical appliances. The healthiness of the electrical and the power connectionfrom the receptacle / power distribution board shall be ensured by this electrician inthe work permit. Specification for Electrical Power Extension Boards is Enclosedin Annexure-I.

    20.0 The following are the prevailing minimum wages for various categories of contractlabours with effect from 01.04.2012/01.10.2012, which is likely to be revised.Unskilled-215.52, Semi-skilled-219.52,Skilled-262.00,Highly skilled - 308.00.

    21.0 The contractor shall pay to his employees any increase in the minimum wages asnotified from time to time during the period of contract. As per the trend noticed inthe previous few years and average increase in the minimum wages is around15% per year.

    21.1 In addition to the approved minimum wages special allowance to the tune of 25%of the wages of respective category shall also be paid to the workers by thecontractor towards transport charges, food allowances, medical insurance, paidleave etc.

    21.2 Bonus @ 8.33% of the wages shall be paid to the workers (for calculation of bonusmaximum wages of `3500/-per month shall be considered).

    21.3 All the employees deployed by the contractor for the work shall be covered underEPF. Details of the payment challans / periodic returns shall be submitted to theEngineer-in-charge for verification and records.

    21.4 The contractor shall take into consideration all the above payment while quoting

    22.0 Payment will be released by NPCIL only after submission of Wage Slips by theContractor for all the personnel employed by him for the job. Wage slips shall besigned by Contractor and the employee (receiving payment). Sample Wage Slip isplaced in the document for reference.

    23.0 Contractor, on written request and on submission of detailed measurements, billwill be released for payment on monthly basis.

    24.0 NPCIL does not own any responsibility for any alteration / omission in the contentsof tender document downloaded from the website or otherwise. If any suchalteration in the tender documents comes to notice of NPCIL after submission ofbid documents or at a later stage in case of award of tender, the award shall beliable to be terminated and appropriate legal action against such bidder shall beinitiated.

    SPECIFICATIONS FOR ELECTRICAL POWER EXTENSION BOARDS

    All electrical power extension boards used by department as well as contractors working

    at KKNPP site shall strictly comply with the following specifications:1. All electrical power extension boards shall be of metallic construction (sheet steel,

    preferably min. 1.2 mm thick MS) and shall be painted.

    2. The board shall be of robust construction, adequately protected againstmechanical damage and general wear and tear. Its internal wirings should be fullyconcealed within the body.

    3. Extension boards shall be provided with industrial type (metallic) power socketswith covers. Domestic type switches, sockets and plugs shall not be used with theextension boards.

    4. Each power socket shall have individual control switch (preferably MCBs).

    5. ELCB/RCCB of 30mA sensitivity shall be provided on the board. All the socketsshall be under the protection zone of the ELCB.

    6. Insulated 3-core flexible PVC cable of adequate current carrying capacity shall be

    used for the single phase extension board with a color coding of red for phase,black for neutral and green for earth. For three phase extension boards the colorcoding shall be red, yellow and blue for phases, black for neutral. Temporary jointsshall not be allowed in the cable. Permanent type heat shrinkable / mould fillingtype joints shall only be used. For three phase extension boards separate visibleearthing shall be ensured.

    7. Industrial type (metallic) 3-pin plug shall be used in the extension board fordrawing single phase power.

    8.Single phase and three phase power sockets shall not be provided together on thesame extension board. Separate easily identifiable extension boards shall be usedfor three phase power extension.

    9. Suitable handle shall be provided on the extension board to avoid its carryingusing the power cable.

    11. Every extension board shall have the name of the contractor / package no./contract no. / sl. no. / any relevant details well identified so that, the custodian ofthe board is identified. No extension board without this identification details shallbe allowed for use.

    12. The extension boards shall be certified as safe for use by electricalengineer/supervisor of the concerned section / contractor and a sticker shall bepasted on the extension board mentioning the same as well as the date ofinspection and name of the inspecting person.

    FOREWORD

    Activities concerning establishment and utilisation of nuclear facilities and use of

    radioactive sources are to be carried out in India in accordance with the provisions of

    the Atomic Energy Act, 1962. In pursuance of the objective of ensuring safety of

    members of the public and occupational workers as well as protection of environment,

    the Atomic Energy Regulatory Board (AERB) has been entrusted with the responsibility

    of laying down safety standards and enforcing rules and regulations for such activities.

    The Board, therefore, has undertaken a programme of developing safety standards,

    safety codes and related guides and manuals for the purpose. While some of the

    documents cover aspects such as siting, design, construction, operation, quality

    assurance and decommissioning of nuclear and radiation facilities, other documents

    cover regulatory aspects of these facilities.

    Safety codes and safety standards are formulated on the basis of nationally and

    internationally accepted safety criteria for design, construction and operation of specific

    equipment, structures, systems and components of nuclear and radiation facilities.

    Safety codes establish the objectives and set requirements that shall be fulfilled to

    provide adequate assurance for safety. Safety guides and guidelines elaborate various

    requirements and furnish approaches for their implementation. Safety manuals deal

    with specific topics and contain detailed scientific and technical information on the

    subject. These documents are prepared by experts in the relevant fields and are

    extensively reviewed by advisory committees of the Board before they are published.

    The documents are revised when necessary, in the light of experience and feedback

    from users as well as new developments in the field.

    Construction work is a labor-intensive industrial activity with large number of unskilledand migratory workforce under various contracts ranging from a mega package contract

    to a small work contract. Accidents during construction work are of major concern

    because of the high severity of injuries. The analysis of the accidents at construction

    sites indicates that fall from height type of accidents are significantly higher than the

    other types of accidents. AERB safety guide titled Works Contract (AERB/SG/IS-1)

    was issued in 1991 to emphasise safety requirements and ensure their implementation

    in execution of contracts. In view of the continual development of construction

    technologies and the need for enhancement of indutrial safety in DAE units, inputs

    from AERB discussion meets on the subject, safety and occupational health

    professionals of DAE, AERB Fatal accident Assessment Committee, and directives

    on industrial safety issued by Chairman, AERB, the need for revision of the safety

    guide was felt.

    This revised safety guidelines is effective from the date of issue and supersedes the

    earlier guide on the subject. Part-A of the revised safety guidelines highlights safety

    requirements by Facilities and Part-B highlights the requirements on safe execution

    of jobs by Contractors. The facility management shall be strictly liable as a principal

    employer for ensuring the compliance with the safety requirements by the contractors

    as laid down in Part-B. It should be noted that Part-A and Part-B should be read inconjunction, as the requirements are complementary to each other. However the

    Facility may issue the Part-B along with the tender documents. The requirements

    spelt out in this safety guidelines are in addition to the statutory requirements such as

    Factories Act 1948, Atomic Energy (Factories) Rules, 1996 and other applicable

    statutory requirements.

    Consistent with the accepted practice, shall and should are generally used to

    distinguish between a firm requirement and a desirable option respectively. Appendices

    are an integral part of the document, whereas bibliography are included to provide

    further information on the subject that might be helpful to the user.

    Specialists in the field drawn from the Atomic Energy Regulatory Board, the Bhabha

    Atomic Research Centre and the Nuclear Power Corporation of India Limited and

    other consultants have prepared this safety guidelines document. It has been reviewed

    by the Advisory Committee on Industrial and Fire Safety (ACIFS).

    AERB wishes to thank all individuals and organisations who have prepared and

    reviewed the document and helped in its finalisation. The list of persons, who have

    participated in this task, along with their affiliations, is included for information.

    (Specific for the Present Guidelines)

    Approval

    A type of written consent issued by the designated authority.

    Construction Agency/Contractor

    An individual or organisation rendering services of design/construction/fabrication/

    installation/repair/inspection/review/maintenance/supplying items by the deployment

    of workers at site.

    Dangerous Manufacturing Processes or Operations

    The manufacturing processes or operations as specified under Rule 88 of the AtomicEnergy (Factories) Rules, 1996.

    Engineer-in-charge

    A person designated by the Facility to act as an overall in-charge of work.

    Facility

    Any Unit of the Department of Atomic Energy awarding the contract.

    Head, Industrial Safety

    The chief safety officer or the overall in charge of Industrial Safety Section of the

    facility.

    Line Managers

    The person who has the field level managerial and supervisory control on the concerned

    work.

    Safety Related Deficiency

    The unsafe acts/unsafe practices/unsafe conditions in the work area, which have

    potential to cause injury/accident resulting into undesirable consequences to human

    beings or damage to the equipment/property/environment.

    1. INTRODUCTION

    1.1 General

    Department of Atomic Energy (DAE) through its constituent units execute

    various site works either by their own manpower or by manpower of various

    outside agencies. The nature of contracts with outside agencies can be works

    contracts, engineering procurement contracts, minor fabrication contracts etc.

    These site works involve entire gamut of conventional industrial activities

    like excavation, rock blasting, earth handling, construction, material handling,

    fabrication, installation, operation, maintenance etc. of nuclear or conventional

    plants/facilities. This is a challenging responsibility for the facility due to the

    complexity of problems like quality of workforce (which may be unskilled,

    illiterate, migratory) available for labor-intensive jobs, lack of coordinationamong agencies at site, lack of safety awareness among concerned

    authorities, time schedules of project etc. As primary employer of the

    workforce (facility or contractor) at site, it is the responsibility of the facility

    management to ensure health and safety of personnel engaged for the work.

    Any accidental injury or loss of life is detrimental to the facility as well as

    the society. This guidelines covers the safety organisation and the safety

    management system requirements in sections two and three. The work specific

    safety precautions are covered in section four. The requirements relating to

    personal protective equipment and medical management are covered in

    sections five and six.

    1.2 Objective

    This guidelines has a basic framework of industrial safety organisation,

    safety management systems, safe work procedures to maintain a safe working

    environment for all personnel and to prevent any unsafe condition/act

    endangering the life of personnel engaged for industrial activities. The major

    objectives of this guidelines are:

    (i) To create awareness among workers about industrial hazards and

    safe working procedures.

    (ii) To lay down safe work procedures and systems to be followed for

    different type of industrial activities

    (iii) To establish a robust safety management system.

    (iv) To protect the health and ensure the safety of the workers fromindustrial activities.

    1.3 Scope

    This guidelines is essential for implementation and assurance of conventionalsafety in areas such as industrial, chemical, electrical, fire, environmental

    and is applicable for all works taken up by the facility as well as contracted

    works like engineering procurement contract, minor fabrication contract etc.

    Where the execution of work is envisaged in radiation controlled area or

    involves handling and fabrication of any nuclear material, additional

    precautions noted in relevant AERB safety documents on radiation protection

    shall also be applicable.

    2. SAFETY ORGANISATION

    2.1 General

    (a) Construction projects have significant health and safety hazards,

    which need to be managed systematically since the project inception

    stage to achieve adverse incident free completion. A well-defined

    safety organisation helps in effective implementation of safety

    management systems and ensures health and safety of workers.

    (b) The safety organisation should assure the management that all the

    provisions of relevant Acts and Rules are conformed to.

    (c) Safety organisation should comply with all the requirements such as

    safety surveillance, safety training, safety enforcement measures,safety audit etc. related to all works to fulfill the overall safety

    requirements of this guidelines.

    (d) Safety functionaries should be exclusively assigned with the work

    related to protection of health and safety of workers.

    (e) Safety organisation should directly report to the Project Director /

    Project Manager.

    (f) IS: 18001: 2007 gives detailed requirements of health and safety

    management system requirements. IS: 15793 gives requirements of

    good practices for managing environment, occupational health and

    safety legal compliance. This guidelines prescribes requirements

    in addition to IS: 18001: 2007 and IS: 15793 and gives guidelineson implementing these specific to a construction project.

    (g) The requirements prescribed in various central and state regulations

    includingBuilding and other Construction Workers (Regulation of

    Employment and Conditions of Service) Act, 1996 and rules framed

    thereunder with respect to managing health and safety in construction

    projects, shall be complied with.

    2.2 Organisational Structure for Safety Management

    (a) Organisational structure depends on the construction project. As an

    example, a typical organisational chart for safety management in a

    construction project would be as given in Fig 1.

    (b) The organisational structure for Health and Safety will vary from

    project to project. On large and medium projects, it may be necessary

    to have a separate safety team for each sub-contractor who in turn

    shall report to safety team of the main construction agency.

    (c) The qualification, experience and the minimum number of safety

    professionals to be deployed should be as per the following table:

    (ii) Possesses a recognised degree or

    diploma in engineering or technology and

    has had experience of not less than 5

    years, fulltime on training, education,

    consultancy, or research in the field of

    accident prevention in industry or in any

    institution, shall also be eligible for

    appointment as a safety officer:

    Provided that competent authority may,

    subject to such condition as it may specify,

    grant exemption from the requirement of

    this sub rule if in its opinion, a suitable

    pe rs on poss essi ng the necess ary

    qualification and experience is not

    available for appointment.

    3. SAFETY MANAGEMENT

    3.1 General

    (a) Pre-construction stage activities of the project shall be required to

    be reviewed before the project management processes are initiated

    for the construction stage. While the project documents and proposals

    are reviewed for the adequacy of health and safety measures, it is

    essential to ascertain timeframes and budgets relating to health and

    safety measures, including extent of management systems proposed

    to be employed during construction.

    (b) A concise safety management system of the facility shall be

    established from the pre-construction stage itself. The tender

    documents of the project shall clearly communicate the health andsafety requirements of the project to the prospective contractors.

    These may include:

    (i) Project specific objectives and targets

    (ii) Project specific health and safety requirements (technical as

    well as management systems)

    (iii) Requirement of posting safety officers

    (iv) Coordination among owner/client, project manager,

    consultants and facility

    (v) Welfare facilities at the project for workmen

    (vi) Reward system for good health and safety performance

    (vii) Penalty system for non-compliances, violation and adverse

    incidents

    (viii) Health and safety monitoring measures

    (ix) Health and safety reports to be submitted and frequency.

    (c) The construction agencies (contractors) should be asked to submit a

    project specif ic health and safety plan (construction safety

    management plan) proposing the methodology for managing health

    and safety and their capability in completing the project in a safe

    manner.

    (d) The proposed construction safety management plans of the

    construction agencies and their past health and safety performance

    shall be considered as one of the criteria during pre-qualification

    and selection of construction agencies.

    3.2 Safety Policy

    (a) The facility and the construction agency jointly or separately shallhave a written statement prescribing the health and safety policy of

    the organisation. The health and safety policy conveys the

    management commitment and intent of the organisation towards

    health and safety, its organisation and arrangements to ensure that

    the set objectives are met. It also provides a framework for

    establishing, maintaining and periodically reviewing health and safety

    objectives and targets.

    (b) Health and safety policy shall meet the requirements ofBuilding

    and other Construction Workers (Regulation of Employment and

    Conditions of Service) Act, 1996 and IS 18001.

    (c) The policy shall be communicated to all stakeholders through displayand other means. The policy shall be displayed in local language(s)

    which may be understood by majority of the workmen.

    3.3 Safety Plan

    (a) A project specific health and safety plan shall be developed by the

    facility. On approval by the project director, the project health and

    safety plan shall be reference document for implementation, control

    and monitoring of health and safety aspects of the project by the

    facility.

    (b) Project health and safety plan shall describe how the project specific

    health and safety objectives and targets shall be achieved. It shall

    define the road map for achieving the standards that an organisationlays down for itself so that efforts can be coordinated, synergised

    and monitored.

    (c) Health and safety plan shall explain the means of establishing a

    positive health and safety culture at the project site. Health and safety

    plan shall identify and enumerate the control measures to mitigate

    the risks to the project completion arising out of health and safety

    issues so that the project is allowed to proceed without interruption

    and executed as per schedule.

    Salient aspects that may be covered in the project health and safety

    plan are:

    (i) Project specific health and safety objectives, targets and

    programmes in line with health and safety policy

    (ii) Hazard identification and risk assessment

    (iii) Meeting legal and other requirements
