Welcome to the 159th St Joseph Co Grange Fair

Providing a Fair to this community takes a joint effort from hundreds of volunteers, including persons of all ages. This is a joint operation of businesses, private individuals and persons who love this Fair. Tradition and Family Values set the theme and it will be my goal to keep with these themes plus bring in some new ideas to interest the younger fairgoer for the future of this Fair. The Fair provides entertainment for young and old alike for a very small portion of the entertainment dollar. This Fair prides itself in being the cleanest, safest and largest agricultural fair in the Midwest. Please, come be our guest for this year’s great event, The St Joseph Co Grange Fair. Bill Johnson, Manager FAIR CAMPING: Overnight Camping $15.00 @ night Fair Week (Thurs./Sunday) $100.00 @ week (Season & auto passes NOT INCLUDED) MICHIGAN HEALTH DEPARTMENT RULE: NO water hoses may stay contacted to public water supply. *All campers MUST pay upon arrival. *All campers MUST have a permit. *Each person in the camper must have a season pass, which can be purchased from the camping superintendent. *All pets brought to the Fairgrounds must have appropriate papers and shots and be confined to the immediate campsite area. Pets may not accompany owners into commercial buildings, livestock barns or on the grounds outside of the owner’s campsite. Violation will be grounds for expulsion from the grounds and campsite with no refund. *All pets shall be on a 6’ leash and never left unattended. *An additional fee of $10.00 @ day will be charged for trailers parked prior to Thursday preceding the Fair. *Only one car per campsite. *NO refunds to persons leaving early. *Camping superintendent has the authority to ask campers to move or leave the grounds.

3 General Fairground Rules The St Joseph Co Grange Fair Association, its agents, volunteers and employees shall not be held liable in case of injury to exhibitors, concessionaires or the public on the grounds of the St Joseph Co Grange Fair. Every possible protection and courtesy will be extended to all the St Joseph Co Grange Fair, but the Board/Association shall not be responsible for any loss of exhibits, animals or equipment in case of fire, theft, and vandalism or from loss of any other cause. No person will be permitted to make solicitation of any nature on the fairgrounds except by contracted concession or commercial rented spaces. No person will be permitted to post or display signs, distribute handbills or merchandise except under fair contract. Pet Policy: No pets will be allowed on the fairgrounds, exception in campground with a permitted camper. NO DOGS ALLOWED IN THE LIVESTOCK BARNS OR AREA AROUND THE BARNS. Exception: Service dogs will be allowed. Golf/ATV/Off Road Vehicles Policy: Golf Carts/ATV/Off Road Vehicles will be not allowed for recreational use. Any vehicle if on the fairgrounds shall require a permit at a cost of $20.00 purchased at the fair office.

1. The Fair office must have a proof of liability insurance for all vehicles before a permit can be issued.

2. Drivers must be 16 years or older with a valid drivers license or have an off-road vehicle permit. Must have copy filed with fair office.

3. Permit must be displayed on vehicle and be visible. 4. NO more than the allotted number of people can ride

on the vehicle than the available seating. 5. A map will be given to each person showing the

roads allowed on. 6. Hours to be used 6:00 a.m. to 9:00 a.m. and 4:00

p.m. to 7:00 p.m. 7. Any violation to these rules, you will be asked to

remove your vehicle from the fairgrounds.

Exception: Persons handicapped and/or disabled will be allowed to have battery-powered wheelchairs and/or battery powered three-wheeled scooters. State Law Any person who shall wrongfully or maliciously gain admission to the fairgrounds contrary to the rules of said society, shall be deemed guilty of a misdemeanor and upon conviction shall be subject to a fine of not less than one or more than twenty five dollars, or imprison-ment not exceeding thirty days, or such fine and imprisonment both, at the discretion of the court before whom the offender may be tried. General Rules for Exhibiting

1. All entries must be made in the name of the owner or joint owner, actual grower or producer.

2. Application for entries in all departments must be made on the fair official entry form. Livestock entry forms are printed in the premium book. Still exhibits entry forms will be filled out when exhibitor brings in the entry. The right is reserved to reject any entry offered.

3. Every article or animal upon the Fairgrounds will be under the control of the Association.

4. All exhibits shall be judged in competition to receive state premium money.

5. No premium will be paid on articles not listed. 6. Judges have the right not to award any premium if

article or animal is not worthy even if there is no competition.

7. The Association reserves the right to withhold the premium in a case in which it shall appear to the Board of Directors that the regulations have not been complied with, or that fraud or deception has been practiced or attempted.

8. All protest must be made in writing stating plainly the cause of complaint or appeal and must be delivered to the Superintendent or Fair Manager before the close of the Fair.

9. No complaint or appeal based on the statement that the awarding committee has overlooked animals or articles will be considered. All awards will be deemed final unless appealed from under this rule.

10. The Fair is not infallible, mistakes will be made, therefore, if you know you drew premiums and do not receive a check by November 1st, notify the Fair secretary. Information needed when you call – Department-Division-Section and Class number of your entry.

11. Notice will be posted if premium checks will be available by the last Saturday of the fair. If not the checks will be mailed to all exhibitors.

12. In the case the receipts of the Fair are insufficient to pay the expenses and premiums in full, the premiums will be prorated among those entitled to receive them.

General Rules – Still Exhibits

1. Still exhibits will be accepted on Friday 9:00 a.m. to 7:00 p.m. and Saturday 9:00 a.m. to 5:00 p.m. before the Fair.

2. All exhibitors must register with the Premium Office located under the grandstand.

3. Still exhibits will be released 10:00 p.m. to 11:00 p.m. on the closing Saturday or Sunday 9:00 a.m. to 12:00 noon. Free admission to the grounds to pick up exhibits will not be given until 10:00 p.m. on Saturday.

4. NO EXHIBITS WILL BE RELEASED EARLY. 5. All articles not picked up from the fair will be disposed of

after October 31. 6. Upon these conditions only entries will be accepted.

General Rules – Livestock – Drug Testing Procedures The St. Joseph Co Grange Fair enforces the following drug testing procedures if needed. Livestock Sample Collection Procedures – Performed by a Veterinarian/authorized representative Prior to the Fair

1. Request the animal drug testing supplies from the Michigan Department of Agriculture, Laboratory Division, at least thirty days prior to the event. The request must be made by mail or fax (517) 337-5094. For questions or information contact Gina Dewitt, Equine Drug Testing Section at (517) 203-1356 or (517-337-5082

NOTE: The fair has legal authority to require drug testing under the Animal Industry Act, Act 466 of 1988, as amended, in Section 40(3): “A fair, exhibition, exposition, or show authority may require additional testing or vaccination of animals before entry and during the fair, exhibition, exposition of show.”

At the Fair 1. Verify the animal you are about to test. Identify any tattoos,

ear tags or ear notches that are on the animal. Whenever

4 possible use USDA official identification vs. farm identification. Be sure to include this information on the “Sample Tag”.

2. Present the container for examination to the animal representative/exhibitor, making sure to verify with the animal representative that the security seal has not been previously broken. If the sample container is rejected for any reason, use another container and return the defective one to the laboratory.

NOTE: The animal representative must remain with the animal at all times during the sample collection process. 3. Record the seal # in the top right box of the Sample

Transmittal Packing List. 4. Open the container by pressing upward on the tab marked

open, breaking the seal. 5. Place the container in the catching stick, fold the lid back

and anchor it under the metal finger welded onto the handle.

6. If a urine sample cannot be obtained, a Michigan Licensed Veterinarian/Veterinarian Technician may collect five tubes of blood from the animal. Each tube of blood must be identified with one of the six small sticker tags provided on the “Sample Tag”. Place the five labeled blood tubes inside a plastic sample container and seal as described below.

7. After collecting the sample, close the lid and snap it completely shut. Loop the barbed plastic strip on the sample container through the two holes in the container tabs and pull snug. Apply a short piece of evidence tape across the protruding end of the plastic barbed strip and also across the lid and down the sides of the container.

8. Complete the information on a “Sample Tag” substituting the name of the fair for “Track” the name of the animal (Grand Champion Steer, etc.) for “Horse” and the ear tag number or other unique identification number for “Tattoo”. After the animal representative has watched the sample collection and sealing, they must sign under “Witness” on the sample tag. The person collecting the sample must sign under the “Sampled By” on the “Sample Tag”.

9. Place one completed large sticker tag from the top of the ”Sample Tag” on the top of the sample container over the evidence tape and the other completed large sticker tag on the side of the container. The remaining portion of the completed “Sample Tag” must be kept and NOT returned to the lab.

10. Lock the sealed and labeled sample container in a metal can. Note: Once the can is locked it cannot be opened until it reaches the lab.

11. Samples must be held secure and cold until transferred to the laboratory. Note: Urine may be frozen, blood must be kept refrigerated and never be frozen.

12. Any discarded needles should be placed in an approved “Sharps” container by the veterinarian/veterinarian technician.

13. When all sample collection has been completed, fill our the “Sample Transmittal Packing List.” The packing list must identify the tag number of all samples included in the case. Enclose the completed “Sample Transmittal Packing List,” any unused supplies and regenerated/refrozen freezer packs in the case and seal it with the provided intact case seal.

After Sample Collection is Completed 1. Transport samples to the lab either in person or by

overnight express. Arrange samples to arrive at the lab during normal business hours (7:30 am – 5:00 pm, Monday thru Friday). The lab is located on the campus of Michigan State University at: 1615 S Harrison Rd, East Lansing, MI 48823.

2. Collect and retain signed Animal Certification Forms and the remaining portion of the completed “Sample Tag”.

Note: Both of these documents should be kept in a secure place for cross-reference when sample results are received. In the event of positive result these documents must be kept as evidence.

Entry Fees – Livestock Livestock entry forms will not be accepted before June 1st. NO Refund for livestock fees after September 1. Horse & Pony: Stall fee - $20.00 per box stall Entry fee - $3.00 per class Beef & Dairy: Entry fee - $8.00 per head Sheep & Goat: Pen fee - $2.00 per pen Entry fee - $2.00 per head Entry fee & stall/pen fee is due at the time of your livestock entry. Livestock exhibitor age limit for open class livestock is 6 years of age & older.

1. Livestock entries – Horse, cattle, sheep, goat & fowl will close August 14 at 4:00 p.m. unless stalls/pens are filled prior to this date. Entries will be accepted in accordance with date received in the fair office. When stalls/pens are filled, entries will be returned in accordance of date received.

2. 4-H exhibitors can enter their livestock under open class rules, pay all open class entry fees, and follow all other open class rules.

3. Stalls will be filled at the discretion of management according to barn availability for all livestock.

4. Exhibitors need to verify their entries by 4:00 p.m. on Sunday of fair week at the livestock office – These will be the final changes before the judge’s books are printed.

5. Animals entered must be on the grounds before 5:00 p.m. Sunday of fair week.

6. NO livestock will be released before 12:00 midnight of the closing Saturday or exhibitor will be fined in the amount of premium earned.

7. NO trucks or trailers for loading animals will be permitted by the barns until 12:00 midnight.

8. All animals must be the bonafide property of the exhibitor at the time of making entry.

9. No livestock are to be in any of the camping area. This means no walking or driving horses into the area.

10. Exhibitors shall be present at all times when livestock are outside the barns.

11. Alley between stalls must be open to the Public 10:00 a.m. to 10:00 p.m. THIS RULE WILL BE STRICLY ENFORCED. Excluding show days.

12. Exhibitors will be permitted to bring onto the grounds feed and bedding up to 10:00 a.m. The management reserves the right to refuse admission of such, if in judgement there is an excessive amount. The space in the barns are for exhibition purposes and not for storage of feed and bedding.

13. Persons desiring to remove animals early from the grounds that are on exhibition must apply to the Board of Directors for permission.

14. Animals occupying stalls/pens must be duly entered upon the entry books and shown in public competition when called by the judge to receive premium money.

15. Exhibitors will be required to furnish the superintendent the correct and satisfactory pedigrees of all animals claimed as purebred to settle any questions of breeding, age or ownership.

16. Exhibitors failing to keep their stalls/pens in a clean condition and put manure in designated places may be

5 asked by the Superintendent to remove the animals and be fined in the amount of premium earned.

17. The Board of Directors reserves the right to refuse admission of any animal(s) originating from a herd whenever the status of health of the entire herd is questionable or suspicious.

18. NO exhibitor may enter for premiums more than two breeds of horses, cattle, sheep or goats.

19. Stock, Horse trailers and/or semi trucks with trailers will be parked in a row on the east side of the fairgrounds along the fence. Any exhibitor not complying with this may forfeit all rights to premiums.

20. NO dogs allowed in the barns. 21. Absolutely no smoking or alcohol will be allowed in

barns, buildings or tents. 22. Upon these conditions only, entries will be accepted.

Michigan Department of Agriculture 2009 Health Requirements for

Livestock Exhibited in Michigan Summary

Revised January 2008 (Replaces all previous editions)

*Livestock means those species of animals used for human food and

fiber or those species of animals used for service to humans. Livestock includes but is not limited to cattle, sheep, new world camelids (llamas, alpacas, vicunas and guanacos), goats, bison,

captive Cervidae, ratites (cassowaries, kiwis, ostriches, and emus), swine, equine, poultry, aquaculture and rabbis. Livestock does not

include dogs and cats. GENERAL Exhibitors at state, county, and district fairs, along with other livestock exhibitions, expositions, and shows are required to comply with all of the statutory and regulatory provisions of the State of Michigan relating to animal health outlined in Act No. 466 of the Public Acts of 1988, as amended and rules promulgated for the implementation and enforcement of the act.

The following is a summary of the requirement for livestock exhibited in Michigan. The full version of the requirements can be downloaded from the website www.michigan.gov/mda-exhibitinfo or you can contact the fair livestock entry office for a complete set. 1. A fair shall have an accredited veterinarian on call

whenever there are animals on the premises during the fair. A fair, exhibition, exposition, or show authority shall do all of the following:

a. Notify exhibitors of health tests and certificates required for importation and exhibition in this state.

b. Examine and approve required health certificates, reports, test charts, certificates, or other required documentation before displaying, exhibiting, or stabling the animals in the exhibition area or before commingling with other animals.

c. Notify exhibitors whether or not poultry vaccinated against infectious Laryngotracheitis (ILT) are allowed in the fair, exhibition, exposition or show.

d. Assure that all participating equine test negative for Equine Infectious Anemia (EIA)

Livestock with clinical signs of infectious, contagious, or toxicological disease shall be removed from the fair, exhibition, or exposition, or by permission of the director, shall be isolated on the premises. Livestock that have known exposure to, or that show clinical signs of, infectious, contagious, or toxicological disease as

determined by a veterinarian shall not be displayed or housed at an exhibition, exposition, fair, or show unless permission to do so is granted by the director. The exhibition, exposition, fair, or show unless permission to do so is granted by the director. 3. A fair, exhibition, exposition, or show authority may require additional testing or vaccination of animals before entry and during the fair, exhibition, exposition, or show.

4. A bird shall not be handled except by the exhibitor, attendant, fair veterinarian, director, or judge after the bird is placed in an exhibition coop.

5. A. Starting March 1, 2007 all cattle moving to a show, sale, or exhibition are required to have an official radio frequency identification device (RFID) ear tag. Exhibitors may call the National Holstein Association at 1-800-952-5200 to order RFID tags at a cost of $2.00 per tag. B. All out-of-state cattle exhibited in Michigan shall be tagged with an official radio frequency identification device (RFID) ear tag. Tags can be ordered by calling Vickie McCune with RJ Matthews Co. at 330-834-3000 ext 2013 or by calling Amy Bledsoe with the Indiana Animal Health Inc at 219-279-2378.

6. All goats, sheep, and privately-owned cervids shall bear official identification before they leave their home premises.

7. It is the responsibility of the exhibitor to ensure that all requirements for testing, identification, and official interstate health certificate or official interstate certificate of veterinary inspection are fulfilled prior to importation and that proof of fulfilling these requirements is provided to the director, fair, exhibition, exposition, or show authority upon request.

8. Upon request, a person who exhibits livestock shall present for inspection all reports, test charts, and appropriate health certificates required to accompany the livestock.

9. Out-of-state livestock for exhibition shall meet the requirements prescribed for importation of breeding animals of that species and shall be accompanied by a copy of an official interstate health certificate or an official interstate certificate of veterinary inspection issued by an accredited veterinarian from the state of origin. Livestock shall not be diverted to a premises other than the destination site named on the official interstate health certificate.

10. Whenever an official test is conducted or an official vaccination is administered, livestock shall, unless exempted by the director, be permanently identified in a manner approved by the director.

11. Unless otherwise approved by the director, a facility for exhibition of livestock shall be constructed to allow sufficient separation of each exhibitor’s livestock. The facility shall be constructed of material that can be adequately cleaned and disinfected.

12. An Exhibition building or yarding facility shall be cleaned and disinfected with an United States Department of Agriculture approved disinfectant used in accordance with label instructions before livestock are admitted by removing from the premises all manure, litter, hay, straw, and forage from pens, runways, and show rings and thoroughly disinfecting walls, partitions, floors, mangers, awarding facilities, and runways in a manner approved by the director. MDA is currently using Virkon S for field activities. For a complete list of disinfectants, please refer to www.michigan.gov/mda-exhibitinfo.

13. Feed and water containers provided for exhibition coops shall be new or properly cleaned.

14. A feed or water container from which a bird has eaten or drunk shall be refilled to prevent contamination of the common supply of feed and water. A feed and water container may not be removed from an exhibition coop except for the purpose of cleaning.

15. An exhibition coop shall be thoroughly cleaned and disinfected before and after each exhibition.

6 16. Primary enclosures and stall areas shall be constructed and

placed to provide adequate light for proper inspection for evidence of transmissible diseases.

17. Cage litter for an exhibition coop shall be clean and shall be replaced daily, or as often as needed.

18. A shipping crate used in the shipment of birds by common carrier may not be used as an exhibition coop. Shipping crates shall be cleaned and disinfected on the day of arrival after the birds have been removed for exhibition and before being used again. Unless otherwise necessary, shipping crates shall not be stored in the exhibition area.

2009 OUT-OF-STATE LIVESTOCK FOR

EXHIBITIONS – SUMMARY

Out-of-state livestock for exhibition shall meet the requirements prescribed for importation of breeding animals of that species and shall be accompanied by an official interstate health certificate or an official interstate certificate of veterinary inspection issued by an accredited veterinarian from the state of origin. Livestock shall not be diverted to a premises other than the destination site named on the official interstate health certificate. If vesicular stomatitis outbreaks have occurred in the state of origin within the past 30 days, the following statement must be included by the accredited veterinarian on any official interstate health certificate or official certificate of veterinary inspection for importation of equidae, cattle sheep, goats, bison, New World camelids, swine or privately owned Cervidae into Michigan: “I have examined the animals listed on this certificate and have found no clinical signs of vesicular stomatitis. To the best of my knowledge, these animals have not been exposed to vesicular stomatitis within the previous 30 days, nor have they been vaccinated with vesicular stomatitis vaccine.” All cattle, goats, and bison of any age and reproductive capability, unless transported directly to a USDA inspected slaughter facility, must be identified with a USDA approved official identification eartag, or official breed registration tattoo, prior to importation. An official breed registration tattoo may only be used if the animal is accompanied by the official breed registration certificate during the movement. The official identification must be recorded on the required official interstate health certificate or official certificate of veterinary inspection. Horticultural Quilt Section 1 Class: 7000-Horticultural Quilt **NEW THIS YEAR – all quilt blocks must use the same pattern Pattern for the 2009 – Spring time (Flower pattern) Pattern on page 25 of book or call the fair office to have a flower pattern mailed to you

1. Open to the general public or organizations 2. A 36”x36” by 3” high box, inside diameter

34x34, half full of sawdust will be provided for the exhibit.

3. The exhibitor must create the quilt pattern in the box using produce, seeds, beans or small dried flowers. NO artificial objects allowed in exhibit.

4. Twelve stations will be available to the first 12 applicants who apply after the delivery of the premium books. If an exhibitor drops out the next one in line by application date received will be contacted to show.

5. Displays will be in the Grange building. Displays must be completed by 8:00 p.m. Saturday prior to the fair. Tear down will be Sunday 9:00 a.m. to 11:00 a.m.
