Suspicious vehicle led to several charges being laidJune 22

7:24 p.m. – A 30-year-old male of no fixed address was arrested by RCMP after a suspicious vehicle was pulled over by a Town of Sylvan Lake peace officer on 50th Street and Memorial Drive in Sylvan Lake. The male driver had outstanding war-rants and became violent when police officers attempted to arrest him. He was subdued and taken to cells where he was formally charged with four counts of failing to comply with conditions of undertakings, obstructing a peace officer and driving while disqualified.

11:11 p.m. – A complainant contacted RCMP dis-patch after youths were reportedly setting off fire-works in the parking lot of an apartment complex on Hinshaw Drive. Police met with the complainant and made several patrols in the area but the youths had left the area.

11:58 p.m. – A Town of Sylvan Lake peace officer conducted a traffic stop on 50th Street at Memorial Trail in Sylvan Lake resulting in the arrest of the female occupant of the vehicle. The passenger and

driver were detained for the possible theft of a vehicle and a search result-ed in two credit cards being recov-ered. One of the cards was forged and the other was confirmed as sto-len. A 33-year-old Calgary female is charged with possession of property obtained by crime under $5000 and the forgery/misuse of a credit card.

June 2310:53 p.m. – RCMP issued fines

on two female youths in relation to an altercation on the beach pier in Sylvan Lake. Two females, aged 14

and 15, assaulted a 15-year-old female following a verbal exchange. The victim sustained minor injuries. The parents of all youths were contacted and a consul-tation with the victim’s family resulted in fines being laid against the accused for fighting in public.

June 2610:46 a.m. – A call was received from RCMP dis-

patch of a female causing a disturbance at the CIBC in Sylvan Lake. A staff member reported that a female came into the bank and began throwing things around in the coffee area. She left the bank and was located in the Cobbs parking lot by police. A 32-year-old female

from Canmore was taken into custody after it was determined that she was intoxicated. She was also found to be breaching conditions of an undertaking and was formally charged with failure to comply.

11:35 a.m. – RCMP attended a residence on 52nd Avenue in Eckville after a 911 call of a naked male causing a disturbance in the area. The male became agi-tated as utility workers attended the area to dis-connect water service to the residence and began SUMMER SUNBUSTER DAY CAMPS

Delicious - Students from École Fox Run School assisted at a strawberry tea held at Sylvan Lake Lodge June 5 during Seniors’ Week. Among those helping were Austin Ellsworth, Jonathan Bouchard, Taylor Gregoire, Shaelyn Mannery and Daniel Craig. About 70 people attended the event, including a group from the Legion Ladies’ Auxiliary who were recognized for having donated $3,000 towards a new sound system last fall. An open house was held Friday to showcase the facilities and accommodation. There are a few rooms empty right now, said Carol Baragar.

June 275:29 p.m. – An investigation is

underway into what appears to be the

kidnapping of a dog at the Sylvan Lake RV lot on 49th Avenue. A witness reported that a female pug was stolen by a male who called her over, picked her up and left the park on foot. The male was reported to be wearing a black t-shirt and glasses. The pug is fawn col-ored and answers to the name of Stitch. Anyone with information is asked to contact Sylvan Lake RCMP.

J. W. Hopkins will conduct his brass band at the Sylvan Lake Service Club concert in the Alexander pavil-ion Sunday evening. He will also con-duct the band in two concerts on the beach, Sunday afternoon and Monday, Dominion Day.

The first of a series of Sunday eve-ning concerts sponsored by Sylvan Lake Service Club, was held in the Alexander pavilion on June 24.

The program included numbers by the Junior Choir with the following assisting artists: Kurt Trachsel, Miss Lily Cuendet, Mrs. George Sterling, Mrs. A. J. Foster, Barbara Palmer and Lillian Dellaire.

The Alexander pavilion, operated this year by the Service Club, is being renovated in preparation for the sea-son’s activity. The stage has been remodelled and the whole interior is being decorated by J. Prockiw and R. Drewitt of Winnipeg, who are doing a very artistic job.

There will be a dance on Saturday

night, a Dominion Day frolic (Sunday midnight) at 12:05 with regular dances every Wednesday, Friday and Saturday; music by “Bruno and his Merry Men”.

Mrs. Rittenhouse gave a short report on Handicraft shown at the Constituency meeting. Sylvan Lake Branch had second highest points in the conference.

R. W. Blick, principal of the Sylvan Lake school, is one of 62 school princi-pals meeting at Concordia College in Edmonton for two weeks to study problems of educational leadership in local communities. His membership in this special leadership course, part of the University of Alberta summer ses-sion, is sponsored by County of Red Deer School Board.

I held his sweet little self in my arms, inhaled his brown sugar baby smell and gazed at the world reflected in his inno-cent blue eyes.

I held the child close to me as I sat in the rocking chair in the cheerful nursery. And as I rocked, the sun played peek-a-boo with the wall hanging that says, ‘I’ll love you to the moon and back’, and his two older brothers played at my feet.

The two-year-old watched me closely, finally pulling his thumb out of his mouth long enough to tell me proudly, “that’s my new brother.”

The five-year-old took great pains to explain to me that the baby who is now two-months-old has many talents.

“He can roll over, he can kick really well, he can wave his arms and he can smile already,” he said, puffing out his little chest with pride.

I rock the baby slowly, and with every creak of the rocking chair, I feel my hurry up deadline driven world slow down.

I rock slowly, comfortably, steadily. The chil-dren play and the baby slowly closes his eyes.

And time, as I knew it, stood still.As I rock I let my mind drift out of the nursery

and to summer and the red-circled days of sum-mer.

Reunions! Summer reunions!And I think about the people who attend these

reunions. A long, long time ago, they were all young, just as these three boys are now.

Somebody’s brother. Somebody’s sister. Playing together. Bonding. Feeling that family pride that is born somewhere inside like a tiny flame and lives on forever.

It starts here, I think. This pride thing.

It is the invisible thread that binds reunion goers together. It is the excited feel-ing behind the name tag, the sparkle in the eyes hidden

behind the progressive lenses, the laughter that bubbles up out of nowhere; laughter that spans the barriers of bridges long since burned and time and distance.

They come to these reunions from every walk of life and they come from all over. Farmers. Accountants. Teachers. Nurses and doctors. Ranchers and lawyers. Grandmas and grandpas. Great grandpas and grandmas.

They converge at halls and Legions and other venues wearing nametags and smiles and hope.

They want to remember. They want to go back.I watch my grandsons play quietly in the pool

of sunlight on the floor. Once, each and every one of these nametag-bearing seniors was young like

this. Once, a long time ago, they were somebody’s kid, somebody brother, somebody’s sister.

Once they ate their lunch out of a tin lunch pail, suffered the indignities of the strap, learned long division, struggled through exams and failure, experienced their first kiss and their first heart-break. And then, one day, they moved on.

Now they have come back.I got to take a walk down memory lane with a

few old timers from Rimbey the other day at their reunion and as I talked and mixed and mingled with them all it was like the clock in the hall spun backwards for several decades and they were all young again.

“This is my sister,” a grey haired lady with a sweet smile told me, as she introduced me to the woman sitting beside her. “She’s 91.”

And the pride in her voice was not dimmed by time or age or separation, but like my grandson’s, it was strong.

It was, in fact, unmistakable.

Councillors split on giving cash to Tour of Alberta cycling event; motion lostBY STEVE DILLS

In a split 4-3 decision, Sylvan Lake councillors voted against contributing financially to the premier Tour of Alberta cycling event in September.

That may mean the event bypasses Sylvan Lake, according to Ron Lebsack, director of community services.

“My impression is if there’s no cash they wouldn’t be going through Sylvan Lake, that’s my own gut feeling,” he told councillors during their debate June 9.

The organizing committee for the Central Alberta leg of the race had asked for a cash contribution of

$30,000 as well as provision of in-kind resources for road cleaning and road closures.

Councillor Megan Chernoff sug-gested a $10,000 cash contribution. “Their money request didn’t make sense with what we’ve given away in other Recreation, Arts and Culture grants,” she said.

Describing the event as a “very brief ride through Sylvan Lake”, councillor Jas Payne said he could see a larger donation if the community was a start or end point. Then there would be an economic benefit.

“I don’t support it. I don’t see the benefit other than watching bikes go by. I don’t see a sustaining, lasting ben-efit to Sylvan Lake. I think $10,000

could go a long way to other programs.”The Town of Innisfail, which is the start point, has

agreed to contribute $20,000 to the event.Councillor Dale Plante wasn’t in favour of provid-

ing any cash. “I see minimal benefit to Sylvan Lake.”“I have the same feeling,” said Councillor Chris

Lust. “For them to spend 45 minutes in our commu-nity, $30,000 for the privilege of coming to our com-munity, I feel that’s hard to take. I don’t think they provided information to show there is value to us.”

Councillor Matt Prete said, “I wasn’t prepared to swallow $30,000.” But he added it does promote fit-ness and he believes it is something that could be fairly exciting to see. He suggested supporting it for a

year and evaluating the idea. “If Innisfail is giving $20,000 for the start, I can’t see giving any more than $10,000 for a ride through.”

Mayor Sean McIntyre noted it would require a mid-year budget adjustment “of a considerable size that would impact the community greatly”. He was also concerned about the equity of giving a donation to an organization outside the community when ongoing events in the community wouldn’t have the same opportunity.

Voting in favour of contributing $10,000 plus in-kind resources were Prete, Chernoff and Councillor Graham Parsons. Voting against the motion were Plante, McIntyre, Lust and Payne.

During their regular meeting June 9, Sylvan Lake councillors:

• directed staff to proceed with design and ten-dering for Lakeshore Drive Phase 5 (east of 50th Street) based on an option which includes a side-walk being created as part of the existing boule-vard on the north side, sidewalk on the south side in front of the Best Western and on the south side of the road between 50 and 50A Street, including the intersection at Lakeshore Drive and 50th Street. Estimated cost to complete the work is in the range of $1.6 million.

The study also provided estimates on costs involved in increasing capacity of reservoirs and sewage lagoons.

The report stated presently the town has suffi-cient water supply from wells to handle a popula-tion of 18,000. It recommends that prior to hitting that number, a regional system be established.

Beyond a population of 22,000 either signifi-cant upgrades of the lagoon system will be required or a regional connection to another treatment facility is needed.

The report was one document needed for the town’s planned annexation proposal.• passed first reading of a bylaw to increase the off-site levy amounts for water, sanitary and storm systems which developers pay. The interim increase is proposed at 25 per cent. The town’s existing off-site levy bylaw uses amounts estab-lished based on 2007 construction costs.

A complete review of the bylaw is underway but the staff report said it wouldn’t be completed in time for the 2014 construction season.• passed third reading of a bylaw to provide for necessary changes required for the automated col-lection of household garbage.• agreed to a budget adjustment of $21,000 to pur-chase 300 new 360 litre waste receptacles to allow residents the option to upgrade from 240 litre carts which are going to be used when automated collection of household garbage begins. The town has already purchased 6,000 of the 240 litre carts.• passed first reading of a bylaw to close part of 48th Street between 48th and 49th Avenue (in front of the aquatic, curling and multiplex com-plexes) and set a public hearing on the issue for July 14.

Members of École HJ Cody School’s class of 2014 were joined by family, friends and dignitaries as they celebrated their high school graduation last Thursday.

The day-long celebration kicked off with a commencement ceremony at the multiplex in the afternoon, and culminated with a banquet in Red

Towle was among those who spoke during the day’s gatherings. She encouraged students to be proud of their educational accomplishments, and to embrace the future that now lies ahead of them.

“Find your passion, whatever it may be,” she said. “If you have to volunteer to find that passion, take the opportunity. Remember, there’s nothing better than giving back to

those who have given to you.”Sylvan Lake mayor Sean McIntyre,

himself an HJ Cody graduate, reminded students of the hard work that led to their educational success.

“As students, you’ve been tested, and tested, and tested some more,” he said. “You’ve come through good times and challenging times, and after many years of effort and com-mitment, you’ve achieved an uncon-tested victory in your graduation.

“You did it, and you made your

community proud.”Lissa Steele, speaking on behalf of Chinook’s

Edge School Division, offered graduates some thoughtful remarks, noting, “The only place suc-cess comes before work is in the dictionary”.

The graduates’ minds, she added, are “like parachutes: They work better when they’re open”.

School board trustee Jackie Swainson remind-ed students of the opportunities that lie ahead of them, now that they’ve completed high school.

“The world is your oyster,” she said. “This means you can do or achieve anything you want in life, because you have the ability, the opportunity and the freedom to do so.”

Guest speaker Graham Parsons accompanied his speech with photos and videos of his own life, describing to graduates his career as a hockey player, and his time spent in the now-closed arena.

He encouraged graduates to remain defiant in achieving their goals, despite the inevitable set-backs they’ll suffer along the way.

“For many of you in this room, paths will be found with ease,” he said. “But there are some out there who have not figured out their direction — unconfident, unsettled, scared and frustrated. To that, I say don’t give up.”

Achievements celebratedContinued from Page 10He described his own recent change in fortunes,

which began with the event that left his “heart ripped out” when the arena collapsed earlier this year. That ulti-mately led to the “latest, greatest moment of (his) life” when Sylvan Lake was eventually named Kraft Hockeyville 2014.

Parsons concluded by reminding graduates of the many volunteer opportunities that exist within town, encouraging them to “roll up the sleeves” and get involved.

TJ Sloboda and Paul Kim read the valedictory address, and offered thanks to the many people who have helped them get to where they are today.

“We face a great journey ahead — one that we could not have made it to without the help and guidance of those who have come before us,” said Sloboda.

They also shared some advice with their fellow gradu-ating classmates.

“Always strive to be the best you can, and don’t let anyone tell you what you can and can’t do,” said Kim.

Principal Dave Elwood was the last to speak during the afternoon ceremony. He encouraged students to con-tinue learning, despite being finished high school.

He also told them to embrace the future without fear.“You have the skills now to take on anything you face,

whether it’s a big problem or a small problem,” he said. “It’s OK to fail, it’s OK to try, and it’s OK to ask for help.”

Two awards were presented in the afternoon: Sean McIntyre presented the Mayor’s Citizenship Award to Jamai Bell, while Kerry Towle presen-ted the MLA’s Citizenship Award to Rebecca Lieng.

The HJ Cody School Choir also performed several times throughout the day.

Fabulous - The Kindergarten class of Lighthouse Christian Academy had a fabulous field trip on June 10th. Public Notice PROPOSED AMENDMENTS TO

THE COUNTY’S LAND USE BYLAWBylaw No.1193/14

Lacombe County Council has given fi rst reading to Bylaw No. 1193/14 the purpose of which is to amend the uses, defi nitions, general regulations and policies in the County’s Land Use Bylaw. The amendments are being proposed to:• Provide clarity on the defi nitions for campgrounds, where

campgrounds can be located and the regulations surrounding their development;

• Outline regulations for the level of fi re protection services that need to be provided in all higher density and/or serviced multi-lot developments;

• Create a High Density Residential District that will allow for smaller lot sizes and a greater variety of multi-unit housing in areas identifi ed by Plan for this purpose;

• Strengthen the policy regarding tarp/canvas covered buildings, clarifying that they are not allowed in any residential districts; and

• Provide a defi nition of a nonresident onsite employee to specify when an employee would be considered in the total onsite employee numbers for a business.

A copy of the Bylaws with the proposed amendments may be obtained from the County’s Planning and Development Department or by visiting the County’s website at www.lacombecounty.com.Anyone wishing to comment on the proposed Bylaw amendments will have an opportunity to do so at a public hearing which has been arranged for:

When it came to selecting a Rotarian of the Year, this year’s recipi-ent was an “obvious choice”, according to outgoing president Marla Maher.

She presented it to Steve Dills dur-ing Rotary Club of Sylvan Lake’s annu-al Presidential Turnover Cruise Friday night.

“(Dills) really is a true Rotarian,” she said, lauding Dills’ work not only with the Rotary, but also with other organizations such as the Legion,

Hockeyville and Spirit of Sylvan Yuletide Festival. “He’s probably busier than anyone on the planet, and you never hear him complain.”

When it comes to fulfilling the club’s commitment to truth, fairness, goodwill, and friendship, Dills ticks all the boxes, and exemplifies the club’s ‘service above self ’ motto, said Maher.

“Steve is the absolute epitome of this, not just through Rotary, but everything he does in the community.”
