COMBINED NOTICE TO PUBLIC OF: FIND-ING OF NO SIGNIFI-CANT IMPACT AND
INTENT TO REQUEST RELEASE OF FUNDS
To All Interested Agencies, Groups and Persons:
On or about Septem-ber16, 2013, the Chip-pewa Cree Tribe and Chippewa Cree Housing Authority will request the Department of Housing and Urban Development to release funds for the following project. The construction of six (6) 2 bedroom duplexes in-cluding water, sewer, site work, roads and streets for project entitled Proj-ect MT 11-46, Chippewa Cree Housing, ICDBG # B-13-SR-30-0646.
An environmental re-view for the project has been performed by the Chippewa Cree Tribe and is available for public examination and copyng at the office noted below. Based on this review, the Tribe has determined that a request for release of funds for this project will not significantly affect the quality of the human environment, hence an environmental impact statement will not be undertaken under the National Environmental Policy Act of 1969 (PL 91-910). All interested agencies, groups or per-sons disagreeing with these decisions are in-vited to submit written comments for consider-ation by the Tribe prior to the above date. All comments so received will be considered by the Tribe prior to any administration action or
requesting release of funds on the date listed immediately above.
The Chippewa Cree Tribe wil l undertake the project with funds from the Department of Housing and Urban Development ICDBG # B-13-SR-30-0646. The Tribe is certifying to the Department of Housing and Urban Development that the Chippewa Cree Tribe and Mr. Richard Morsette in his official capacity, consent to ac-cept the jurisdiction of the Federal courts if an action is brought to enforce responsibilities in relation to environ-mental reviews, decision making and action; and that these responsibili-ties have been satisfied. The Chippewa Tribe/Chippewa Cree Housing Authority may use the funds and the Depart-ment of Housing and Urban Development will have satisfied its re-sponsibilities under the National Environmental Policy Act of 1969 and other environmental re-sponsibilities listed in 24 CFR Part 58. Depart-ment of Housing and Urban Development will accept an objection to its approval of the release of funds and acceptance of the certification only if it is on one of the fol-lowing basis; (a) if the certification was not in fact executed by the Chief Officer or other officer of the applicant approved by the Depart-ment of Housing and Urban Development, (b) that the applicant’s environmental review process; or (c) another Federal agency has sub-mitted written comments pursuant to Section 309 of the Clean Air Act or Section 102 of NEPA. Objections must be pre-pared and submitted to Chippewa Cree Housing Authority, 75 Laredo Road, Box Elder, MT 59521. Objections must be prepared and submit-ted in accordance with required procedure (24 CFR Part 58) and shall be addressed to Ms. Amy Flowers, Grants Management Special-ist, Northern Plains Of-fice of Native American Programs, 1670 Broad-way Street, Denver, CO 80202. The release of funds on basis other than these stated above will not be considered by Department of Hous-ing and Urban Devel-opment, no objection received after 15 days from the date or request for funds listed above will be considered by the Department of Housing and Urban Development (September 30, 2013).

Diploma. The Coordinator/Instructor will work with participants throughout the reservation, including Agency, Hays and Lodge Pole. The C/I will be
responsible for the supervision and usage of the Success Center. The C/I is responsible for schedul-ing all tutoring for students and gathering statistical
data. The C/I is directly supervised by Dean of Student Affairs. Required BA/BS degree in
Education or closely related fields. At least three years teaching experience. Experience working with
adult learners.
PROCTOR/TUTORThe Proctor/Tutor is responsible for working closely with the Indian Teacher Training Project Staff to pro-
vide tutoring in required courses, facilitating coordina-tion and support of distance education classes, moni-toring student progress, and documenting and report-
ing challenges and progress. The Proctor/Tutor will be directly supervised by the Indian Teacher Training
Project Director. Must possess a minimum of a Bachelor’s degree in Education or closely related field. Experience tutoring. A strong background in
post-secondary education is preferred.
