State Medicinal Plant Board Achievement & Future Directions Page 1 MEDICINAL PLANTS PREAMBLE Medicinal Plants form the major resource base of our indigenous health care traditions. The outreach and acceptability of AYUSH systems, both nationally as well as globally, are dependent on uninterrupted availability of quality medicinal plants based raw material. More than 90% of the species used in trade continue to be sourced from the wild of which about 2/3 rd are harvested by destructive means. The Cultivation of medicinal plants, therefore, is the key to meeting the raw material needs of the AYUSH industry besides offering opportunities for higher levels of income, crop diversification and growth of exports. Indian exports of medicinal plants and herbs are mostly in the form of raw herbs and extracts and account for almost 60-70% of the current exports of herbal/AYUSH products. The export of value added items require product development, setting up of processing facilities, quality assurance and brand promotion. Increasing concerns of unsustainable collection from the wild, disappearance of certain species on the one hand and concerns of quality and standardization on the other make it imperative to promote cultivation of species critical to AYUSH systems of medicine through appropriate financial incentives, policy, infrastructural and marketing support in a synergistic manner. MEDICINAL PLANTS

PREAMBLE

Medicinal Plants form the major resource base of our indigenous health care

traditions. The outreach and acceptability of AYUSH systems, both nationally as

well as globally, are dependent on uninterrupted availability of quality medicinal

plants based raw material. More than 90% of the species used in trade continue to

The Cultivation of medicinal plants, therefore, is the key to meeting the raw

AYUSH products.

Support setting up processing clusters through convergence of cultivation,

warehousing, value addition and marketing and development of infrastructure for

entrepreneurs to set up units in such clusters.

Implement and support certification mechanism for quality standards, Good

Agriculture Practices (GAP), Good Collection Practices (GCP), and Good Storage

Practices (GSP).

Promote partnership, convergence and synergy among stake holders involved in

R&D, processing and marketing in the public as well as private sector at national,

regional, state and sub state level.

The West Bengal State Medicinal Plants Board (WBSMPB)

The West Bengal State Medicinal Plants Board was set-up in the year 2002 and is

functioning under the control of the National medicinal Plants Board.

Aims and Objectives of WBSMPB

• WBSMPB supports the cultivation of medicinal plants to increase farmer’s

income.

• WBSMPB helps the farmers to follow Good Agricultural and Collection

Practices (GACPS) and to promote standardization, quality assurance

and increase exports

• It supports to set up processing zones/clusters through convergence of

cultivation, warehouse, value addition and marketing and development of

infrastructure

• Implement and support certification mechanism for quality standards, Good

Agricultural Practices (GAP), Good collection practices (GCP) and Good

Storage Practices (GSP).

• Promotion of awareness about conservation, cultivation & using of

medicinal plants more and more in daily life.

Post Harvest Management & value addition

• Post Harvest Management & value addition is most important for medicinal

plants. This part can be implementing through several steps.

1. Drying Shed - This is important to dry the medicinal plants in scientific way

for getting maximum active principal. Government organization can get

RS.10 lakh as assistance from WBSMPB to prepare infrastructure for

medicinal plants cultivation.

2. Storage Godown - After drying the medicinal plants, a proper scientific

storage place is required for medicinal plants. Government organization

can get RS.10 lakh as assistance from WBSMPB to prepare infrastructure

for medicinal plants cultivation.

Post Harvest Management & value addition

Processing Unit - Extraction of medicinal plants necessary to preserve it for few

more months than direct raw herb as well as for getting high market price than

direct raw herb. Government organization can get RS.40 lakh as assistance from

WBSMPB for medicinal plants cultivation.

It is very important for quality control of medicinal plants production in organic

process. Government organization as well as R. K. Mission can get RS.30 lakh

as assistance from WBSMPB to prepare infrastructure like testing laboratory for

Demonstration plots or herbal garden

This is used for awareness of medicinal plants for students.

1. School Herbal Garden - It is important to identify the medicinal plants and

to know their uses for the school students. Any school which is controlled by

government and has at least 500 square meters vacant land, they can get

Rs. 25,000 assistance for plantation in 1st year and remaining Rs. 28,000

for 4 years maintenance (Rs. 7,000 per year) i.e. total fund Rs. 53,000 for

this purpose.

2. Institutional Herbal Garden - It is important to indentify the medicinal

plants and to know their uses and other R&D work for the students from

different institutions. Any school which is controlled by government and

has at least 1 hector vacant land can get assistance Rs. 3,00,000 for

plantation in 1st year and remaining Rs. 2,40,000 for 4 years maintenance

(Rs. 60,000 per year) i.e. total fund Rs. 5,40,000 for this purpose.

Awareness Generation

It is important for creation of awareness about medicinal plants among

different levels of people through several ways

Training Program - Awareness about medicinal plants can be

created by different training programs like soil preparation, seedling

preparation, cultivation, post harvest management, value addition, marketing

etc. Assistance can get Govt/Semi-Govt./ SHG/ Cooperative/ Public sector.
