    Mercer Elementary School, which is not on the National Register of Historic Buildings, is a 1973 two story, 96,707 square foot brick school building located in a suburbanresidential setting. The facility was originally constructed as a middle school, and still has the locker rooms that are more typical of a middle school design. The existing facilitydoes not use modular buildings. The structure of the facility is a concrete frame with non-bearing masonry exterior wall construction and brick veneer. Interior walls are acombination on nonbearing masonry and mobile partition walls. The floor system consists of a combination of concrete slab on grade, cast in place concrete, and steel joists withmetal form deck and concrete topping. The roof structure is primarily steel joists with metal deck. The roofing system of the facility is a combination of EPDM, standing seam

    metal, and built-up asphalt with gravel ballast, installed in phases from 1997 to present. The ventilation system of the building is generally adequate to meet the needs of theusers. The classrooms are undersized in terms of the current standards established by the State of Ohio. Physical Education and Student Dining spaces consist of oneGymnasium and separate Student Dining. The electrical system for the facility is generally adequate. The facility is equipped with a non-compliant security system. The buildinghas a compliant automatic fire alarm system. The facility is not equipped with an automated fire suppression system. The building is reported to contain asbestos. The overallbuilding is not compliant with ADA accessibility requirements.     Facility Assessment

    A. Heating System

    Description: The existing system for the overall facility is an electric heating system. The gymnasium is equipped with an electric resistance heat onlyair-handling unit that is two years old. The kindergarten area has ceiling mounted electric heat packs for heat and an air-handling unit forventilation and air conditioning. The student dining area has a deck mounted air handling unit for heat and a rooftop mounted condensing unit forair conditioning. Student dining equipment is original in fair to poor condition. The office / music area is heated by electric baseboard. A separatedeck mounted air-handling unit provides cooling with rooftop mounted condensing unit with electric VAV boxes for temperature control. Office /music equipment is original with the exception of the VAV boxes which are 2 years old. Three zones of the academic wing are equipped withrooftop mounted Weathermaker air handling units that provide heat and air conditioning. Units are 2 years old and in good condition. One zone ofthe academic wing is equipped with electric baseboard heaters, with cooling provided by a deck mounted air handling unit and a pad mountedcondensing unit. Room 300 has a separate rooftop mounted system that is 3-4 years old. The system appears to comply with the 15 CFM perperson fresh air requirements of the Ohio Building Code mechanical code and Ohio School Design Manual. The system temperature controls area combination of pneumatic and electric. Temperature controls are original in fair condition. The system does not feature individual temperaturecontrols in all spaces required by the OSDM. The existing system is ducted. The overall heating system is evaluated as being in safe and efficientworking order; although system age implies that long-term life expectancy of the existing system is not anticipated. The structure is partially airconditioned. The site does not contain underground fuel tanks.

    Rating: 3 Needs Replacement

    Recommendations: Provide new overall heating, ventilating, and air conditioning system in the activities wing to achieve compliance with Ohio Building Code andOhio School Design Manual standards. Provide new DDC type temperature controls in the academic wing to meet Ohio School Design Manualstandards. Replace the ductwork system in the academic wing due to work described in item J.

    B. Roofing

    Description: The roof over the academic section is currently being replaced to a built-up asphalt with gravel ballast system. There are small portions ofstanding seam metal roof over the stage storage and Early Childhood Storage areas. The roof over the remainder of the facility is a built-upasphalt with gravel ballast system that was installed in phases from 1997 to 2000. The connecting corridor is equipped with an EPDM roof thatwas reported as installed in 1997. A small section of EPDM roofing exists over the mechanical mezzanine. Age is unknown. There are no Districtreports of current leaking. No signs of past leaking were observed during the physical assessment. Multiple access hatches with ladders that arein good condition are used to gain access to the roof. There were observations of standing water on the roof. Metal flashings are in fair condition.The gutters and downspouts are properly located, and in fair condition. Roof drains are adequate in number, properly located, and in faircondition.

    Rating: 2 Needs Repair

    Recommendations: The roof over the connecting corridor requires replacement to meet Ohio School Design Manual guidelines for age of system. Replace the EPDMroofing over the mechanical mezzanine.

    D. Electrical Systems

    Description: The electrical system provided to the overall facility is a 277 / 480 volt, 4000 amp, 3 phase 4 wire system installed in 1973, and is in fair condition.Power is provided to the school by a district owned, pad-mounted transformer located in the rear of the facility, and in fair condition. The panelsystem, installed in 1973, is in fair condition, with limited expansion capability. The classrooms are not equipped with adequate electrical outlets.The typical classroom contains 4 general purpose outlets and dedicated outlets for student and teacher computers. Dedicated outlets are notprovided for classroom televisions. There are restroom spaces that have no electrical outlets. The corridors are equipped with adequate electricaloutlets for servicing. There are adequate GFI protected exterior outlets located around the perimeter of the building. The overall electrical systemmeets Ohio School Design Manual requirements in supporting the current needs of the school. The quantity of outlets is inadequate to meet thefacilitys future needs.

    Recommendations: The entire electrical system requires enhancement to meet Ohio School Design Manual guidelines for classroom capacity, and to facilitate thescope of work outlined in Item J.

    E. Plumbing and Fixtures

    Description: The district reported that the service comes from a tie in at Turpin High School. The service entrance is not equipped with a reduced pressurebackflow preventer at this building. Two water treatment systems are provided. One is not operational, and the other one serves the kitchenequipment only. The treatment system that serves the kitchen is reported to be in fair condition. The other treatment system was not repaired /replaced because the district determined that water quality was such that none was needed. The domestic water supply piping in the facility iscopper in fair condition. The waste piping in the facility is cast iron in fair condition. The facility is equipped with three 120-gallon electric waterheaters in good to fair condition. The school contains 6 restrooms (including locker room) for boys, 7 restrooms (including locker room) for girls,and 9 individual restrooms. Boys restrooms contain 2 ADA and 10 non-ADA wall mounted flush valve toilets, 3 ADA and 15 non-ADA wallmounted flush valve urinals, 2 ADA wall mounted, 14 non-ADA wall mounted and 2 non-ADA countertop lavatories. Girls restrooms contain 2ADA and 23 non-ADA wall mounted flush valve toilets, as well as 2 ADA wall mounted, 12 non-ADA wall mounted, and 6 non-ADA countertoplavatories. Individual restrooms contain 1 ADA and 8 non-ADA wall mounted flush valve toilets, and 2 ADA wall mounted, 6 non-ADA wallmounted, and 1 non-ADA countertop lavatories. The facility is equipped with 1 ADA and 10 non-ADA electric water coolers, in fair condition. Theschool meets the OBC requirements for fixtures. ADA requirements are not met for f ixtures and drinking fountains (see Item O). ProjectLaboratories are not equipped with required gas / compressed air connections, and safety shower / eyewash. Adequate exterior wall hydrants areprovided.

    Rating: 3 Needs Replacement

    Recommendations: Provide reduced pressure back flow preventer. See Item O for replacement of fixtures related to ADA requirements. Replace the remainder of thecountertop set lavatories, as the assembly will be disturbed when the ADA issues are addressed. Provide a safety shower / eyewash, gasconnections, and compressed air connections to project laboratories.

    F. Windows

    Description: The overall facility is equipped with aluminum frame windows with double pane glazing type window system, which was installed in 1973, and isin fair to poor condition. The 1973 windows have seals that are deteriorated and / or broken. The two story corridor that connects the activity wingto the academic wing was originally constructed as an open air corridor / bridge. The corridor was enclosed at a later date with an E.I.F.S. wallsurface and aluminum dual pane windows that are in fair condition. The majority of the entrance doors in the facility are equipped with thermallybroken aluminum frame sidelights and transoms with double pane insulated glazing, in good condition. Some entrance doors are equipped withaluminum frame sidelights and transoms with single pane glazing. The exterior doors in the facility are equipped with hollow metal framesidelights and transoms. Glazing in exterior doors varies with location. Some single pane and some double pane insulated glazing exist. Exteriordoor assembly condition varies from fair to poor. The school does not contain skylights.

    Rating: 3 Needs Replacement

    Recommendations: Provide a new insulated window system with integral blinds to meet with Ohio School Design Manual requirements.     Description: The facility is equipped with a combination of concrete masonry unit and concrete foundation walls on concrete footings. The foundation systemdisplayed one location of settlement that resulted in cracking, and leaking. The settlement occurred at the south corner of the gymnasium.     Description: The typical classroom has 3 technology data ports, no phone system, 1 cable port, a television, a VCR, and a PA system that can be initiated byeither party.
