Summit Elementary, which is not on the National Register of Historic Buildings, is a 1968 2 story, 62,760 square foot brick school building located in a suburban residential settinThe existing facility does not use modular buildings. The structure of the original facility contains masonry bearing exterior wall construction, with masonry bearing wallconstruction in the interior. The floor system consists of concrete slab on grade at the lower level and steel joist-metal deck and concrete at the upper level. The roof structure issteel joist with metal deck everywhere except for the gymnasium utilizes tectum deck. The roofing system of the overall facility is a mixture of EPDM and built-up asphalt withgravel ballast, installed in stages from 1984 to 1996. The ventilation system of the building is inadequate to meet the needs of the users. A single story, 3,870 square foot brick

addition was constructed in 1993. The structure of the addition contains masonry bearing exterior wall construction, with masonry bearing wall construction in the interior. The flosystem consists of concrete slab on grade. The roof structure is steel joist with metal deck. The roofing system of the 1993 addition is built-up asphalt with gravel ballast, installein 1993. The classrooms are undersized in terms of the current standards established by the State of Ohio. Physical Education and Student Dining spaces consist of oneGymnasium and separate Student Dining. A. Heating System

Description:  The existing system for the original construction is an electric system, installed in 1968, and is in fair to poor condition. Terminal units consistprimarily of unit ventilators and air handlers. The terminal equipment was installed in 1968 and is in fair to poor condition. The 1993 system iselectric powered rooftop units in fair condition. The system does not comply with the 15 CFM per person fresh air requirements of the OhioBuilding Code mechanical code and Ohio School Design Manual. The pneumatic type system temperature controls were installed in 1968 andare in fair condition. The system does not feature individual temperature controls in all spaces required by the OSDM. Louvered interior doors andframes are a violation of the Ohio Building Code, and interior doors in this facility are louvered to facilitate corridor utilization as return airplenums. The existing system is not ducted. The overall heating system is evaluated as not being in safe and efficient working order, andlong-term life expectancy of the existing system is not anticipated. The structure is not equipped with central air conditioning. Some rooftop airconditioning units exist. The site does not contain underground fuel tanks.

Rating:  3 Needs Replacement

Recommendations:  Provide new overall heating, ventilating, and air conditioning system to achieve compliance with Ohio Building Code and Ohio School DesignManual standards. Provide new ductwork system. Louvered doors are replaced in Items J and O.

B. Roofing

Description:  The roof over the west classroom wing is an EPDM system that was installed in 1993, and is in fair condition. The roof over the remainder of theoriginal building is a built-up system with gravel ballast. The roof was installed in stages; 1984-gym, 1986-music-art-office area, 1988-eastclassroom wing, 1996-faculty lounge-health area. The 1993 addition has a built up system with gravel ballast that was installed in 1993, and is infair condition. There are no district reports of current leaking. No signs of past leaking were observed during the physical assessment. Access tothe roof was gained by access hatch with ladder that are in fair condition. There were observations of standing water on the roof. Roof drains areadequate in number, properly located, and in fair condition. Gravel stops and fascias are aluminum in fair condition.

Rating:  3 Needs Replacement

Recommendations:  The roof over the west classroom wing, gym, music-office-art area, and east classroom wing require replacement to meet Ohio School DesignManual guidelines for age of system. Replace aluminum fascias on areas to receive new roofing.

C. Ventilation / Air Conditioning

Description:  The original construction is not equipped with an air conditioning system. Isolated room systems consisting of electric unit ventilators with airconditioning capabilities are provided in the media center. The office area, the 1993 addition and the music-art remodeling areas are equippedwith rooftop units that have air conditioning capability. The rooftop units are over 10 years old. The ventilation system in the original constructionconsists of unit ventilators, installed in 1968 and in fair condition, providing fresh air to classrooms, and air handlers, installed in 1968 and in faircondition, providing fresh air to other miscellaneous spaces such as the gymnasium. Interior doors are louvered to facilitate corridor utilization asreturn air plenums. The ventilation system does not meet the Ohio Building Code 15 CFM per occupant fresh air requirement. The overall systemis not compliant with Ohio Building Code and Ohio School Design Manual requirements. Dust collection systems are not required in this facility.Exhaust systems for restrooms, kitchen and storage areas are adequate.

Rating:  1 Satisfactory

D. Electrical Systems

Description:  The electrical system provided to the overall facility is a 277/480 volt, 2000 amp, 3 phase and 4 wire system installed in 1968, and is in faircondition. The system in the 1993 addition is an extension of the original construction. Power is provided to the school by a single utility owned,pad-mounted transformer located in the rear of the school, and in fair condition. The panel system, installed in 1968, is in fair condition, and canbe expanded to add additional capacity. The classrooms are not equipped with adequate electrical outlets. The typical classroom contains 6general purpose outlets. There are some restroom spaces that have no electrical outlets. Other spaces such as gymnasiums, offices, mediacenter, etc lack the quantity of electrical outlets recommended by the OSFC. The corridors are equipped with adequate electrical outlets forservicing. There are adequate GFI protected exterior outlets located around the perimeter of the building. The overall electrical system does notmeet Ohio School Design Manual requirements in supporting the current needs of the school, and will be inadequate to meet the facilitys futureneeds.

Rating:  3 Needs Replacement

Recommendations:  The entire electrical system in the original building requires replacement to meet Ohio School Design Manual guidelines due to condition and ageand to accommodate the addition of an air conditioning system.

E. Plumbing and Fixtures

Description:  The service entrance is equipped with a reduced pressure backflow preventer. A water treatment system is provided for the kitchen equipmentonly. The domestic water supply piping in the overall facility is copper in fair condition. The waste piping in the overall facility is cast iron in faircondition. The facility is equipped with two gas water heaters with two 1500 gal storage tanks. The tanks and one heater are in fair condition. Theother heater is in good condition.
