    Turpin High School, which is not on the National Register of Historic Buildings, is a 1976 three story, 195,835 square foot school building located in a suburban residential settingThe existing facility does not use modular buildings. The structure of the original facility contains a concrete frame and non-load bearing masonry type exterior wall construction,with a combination of non-bearing masonry and partition wall with gypsum board type wall construction in the interior. The floor systems consist of concrete slab on grade for thebase floors throughout and intermediate floors of precast concrete with concrete topping in the original, and steel joist with metal form deck and concrete topping on the additionThe roof structure is a combination of concrete planks with concrete topping or metal decking on steel joists. The roofing system is a combination of built-up, metal, asphalt roll

    and rubber roofing systems, installed in phases over the last 15 years. The ventilation system of the building is generally adequate to meet the needs of the users. The classroomare undersized in terms of the current standards established by the State of Ohio. Physical Education and Student Dining spaces consist of a Gymnasium, a natatorium, and anarea for wrestling. Student Dining occurs in a separate area that opens into the corridor to provide a commons. The electrical system for the facility is generally adequate. Thefacility is equipped with a non-compliant security system. The building has a non-compliant automatic fire alarm system. The auditorium addition is equipped with an automatedfire suppression system. The remainder of the facility does not have an automated fire suppression system. The building is reported to contain asbestos. The overall building is ncompliant with ADA accessibility requirements. The school is located on a 25-acre site shared with Mercer Elementary School adjacent to residential properties. The property isnot fenced for security. Access onto the site is unrestricted. Site circulation is fair to poor. The space for school buses to load and unload is the access for the vehicular traffic.Parking for staff, visitors and community events is inadequate.

    A. Heating System

    Description: The existing system for the original construction is an electric hot water system, installed in 1976, and is in fair condition. The 4 electric hot waterboilers, manufactured by Peerless, were installed in 1976 and are in fair condition. Heating water is distributed to terminal units consisting of airhandlers. The original building is divided into three separate wings. A wing, which contains the gymnasium, natatorium, and locker room areas isnot equipped with air conditioning. Heating and ventilation is provided by air handling units that are original. B wing (center classroom section)and C wing (commons, music department and additional classrooms) are air conditioned. They are served by a 2 year old Marley cooling tower.B wing has two 4-5 year old roof mounted air handling units that serve the various floors of the classroom structure. B wing also has a separatecondensing unit that serves the office area. C wing has one 3 year old roof mounted air handling unit, and one original deck mounted air handlingunit that serves the student dining area. Original building equipment is generally in good to fair condition. The auditorium has two original roofmounted carrier condensing units, an original deck mounted chiller, and three original deck mounted air handling units. The auditorium additionequipment is in good condition. The athletic addition is equipped with an original pad mounted condensing unit, 1 original rooftop mounted airhandling unit serving the locker rooms and a deck mounted air handling unit serving the weight room. Interior doors are not louvered to facilitatecorridor utilization as return air plenums. The ventilation system appears to meet the Ohio Building Code 15 CFM per occupant fresh airrequirement. The terminal equipment was installed during the various stages of construction and is in fair condition. The T.A.C. digitaltemperature control system is in fair condition. The system appears to feature individual temperature controls in all spaces required by theOSDM. The existing system is ducted. The overall heating system is evaluated as being in safe and efficient working order, and long term lifeexpectancy of the existing system is anticipated. The site does not contain underground fuel tanks.

    B. Roofing

    Description: The roof over the original construction is a combination of asphalt built-up with gravel ballast, EPDM, asphalt roll, and metal roofing systems thatwere installed in phases over the past 15 years and are in good condition. The auditorium is equipped with a metal roof over sloped areas and anEPDM roof over low slope areas. The auditorium roofing was installed in 1999 during the construction. The athletic addition is equipped with aballasted EPDM roof that was installed during the construction. There are no District reports of current leaking. No signs of past leaking wereobserved during the physical assessment. Access to the auditorium roof was gained by access hatch with access ladder that are in goodcondition. The main roof was accessed through an exterior door located in a stair tower. There were minor observations of standing water on theroof. Metal flashings are in good condition. The gutters and downspouts are properly located, and in fair condition. Roof drains are adequate innumber, properly located, and in fair condition.

    D. Electrical Systems

    Description: The facility is equipped with three separate electrical services. Each service is a 480 volt, 800 amp, 3 phase 4 wire service. Two services wereinstalled in 1976 for the original building and are in fair condition. One service was installed in 1999 for the auditorium addition and is in goodcondition. The system in the athletic addition is an extension of the original construction. Power is provided to the school by multiple utility owned,pad-mounted transformers located around the perimeter of the building, and in good condition. The panel system, installed with each phase ofconstruction, is in fair condition, and has limited capacity for expansion. The classrooms are not equipped with adequate electrical outlets. Thetypical classroom contains 3 general-purpose outlets. The quantity of dedicated outlets for technology does not meet the OSDM requirements.There are some restroom spaces that have no electrical outlets. Specialized spaces do not have the quantity of outlets recommended by theOSDM. The corridors are equipped with adequate electrical outlets for servicing. There are adequate GFI protected exterior outlets locatedaround the perimeter of the building. The overall electrical system does not meet Ohio School Design Manual requirements in supporting thecurrent needs of the school, and will require enhancement to meet the future needs of the facility.

    Description: The service entrance is equipped with a reduced pressure backflow preventer in fair condition. A water treatment system is provided and is in faircondition. The domestic water supply piping in the overall facility is copper in good condition. The waste piping in the overall facility is cast iron infair condition. The original building has 2-120 gallon, 10 year old electric water heaters and 2-500 gallon original holding tanks with original waterheater in fair condition. The athletic addition has a holding tank with electric water heater in good condition. The auditorium has 3-15 gallonelectric water heaters in good condition. The school contains 12 restrooms for boys, 13 restrooms for girls, and 14 individual restrooms for staff.Boys restrooms contain 11 ADA and 11 non-ADA wall mounted flush valve toilets, 4 ADA and 25 non-ADA wall mounted flush valve urinals, and21 ADA and 5 non-ADA wall mounted lavatories. Girls restrooms contain 15 ADA and 22 non-ADA wall mounted flush valve toilets, as well as 17ADA and 11 non-ADA wall mounted and 5 non-ADA countertop lavatories. Individual restrooms contain 2 ADA and 12 non-ADA wall mountedflush valve toilets, 1 ADA and 2 non-ADA wall mounted urinals, and 3 ADA and 11 non-ADA wall mounted lavatories. The facility is equipped withno ADA and 6 non-ADA drinking fountains, as well as 3 ADA and 14 non-ADA electric water coolers, in fair condition. The athletic locker roomshave shower fixtures in fair condition. ADA compliant showers are provided. The school meets the OBC requirements for quantity of fixtures. ADArequirements are not met for fixtures and drinking fountains (see Item O). Science Classrooms are equipped with gas connections and safetyshower / eyewash in fair condition. Compressed air connections are not available for use in the science classrooms. Adequate exterior wallhydrants are provided.

    H. Structure: Walls and Chimneys

    Description: The original facility has a brick veneer on a nonbearing masonry wall system, which displayed locations of deterioration, and is in fair condition.The exterior masonry appears to lack control joints in typical locations. The exterior masonry has not been cleaned and sealed in recent years,and shows evidence of mortar deterioration at window sills and along the northeast side. Original building interior walls are non-bearing concretemasonry units at restrooms, stairs, kitchen, and locker rooms. The remainder of the interior walls (corridors, classrooms, offices) are metal studwith gypsum board and are in fair condition. Interior masonry is typically in short sections, which do not require control joints. The original buildingwindows were equipped with deep brick windowsills that were experiencing water penetration. Aluminum break metal modifications were made atall windows where problems existed, and are in fair condition. The auditorium and athletic additions have a brick veneer on a masonry wallsystem, which displayed no locations of deterioration, and is in good condition. The exterior masonry appears to have appropriately spaced andadequately caulked control joints in good condition. The exterior masonry has not yet needed to be cleaned and resealed, showing no evidenceof mortar deterioration. The auditorium and athletic additions have concrete masonry unit interior walls and are in good condition. Interiormasonry appears to have adequately spaced and caulked control joints in good condition. The storefront window system extends to the concretefoundation and is in good condition. The exterior lintels are in fair condition. The school does have sufficient expansion joints, and they are in faircondition.

    Recommendations: Provide tuckpointing in all areas of mortar deterioration as required.     Description: The floor construction of the base floor of the overall facility is concrete slab on grade construction, and is in good condition. There is no crawlspace. The floor construction of the intermediate floors of the original facility is precast concrete planks with concrete topping on a cast-in-placeconcrete column and beam frame, and is in good condition. The roof construction over a portion of the original facility is precast concrete plankswith concrete topping on a cast-in-place concrete column and beam frame, and is in good condition.     P. Site Condition

    Description: The 25 acre sloped site is located in a suburban residential setting with generous tree, shrub, and floral type landscaping. There are problemswith erosion near the athletic addition. No ponding problems were identified. The site is accessed by a moderately traveled city street. The site isaccessed by buses and cars by a single entrance. Cars park in a centralized parking lot with the buses looping around the parking lot to drop offat Mercer Elementary and at Turpin High. Cars that are parked in the centralized lot are blocked in during bus loading times. There is a separateentrance that accesses a separate vehicular parking area. Additional parking occurs in a series of lots that are somewhat remote from the SchoolStaff, visitor, and student parking is facilitated by multiple asphalt parking lots in varying conditions. The parking lots provide a total of 419 spaceswhich does not provide adequate parking for staff members, visitors, and the disabled. The parking lot drainage design, consisting of appropriateslopes and catch basins, provides adequate evacuation of storm water, and no problems with parking lot ponding were observed. Concrete curbsin fair condition are appropriately placed. Concrete sidewalks are properly sloped, are located to provide a logical flow of pedestrian t raffic, andare in fair condition. Fencing is provided around athletic fields only. No security fencing is provided. The athletic facilities are comprised of footballstadium with all weather track, tennis courts, baseball fields, and practice fields, and are in good condition.

    Description: The School District provided the AHERA three year reinspection reports, prepared by Paran Consulting Services, Inc., and dated January 2002,documenting known and assumed locations of asbestos and other hazardous materials.
