The trio was later arrested andjointly charged for robbery. Theyappeared in the San Ignaciocourtroom of Magistrate NadiaMorgan, on Tuesday, May 29,where they all pled not guiltyto the charge. In a strange twistof events the rather sternMagistrate Morgan, despite theprosecution’s objection to bail onthe grounds of the prevalence andseriousness of the crime,proceeded to offer them bail inthe sum of $5,000 each.Prosecutor George Gomez rose

was already on bail in connectionwith the April 13, 2011 robberyat the residence of Orlando“Big H” Harrison. In thatincident the robbers made offwith cash and property valued at

over 15 thousand dollars. Basedon this new information,Magistrate Morgan upheld theprosecution’s no bail submissionand proceeded to remand Reid toprison. All three accused robbers wereordered to return to court onTuesday, August 4, 2012.Although bail was offered to Coleand Ramirez on Tuesday, no oneappeared to bail them right upto the time when the prisonrun was ready to leave the SanIgnacio police station onWednesday afternoon. They wereconsequently all transported tothe central prison in Hattieville.

Dear Editor, I would like to take a minute torespond to Wellington C. Ramoswho, apparently, is our Belizeanfriend, living in New York (lastweek’s edition). He says that Marion Jones didanything and everything for thesake of Belize. I don’t think so.She did everything for herself, forfame and money – and she gotcaught. She shamed Belize, nothonoured it. She is a liar and acheat. He then says that it wasunfortunate she got imprisonedfor using enhancement drugswhich, he goes on to say, mostathletes use. That’s rubbish! It wasunfortunate for other athleteswho trained for years but couldn’tcompete in the Olympics becausethey chose not to take drugs andlost their place to her.

Dear Friends, There is no way that SeniorSuperintendent of Police AlvanGentle can refuse to betransfered after his instructionswere posted in the Police ForceOrders because he will bebrought on charges for "WillfullyDisobeying A LawfulCommand". What he can do isappeal his transfer to theCommissioner of Police andoutline to him the undue hardshipthe transfer will cause for himand his family. If the acting Commissioner ofPolice Henderson is satisfiedwith his explanation, he can thendecide to cancel the transfer. Sending Senior SuperintendentChester Williams to replace himis not a wise move because of hispast reputation and the crime ratein Cayo District. Government of Belize Professional and Technical Scholarship Awards 2012

The Government of Belize (GOB) is offering Professional and Technical Scholarship Awards for 2012. These scholarships are tenable ONLY at the University ofthe West Indies, the University of Technology in Jamaica, and the University of Guyana.Limited to the AwardsThe scholarship award is limited to Bachelor Degree Programs only and is applicable for a maximum of three (3) consecutive academic years of study in so far as student remains in good standing

for the duration of the program. Only in exceptional cases will the Ministry of Education, Youth and Sports consider Post Graduate Programs.

Coverage of the AwardsThe scholarship covers tuition (including Economic Cost), allowances for room and board, books and incidental expenses. Airfare and matriculation cost will NOT be covered under the scholarship

award.

Eligibility1. Applicant must be citizen of Belize.

2. Applicant must gain acceptance into the respective Faculty of the University at which he/she proposes to attend.

3. Consideration will be given to those courses of study that are among the following national priorities, which are not listed in order of preference.

Other Conditions of the Scholarship AwardEach scholarship recipient will be required to return to Belize whenever he/she successfully completes his/her course of study and to serve the Government of Belize (or with the permission of the

Government of Belize, serve in the private sector in his profession or calling) for a period of four years commencing from the date of employment in Belize. Applicants will be required to sign a

Bond Agreement with the Government of Belize in this respect.

The scholarship is normally for the duration of the program of studies and requires that the scholarship holder maintain a B grade at the University where he/she is enrolled.

Application forms can be obtained from the District Education Centers or at the Ministry of Education, Youth and Sports in Belmopan.

Patrick Faberaccompanied by the ministry’sMinister of State, Hon. HermanLongsworth. The meeting began at 6:15 pmwith a prayer and the singing ofthe national anthem. First to address the gatheringwas the Hon. HermanLongsworth who informedthat, although he has specificresponsible for Youth and Sports,he is participating in the meetingas he continues to assist the Hon.Patrick Faber in the pursuitof seeking ways to improveeducation countrywide.

Next to address the gatheringwas Minister Faber who, in aneffort to identify the audience,requested for all teachers to standup and be acknowledged. Morethan three quarters of theattendees stood up. Also notablypresent were several schoollocal managers. Interestingly, and despite a

packed meeting room, whenMinister Faber asked for theidentification of those attendingthe meeting solely as parents,only one person, a woman, stoodup. Minister Faber, obviouslydisappointed by this poorshowing, informed that an openinvitation was issued by theministry and that it was notspecific to only those in theteaching profession. Minister Faber informed thatafter the September celebrationsare over, he will be returning toSan Ignacio to host a similarmeeting. He challenged localmanagers, principals and teachersto spread the word and to inviteas much parents as possible toattend the meeting. Minister Faber further informedthat he is looking forward tohearing from parents as, in hiswords “this is the reason why wehold these meetings, to tellyou what the ministry hasaccomplished, to listen to yourconcerns and to work with youto find solutions to issues thatare affecting our educationservices.” In reiterating his policy ofinclusion, Minister Faber said“if we are to change anything

in the education system, wehave to include all stakeholdersin order for us to chart the wayforward.” The highlight of the evening wasthe Ministry’s accomplishmentsover the last four years as well asthe 2012 to 2016 strategic plan. Minister Faber told thegathering that the ministry hasformulated a 1.5 billion dollarStrategic Education Plan thathas been presented and approvedby Cabinet. His greatestchallenge now is to find the fundsto implement the plan. As the plan takes shape,Minister Faber informed that theMinistry has already receivedapproval from the CaribbeanDevelopment Bank to the tune ofBZ $5 million. “An important element ofthe plan” informed MinisterFaber is that secondary schooleducation will be provided freeof cost to all students graduatingfrom primary school. Another major achievement ofthe ministry is the coming onstream of the Education andTraining Act of 2010. In terms of the TeachingServices Commission, MinisterFaber said that while it maypose challenges for some, theCommission has been beneficialto all Education stakeholdersspecifically as it pertains toremoving the power from theministry to transfer teachers aswell as to grant study leave. “Everything is still afloat,”said minister Faber on thesuccessful removal of corporalpunishment from schools. Heexplained that the alternative tocorporal punishment is whatteachers decide to do in theirclassroom with the support oflocal managers, principals and ofcourse parents. Another major accomplishment

of the ministry as pointed out bythe Hon. Patrick Faber is theCertificate in Primary Educationthat has seen the participation andtraining of over 600 primaryschool teachers across Belize. Minister Faber pointedout that while teacher trainingis not a core governmentresponsibility the currentadministration has willingly andenthusiastically provided 95%financial assistance to teachers inpursuit of higher education. As usual, and in rounding uphis interaction with the audience,Minister Faber reiterated thesuccess of government’s highschool subsidy program which iscurrently registering, he said “a101% success rate in the ToledoDistrict” as several persons whograduated from primary schoola few years ago are returningwith the sole intention ofparticipating in the program.Minister Faber informed thatbecause of the success of theprogram, government is seriouslyseeking to extend it to third formstudents countrywide.

Background

The Government of Belize through financing from the World Bank is currently implementing a MunicipalDevelopment Project (BMDP) whose objective is to improve access to basic municipal infrastructure and toenhance the service deliveiy and municipal management in selected towns of Beflze. BMDP is a five yearproject for which implementation commenced January 2011. The project three components, specifically:

Con2ponent 1: Small Scale Infrastructure Investments;

Component 2. Technical Assistance and Capacity Building for Town and City Councils and Central Government;

Component 3: Project ManagementAdnilnistration

The first Component of BMDP will benefit seven of the nine Town and City Councils in Belize including thecity of Belmopan), and the six towns of Benque Viejo del Carmen, San Ignacio/Santa Elena, Corozal,Dangriga, Orange Walk, and Punta Gorda. The second Component of BMDP will benefit all Town and CityCouncils and the Central Government Ministries of Labor, Local Government, and Rural Development(MLLGRD) and Natural Resources and Environment (MNRE), respectively.

BMDP is implemented by the Belize Social Investment Fund (BSIF) through a dedicated ProjectImplementation Unit (PIU) which is staffed by full-time and part-time consultants. Under the direct supervisionof the BSIF Executive Director (BSIF ED) the Project Coordinator (PC) heads the PIU and assume theresponsibility for coordinating BMDP implementation

The Engineer/Environmental Officer is one of two (2) officers who will be supervised by the Project

Coordinator (PC) of the BSIF PIU.

Scope of Work

The Engineer/Environmental Officer will provide support to the staff of the PIU and the Town and CityCouncils in the selection of subprojects and in their appraisal and supervision and provide technical expertisein the assessment of feasibility and design of subprojects as well as ensure the compliance of all subprojectswith Belize environmental regulations and WB guidelines. It is envisage that 50% of the applicant’s time willbe shared between that of an engineer and environmental activities.

Specific responsibifities include

• Analyzing technical feasibility of projects and conducting technical appraisal of subproject applications forinclusion in Project Appraisal Report inclusive of ensuring compliance with Project EnvironmentalManagement Framework;• Analyzing project risks associated with natural disasters including wind, earthquake, fire and floods, whiledesign structures• Preparing Terms of Reference for and participating in the selection and contracting of consultants forengineering studies and supervision of subproject implementation• Reviewing all engineering consultants’ designs, estimates, feasibility studies, supervision reports, etc.;• participates in the Annual Work-plan preparation;• reviews the Subproject Request Form and includes the document BSIF Management Information System(MIS);• supports enhancement of capacity at the local level in environmental management issues as they relate to theBMDP;• reviews environmental information of the subproject, and makes a field trip if is necessary;• Prepares the first internal environmental instrument “Environmental Categorization Form (ECF) forinclusion in eligibility review;• incorporates the ECF into the MIS;• advises on Terms of Reference (TOR5) of the Environmental studies required by law and safeguards;• sends the studies required by law to the DOE in order to start the Environmental Licensing(EL) process;• Includes the EL in the sub-project file to take into account the environmental requirement in the contract,technical design and works execution.• Incorporates the EL in the MIS.• Based on the EL and all the environmental studies developed during the previous stage, will prepare theenvironmental clauses (construction and monitoring) to include in the contract.• Ensure the inclusion of environmental clauses into the terms of contract (construction and monitoring).• Ensure follow up and monitoring of the environmental issues and the supervision and monitoring enterpriseswhen the project requires them. Ensure application of internal instrument “Environmental Follow-Up Report”(EFUR), using the format that is presented in the EMF document. The frequency for this type of report willdepend on the environmental magnitude of the projects;• Once the field visit is carried out and the EFUR is prepared, ensure the EFUR is submitted to the sub-projectfile;• Once the works are complete, prepare the Environmental Final Report (EFR) following the format presentedin the EMF, to review all the environmental compliance before project closing.• Ensure the incorporation of the EFR into the EMS and PC incorporates in final sub- project report.• Signing off on the Project Handing Over Record after completion of subprojects Qualifications I ExperienceApplicant must have a minimum of a Bachelor’s Degree in Civil Engineering and at least five years ofprogressive, proven related working experience. Knowledge of monitoring and implementing similar types ofprojects would be an asset.
