"... The need of the day is reform, and the reforms must be led by the govern- ment at both central and state levels," he said in a foreword to the report on 'Assessment of State Implementation of Business Reforms' which was released today. India is ranked 142nd among 189 nations in the World Bank’s Doing Busi- ness 2015 study. Observing that a dispro- portionately high regulatory burden is borne by business- es in India, Ruhl said, "The growth of business in India requires concerted action on several fronts –- infrastruc- ture, capital markets, trade facilitation and skills -– but the stark reality is that India remains a difficult place to do business." India, he said, does not feature in the top 100 coun- tries on eight of the 10 indica- tors of the World Bank study. On a parameter dealing with construction permits and enforcing contracts, India ranks among the bottom 10 economies in the world. It is because of these regulatory burdens that India ranks so low in the World Bank's 'Doing Busi- ness Index', he said, adding "majority of the regulatory burden... Is due to the pletho- ra of laws, rules, regulations and procedures enforced by the states. A press handout issued by the chamber reads that its J&K Co-Chairman Mush- taq Ahmad Chaya has hailed Greater Kashmir and Tour- ism department for orga- nizing 11th GK Invitational Golf Tournament. Chaya appreciated the present government for use of sports as a medium to enhance connection with the people of the region and to attract the high-end tour- ism in the state. He urged the state government to take up further promotional activities to attract tourists and pilgrims for the winter tourism in advance. The tourism department should organize at least four big fes- tivals and fairs “to sell the events through its publicity measures across the country and invite tours and travel agencies and other experts to take part in the events,” the handout reads. It states that New Year Cel- ebration, Christmas, Skiing carnival in winter, Dushhera, Hazrat Sheikulalam Urs, Mah- anavmi, and Diwali should be held under the aegis of the state tourism department. “Tourism department should plan a winter carni- val at snow capped meadows of Gulmarg or Pahalgam, known for skiing and other adventure sports. These events should be held mainly to promote the winter tourism in the state,” Chaya said. JKBOA decries ‘neo- liberal’ policies Srinagar, Sep 14: Jammu and Kashmir Bank Officers’ Asso- ciation (JKBOA) has expressed concern over “neo-liberal poli- cies being implemented by pres- ent ruling political class on the working class especially the bank industry.” The association in a statement said the employees in the banking industry were facing “problems due to reducing interest margins.” The association members discussed these issues at an executive com- mittee meeting here, which was presided over by JKBOA president Riyaz Ahmad. Central Govt Pensioners launch website Jammu, Sep 14: The Central Government Pensioners' Wel- fare Association, J&K, Jammu today launched its website. A press statement issued by the association states that the website will help quick dissemination of important central government orders and other information relat- ing to pensioners.The web- site http://www.cgpwajk.in was launched jointly by B K Raina, Vice-President and K B Jandial IAS (Retd) Executive Member of the association. Govt to set up modern agri malls in districts Srinagar, Sep 14: Minister for Agriculture Ghulam Nabi Lone Hanjura today said State Gov- ernment is contemplating to set up modern agri malls at district level to make the business of JK State Agro Industries Development Corporation Limited (JKSAIDCL) more vibrant and commercial. Chairing a meeting of officers of JKSAIDCL here, the Minister said that such agri malls in phase first would be set up in two districts and later estab- lished in other districts also. In this regard, the Agriculture Minister instructed the concerned authorities to prepare a comprehensive plan well in time for early estab- lishment of such malls. The Minister appreciated the vision document prepared by the Corporation for business plan of next 5 years, an official statement said.
