Hanan, Advocate have filed above titled writ petition before this wing of the Hon'ble High Court. In the writ petition, following reliefs are sought in the nature of: i. Certiorari, quashing the impugned short listing/deficiency/rejection list dated 20.05.2016 insofar as it pertains to the rejection of the candidature of the petitioners. ii. Certiorari, quashing the impugned shortlisting of the private respondents for their participation in the interview process as the petitioners are well qualified and on the basis of criteria adopted by the Respondent Commission for calculation of merit, the petitioners are sure to figure ahead of the private respondents and have superior right of being called for interview, selected and recommended to the respondent No.1 for their appointment as Assistant Professors in the discipline of Commerce. iii. Mandamus, commanding upon the Respondent Commission to subject the petitioners to the interview process on the strength of qualification possessed by the petitioners and the decision taken by the Competent Authority (University of Kashmir) and its further approval by the government as the relevant qualification for the supply of post of Assistant Professors in the discipline of Commerce in Government Degree Colleges of the State. iv. Mandamus, commanding upon the Respondent Commission to select the petitioners on the strength of merit and recommend their names to the Respondent No.1 for their onward appointment with a further direction to the respondent No. 1; to accept recommendations made in favour of the petitioners by the Respondent Commission and appoint them against the post of Assistant Professors in the discipline of Commerce to be supplied in Government Degree Colleges of the State. v Further more an appropriate writ direction or order including a writ in the nature of certiorari Government Order No. 106- HE of 2017 dated 15.02.2017 be quashed and the respondents be directed to recommend petitioners for appointment in accordance with their merit position in the selection list and the respondents be further directed to appoint the petitioners as from 15.02.2017 when other colleagues of the petitioners were appointed and the respondents be further directed to fix the seniority of the petitioners in the category of Assistant Professors (Commerce) in the Higher Education Department in accordance with the merit position of the petitioners as determined by Public Service Commission in the selection process. Whereas, the above titled writ petition along with MP No. 04/2017, was listed before the Hon'ble Court for consideration on 19.08.2017. On the said date, the Hon'ble Court was pleased to dispose of the said MP by directing the Registry for issuance of notice to all private respondents through publication in a newspaper having wide circulation in the State. Hon’ble Vice-Chancellor, SKUAST-K stressed upon the role of honey bees for enhancing production and productivity of Agricultural and Horticultural Crops. Prof. Mushtaq Ahmed, Director Extension, SKUAST-K urged the participants to get fully acquainted with the Seminar so that they will act as professional beekeepers in future and also pollination service providers to the farming community of Kashmir Valley. The Principal Investigator of the Project Dr. M. A. Paray assured the participants that such programmes will be conducted in future also and urged the participants to take up beekeeping as an entrepreneurship and emerge successful entrepreneurs for their economic upliftment. In the said event presentations regarding Scientific beekeeping were delivered by resource persons invited from different institutions across the India. Participants of the training programme were found very much eager and enthusiastic to learn about the beekeeping and requested the Principal Investigator and fraternity to organize such events in future also. The organizers of the said training programme are highly thankful to Professor Nazir Ahmad, Honorable Vice Chancellor, SKUAST-K, Shalimar and Dr. B. L. Sarswat, Executive Director National Bee Board MoA/ FW GoI, New Delhi for their time to time guidance and support for conducting such programmes. notIce to reSPondentS 4 to 61Whereas, petitioners through their counsel Mr. A. Hanan, Advocate have filed above titled writ petition before this wing of the Hon'ble High Court. In the writ petition, following reliefs are sought in the nature of:i. Certiorari, quashing the impugned short listing/deficiency/rejection list dated 20.05.2016 insofar as it pertains to

the rejection of the candidature of the petitioners.ii. Certiorari, quashing the impugned shortlisting of the private respondents for their participation in the interview

process as the petitioners are well qualified and on the basis of criteria adopted by the Respondent Commission for calculation of merit, the petitioners are sure to figure ahead of the private respondents and have superior right of being called for interview, selected and recommended to the respondent No.1 for their appointment as Assistant Professors in the discipline of Commerce.

iii. Mandamus, commanding upon the Respondent Commission to subject the petitioners to the interview process on the strength of qualification possessed by the petitioners and the decision taken by the Competent Authority (University of Kashmir) and its further approval by the government as the relevant qualification for the supply of post of Assistant Professors in the discipline of Commerce in Government Degree Colleges of the State.

iv. Mandamus, commanding upon the Respondent Commission to select the petitioners on the strength of merit and recommend their names to the Respondent No.1 for their onward appointment with a further direction to the respondent No. 1; to accept recommendations made in favour of the petitioners by the Respondent Commission and appoint them against the post of Assistant Professors in the discipline of Commerce to be supplied in Government Degree Colleges of the State.

v Further more an appropriate writ direction or order including a writ in the nature of certiorari Government Order No. 106- HE of 2017 dated 15.02.2017 be quashed and the respondents be directed to recommend petitioners for appointment in accordance with their merit position in the selection list and the respondents be further directed to appoint the petitioners as from 15.02.2017 when other colleagues of the petitioners were appointed and the respondents be further directed to fix the seniority of the petitioners in the category of Assistant Professors (Commerce) in the Higher Education Department in accordance with the merit position of the petitioners as determined by Public Service Commission in the selection process.

Whereas, the above titled writ petition along with MP No. 04/2017, was listed before the Hon'ble Court for consideration on 19.08.2017. Research & Training Centre for Pollinators, Pollinizers & Pollination Management, SKUAST-K, organized two days State Level Seminar within the state on “Awareness, Motivation & Technology Transfer for development of Scientific beekeeping in J&K”, under National Bee Board sponsored Project “Integrated Beekeeping Development Centre (IBDC) / Centre of Excellence (COE) in Beekeeping” w.e.f 18th - 19th of July 2017 at Nund Reshi Convention Hall, SKUAST-K. The participants for the said training programme were beekeepers and other stake holders from different districts of Jammu & Kashmir. The Chief Guest at the Inaugural Ceremony was Hon’ble Minister for Agriculture Production Department Govt. of J&K, Jenab Ghulam Nabi Lone along with Hon’ble Vice-Chancellor, SKUAST-K, Prof. Nazeer Ahmed, Prof. R. K. Thakur Programme Coordinator AICRP on HB & P, Prof. D. P. Abrol, Dean FoA, SKUAST-Jammu, Director Extension, SKUAST-K, Prof. Mushtaq Ahmad, P.I-IBDC/COE Project Dr. M. A. Paray, HOD Entomology Dr. Mohd. Jamal Ahmad and Faculty from different Divisions of SKUAST-K and Officers from line Departments, Govt. of J&K were also present on the inaugural ceremony. On the inaugural ceremony Souvenir on “Awareness, Motivation & Technology Transfer for Development of Scientific Beekeeping in J&K”, & Pamphlets on Uses of Honey & Achievements of IBDC Project were also released by the Chief Guest. The Chief Guest of the event felicitated the Progressive Beekeepers of J&K and stressed upon the benefits and importance of honey bees in pollination and honey and other bee hive products and their increased demand in the Local, National and International Market. Hon’ble Vice-Chancellor, SKUAST-K stressed upon the role of honey bees for enhancing production and productivity of Agricultural and Horticultural Crops. Prof. Mushtaq Ahmed, Director Extension, SKUAST-K urged the participants to get fully acquainted with the Seminar so that they will act as professional beekeepers in future and also pollination service providers to the farming community of Kashmir Valley. The Principal Investigator of the Project Dr. M. A. Paray assured the participants that such programmes will be conducted in future also and urged the participants to take up beekeeping as an entrepreneurship and emerge successful entrepreneurs for their economic upliftment. In the said event presentations regarding Scientific beekeeping were delivered by resource persons invited from different institutions across the India. Participants of the training programme were found very much eager and enthusiastic to learn about the beekeeping and requested the Principal Investigator and fraternity to organize such events in future also. The organizers of the said training programme are highly thankful to Professor Nazir Ahmad, Honorable Vice Chancellor, SKUAST-K, Shalimar and Dr. B. L. Sarswat, Executive Director National Bee Board MoA/ FW GoI, New Delhi for their time to time guidance and support for conducting such programmes. On the sidelines of said event World Honey Bee day was also celebrated on 19th August 2017 and organized a rally march in different areas and on the sidelines of the Seminar Exhibition Cum Honey Trade Mela was also organized at SKUAST-K.
