5. 2020 Membership Roster and Other Administrative Items (Discussion)

SANTEC members were asked to review the 2020 meeting schedule and membership roster and submit any changes in writing during the meeting. Information on the Form 700, which SANTEC members and alternates are required to submit for 2020, were provided.

6. Update on SB 743 and San Diego Regional Transportation Impact Study Guidelines (Discussion)

Senate Bill 743 (Steinberg, 2013) is set for implementation on July 1, 2020. A task force of the San Diego Section of the Institute of Transportation Engineers has prepared revised Transportation Impact Study Guidelines for the San Diego region to incorporate SB 743. An update on recent changes was presented.

SANTEC members discussed the Transportation Impact Study Guidelines and the possibility of recommending the guidelines be formally adopted by SANTEC or SANDAG.

7. Fiberoptic Cable Sharing Agreement (Discussion)

In 2017, Caltrans District 11, Metropolitan Transit System, North County Transit District, and SANDAG entered into a Memorandum of Understanding (MOU) allowing agencies to share unused fiberoptic strands as needed for specific projects. Raj Singh presented an overview of the MOU, which provides a regional example of interagency cooperation and collaboration considered for future regional transportation initiatives.

8. The Boulevard Bus Way (Information)

The Boulevard Bus Way is a three-mile, dedicated bus lane along El Cajon Boulevard between Park Boulevard and Fairmount Avenue in the City of San Diego. The bus lane supports MTS passengers using the Rapid 215, Route 1, and Route 6 along El Cajon Boulevard. This pilot dedicated bus lane was designed to improve transit performance, benefit local street safety, and create more sustainable communities. Everett Hauser of the City of San Diego presented an overview of the Boulevard Bus Way Project, a collaborative effort between the City of San Diego, MTS, SANDAG, and the local business improvement district.

Rob Owen, Caltrans, provided members with an update on various local programs and funding program deadlines.

Regional Arterial Management System Update

Introduction

The following report provides an update on current regional maintenance and support efforts for the Regional Arterial Management System (RAMS) as well as an update on migration efforts to the Transparity platform. Operational costs of supporting and maintaining RAMS cover: (1) application support by McCain, Inc., (2) warranty for network equipment and (3) communications support.

This staff report will update members on year 8 of RAMS operations of the current regional model for ongoing RAMS support and maintenance for consideration by the CTAC.

Discussion

Regional Fund Pool

The annual cost for regional RAMS operations in FY 2020 was $236,000 for the 16 participating agencies. Based on the May 2019 CTAC recommendation, staff worked with local agencies on the transfer of funds into the regional pool established for ongoing SANDAG operations. Staff estimates that the annual operational costs will again remain flat for FY 2021. Staff provided local agencies with two options for transferring local funds to SANDAG:

1. Reprogram Local TransNet Funds via Regional Transportation Improvement Program (RTIP) Amendment –Agencies may opt to program existing local TransNet funds to cover the RAMS cost share. These agenciesprovided updated project information as part of the 2016 RTIP update cycle and are currently in theprocess of adding projects to the new 2018 RTIP.

2. Direct Payment – Agencies may also opt to fund their respective RAMS cost share with other local fundsand pay SANDAG directly. Direct payment by local agencies requires entering into an interagency fundingagreement with SANDAG.

The agency cost shares and fund transfer options for FY 2021 RAMS Operations are shown on Attachment 1. Regional RAMS operations efforts were included in the approved FY 2021 SANDAG Budget and Overall Work Program (OWP) under ITS Operations (OWP No. 3311000).

Transparity and ICMS Integration

As a result of the COVID-19 pandemic, there have been significant challenges to completing the remaining FY 2020 agency transitions to Transparity. Staff has shifted focus to completing any off-premises work that was possible throughout the last quarter of FY 2020. This includes completing the interface between Transparity to ICMS, as well deployment of the Transparity hub that will allow signal timing data to be shared regionally. This work is scheduled for completion in Q1 of FY 2021. The work to transition the remaining will commence as soon as possible with respect to COVID-19 mandates and local agency availability.

Travel on our Freeways Since the COVID-19 Orders Began

May 2020

Key FindingsTwo measures of the amount of traffic on our freeways are available to track over time – VMT and the number of vehicles on our roads, or daily traffic volumes. From mid-March to mid-April 2020, vehicles traveled almost 434 million miles on our eight local freeways on weekdays, which was 44% lower than the more than 769 million miles traveled in 2019. The greatest decreases in VMT were on State Route 163, down 52%, and Interstate 5 (I-5), down 50%.

On March 19, 2020, a statewide stay at home order was issued to protect the health and well-being of Californians. During this time, daily travel on San Diego regional freeways has been drastically reduced, either because San Diegans are working from home or are not working at all.

In this InfoBit, SANDAG analyzes the differences in travel patterns between mid-March and mid-April 2020 compared to the same time period in 2019. SANDAG will continue to monitor the information throughout the COVID-19 pandemic.

When examining eight of the busiest areas in the County’s freeway system, the average daily traffic volume during the four-week period in 2020 was down an average of 41% with drops ranging from 34% at northbound I-5 and E Street to 51% at southbound I-5 at Manchester Avenue.

In addition, because of the significant reduction in freeway traffic, travel speeds during peak period travel times have increased. Across the eight locations examined, the speed during peak periods was 30 mph higher in mid-March to mid-April 2020, compared to 2019, with the greatest difference at northbound I-805 and I-15 where speeds increased an average of 49 mph.

An Update on Freeway Travel since the COVID-19 Orders Began: Two Months of Statistics

Key FindingsTwo measures of the amount of traffic on our freeways are available to track over time – vehicle miles traveled (VMT) and the number of vehicles on our roads, or daily traffic volumes.

From mid-April to mid-May 2020, vehicles traveled almost 460 million miles on our eight local freeways on weekdays. While this is 40% lower than the 770 million miles traveled in 2019, it is higher than the previous month, when 434 million miles were traveled (a figure which is 44% lower than the same time period in 2019).

Vehicles traveled about 26 million more miles on freeways from mid-April to mid-May 2020 than they did from mid-March to mid-April 2020, resulting in a jump of 6%.

On March 19, 2020, a statewide stay home order was issued to protect the health and well-being of Californians. Since then, daily travel on San Diego regional freeways has been drastically reduced because San Diegans are working from home or are not working at all. In early May, SANDAG analyzed the differences in travel patterns between mid-March and mid-April 2020 compared to the same period in 2019. This updated InfoBit includes additional data through mid-May 2020.

How have daily freeway traffic volumes changed week to week during this eight-week period? As the figure below shows, when examining eight hot spots on the region’s freeway system (described in Figure 3), the average daily traffic volumes decreased from the first week to the fourth week, but have increased every week since.

Due to the significant reduction in freeway traffic, travel speeds during peak period travel times have increased. While daily traffic volumes have increased during the most recent four weeks, traffic was still moving 29 mph faster in mid-April to mid-May 2020 on average, compared to 2019.

As the San Diego region’s economy gradually reopens, traffic on our freeway system is beginning to increase, although it is still significantly lower when compared to the same time in 2019. SANDAG will continue to monitor regional economic measures and evaluate telecommuting rates and how they may relate to regional long-term planning.

An Update on Freeway Travel Since the Stay Home Order Began: Three Months of Statistics

Key FindingsSANDAG used two measures to track freeway activity: VMT and the number of vehicles on our roads, or daily traffic volumes.

During Month 3 of the stay home order, vehicles traveled more than 514 million miles on our eight local freeways on weekdays. While this is 30% lower than the 730 million miles traveled compared to the same time in 2019, it is higher than Months 1 and 2, where nearly 434 (19% lower than in Month 3) and 460 (12% lower than in Month 3) million miles were traveled.

When comparing the three months analyzed, the greatest decrease in VMT was on SR 163 and I-5.

In response to the COVID-19 pandemic, on March 19, 2020, a statewide stay home order was issued to protect the health and well-being of Californians. During the first month following the stay home order, when San Diegans were working from home or were not working at all, there were drastic impacts to weekday travel patterns. More recently, as the statewide orders have allowed counties to move into different phased reopening procedures, people are traveling more. In May, SANDAG released two InfoBits analyzing eight freeway traffic hot spots in the region. In the reports, SANDAG analyzed the differences in weekday travel patterns between mid-March and mid-April 2020 (Month 1), and between mid-April and mid-May 2020 (Month 2), compared to the same periods in 2019. This new report continues this analysis, looking at the next four weeks of data between mid-May and June 5, 2020 (Month 3).

As the figure below shows, when examining eight of the region’s freeway hot spots (described in Figure 3), the average daily traffic volumes decreased 27% from the first week to 50% in the fourth week, but have increased every week since, with volumes decreasing 21% in the first week of June (Week 12).

Due to the significant reduction in freeway traffic, travel speeds during peak period travel times have increased. While daily traffic volumes have increased in Month 3, traffic was still moving 27 mph faster on average, compared to the same timeframe in 2019. This increase was 30 mph faster in Month 1 and 29 mph faster in Month 2.

As the region continues to monitor and respond to the current public health situation, freeway traffic patterns will be affected. As it does, SANDAG will track these and other data and the effects on the region’s long-term planning efforts.

District 11 must receive accurate and complete invoices to prevent de-obligation of federal funds! Verify on the “Inactive” link shown below for Inactive Project dates. Note: An invoice is not cleared from either “Inactive” or “Future Inactive” lists until paid by the State Controller’s Office. Preparation Schedule for California Transportation Commission (CTC) Allocation Requests Please review the following schedule of deadlines to send allocation request packages for California Transportation Commission (CTC) approval by the July 2020 CTC meeting. When possible, do not wait to submit requests. All documents must be received by the Caltrans District 11 Office at least two months prior to the preferred CTC meeting date. Friday, August 14, 2020 is the next deadline (for the meeting on October 14-15, 2020).

Per the Interim Timely Use of Funds Policy (officially adopted at the May 13-14, 2020 CTC meeting), project components that are programmed in Fiscal Year 2019-20 that have not yet allocated:

The deadline to request an allocation was extended from the June 24-25, 2020 CTC meeting to the December 2-3, 2020 CTC meeting.

Under this new Interim Timely Use of Funds Policy, any agencies that need extensions past the extended December deadline will need to submit new time extension requests for consideration at CTC meetings in October or December 2020.

In addition, per the Interim Timely Use of Funds Policy, projects that received a construction allocation (capital and/or support) at the October 2019, December 2019, or January 2020 Commission meetings:

The contract award deadline will be revised to allow 12 months to award instead of six months. Agencies require no additional action for this extension.

Title VI Nondiscrimination Program A reminder that local agencies shall comply with all Title VI requirements. See LAPM Section 9.2, Title VI of the Civil Rights Act of 1964 (Title VI) and Related Statutes: Title VI and the additional nondiscrimination requirements are applicable to all programs and activities administered by a recipient, in addition to programs receiving federal financial assistance, due to the Civil Rights Restoration Act of 1987. Nondiscrimination provisions apply to all programs and activities of federal-aid recipients, subrecipients, and contractors, regardless of tier (49 CFR part 21). The requirements include providing and maintaining the following, as detailed in LAPM Section 9.2: Title VI Nondiscrimination Statement, Assurances (as part of the Master Agreement and Program Supplement Agreement), Designation of a Title VI Coordinator, Complaint Procedures, Data Collection, Training, Limited English Proficiency (LEP) accessibility, Dissemination of Information, Contracts and Agreements, Environmental Justice, Public Hearings and Meetings, Right-of-Way activities, Construction Contract Compliance, Monitoring, and others. Note that an agency is subject to Title VI program and compliance review at any time. Caltrans Division of Local Assistance has released the 2020 Local Assistance ProceduresManual (LAPM) and 2020 updates to the Local Assistance Program Guidelines (LAPG). Allchanges to the LAPM and LAPG have been documented in Local Programs Procedures 19-01 (LPP 19-01) and can be viewed here.

The LAPM helps California local agencies scope, organize, design, construct and maintaintheir public transportation facilities when participating in Federal Highway Administration(FHWA) funded federal-aid or state funding. The manual describes the processes,procedures, documents, authorizations, approvals and certi�cations required in order toreceive federal-aid and/or state funds for many types of local transportation projects.
