ACTRESS and television host Kris Aquino-Yap vowed to cam-paign harder for her brother Senator Benigno Aquino II as she ex-pressed confidence that the rating of the leading presidential candi-date will improve.

For the first time, Kris joined in the campaign sortie of Aquino inZamboanga. In an interview with reporters, Kris said admitted thatshe was worried about the tight race between her brother andNacionalista Party standard-bearer Sen. Manny Villar.

Kris said she was supposed to have a taping yesterday but shehad it postponed upon the request of her older sister Pinky, whoasked her to go with Noynoy.

As expected, fans mobbed Kris upon her arrival at the airport.

STRESSING that emer-gency powers are notneeded, Deputy SpeakerArnulfo Fuentebella saidthe creeping power outagesthreatening the country, es-pecially Mindanao, couldhave been avoided had theEPIRA law passed in 2001been faithfully imple-mented.

Fuentebella, as early as2007, as co-chair of the JointCongressional Power Com-mittee, made several presen-tations on the possibility ofpower outages by 2010.

”I made this conclusionfollowing an analysis of thepower supply demand anddependable capacities atthat point in time and pro-

jected growth demand,”Fuentebella said in his letterto Speaker Prospero C.Nograles last March 4, 2010.

Fuentebellla’s concern wasbased on the “delays in theimplementation of EPIRA”which he co-authored in 2001.The delays, he addedstemmed from the “non-per-formance of the executiveagencies tasked toimplement the Electric PowerIndustry Reform Act (EPIRA).”

To start with, Fuentebella’sletter said, the first set of ERCofficial made several errone-ous decisions that affected thedistribution utilities’ financialviability. These include theimposition of the generationrate automatic mechanism

(GRAM) and incrementalcurrency exchange rate ad-justment (ICERA) whichdisallowed the recovery offull generation costs.

”This uncertain regulatoryenvironment discouragedpotential investors from com-ing in,” Fuentebella said.

As a result, privatizationwas delayed, when itshould have been com-pleted (at least 70%) by2004. It was only in 2006and until Mr. Jose Ibazeta’sappointment in Power Sec-tor Assets and LiabilitiesManagement Corporation(PSLAM) that privatizationgained momentum,Fuentebella said.

Social Security coverage forwellness center workers pushed

A party-list lawmaker is push-ing for the inclusion in the So-cial Security System (SSS) law ofwellness center employees orthose employed in beauty par-lors, barbershops, gym, spa andother fitness centers to protecttheir welfare.

Rep. Raymond Democrito C.Mendoza (Party-list, TUCP) filedHouse Bill 7024 to removewellness center workers from thedefinition of self-employed un-der the SSS law.

Mendoza said a most recentgrowth industry is the wellnesscenter industry. “These centersare a combination of beauty andgrooming salons, fitness gyms, spas, massage parlors and otherinterrelated services, the size ofwhich range from micro that arefound in small communities tolarge enterprises located in veryaffluent areas.”

According to Mendoza, thewellness industry is the breadand butter of thousands of bar-bers, beauty professionals suchas hairstylists, manicurists, make-up artists, masseuse, reflexologists, gym trainers, dieti-cians and fitness instructors whoare experts in their field.

However, these wellness work-ers’ services are merelyoutsourced by said centers. Assuch, they are not employed butare treated as independent con-tractors according to him.

”The wellness center employ-ees’ compensation is based on a“per head” basis and they earncommission from payments oftheir clients. These workers arenot required to observe officehours or report for work every dayand they are free to work on anyother wellness facility,” he ex-plained. Maricel Cruz

NPC prexy dares lawyerto pursue raps vs. Ampatuans

NATIONAL Press Club (NPC)president Benny Antiporda onWednesday challenged LawyerHarry Roque Jr.,legal counsel ofthe journalists who were killedinthe Maguindanao massacre, toensure the success of the pros-ecution of the murder chargesagainst the Ampatuan family.

Ampatuan, Jr., who is theprime suspect in the gruesomekillings, is now detained at theNational Bureau of Investigation(NBI) Detention Cell in Taft Av-enue, Manila.

Roque, a professor at the Uni-versity of the Philippines (UP)College of Law and legal coun-sel to Bong Reblando, one of thevictims, is a member of the pros-ecution panel in the

Maguindanao massacre case.Antiporda, however, admon-

ished Roque to avoid “grand-standing” and instead focus onthe case.

Among the victims were thewife and two sisters of Buluan,Maguindanao Vice MayorEsmael “Toto” Mangudadatu, who were on their way to file thecertificate of candidacy (COC)for governor of Mangudadatuwhen they were killed inAmpatuan town, Maguindanaoon Nov. 23, 2009.

Quezon City Regional TrialCourt (RTC) Branch 221 Presid-ing Judge Jocelyn Solis-Reyes isnow hearing the petition for bailfiled by Ampatuan, Jr. through hislegal counsel Atty. Sigfrid Fortun.

THE Court of Appeals (CA) dismissed yesterday the petitionfor writ of habeas corpus filed by the relatives of the so-called“Morong 43” who were arrested by the military last month onsuspicion of being members of the communist New People’s Army(NPA).

The military said the 43 suspected communist supporters werearrested last February 6 while in possession of firearms, ammu-nition and materials in bomb-making in Morong, Rizal.

The suspects denied the accusation, saying they were healthworkers who were training for rural medical missions when theywere arrested.

Finding probable cause, the Department of Justice (DOJ) filedcriminal charges against the “Morong 43” before the MorongRegional Trial Court (RTC). They are now detained at CampCapinpin in Tanay, Rizal.

CA Associate Justice Portia Alino Hormachuelos, in dismiss-ing the habeas corpus petition, said she did not allow the “Morong43” to be released from detention because the petition shouldhave been filed before the Supreme Court (SC) and not with theAppellate Court. Ampie Galpo

THE King of Pop Michael Jacksontrusted his three bodyguards with his life, kids and secrets.

Jackson enjoyed spending time with hischildren, cruising the Vegas strip and evenordering fast food through a drive through, according to three of his former bodyguards.

But the men also said Jackson's lifestylewas isolated and lonely and described itas full of "stress, paranoia and pain."

In an exclusive interview with "GoodMorning America," Mike Garcia, BillWhitfield and Javon "BJ" Beard spoke outabout Jackson's secretive life, describingsome moments as just plain "sad."

For instance, when Jackson held a birth-day party for one of his children, only Jack-son, the teacher, the nanny and the threebodyguards would attend, the men said.No other children were there.

"None," the three men said.Jackson died June 25 following a lethal

cocktail of prescription drugs andpropofol. The three men said they first metthe pop star more than two years earlierin 2007.

"He's got his little doctor's mask on andhe says, 'BJ, hi, I've heard so much aboutyou. Go ahead and have a seat,'" Beardsaid.

The three men signed up for personalprotection, but the job became much more, they said. Jackson trusted them with hislife, his children and his secrets.

"We were with Michael Jackson the per-son, not the entertainer," Garcia said.

In fact, the bandages Jackson wore fre-quently in public were not concealing se-cret surgeries, Whitfield said. Instead, thesinger was using them as a disguise.

"That disguise to him was the burn vic-tim look," Whitfield said.

Although the men wondered what wasgoing on, they never asked Jackson aboutthe mask.

"He's coming down with the kids andwe can't say, 'What the hell you got on, sir?'"Beard said. "How could you tell him that?"

Prior to his death, Jackson was staginga comeback tour in London. When the fam-ily was not on the road, Jackson called arented Las Vegas mansion his home. Buthis bodyguards said the singer did notenjoy being there.

"For you and I, it's a great house…butfor security for MJ and his kids…[it's a]horrible house," Whitfield said.

The men said Jackson was always para-noid about security.

The men described Jackson as an "awe-some" dad who loved to spend time withhis children and took them to fast fooddrive-throughs for Big Macs and friedchicken. Often, Jackson would insist onordering himself, the guards said.

"The kids were constantly saying, 'I loveyou, Daddy…They were like four buddies,"Garcia said.

Languages Internationale: Your decisive language advantageWE live in an increasingly competitive world. Glo-

balization, the Internet, and rapid advancements intechnology have all changed the rules of the game. Inorder to achieve success in your career or busi-ness, possessing a firm grasp of the English lan-guage has become an imperative, while having theability to speak a second or third language puts oneat an even greater advantage. Selecting the right partnerin language learning can therefore spell the differ-ence in getting that desired promotion or in closing amajor business deal.

Since 1965, Languages Internationale hasbeen leading the way in language education here inthe country. And the thousands that have enrolledand graduated from its courses—from English, Spanish,French, German, Italian, Mandarin to even so-calledrare languages such as Arabic and Iranian—couldnot have been wrong: proof is the success that theyhave garnered here and abroad as well as the rosterof companies, both local and multinational, that haveturned to LI to better equip their organization with the

necessary communication skills to keep them aheadof the game.

According to Mr. Raffy Pefianco of LanguagesInternationale, the secret lies in the LI Method ofInstruction developed by their founder Mrs. FannyR. Diploma, which makes use of the conversationalstyle of language learning as opposed to the morerigid, pedagogical system. “For example, we’veencountered people who come from the bestUniversities who can write in English but can-not speak it well,” Raffy relates, “And the reasonis that they don’t get to practice speaking thelanguage because they don’t have anyone toconverse with regularly.”

Moreover, the proper student to teacher ratio as wellas the length of the modules play an important part inensuring the effectivity of their programs. “Our mod-ules span 30 hours and through experience—we’ve tried it in 45 hours and other lengths in past—this has shown to be most effective. Also, the classsize is kept to 4 to 5 on average,” he shares.

You may be familiar with the list of seven deadlysins that was formulated during the sixth century:lust, gluttony, greed, sloth, vengeance, envy, and pride. But you may not know that the original list compiledduring the fourth century also included the sin ofsadness. Over the years, that emotion was omittedfrom the inventory.

Some people are blessed with a cheerful disposi-tion. They always seem to be happy. They wear aperpetual smile almost as if they were advertising tooth-paste. But then there are others who seem to be chroni-cally sad. They continually complain about life and itsburdens. And who can deny that afflictions are dis-couraging?

While we acknowledge that not everybody is blessedwith a bright outlook on life, we need to remember thatjoy is one of the gifts Jesus promised to His followers. And we need to resist any tendency to let sadness domi-nate our emotional lives.

Jesus promised His disciples on the night Judasbetrayed Him, “Your joy no one will take from you”(John 16:22). Remember that joy is the fruit of theindwelling Holy Spirit (Gal. 5:22). Let’s ask the Lordto help us look beyond our sorrowful circumstancesand encourage our hearts by the vision of joy thatawaits us (Heb. 12:2). — Vernon C. Grounds

You alone, Lord Jesus, can true joy impart,For You know the sorrow of the human heart; You came here from glory many hearts to winAnd in love for sinners suffered once for sin. —Anon.

MOST of the fans watchingManny Pacquiao and JoshuaClottey face off this weekend willbe hoping for a spectacular knock-out.

The vast majority that theknockout will be inflicted byManny Pacquiao, and will even-tually lead to a showdown with Floyd Mayweather Jr. later on inthe year.

Whether that fight ever happens will depend on a number ofdifferent factors, although the outcome of the Clottey fight is chiefamong them.

Mayweather though seems to be clearly intimidated by Pacquiao, who will have torn through two of the best welterweights in theworld if he knocks Clottey out.

This being the case Mayweather may well find some reasonnot to take the fight, knowing as he does that he is getting olderand slowing down.

There isn’t any shame in getting older and diminishing as afighter of course, its something every single man to ever lace upgloves has to face at some point.

The fact that Mayweather wants to regain his pound for poundnumber one ranking and that he seems to despise Pacquiao how-ever leads him into making all kinds of inflammatory statements. He has claimed to be the best fighter to ever have lived, accusedPacquiao of steroid use with his backhanded statements aboutextra testing, and even compared himself to the civil rights move-ment and American soldiers.

If Pacquiao tears through Clottey the same as he has withthe likes of Hatton and Cotto, then it might just be enough toconvince Mayweather to avoid the Filipino powerhouse alto-gether. Assuming he can get past Shane Mosley in May,Mayweather and Pacquiao will again be the fight everyone istalking about.

If Pacquiao struggles with Clottey, or at the very least is takento a decision by the defense minded African, then Mayweathermight be a lot more interested in the fight. A decision to the untilnow largely anonymous Clottey wont be what the fans will wantto see, but it might be the only way of securing a showdownbetween the best and second best fighter of this era.

Pacquiao can easilyKO Clottey – analysts
