From the Director’s ChairThe past six months have flown by; it’s hard to believe half a year is already

gone. It’s been an incredibly busy time for us at the DRHS. The first few

months of the year, usually our “slow season,” was consumed with changes

and new initiatives so that we can serve our animals and our community

better.

One thing that is constant in the animal welfare industry is change. Because

we deal with living, breathing creatures, no two days are ever the same.

New research changes the landscape in which we work, and best practices

are shared to help shelters better adapt and care for a changing homeless

pet population. These days, an animal shelter needs to be both resilient and

flexible.

Over the past few years, we’ve seen a considerable shift in the animals

brought to the DRHS. Fewer dogs are being brought through the doors, as

more are being rehomed through alternative means. The number of cats

admitted, however, has been steadily increasing and make up more than

half of our 4,000 animal admissions. Cats, in general, require more shelter

resources, have more difficulty adjusting to a shelter environment, and take

longer to get adopted. This has required us to change the way we work.

The changes we’ve made at the DRHS this year – from dramatically lowering

cat adoption fees to requesting an appointment when surrendering a pet

– have been implemented with one goal in mind: to increase the adoption

of safe and healthy pets. After months of research, conversations and plan-

ning, we’ve found ways in which the DRHS can work more efficiently and

effectively, providing more animals a second chance at life.

While some of the concepts seem confusing or strange, it’s really quite

simple: decrease the amount of time from when an animal is admitted to

when it is adopted. A faster turnaround, or “length of stay,” as we call it, gets

more animals into adoptive homes. With less time in the shelter, animals

(especially cats) have less stress. Lower stress levels decrease anxiety-induced

illness and aggression. Animals spend less time here, which allows space for

more animals without overcrowding.

It’s still early in the process, but the results we’ve seen thus far are amazing.

We have hit a historic high for the percentage of animals that have been

adopted, transferred to another rescue or returned to their owners.

Our staff deserve a “high paw” for the work they’ve done, but my gratitude

is also extended to you. Thank you for supporting the work of the DRHS and

saving the lives of our furry friends.

Length of stay (LOS) is increasingly recognized

as a critical factor in a shelter’s capacity to save

lives. The DRHS is working vigilantly to reduce

LOS which will help to provide a better outcome

for each adoptable shelter pet.

The first six months of 2015 yielded major increas-

es in the percentage of adoptable dogs and cats

compared to the same time last year. Dog adop-

tions are up 12% (90% total) and cat adoptions

have increased by 31% (73% total).

are shelter rescues. Adoptable DRHS

Dancing for Dogs...and Cats too!On June 6, Bob Smith and Pamela Mumm waltzed to

the tune of “Moon River” at Dancing with the Stars

Dubuque Style. Bob and wife Nan chose the DRHS as

their pet charity for this event raising almost $11,000

for our shelter pets. Bob & Nan’s dog Hudson—a DRHS

alum—served as Bob’s dance coach.

Cubs, Cards & CrittersJumpers Sports Bar & Grill hit a home run for our

shelter pets on June 27 with a unique raffle fund-

raiser they developed called “Cubs, Cards & Crit-

ters.” Hobie Wood, Julie Wood and Mark Ring

provided four raffle prizes which raised $560 for

shelter animals. Adoptable pets were on display as

well and Astrid found a forever home! Many thanks

to Jumpers and to everyone who came out to sup-

port this fun event! They will be hosting a “Yappy

Hour” for you and your dog in their parking lot

on Friday, October 9 starting at 5 PM, so mark your

Back From the Brink

The DRHS unleashed a series of

new programs and services in

the first half of 2015 to better

serve our animals and the tri-

state community.

NEW CAT ADOPTION PRICING

On January 2, the DRHS rolled

out a new adoption fee structure

for all cats and kittens. Cats one

year and over are $25, and kit-

tens under a year are $50.

CHANGE IN SHELTER HOURS

To better serve the tri-state com-

munity and our animals, the

DRHS changed the operating

hours in January. See page two

for a list of our shelter hours.

PET PANTRY

Financial difficulties due to job

loss or a change in family sta-

tus are among the top reasons

why owners surrender pets to

the DRHS. A pet food pantry has

been established to temporarily

assist families in need. Approved

Pet Pantry participants can pick

up supplies anytime during our

operating hours. Donations

of unopened bags of dog and

cat food, and kitty litter can be

dropped off at our front desk

during operating hours.

OWNER SURRENDER BY

APPOINTMENT

The DRHS now requires owners

to surrender their pets by calling

first. By scheduling an appoint-

ment, the staff will have the op-

portunity to gather important

medical and behavioral informa-

tion on the pet. It allows us to

manage the inflow of animals,

provide better service to own-

ers, and, ultimately, provide

better care of our animals.

Life is sweet for Russell now, but prior

to last October, day-to-day existence

for him and his canine companion Wil-

son was heart wrenching.

Russell’s new life began last fall when

he and his pal Wilson were surrendered

by their owners. Their owners told us

that the dogs were “a little thin.” The

condition of the dogs caused our vet-

erinary team to spring into action. They

were so thin that you could see their

ribs and they didn’t have the strength

to stand or wag their tails. (Russell’s

intake photo is pictured to the right.)

Hanging on by a thread was a 6-year-

old Pug named Wilson and 3-year-old

Boxer named Russell. Wilson went into

respiratory distress and died two hours

after his arrival. Russell received IV flu-

ids for 72 hours and clung to life day

by day.

Once Russell began to regain strength,

he offered a constant supply of tail

wags and wanted to be near the staff.

He then spent two weeks in foster care

with Cassandra (see below). Through-

out his shelter and foster experience,

Russell gained 21 pounds.

After Wilson and Russell’s former

owners had packed up and left town,

the police went into the basement

of their home and discovered an

appalling sight. The windows were

covered with black trash bags, and

the floors were covered with feces and

urine. Each of the owners were charged

with two counts of animal neglect.

The DRHS was able to serve as a

refuge—providing Wilson with

respect and compassion in his final

hours, and to provide Russell with

love and an opportunity for a long and

happy life.

On Saturday, June 20, staff from Cottingham & Butler participated in a

“Corporate for Canines” event at PetSmart. This initiative partners businesses

with our shelter pets to help them find forever homes. Businesses provide

their staff for our off-site adoption events —we do all the rest! London, a

that the DRHS cares for each year!

Million Cat ChallengeThe Dubuque Regional Humane Society is participat-

ing in a national shelter-based campaign called the

MILLION CAT CHALLENGE which is focused on saving

the lives of one million cats in North America over the

next five years. The core strategy of the campaign in-

cludes five key initiatives that offer practical choices

to reduce euthanasia and increase live outcomes for

shelter cats. For more information visit their website

The MILLION CAT CHALLENGE advocates five techniques

to improve outcomes for shelter cats.

1. IMPLEMENT MANAGED ADMISSIONS

Slow down the flow of incoming cats by requiring an

appointment for surrender and only accepting new

intakes on specific days. The DRHS implemented Owner

Surrender by Appointment in June. This initiative has

worked very effectively for shelters nationwide. See

page five for more information.

2. OFFER INTAKE ALTERNATIVES

Cat owners often surrender their cats because

of behavioral or financial issues, including food

and vet costs. Providing free or low-cost vet care

or food donations is often less expensive than

sheltering a cat and ensures the animal remains in its

home.

The DRHS has established a free Pet Pantry for families

experiencing financial difficulties. See page five for more

information.

3. FOCUS ON PROVIDING QUALITY CARE

When shelters offer a bigger space and enrichment,

cats are healthier, happier and more adoptable. The

DRHS utilizes our large cat condos whenever possible.

Our other cat enclosures are expandable by opening up

retractable panels, with a separate litter box area, to al-

low our cats as much space as possible. A scratching pad

and enrichment toys are provided for all shelter cats.

4. REMOVE BARRIERS TO ADOPTION

Expensive adoption fees make it harder for families to

adopt. The DRHS reduced our cat and kitten adoption

fees effective January 2. Cats over one year are now only

$25 and kittens under a year are $50.

5. PRACTICE “RETURN TO FIELD”

This initiative advocates returning strays to their origi-

nal neighborhoods after they are evaluated for health

and altered. There is currently no “Trap-Neuter-Release”

(TNR) program in the Tri-State area, which requires the

cooperation of government, shelters and community

members.

From the MailbagIt was late afternoon and my daughter Jadie and I ventured to the

Dubuque Regional Humane Society in search of a puppy. Little did

we know that we would soon fall in love with Franky, a 6-year-old

American Bulldog/Blue Heeler mix. The look in his eyes said it all,

“Adopt me!” So, as we left that day, I felt that Franky truly was the

dog we needed in our family. We were hooked—line and sinker.

We pondered for a few days just to make sure there was no conflict

with him and our other dog, Jake. We had them meet. It was a

success and today they are best of friends. Franky even shares his

bed with Jake. So on March 11, 2015, we got to adopt Franky into

our family. The DRHS is the BEST! The animals are treated with the

utmost respect and care. We are so blessed to have Franky in our

lives and we are happy to give him a forever home. Franky truly is

Days of CaringTwo paws up to the Dubuque Community Days of

Caring team for all of their hard work on April 24. This

annual event teams businesses with nonprofits to as-

sist with one-time projects. This year’s DRHS team was

comprised of eight staff from Black Hills Energy. Bricks

from the shelter’s previous location, as well as hundreds

of blank bricks for future inscription, were laid into the

new space. This project saved the DRHS over $1,600 in

labor expenses. Many thanks to Jeff Manders/Manders

Quality Concrete, our volunteer team from Black Hills

Energy, Brannon Monument Company, Rick Horsfield, and

Skyline Construction for your support for this project!

The shelter also plans to construct a tribute photo tile

wall in the lobby at Kinsey’s Campus. If you would like

to order a tribute brick or tile in honor, or in memory of,

a special person, pet or occasion, complete our Tribute

Brick & Tile Order Form provided on page 11.
