    T e Bayview is back! Nearlythree-and-a-half years since theBroad Channel restaurant metthe bay during Hurricane Sandy,the Bayview is nally ready toopen its doors. It’s opening witha new name, Bayview Grille &Marina, and a completely dif-ferent look that is sure to blowpeople out of the water.

    When you walk into the newand improved Bayview, the word, “wow” may slip out of your mouth. T ose who remem-ber the Bayview Restaurant &Lounge will nd themselves walking into a completely dif-ferent place, but it’s a transfor-mation that won’t disappoint. With a variety of blues on the walls, decorated with beach andnautical items, the new Bayviewfeels like it’s meant to be righton the water, which can be seenthrough its many glass doorsand windows. Taking advantageof the view and waterfront spot,the owners made the back deckeven larger, with 100-square-

    feet of space that will featurean outdoor bar, live music andbayside dining. Inside, you’ll

    nd a 28-person bar featur-ing 12 di ff erent taps, 16 bottledbeers, wine, and frozen drinksand specialties like the Colossal will make a comeback. T e bar will feature 10 65-inch TVs allaround, which will play all of thesporting events you could want,even things like UFC ghts, box-ing and soccer. T e owners, in-cluding Rob Pisani and Nickyand Anthony Martelli, put incareful consideration to detail,making sure to match the stain-less steel and light tan wood ofthe ceiling with the tables onthe oor. Not wanting to give itall away, customers can expectother big surprise changes.

    As much of the area has re-covered since Sandy, three-and-a-half years may seemlike a long overdue return, butthe Bayview comeback almostdidn’t happen. “Everything was destroyed. T e doors weregone, the retractable glass atri-um was gone, the deck disap-

    peared, the kitchen basically fellinto the bay, the wood ooringlifted and cracked. T ere hadto be $750,000 in losses and we weren’t covered by anything. I wanted to bring this place back.I had it since 1999, but we didthe paperwork for FEMA andgot nothing, we went to SBA, which said they would give usa $330,000 loan, but after a few

    months, they came back andsaid they don’t o ff er money toplaces over wetlands. T at’s when I gave up,” Pisani said.“Financially I couldn’t do it. It wasn’t even a thought to comeback until a year ago, aroundFebruary or March, when thelandlords came to me and said,

    T ese politicians come and tryto prove how New York they are.T ey’re all lame. Consultants,probably hired through a de Bla-sio non-pro t, are paid gobs ofmoney to tell their candidatesto fold and eat pizza with theirhands. With pizza, you don’tuse a fork in New York.

    What consultants can’t do istell them how to be New Yorkfunny. T e Daily News took aimat Ted Cruz because the Grand-pa Munster–in-the-making hadmaligned “New York Values.”T e front page of the tabloid of-fered directions to the candidateupon his visit to here last week:Hey Ted: Take the FU train to theBronx.

    It’s a pretty good bet T e DailyNews headline writers are fromNew York. But I wonder if they’llbe replaced. Cleaned up and

    gentri ed. Like too much of oldNew York. I don’t miss the graf-

    ti or crime of the old days but Ithink New York might not be asfunny.

    Good thing Rockaway is so farbehind the times. We should beable to hang on to real New Yorklong after it’s left the other bor-oughs. Our collection of kooksand characters isn’t going any- where any time soon. And I’mguessing we’ll keep our humortoo. It’s the only way to manageour insanity.

    Every now and then we getfooled into thinking Rockawayis the next hot spot because Wil-liamsburg shows up. But thething is, hipsters are like mi-gratory birds. T ey ock herein the summer and after LaborDay they return to cooler placesalong the L train line. It’s just asummer ing.

    T ere’s hardly any evidencethey were here at all.

    Rockaway goes back to beingRockaway. Rockaway fads areanother place’s nostalgia. Any

    day now crocs are gonna replaceip ops and Beanie Babies will

    be the hot item at Rogo ff ’s.Gentri cation, schmentri ca-

    tion.T ere’s a lot to be said about

    these intrepid kids from Kansasand Iowa who move into highcrime areas and help placesturn around. T ey move in anda coff ee shop follows. And thena restaurant and a bike shop.

    But they’re like aliens fromouter Disney World. T ey comein peace but not equipped.T ey speak English but theydon’t speak New York.

    Some people don’t like gen-tri cation because, they say, itdisplaces poor people. Maybe,but it’s hard to argue that classicstreet characters and humor arebeing displaced, too.

    Maybe they exist but I don’tthink anyone funny ever camefrom Kansas or Iowa or the en-tire Midwest if you subtract Chi-cago. I’m pretty sure people who are gentrifying neighbor-hoods like T e Big Bang T eory.

    I don’t know if you get this inother places but when a ratherlarge woman tries cutting a mov-ie line and a guy in a thick Brook-lyn accent says, “Hey, QueenLatifah there’s a line here.” Youknow in you’re in New York.

    I forget where I heard this onebut it kinda captures New Yorkas well as anything I’ve heard.T e guy says, you know how wesometimes greet people with,“How ya doin’?” You mightstep on an elevator and nod atthe guy and say “How ya doin?” You might even say it as you passsomeone on the street. But I’mstanding on a checkout line andlook at the guy behind me forlike a second. So I say, “How you doin?” T e guy gives me thislook and says, “What, are you mydoctor?”

    T e guy who tells the storyadds: Pretty rude, huh? But fun-ny as hell.

    You’re not getting that in Kan-sas. You might not hear it in New York much longer. But in Rocka- way, wiseasses still rule.

    Foul Wind:Parts of Boardwalk And Beaches

    Won ’t Open Unti l J u ly A city offi cial sent the fol-

    lowing to the Rockaway Times:“We are moving the expectedopen date for the smaller sec-tion - from Beach 108th to Beach126th - to July 2016, as a result ofsafety measures put in place lastmonth following the tragic cranecollapse in Lower Manhattan.

    “T ese new safety regulationsrequired that all crawler cranescease operation and go into safe-ty mode whenever steady winds were forecast to exceed 20mphor gusts to exceed 30mph; as aresult of these safety measures, work along the boardwalk has

    been halted a number of timesin recent weeks to ensure thesafety of pedestrians and those working on the boardwalk pro- ject.

    As T e Rockaway Times wasgoing to press more disappoint-ing news arrived. In addition toan un nished boardwalk, beachaccess will be limited for about

    a mile. According to the ParksDepartment access to the beachfrom Beach 106 to Beach 126 will be restricted to three accesspoints. “ T rough July, beach ac-cess will remain open at B108and B116th Streets. Access willbe provided at B126th St start-ing on Memorial Day 2016.”Residents and visitors on oth-er streets will have to make it tothose access points to get to thebeach.

    Many residents were notpleased with the news. Someof the comments on the Rock-away Times Facebook page in-

    cluded: What about the mild winter? If they worked like theyshould have the wind wouldn’tbe an issue….How many days were there gusts over 30 milesan hour? T ose few days pushesthe boardwalk back six weeks?!….If they’re using wind as an ex-cuse in Rockaway, it’ll never be

    nished.

    CB 14 Monthly Meeting RecapBy Pat Morgan

    Community Board #14 held itsregular monthly meeting on Tues-day, April 12 at the Knights of Co-lumbus Hall on Beach 90th Street.

    Queens Borough President,Melinda Katz, kicked o ff themeeting with an overview of var-ious topics. She said the designphase of the Far Rockaway libraryis moving; there will be $2M forSandpiper Park, and money forupcoming work at Tribute Park(repaving and improved lighting).She noted that the Broad Chan-nel Street Raising Task Force is inPhase II (14 & 19 Road).

    BP Katz remained neutral onthe Rockaway Beach Rail (akaQueens Rail) Line. She cited that

    this solution as well as the Queen-sway option have significant issuesand she is letting these plans playout before she supports either one.

    CB14 welcomed three newBoard members (Desiree Maple,Edward Benson, and Khaleel An-derson).

    CB14 District Manager, Jona-than Gaska, announced that NYC

    has provided funding to updatethe CB14’s currently “lame” web-site and improvements shouldbe made by July 1. He noted theDepartment of Sanitation will becleaning the usual areas that arebreeding grounds for mosqui-toes and that we can do our partby emptying any containers lled with rainwater. He moved on tothe park in Arverne (B62-72 northof the El) and how Arverne By T eSea will donate $3M to the ParksDepartment once they start their

    nal phase, which is estimatedas being two years from now. T e$3M is not enough and Gaskastated that a Parkhouse with bath-rooms with a few swings will cost$1.2M alone. More funding fromelected o ffi cials will be needed tomake this happen.

    approve the Mayor’s a ff ordablehousing proposals. A report inCrain’s New York says Rockaway won’t be getting any new nursinghomes as a result of the newplans. Rockaway ranks NumberOne in the city with the mostnursing home beds and becausethere is already a ‘signi cantconcentration’ Rockaway isexempt from proposals that

    encourage developers to buildsuch facilities.

    Are State SchoolTests Easier

    This Year?By Kathy LouisFor the past two weeks,

    Rockaway and Broad Chan-nel students in grades 3through 8 have been du-tifully slogging throughNew York State mandatedEnglish Language Arts andMathematics assessmenttests. This is the third yearthe tests have been used tomeasure achievement inCommon Core standards.However, this year therehave been reportedly few-er stress-induced tears andstomach aches as well asfewer parents opting theirchildren out of taking thetests. Time limits for theindividual tests have been wa iv ed th is ye ar as an-nounced by the NYS Educa-tion Department in January.

    Public school teachersand school administrators

    have also been under lessstress this year. In Decem-ber 2015, the state Board ofRegents voted in favor of afour-year moratorium onusing state test results as ameasure of teacher effec-tiveness and school succe ss.NYS DOE spokespersonJeanne Beattie affirmed last we ek that st ud en t resu lt s ofthe 2016 state tests wouldnot be used to evaluate theperformance of teachers orschools until the 2019-2020school y ear.

    Anot her bi g change inthe state tests this year isthe publication compa-ny that designed them. InJuly 2015, the state Educa-tion Department droppedLondon-based testing gi-ant Pearson in favor of US-based Questar Assessment,Inc. The new tests purport-edly have fewer questionsand the questions are sup-posedly more appropri-

    ate for the grade levels for

    wh ic h th ey are in te nd ed .Changes this year are the

    direct result of parent andteacher protests the previ-ous two years of NYS Com-mon Core assessments.Teachers protested the useof tests as tools for profes-sional performance evalua-tion. Parents and educatorsbelieved the tests were inap-propriately difficult. State- wi de, ne ar ly 20 -perce nt ofstudents “opted-out” ofmath and reading tests last ye ar.

    The Dragon Boat has beenslayed and is in need of a lifepreserver. The colorful vesselthat makes its way around Ja-maica Bay was severely dam-aged by 60 mph winds duringa storm in early April. Hersupporters are hoping to bringher back to life, but they coulduse some help.

    Her real name is “The Drag-onfly’s Banquet,” but is affec-tionately known as the “Drag-

    on Boat.” The dragon-inspired vessel was designed by Pop-pa Neutrino and built in the1990’s. Poppa Neutrino akaDavid Pearlman was a musi-cian, philosopher, environ-mentalist and raft builder whoonce made a trans-Atlantic voyage on one of his self-made vessels. Poppa Neutri-no died in 2011.     Ever come over the Cross-bay or Marine Parkway Bridgeafter a hard day at work orschool and look out upon theocean, with the sun reflect-ing far off over the horizon? As soon as you hit the bridges you can immediately feel thebreeze, slightly cooler than wherever you were before,and welcomed.

    The horizon stretches outforever and it’s just at the topof the bridges that you realizethat the world is really roundbecause you can almost seethe crested edges of water justdrifting off into infinity. Anoccasional cloud drifts by asto say, hey you, come on overto this spit of land and enjoythe sandbar called Rockaway.

    It’s at those times that youreally love that you live here.The peninsula beckons to thedriver to park their car, forget

    your t roubles and enjoy life abit. In the summer, there areships that line the waterways wai ting to enter New Yorkharbor. They stretch all the way toward Long Beach. OnSaturday nights the cruiseships move in the oppositedirection heading to adven-tures and points unknown.

    But I am happy to just behere, because the warm winds caress, and the gen-tle waters rehabilitate. Fromtime to time, fish run alongthe shore and chase the bait-fish causing a stir and ripplealong the waves.

    It’s at this time of yearthat the seagulls own thebeach, alone in their searchfor scavenged relics. Thosebrave enough to walk theirdogs along the beach, givetheir pets that sense of free-dom, unbounded by a leash.They chase the seagulls from jet ty to jet ty. The sun is get-

    ting stronger, and despitethe March winds that havefollowed us into April, Mayflowers are on their way.

    Trees are beginning tobloom too, and a few daffo-dils have been tricked intoblooming as well. Can tulipsbe far behind? The cherryblossoms, redbuds and Brad-ford pear trees are preparingto unfold before us, and de-spite allergic reactions, willthrill us all with their splashof colors against the blue skyand ocean.

    Yes despite winter ’s pro-tests, spring is breakingthrough, and with it the hopethat is summer. Soon the pen-insula will be a buzz with visi-tors, and we will have to shareour paradise with our neigh-bors. But’s that ok, when weneeded help they came andthey helped us, so they aremost welcomed to enjoy thisphysically beautiful area we

    call home, Rockaway. Andhopefully our aquatic friends will vis it us too, as in past years, the whales and dol-phins that poke their headsabove the waterline to sayhello. And maybe, just may-be when we look out over thehorizon, perhaps a mermaidor two. Ah, spring is here atlast, time to hope for summeras we cruise over the bridgesinto Brigadoon.

    T e topic of kayaks on theocean was discussed as there are

    no landing facilities on the beach.T is will be discussed at the nextmeeting.

    T e most popular issue dis-cussed during this segment wasthe bikes on the boardwalk. T eParks department has agreed toallow bikes on the boardwalk sev-en days a week with no time re-strictions. CB14 passed this after a15-minute debate on whether theappropriate signage for the bikelanes should be displayed. T eDOT representative at the meet-ing could not commit to puttingsignage on the entire boardwalk.

    T e committee moved on tothe $1.5M allotted to the hand-ball courts by the boardwalk fromB103-B105. T ere will be eightcourts, a 16-foot fence and threeseparate entrances among otheramenities. T e implementation

    design is scheduled to be com-pleted in 2017 and constructionsometime in 2018. T e designpresented to the committee in-cluded everything that was dis-cussed in the prior workshop.

    T e next monthly board meet-ing is on May 10 at the Knightsof Columbus Hall located at 333Beach 90th Street at 7:15 p.m.

We have the unique advantage ofhaving access to the wonderfulcuisines of these countries, somein our own back yard and the restless than an hour away. In this col-umn, we’ll visit some of the lesserknown dishes at the more recentarrivals to the peninsula and sur-rounding areas, as well as our“tried and true” local institutions.

    T ai cooking places emphasis onlightly prepared dishes with strong

    aromatic components plus a spicyedge. It is known for its complexinterplay of sour, sweet, salty, bit-ter, and spicy. Sitting in the middleof Southeast Asia, the cooking ofThailand has been influenced byIndia to its west, Laos and Vietnamto its east and China to the north.

    Drunken noodles (or “pad keemao”), is a Chinese-in uenceddish popular in T ailand. In theT ai language, “kee mao” means“drunkard.” It is a stir-fried dishtypically made with the combi-nation of broad rice noodles, soysauce, sh sauce, garlic, some sortof protein, vegetables and variousseasonings. Chili and holy basilprovide its distinctive spiciness.

    There are several theories on howthe dish was named. My two fa- vorites are that it was either inventedby someone who came home drunkand threw available ingredients intoa wok or someone thought the dish was so spicy that drinking a beer wasnecessary to cool down the palate.

    Like any ethnic cuisine, thebest way to experience an au-

    thentic dish is to have it preparedby someone who came from thatcountry and uses recipes thathave been passed down fromgeneration to generation.

Herecently retired so he can focus on

    his second career as restaurateur.Their objective is to create a trulyauthentic Thai cuisine experience.

    T e infamous “Dead Man’sCurve” can be seen at the northend of Broad Channel proper!

    At the south end of the channelare the Broad Channel Baths andbathing beach and then the originalCrossbay Bridge to The Rockaways.

    The Crossbay Road officially ope-ned in late 1926. If you look closely, you will notice there are NO TOLLBOOTHS at the south end of BroadChannel. Tolls came in the late 1930’s.

    You can see that the marshislands shown are much larg-er than in present times, due toerosion over the years causedby higher water levels and overdredging of the bay bottom forchannels and land ll.

    Back in the early 1800’s, JamaicaBay was described as one big mud

    at at low tide, with one navigablechannel to Far Rockaway along theRockaway Beach bay front. T eRockaway Inlet was located in thearea of P.S. 114 in Belle Harbor.

    Without love, life would bechallenging. We are connectedto one another by the essenceof love. Our true self is purelove. Often we are comforted bysimple words, a soft touch or akind face. Recently, our com-munity su ff ered the loss of ourdear dance studio owner ElaineFreeburg.

    T e kindest, most loving per-son I have ever known. Gener-ous, big hearted and so happyto be herself. We strive all thetime to be in the moment and

    to be ourselves but somehow

    Elaine knew how to do this ef-fortlessly. It was love that keptElaine going. Her love for herfamily, dance, and community.She lived a full life and taughtus all so much about what loveis. To be kind is the greatest at-tribute one can have and Elaine was full of kindness. When yourlife is turned upside down youneed to have a strong supportsystem and love. It is only withthis love that you can move for- ward. Community, sangha, is ofutmost importance.

    We are meant to live in a nur-

    turing environment. For thedancers at Mrs. Elaine’s Schoolof Dance they are at home

    dancing with one another in thebeautiful space Elaine provid-ed. Elaine created an environ-ment for children where theyfelt safe, loved and respected.It wasn’t only about the com-petition, Elaine taught the chil-dren to be good to one another.In fact, I believe one of her last wishes to the girls were, “Begood to one another.” Profoundand life changing. If only we were all good to one another.

    T ank you Elaine for teach-ing our children to be kind andgood people. You will be for-ever in our hearts and we willmake you proud.

    T e yoga community atOcean Bliss was over owing with love and support duringthis time. T eir compassionand kindness was felt in thestudio every day. As teachersit is our job to guide, comfortand support the students. Weare their leaders. T e studentsshowed so much concern, loveand a ff ection that the studio

    became a healing sanctuary.

    We realized how strong andconnected our yoga commu-nity had become. Elaine was

    responsible for allowing us tobe a community. T e seed wasplanted and we fed it with loveand devotion.

    In life there are a few thingsthat can really make for agood life. Love, communityand kindness. If you are luckyenough to have these threethings, you will always be hap-py. When darkness clouds your vision, light will shine through with love. Be thankful for thelove you have in family andcommunity. It is a blessing tobe surrounded by love. T ereis no greater gift in life than tohave had love in your life, evenif it’s for a short time. We are ina world created by love. All cre-ation comes from this place oflove.

    McFadden Wins Awardfor Feature Writing

    For the second year in arow, the Rockaway Times isan award-winning newspaperafter receiving another awardin the New York Press Asso-ciation’s Better NewspaperContest. On Saturday, April 9,Rockaway Times Assistant Ed-itor Katie McFadden was hon-ored by the NYPA for feature writing during the 2016 NYPASpring Convention in Sarato-ga Springs, NY.

    Last year, the RockawayTimes won a second placeaward for Best Special Sec-tion for its Hurricane Sandy2nd Anniversary edition. T is year, the NYPA honored KatieMcFadden with an honorablemention in the Best FeatureStory category. Best FeatureStory is the most entered cat-egory in NYPA’s Better News-paper Contest. T is year, there were 324 entries in the catego-ry altogether.

    McFadden was recognized

    for her story “Dear Old Dad,”a tribute to her father, DannyMcFadden, which was pub-lished before Father’s Day inthe June 18, 2015 issue. T estory was about Danny’s roleas a United States Park Policeoffi cer, a father and a neigh-bor. T e Better NewspaperContest judges called the sto-ry, “A heartfelt tribute that was very, very interesting andtouching.”

    NYPA, founded in 1853, hasheld the Better NewspaperContest since 1930. Each year,more than 150 newspapersacross the state enter for achance at a prestigious awardthat recognizes newspapersand its sta ff for excellence in writing, photography and ad- vertising. T is is the rst soloNYPA award for McFadden, who has been a local journal-ist for more than three yearsand has worked for the Rocka- way Times since August 2014.
