1.0 PURPOSE

1.1 There is a concern that flammable gases may exceed the LFL during interim stabilization. will measure the flammable gas concentration and shut down all required pump pit pumping equipment (e.g. all equipment considered to be a potential sparking source such as the electric centrifugal pump) when the LFL criteria is exceeded. This OTP will test and verify the operability of the Flammable Gas Monitor system. Systemslchecks that will be tested/performed include the following:

The FGM System Heat Trace Test ( s e c t i o n 5.3) can be per formed b e f o r e s e c t i o n s 5.1 and/or 5.2.

E d i t o r i a l changes r e q u i r e d t o t h i s OTP may be made p e r t h e r e d l i n e method by t h e Tes t D i r e c t o r and Cognizant Engineer as l o n g as t h e y do n o t impact o p e r a t i o n a l f a c i l i t y s a f e t y f u n c t i o n , o r performance and w i l l n o t compromise o r i n f l u e n c e t h e t e s t da ta . Any changes a f f e c t i n g t h e above s t a t e d c r i t e r i a s h a l l be made i n accordance w i t h WHC-CM-6-1, Standard Engineer ing P r a c t i c e s , EP-2.2 Change C o n t r o l .

A l l e n t r i e s recorded i n t h i s procedure s h a l l be made i n b l a c k i n k excep t f o r those no ted u s i n g t h e r e d l i n e method.

Any non-conformance o f t h e i n s t r u m e n t a t i o n o r unexpected r e s u l t s d u r i n g t e s t i n g s h a l l be logged and recorded i n OTP EXCEPTION LOG.

Do n o t p e r f o r m any p a r t o f t h i s procedure on f a u l t y equipment. I f f a u l t y equipment i s d i s c o v e r e d , STOP t h e e x e c u t i o n o f t h i s procedure and r e s o l v e t h e problem ( i . e . r e p a i r equipment o r w r i t e up f a u l t y equipment as an e x c e p t i o n and c o n t i n u e ) .

S e c t i o n 5.5 o f t h i s procedure need n o t be per formed as d i c t a t e d by t h e weather c o n d i t i o n s , o r as d i r e c t e d by Tank Farm Opera t ions .

If t h e performance o f t h i s procedure i s suspended f o r any reason, ensure t h e requi rements o f t h e Lock and Tag System a r e met b e f o r e l e a v i n g t h e t e s t s i t e .

T h i s procedure DOES NOT c o n t a i n any separa te d a t a / v e r i f i c a t i o n sheets . V e r i f i c a t i o n o f p r o c e d u r a l s t e p s and v a l i d i t y o f t h e d a t a i s i n c o r p o r a t e d i n t o t h e s p e c i f i c s e c t i o n .

A JHA form w i l l be used i n c o n j u n c t i o n w i t h t h e p r e - j o b s a f e t y meet ing f o r m when any unusual hazards a r e i d e n t i f i e d . The PRE-JOB SAFETY MEETING FORM w i l l be used t o document a l l a t tendees.
