Wastestreams designated as a Phase I1 e f f l u e n t d i d no t meet any o f t h e above c r i t e r i a . Add i t i ona l in fo rmat ion regard ing t h e p r i o r i t i z a t i o n and c r i t e r i a are i n t h e Plan and Schedule (RL 1987) and the 1988 and 1989 s ta tus r e p o r t s (WHC 1988a and WHC 1989).

A key element o f t h e p lan i s t h e s e l e c t i o n o f BAT/AKART f o r t h e e f f l u e n t streams. discharged e f f l u e n t s meet environmental standards. The completed BAT/AKART s tud ies have been incorporated i n t o a Washington Admin i s t ra t i ve Code (WAC) 173-240 Engineer ing Report and submit ted t o t h e Sta te o f Washington Department o f Ecology (Ecology) and t h e U.S. Environmental P ro tec t i on Agency (EPA).

I n 1989, t h e DOE entered i n t o an in teragency agreement w i t h Ecology and EPA. Th is agreement i s r e f e r r e d t o as the "Hanford Federal F a c i l i t y Agreement and Consent Order" (Tr i -Par ty Agreement) (Ecology, e t a l . 1989). P r o j e c t W-252 i s one o f t h e p r o j e c t s requ i red t o achieve the mi lestones se t f o r t h i n t h e T r i - P a r t y Agreement. implementat ion f o r Phase I1 streams by October 1997. The wastestreams inc luded i n P ro jec t W-252 are t h e Phase I1 streams t h a t are no t addressed as p a r t o f t h e 200 Area Treated E f f l u e n t Disposal F a c i l i t y (TEDF), P r o j e c t W-049H and Pro jec t W-291H.

1.2 SCOPE

With in t h e scope o f P ro jec t W-252 i s BAT\AKART A l t e r n a t i v e #3 implementat ion a t B P lant , i n c l u d i n g t h e Waste Encapsulat ion and Storage F a c i l i t y (WESF).

Some of t h e equipment and systems o f t h i s f a c i l i t y t o be impacted by P r o j e c t W-252 may inc lude, but are no t l i m i t e d to , m o d i f i c a t i o n o f e f f l u e n t producing systems such as heat ing, v e n t i l a t i n g , and a i r cond i t i on ing (HVAC), replacement o f e f f l u e n t producing equipment, replacement o r m o d i f i c a t i o n o f once-through c o o l i n g water systems, m o d i f i c a t i o n o f p i p i n g systems, and/or a d d i t i o n a l ins t rumenta t ion .

Project W-030 has implemented BAT/AKART will be in the scope of Project W-252. This will be accomplished by utilizing existing B-Pond piping, and the TEDF Tie-in. (Subject to funding restrictions identified in the Introduction.)

Project W-252 will provide the facilities and equipment to collect, sample, monitor, and transport to TEOF for disposal the effluent from E-Plant. addition the project will collect and transfer to TEDF the remaining Phase I1 streams by a single downstream connection. (Subject to funding restrictions identified in the Introduction.) interface of those streams will be done by others, except for pump interface signals.

The project will include the necessary utilities, communications, fire protection, and other safety-related items or features to make the project operational. In addition, these utilities will be designed to allow this project to be integrated with the 200 Area TEDF. provided by the project where necessary to construct, maintain, or operate the provided systems.

2.0 FUNCTIONAL CRITERIA

Project W-252 shall provide the necessary systems, components, facility modifications, and buildings required to implement BAT/AKART Alternative #3 at B-Plant, including the Waste Encapsulation and Storage Facility (WESF). If funding is available Project W-252 will provide the necessary systems, components, and buildings to collect, and transport the effluents (Table 1) to a common disposal system. negotiated permit discharge requirements through the application of BAT/AKART, in accordance with WHC-EP-0137, "Best Available Technology Guidance Document," (WHC 198Ej), as modified by ECN #609363. Interface points for application of BAT/AKART and connection of the generating facility to the PTECS will be identified during the project definitive design. The project shall include the necessary utilities, communications, fire protection, safety related systems, features, and site improvements required to make the project operational as required to comply with this Functional Design Criteria (FDC), as well as applicable local, state, and federal codes, regulations, statutes,

3.3.2 Collection System

The 200 East Area PTECS will utilize existing piping wherever practical. Collected wastestreams shall require no additiollal treatment before disposal. The wastestreams continuing to be discharged to the 6-Pond are listed in Table 1. These combined streams shall be routed to the TEDF in the most cost effective manner.

The project will provide the documentation, and the initial complement of equipment and services required, to initiate operation of all systems. This shall include, but not be limited to: equipment identification tags, and necessary computer software development for operations and maintenance activities.

5.7 DECONTAHINATION AND DECOMMISSIONING

The design will incorporate ease of decontamination and decommissioning of all project systems, in accordance with DOE Order 6430.1A and other referenced standards. The project shall minimize the buildup of residual contamination by avoiding practices (such as socket weld fittings) which promote accumulation of contamination irl piping or equipment. All equipment and components provided by the project shall be designed to facilitate eventual decontamination and decommissioning. All underground piping removed from service by this project shall be isolated in an environmentally acceptable manner.

5.8 OPERATING PERSONNEL AND SERVICES

The design will consider human factors for maintenance and operations activities, including equipment, valve location and orientation, secondary waste handling, and building layout. To the extent practical, design will follow the guidelines and standards of DOE Order 6430.1A, 1300-12, NUREG 0700, Mil-STD 14721) and WHC-SD-GN-DGS-30011, "Radiological Design."

o Rapid, safe, economical operations and maintenance.

o Anthropometric design for male and female personnel.

o Minimal distraction, discomfort, stress, and fatigue during operations and maintenance.

The completed project will, to the extent possible, accommodate physical limitations such as hearing impairment and color blindness. instruments, etc., shall be placed in accordance with the human factors requirements of the referenced standards.

5.9 COMMUNICATIONS AND TELECOMMUNICATIONS SYSTEMS

Radio station communications, telephones, and extensions to the private automatic exchange (PAX) associated with each facility shall be provided, as required to support the functional requirements of the project. Telephones will be installed in the occupied work areas to permit communications within the new facilities and with other area facilities. Heating, v e n t i l a t i o n , and a i r c o n d i t i o n i n g (HVAC) systems w i l l be i n s t a l l e d i n f a c i l i t i e s as requ i red f o r BAT/AKART implementation and PTECS support f a c i l i t i e s . The purpose o f t h e HVAC systems w i l l be t o c o n t r o l a i rborne contamination, prov ide environmental c o n t r o l f o r i ns t rumen ta t i on and e l e c t r i c a l systems, and ma in ta in human comfort i n areas o f personnel occupancy.
