Part B - REQUIREMENTS

2.1. AFC’s Requirements The purpose of the Competitions Management Module, is that the beneficiary AFC Member Associations will have a system that allows efficient management of the various competitions that are organized by Member Associations (MA) while allowing for collection of data on the various aspects of a competition. Competitions and matches generate valuable data which if stored systematically and in a format that can be consumed by other interested stakeholders like fans, sponsors, media etc. and can provide for additional revenue.

Background – AFC President’s Initiatives In 2014, the AFC introduced three new development schemes under the AFC President’s Initiatives. These were designed to assist AFC’s Member Associations with human resources, football promotions and infrastructure. Moving forward, the AFC is seeking to provide tools to Member Associations that will enable them to achieve best practice. FIFA (Federation Internationale de Football Association), in cooperation with all Confederations, provides Member Associations with a software platform (FIFA Connect) to systematically register their stakeholders (clubs, players, coaches, referees, officials). The AFC, in cooperation with FIFA, will provide the Connect Platform to all AFC Member Associations applying for the Competitions Module. AFC is looking to engage a partner company who can build further on the registration data from the Connect Platform by providing a Competition Management Module to be part of the Connect Ecosystem. The Competition Management Module, integrated with FIFA Connect Registration Platform, will assist the Member Associations to gather data specific to competitions and the related individuals. It will also help them to plan and execute their domestic competitions in a workflow driven, paperless and modern way. The data thus created should be available for further consumption by various interested stakeholders including fans, sponsors, media, third party websites and/or mobile applications to engage the stakeholders in a meaningful manner and to create revenue generation opportunities related to the data that has been captured.

Page 11: Request for Quotation – COMPETITION MANAGEMENT MODULEres.cloudinary.com/deltatreafcprod/image/upload/a3p2czig4lx7x91rc… · Asian Football Confederation (AFC) is issuing this Request

It is important to note that any Member Association of the AFC will be able to apply for the module and it must therefore be scalable and easy to implement in all 47 AFC Member Associations. Consideration must be taken towards internet connectivity, human resources (availability, knowledge and cost) and running costs.

It is advised that the supplier review the websites of the AFC Member Associations to better understand the business context and potential scale. Links to the website can be found via www.the-afc.com/member-associations.

Member Associations are free to apply or not and it cannot be assumed that the Competitions Module will be implemented in all 47 countries.

2.2. System Details – Competitions Management Core A Competition Management Core can be broken down into logical functional modules depending on the phase of the competition and the specific work to be done during that particular phase. This approach will also help providing quick solutions and improve the efficiency of the competition management in a stage wise manner and also easier to implement. The modular approach will allow the MA to be able to work in a discrete yet collaborative and focused module of the Competition Management Core. It will also allow the MAs to add modules as they grow in maturity and complexity. The solution is also keeping in mind the collaborative work to be done by different individuals/departments to achieve the end result of a successfully managed competition with the possibility of storing data for future reference and usage. The database of information built can be consumed by various stakeholders in a digital format. The FIFA Connect concept is based on a modular architecture. FIFA Connect provides data standards and definitions which should be used as base for the development of modular products and services over the MA registration platform. In addition to FIFA Connect, the proposed solution should also have integration with the AFC system – AFCAS so as to prevent duplicate entry of data for AFC organized competitions for Clubs and Member Associations.

Page 12: Request for Quotation – COMPETITION MANAGEMENT MODULEres.cloudinary.com/deltatreafcprod/image/upload/a3p2czig4lx7x91rc… · Asian Football Confederation (AFC) is issuing this Request

The Competition Management Core Modules should be kept as generic as possible so that it is reusable and can be implemented by any other MA with minimal customization/localization. The Competition Management Core should interface with other modules (e.g. stakeholder registration), based on the FIFA Connect Data Standards defined. It should also be kept in mind that there could be possible integrations with other modules like referee’s module, volunteer’s module etc. Also at certain points the information in the Competition Module needs to be consumed by third party websites/ mobile applications. The application needs to be able to handle very basic requirements to make sure adoption is also possible in less advanced Member Associations. Though the module will be used predominantly by Member Associations for professional and amateur leagues, it should also applicable to be used in National Competitions Hosted by the Member Association or one off friendly match/exhibition match/international friendly etc. All MA’s organize competitions and essentially they remain the same, but what varies is the format of the competition. All competitions have the similar stages and there is a set of activities to be performed at each of these stages before the staff can proceed to the next stage. These stages are described below in detail with the modules that would be required to support the staff in carrying out their activities through the system interface.

2.3. Pre-Tournament (Stage 1)This is the starting point and the primary stage in

creating and managing a Competition by the MA. The Clubs should be able to create a team roster/list from the existing registered players/Officials of a club from the registration system/FIFA Connect. The Club should be able to extract and maintain a list of players belonging to a team to be submitted for a competition. The MA should be able to define a competition and generate a schedule automatically or should be able to create a manual schedule for a competition

2.4. Club/Team Management Module Club/National Teams Administrators should be able to create a team list/roster from the individuals registered within a club for a specific tournament. The output constituting the team roster should be able to be saved online and exported to an excel sheet. In addition to the basic details that can be extracted from the registration system, the administrators can add data for the individuals i.e. jersey no, popular name etc.

Page 13: Request for Quotation – COMPETITION MANAGEMENT MODULEres.cloudinary.com/deltatreafcprod/image/upload/a3p2czig4lx7x91rc… · Asian Football Confederation (AFC) is issuing this Request

It should also allow or manual entry of players if the player does not exist under the particular club or team. Example would be if a visiting club for an invitation tournament etc. where the club/players are not in the organizing MA registration system. Post the creation of the player and the officials List/Roster, the MA Competition Manager should be able to approve after validating the entries and once it is approved then it can be finalized list which should then again be able to be published to 3rd party mobile apps/website etc. This information of the team should also be able to be produce accreditation passes valid for the competition.

2.4.3. MA – Competition Creation and Scheduler Module

This module is to assist the MA to define a competition and be able to automatically generate a schedule for the competition. The scheduler, if automatically generated, would be based on the parameters defined for the competition/stages. In case of complex format of a competition, the MA should be able to define the parameters and create a manual schedule.

Page 14: Request for Quotation – COMPETITION MANAGEMENT MODULEres.cloudinary.com/deltatreafcprod/image/upload/a3p2czig4lx7x91rc… · Asian Football Confederation (AFC) is issuing this Request

The following should be in the inputs to the scheduler:

- Defining the name of the Competition (Presidents Cup, U-17 National Championship etc.)

- Season (the actual season name/year e.g. .2015, or 2015-2016 etc.) - Number of Participants in the competitions (The number of teams) - Format of the competition (All variations i.e. Single-stage, Multi-stage, Type

at each stage for a multi-stage format i.e. Knock-out, Round Robin etc.) - Manual Format set up : This is for some special variations that might be there

which an automated set up cannot be done and has to allow the Competition Administrator to Set up manual format

- Category of the Sport (Football, Futsal, 7-a-side, Beach Soccer etc.) - Team Type (Club / National) - Gender classification – Male/Female - Level: Professional /Amateur/Age Restricted (U-17, U-20) etc. - All of the above should also be able to be created by a competition manager

for a one off match/international friendly/exhibition game etc. The output of the above parameters should enable the module to automatically generate the competition schedule/fixtures.

2.4.4. Fixture Generation Once the basic parameters are defined in the creation of a competition, the Competition Manager should be allowed to generate the fixtures automatically or manually create the fixture if it is not a defined format. The Fixtures should be able to be exported into an excel format for use beyond the system. It should also be able to print the schedule in different formats. The Following should be the table for the fixture automatically generated (example provided)

Match No

Date Time Venue Team 1 Team 2

001 dd/mm/yy 24:00 hrs To be entered manually or selected from an available list of venues

A1 A2

In the above automatically generated fixture the following should be entered/edited by the by the competition admin or the managers

- Match No and sequence of the matches should be editable after the automated generation

- Date should be entered manually - Default Time of kick off could be specified for all matches and editable for

each match by the admin - Venue to be manually entered or selected from the list of venues available for

MA - The Teams A1, A2… should be allowed to be replaced by the team names

from a list of teams/clubs or manually entered.

Once the Competition Manager finalized the match fixtures and sequence after editing, he/she should be able to take a print out or submit it for approval within the MA. Once approved the match id or teams should not be changeable but other parameters like date, time and venue should be editable at any time before the match. Selection of the Venue and Teams should be integrated with the FIFA Connect registration platform or the MA Registration Platform. The Competition Manager should be able to select from the list of venues available and also the teams/clubs available from the registration system (FIFA Connect/MA Registration platform) The finalized fixtures/updated fixtures should be able to be published to 3rd party websites/mobile apps who would want to share the information.

2.4.5. MA Match Assignment Module

This module should enable the Referees Department to assign Referees and Competitions Department to assign the different match officials. The finalized Competition Schedule/Fixtures should be able to be extracted by the Referees Manager and Competitions Manager in charge of assigning Match Officials. The Referee Officer should be able to select from a list of Registered Referees from the Registration System to be assigned for each match. It should also be possible for the Referee Officer to make a manual entry assigning Referees if the Referee is from another MA and not in the managing MA registration system The Competition Manager should be able to assign Match Officials i.e. Match Commissioners similar to the above scenario, the officials should be selectable from a list available from the registration system. It should also be able to make a manual input if required.

This module is to assist the MA officials in the various reports that need to be filed for records for consumption by the MA and by other third party websites/mobile apps are required by the MA.

2.7.1. Reporting Module/Match Summary Module

There are different Reports to be filed by the officials within a stipulated time after the completion of each match. The following activities can be clubbed into the reporting module/match summary module

- Referee has to file the Referees Report on the match and incidents related to the match.

- Match Commissioner has to file a Match Commissioner Report, Match Summary Report and/or Disciplinary Report.

- The work flow involved is that the Match Summary in certain MAs are submitted to the Team Managers who sign the copy and it is filed.

- Once this process is over, the match summary report is published and the same should be available for consumption by third party websites/mobile apps.

- The Competition Manager should be able to change the Match Results. This could happen in a scenario that the match result has to be overturned due to disciplinary action against a team. The change in match results could change the final score line based on the regulations, e.g. if Team A has fielded an ineligible player and won the match then later, based on a decision from the MA, the result of the match can be overturned and Team B awarded the victory. In this case the score of the game could also be changed to reflect the disciplinary decision.

The Accreditation Module should be able to cover the requirements of accrediting the teams (Players and Officials), MA Officials and other parties involved like volunteers, media, marketing sponsors, delegates etc. This module should also cover the accreditation requirements of access control to areas based on the rules defined for the competitions and role of the individual at the competition. The following would be the list of features though not exhaustive:

- Define a template for the Accreditation Card - Define the data fields to be displayed for the particular template - Ability to import the fields from the Competition Management Core - Ability to link with a imaging software for taking images on the go or ability

to upload an image - Ability to print the accreditation card (Singular and Batch Printing) - Ability to display the access areas on the accreditation cards - Ability to issue an accreditation pass for persons not in the competitions

module core (Media, Marketing Sponsors, Volunteers, and Delegates etc.) - Ability to issue a temporary accreditation card for a predefined time within

the time period of the Competitions - Ability to Manual input and issue an accreditation card

2.9. Generic requirements of the competition module to fulfill the needs of an MA The system should be controlled by access rights and workflows for approval. Individuals will only be able to view/create/modify/delete based on the access rights to the specific sections. For example, a referee or a Match Commissioner should have access to only those matches for which they are officially appointed and be able to perform tasks related to those matches – match report, referee report etc. The system should be available on the web and should be light and easily accessible even in areas with limited bandwidth. Preference would be there for cloud based solutions to assist the MA in eliminating hardware requirements and lowering the operating cost. The system should be delivered and accessible in the official language(s) of the Member Associations

The system should be accessible on the latest two versions of the most commonly used web browsers- Safari, Internet Explorer, Firefox and Chrome etc. The system should also be accessible by mobile devices, tablets and smartphones whereby users can submits and do the work tasks required. The MA staff should be able to provide documents/upload documents relevant to the competitions – regulations, competitions handbooks etc - which could include details training venues, schedule of training and official training etc.)

2.9.1 Linkages/Integration to other modules/systems within the MA An ideal competition Management system should have linkage to the following for seamless functioning in an MA. Some of these systems, which might already exist in some of the MAs, should be linked with the Competitions Module. These might include the areas described below in brief and would exist in some form or another in every MA either through software or managed manually:

Referees and Instructors/Assessor Management System The Referees assigned to the matches should show up in the referee management system to be able to visualize the calendar of engagement for referees and for the MA staff. It should be possible to view the assignments in a particular cycle of time and based on the tournament, the referee level and be able to calculate the allowances applicable and send the advice to finance for payment processing. It could also be possible to access the referee assessor’s reports which could be an evaluation input for the referee management system

MA Officials and Staff Management Similar to the Referees Management System, the assignment for Match Officials and MA staff should be available. This should also be shown in a similar fashion based on cycle of time and based on the role the allowances should be calculated and payment advice to be sent to finance Volunteers Management System The match schedule and venue list should be available in the volunteer management system and the MA staff should be able to assign the volunteers for a particular match in different roles. Some MAs are also providing allowances for the volunteers and in this case it should be able to calculate the same and provide advice to the MA Finance Department for processing.

Scout System/National Team The match statistics and other information on players in a particular system would be of great relevance to scouts and for the technical team in the MA for selection of the national team. The system should be integrated to provide information based on the competitions, time period etc. for scouts and MA technical team to make informed decisions. Medical Department and Management System The Medical Department also do assessment of players in terms of medical health/fitness for a tournament and also conduct investigative studies for matches on teams and/or individuals like doping control etc. The Competition Management Module should allow the basic match schedule details to be inputted automatically into such a system for further use as required by the Medical department and be able to assign their reports to a match/competition Media and Communications Accredited media in certain MAs request for passes to matches for the leagues and other matches organized by the MA. In addition, if there are changes to the match venue, timing etc. this needs to be updated and communicated to media personnel. Also, the final match result is to be available to the media channel. Event Management Module The MA or the organizing committee may have peripheral events to enhance fan participation and engagement through various promotional events. This could also be supported by the MA sponsors or event sponsors. This module would also need information from the competitions module in terms of the schedules timings etc. to manage the various events planned. Travel and Accommodation Management Module The competitions regulations and schedule will be of great value for such a module to provide travel and accommodation based on the same and also inclusive of any training schedules that might be relevant to a particular competition or match. Marketing and Sponsor Management Module MAs handle various categories of sponsors which could be time based or event based. MA staff also handle various marketing activities around a competitions and reports are also generated per match/tournament based on the marketing requirements. It would rely on the official match schedule or competition schedule to manage their activities.
