Nang magsimula tayo sa panunungkulan, maliwanag nating inihain ang ating adhikain: itaguyog ang tapat na pamamahala

at isulong ang ikabubuti ng mamamayang Pilipino. Inilatag natin ang pundasyon ng pagbabago sa pagpili ng mga pinunong may

Hand in Hand in fulfilling the current Administration’s Social Contract with the Filipino people and the Philippine Development Plan (PDP) for 2011-2016 is our commitment in the Career Executive Service (CES) to continually increase efficiency among our ranks in the delivery of the government’s societal goals. This commitment finds strength from the government’s adoption of a performance or result-based incentive system, which is aimed at sustaining the good management of resources towards uplifting the lives of every Filipino.

This year’s conference theme, “Going 4G! Good to Great, Green Governance,” not only captures the increasing zeal in achieving our national development goals but also encourages members of the CES to sustain a high level of competence and integrity in government. The theme also reminds us that green governance will accelerate the government’s drive towards long term sustainable development and eventually providing efficient delivery of basic services to the public.

As we gear towards the 40th year of the CES next year, let us carry on the ideals that characterizes the CES: Competence, Excellence, Integrity and Service along the straight path of “Daang Matuwid.”

It is always a pleasure to commemorate our anniversary month with our fellow CES members and through the annual CES Conference, have the opportunity to renew ties and friendships, find a new managerial learning and rekindle the inspiration in our hearts to continue our tradition of competence, excellence and service to our citizens and communities.

We have prepared learning sessions that seek to harness managerial competence. In addition, we wish everyone to have fun and achieve a higher sense of self-mastery as leaders through our Leadership and Wellness workshops.

It is fitting to thank all those who have made this conference possible this year --- the Office of the President-Office of the Executive Secretary, the National Union of CESOs, all our cabinet secretaries, the CESB secretariat and our host, the Regional Executive Association of Western Mindanao.

While we postponed going to Zamboanga last year, being here now is a timely blessing as we chart our future as a CES community gearing up for its 40th year in 2013, and reflecting on our role as CESOS amidst the historic signing of the Bangsa Moro Framework Agreement that brings our country forward to a path of renewed development.

This event’s theme “Going 4G! Good to Great, Green Governance” puts this conference on the crest of wave of dramatic changes in our national life.

That the CESO finds itself against a high benchmark of good governance set by the national leadership, the holding of the “11th Annual Career Executive Service Conference” for 2012 bespeaks more eloquently of the vision each one in the Career Executive Service (CES) family holds dear.

Society measures our professional activities against that special role we play as gatekeepers of public trust and transparency in good governance. And ours is a daunting task.

I believe that walk we have collectively taken bears directly on the recent study on Environmental Performance Indicators (EPI) by the Yale University and Colombia University in collaboration wit the World Economic Forum and the European Commission, categorized the Philippines as a global “strong performer” in environmental performance. The country has impressively leaped from 50th in 2010 to 42nd in 2012 among 132 countries, outranking Australia (48) , United States (49), Singapore (52) and Israel (61).

The gain is indeed a testament of our efforts in upholding our sworn duty to keep public office a repository of public trust .

May each of us fulfill our mission as Career Executives with enthusiasm, wisdom and hope to move forward towards the 40th CES year in 2013. Let us be guided to the call of President Benigno Simeon C. Aquino, III that the foundation of good governance is the best defense against global uncertainty and that our success can only be limited by how hard we are willing to work for it.

Congratulations to the Career Executive Service community on your 39th Anniver-sary, marking meaningful and fruitful years of quality and dedicated service to the Filipino people!

The theme of the anniversary, “Going 4G! Good to Great, Green Governance,” is an apt description of the country’s remarkable economic breakthroughs in the past months. In recent news, the Philippines was indicated to be one of those which will soon join the world’s tiger economies. In some economic fora, world economic ex-perts have recognized the significant economic growth that the country has gained. This will soon come to reality with the excellent service from our faithful civil ser-vants led by competent members of the CES who ensure good governance in the whole bureaucracy. With good governance, the government and private partnership may further blossom to a new level thereby encouraging fresh investments into the already booming economy of the country.

“Good to great” captures the idea of transition from being average to becoming great in terms of performance in relation to goals set by an organization, the very concept put into practice by a true member of the Career Executive Service. This transition becomes available as we accelerate the transformation of our ranks into a more efficient and effective bureaucracy.

May the CES community continue to be instrumental in uplifting public service through competence, integrity, excellence and love for country.

REAWESMINisofficiallycountingherexistenceat14because itwasin June 1998 that the REGIONALEXECUTIVES ASSOCIATION OFWESTERNMINDANAO(REAWESMINInc.)wasregisteredwiththeSecuritiesand Exchange Commission. Somehow, her birth pains startedwaybackwiththegroupofregionaldirectorsassignedinRegionIX, who served as forerunners ofREAWESMIN who started to meet occasionally during the early 80’sforsocializationonly. Suchsocialgatheringsbecamedeeper in meaning and purposethat it evolved into the promotionofmutualunderstandingandcloserrelationship that worked on theenhancementofprofessionalismandcareerisminpublicservice. Professionalism of executivesin Zamboanga Peninsula throughthe provision of environment for development and enrichment
