    BMS started in 2002 as Bhutans rst advertising agency under the

    leadership o Mr Tenzin Rigden and Mr Tashi P Wangdi. In 2006, the

    company merged into Bhutan Times Ltd., the Kingdom o Bhutans rst

    private newspaper. It re-emerged in January 2009 to handle various

    commercial activities under the present CEO.

    Presently, the company is managed by the CEO, Mr Sonam Gyeltshen,

    who has had a air or promotional publicity, branding, inormercials,

    commercials and marketing in the last 15 years amongst and across

    various media rms including Kuensel (Corpn.) and Bhutan Times

    (Bhutans rst private newspaper).

    At present, the head oce is in Thimphu and a branch oce is in

    Phuentsholing and the company has plans to open regional oces in

    each Dzongkhag (District).

    The company has a key staf o 18 proessionals rom various elds

    heading various responsibilities and supported by 20 permanent staf

    and 15 ~ 50 temporary staf hired rom project to project basis. We

    market, create, produce, re-produce, innovate, direct and institute or

    Print, TV, Radio, Web, Interactive Media, Graphics and Design.

    Bhutan Media Services has the ollowing 10 units anddepartments working in synergy, independently and independency to serve the needs o the client:

    Marketing: The bread and butter o the company originate rom

    this department. The unit is headed by the CEO and is supported by

    marketing coordinator and the other units. Marketing executives are

    smart, presentable and knowledgeable o all the aspects o the company

    as well as are well acquainted with the needs o the corporate, rms,

    businesses, and entrepreneurs o the Kingdom o Bhutan.

    Publicity and Strategy: Headed by the CEO, Sonam Gyeltshen, the unit

    is responsible or integrated approach and ormulating various strategies

    relating to clients publicity and promotional needs.

    Publications: Headed by a veteran editor, the unit is responsible or

    in-house and in-coming publications o various magazines, newsletters

    and other communication materials. Last year the unit has produced

    Bhutans rst news magazine on sports, TAK.

    The Departments

    Research and Creation:The unit is headed by the CEO and is supported

    by a core team o researchers and creative heads along with necessary

    support rom the editors, graphics, new media and the print units. It

    handles the creative concept or strategy, content writing, photography,

    layout, to publications o any nature across all mediums.

    Audio-Visuals and Animation: Headed jointly and individually as thecase may be by Kinga Sithup and Nguldrub Dorji, the unit produces

    background scores or lms, documentaries, corporate presentations,

    commercials, inormercials, as well as the video, on-location video

    shooting, special efects, visual efects, dubbing, product modelling, 3D

    & 2D & ash Animations, editing, production, casting and the like. The

    unit is supported by specialized crew, models and actors.

    New Media: This unit handles webportals, websites, e-commerce, job

    portals, electronic orms o presentations, and the like. This unit alls

    under the research and creation.

    Graphics and Print: This unit brings creativity in the print media and

    produces artwork, ollowing client branding principles. It is supported

    by photography unit and alls under research and creation.

    Agriculture and Rural Development

    Agricultureis a key to improveindustry and a priority development sector in Bhutan.

    Its development will lead to not only food self-su ciency,but also improvement ofincomes and livelihood ofhouseholds in rural areas.JICA considers agricultureand

    rural development as oneofthemost important issues in its assistance,alongwithbasic infrastructuredevelopment to alleviatepoverty. JICA continuously provides

    multi-dimensional support through four programs;AgricultureMechanization,Agriculture

    Research and Extension,Farm Road Extension and Livestock Technology Modernization.

    Balanced Infrastructure Development

    Underdevelopment ofthebasic economic infrastructureis thelargest obstacleto Bhutans

    development.Basic infrastructureis a prerequisitefor development policy implementation,as it not only leads directly to theimprovement oflivingconditions,but also brings benets

    in economy,medical care,education,and public administration.TheGovernment ofBhutanrecognizes thedevelopment ofeconomic infrastructureas thehighest priority issueand the

    key to poverty reduction.JICA assists via four programs -Expansion of Rural Electrication,

    Improvement ofTV BroadcastingService,Improvement of Telecommunication Network,and Improvement and Expansion ofRoad Network -while also strengtheningcapacity

    development through thedispatch ofexperts and volunteers.

    ImprovementofSocial Services

    Social development,especially youth development,is highly prioritized in the Tenth Five

    Year Plan oftheGovernment.JICA believes that assistances in threeareas -Human ResourceDevelopment and Employment Generation,School Education and Health CareService-willcreatethefoundation for poverty alleviation and basic infrastructurefor economic growth.

    JICA will provideassistancethrough thedispatch of experts and volunteers in coordinationwith thehardwarecomponents such as construction offacilities in this sector.

    TheGovernment ofBhutan is promotinga decentralization policy.In accordancewith

    thepolicy,JICA will continuously support decentralization by strengtheningrelevantadministrativeorganizations,human resourcedevelopment,and strengtheningof
