In an effort to boost membership, the 2013 Council on Legislation ap-proved a measure on Monday pro-viding for satellite clubs, whose

members meet at a different timeand location from their parent clubbut who are also considered mem-bers of the parent club.

    Delegates from Rotarys 532 dis-

tricts are meeting in Chicago 21-26April to consider changes to thepolicies that govern Rotary Interna-tional and its clubs. The council is held every three years to debate proposals submitted by Rotary clubs, districts, and the RI Board of Directors.

The change approved on Monday, one of 174 pieces of legislation, amends the RI Bylaws to allow Rotarclubs to form satellite clubs in the same locality or the surrounding area. Where and when a satellite cluholds its regular meetings will be decided by its members, who also will be admitted into membership of thsponsor club.

The satellite club will choose its own officers, and be able to seek a charter when it has enough members.

Supporters of the measure contend that it will increase membership, and that it avoids situations in whicprospective members start a provisional club, fail to attract enough members to seek a charter, and thebecome discouraged and stop seeking Rotary membership. Satellite clubs are allowed to operate indefnitely, and their members are considered full-fledged Rotarians by virtue of their membership in the parenclub.

    In other action, delegates:

Approved a measure allowing participation in club projects to count toward club attendance requirements. The measure amends the Standard Rotary Club Constitution to provide that a member must atend or make up at least 50 percent of club regular meetings or engage in club projects for at least 1hours in each half of the year, or a combination of both.

Removed the travel reimbursement policy from the RI Bylaws. This will enable the RI Board of Directorto develop a policy that is flexible, able to address emergency travel situations, and able to take advantage of cost-saving opportunities.

Defeated measures that would have allowed clubs to meet less frequently. One measure would have pemitted clubs to meet once every two weeks, and another three times a month. The delegates also rejected a measure that would have allowed a club to cancel six regular meetings a year instead of four, fo

holidays, the death of a club member, disasters, or other emergencies.
