Homeless Shelter The City Council voted unanimously against constructing a 35 bed Shelter at 950 Calle Negocio in the Rancho San Clemente Business Park (RSCBP).
Transient Campsite Due to pressure from San Clemente residents, the City Council voted to close the transient campsite on Pico near North Beach. The City initiated an amendment to the Rancho San Clemente Specific Plan (RSCSP) to allow transient campsite(s) on city-owned property in the Industrial Park area of RSCBP in Cal Fire “Very High Fire Hazard Zone Areas.” RSCCA Board President Vonne Barnes and husband Tom Barnes, opposed the Specific Plan Amendment at the City Council with a powerpoint presentation that focused on fire hazards and close proximity to RSCCA’s Residential Areas, Animal Shelter, Steed Park, Skate Park, Public Restroom, Ridge Route Trail, and Open Space. Harbor View residents Lyndie O’toole, Mark Moran, Andrew Morrow, and Shelley Moore from Pacific Shores also spoke out against the RSCSP Amendment. Boards of Directors from HOA’s are urged to: speak out at City Council and Planning Commission meetings; write letters to the City Council, Planning Commission and City Manager; and to encourage residents in HOA’s to do the same. AT&T Cell Antenna AT&T has proposed a 4-5 Gigahertz (GHz) antenna on the light pole located at 1101 Calle Del Cerro & Rio Lindo (across from the entry to Rancho Del Mar Apartments), that has been opposed by Rancho Cristianitos (petition); RSCCA residents Kristy and Kurt Neuhausen from Villagio II; Kortney Morrow from Harbor View., and other residents. AT&T does not appear to have provided Notice in accordance with City and State mandates to RSCCA Master Association, Rancho Cristianitos HOA, or to residents in Rancho Cristianitos HOA who reside within 300 feet of the pole. AT&T also proposed 3 additional antennae north along Vera Cruz and beyond. Each can be modified to transmit up to 5 GHz radio frequencies (RF) into residential areas. [GHz i= a unit of measurement of alternating current (AC), or electromagnetic wave (EM) wave frequencies. 1 GHz = 1 billion cycles Hz/second].

Irrigation and Landscaping Robust regeneration of vegetation in non-irrigated Open Space due to seasonal rainfall has required return maintenance visits to RSCCA’s defensible fuel modification zone areas. As fire prevention is a top priority, OCFA’s redirection has interrupted the regular landscaping schedule. In order to catch up, RSCCA has assigned additional manpower to complete the defensible zone clearance to free up our regular crew to resume regular landscape maintenance. RSCCA expresses thanks to our members for understanding the importance of these fire prevention measures along with sincere appreciation to our dedicated crews from South Coast Gardening. RSCCA will be adding new landscape along greenbelts and slope areas in the Fall months. New trees will be planted in accordance with the Rancho San Clemente Specific Plan standards to enhance aesthetics in locations that will not block views.
