PUBLIC UTILITIES COMMISSION OF THE STATE OF CALIFORNIA ENERGY DIVISION

SUBJECT: Southern California Edison Company’s Resiliency Project Engagement Guide

PURPOSE

In compliance with the California Public Utilities Commission’s (Commission or CPUC) Ordering Paragraph (OP) 9 of Decision (D.) 20-06-017, Decision Adopting Short-Term Actions to Accelerate Microgrid Deployment and Related Resiliency Solutions (the Decision), Southern California Edison Company (SCE) hereby submits its plan to develop a resiliency project engagement guide consistent with Section 4.3.3.1 of the Decision.

BACKGROUND Ordering Paragraph 9 of the Decision requires the utilities to demonstrate their plans to develop a resiliency project engagement guide, including, at a minimum, a mockup showing how the data will be presented, a list of what data will be in the guides, plans for making the guides public and maintaining them, and a timeline for an expected release date of the guide. The data in the guide must also include a list of resiliency project types, draft flowcharts for those project types including project/interconnection milestones and timelines, a list of data the utilities require at each step, and a list of engagement best practices.

DISCUSSION SCE strongly supports continued and increased engagement with local and tribal government customers in our service territory to improve the resiliency of the communities and the broader electric grid. Prior to the issuance of the Decision, SCE began developing a web page to provide microgrid developers, installers and local government entities wanting to deploy a microgrid with one-stop-shop access to the

resources they would need to do so. Several of the OP 9 requirements for the resiliency project engagement guide are already publicly available on SCE’s Microgrids for Developers web page on SCE.com. 1 As required by the Decision, the web page already includes a list of the types of resiliency projects, flowcharts for those project types with project and interconnection timelines where applicable, and a checklist of data required by SCE at each stage. SCE will update this web page with a list of engagement best practices by the end of Q3 2020, which will fulfill all of the requirements for SCE’s resiliency project engagement guide. The Microgrids for Developers web page explains what microgrid interconnection options are available in SCE’s territory in customer-friendly language, supported by simplified visuals explaining the application process. The primary objectives of the web page are to educate entities seeking to deploy microgrids about the microgrid interconnection options available within SCE’s territory and the regulatory and technical requirements associated with those options, as well as to let developers know what to expect during the interconnection process. While the majority of the elements required to be included in this page already exist, SCE will expand the Microgrids for Developers web page in Q3 2020 to include the Microgrid Best Practices document, which is currently under development. This Advice Letter provides screenshots of the web page to demonstrate current levels of compliance with OP 9. These elements are described in detail below.

i. Mockup Showing how Data Will Be Presented

Figure 1 below provides a screenshot of SCE’s Microgrids for Developers landing page, which demonstrates how the data is presented on the web page. The screenshot displays the various types of microgrid options, a high-level description of the interconnection application process, application requirements for each type of possible microgrid configuration, and the documents required for the local government entity or developer to gain permission to operate their microgrid. In addition, when SCE launched the landing page in May 2020, SCE selected an ombudsman to be available to answer questions from customers and developers at any point in the interconnection process, with relevant email instructions provided on the web page.

ii. List of what Data Will Be in the Guides

SCE has included four different types of resiliency projects in the web page, including Rule 21 non-export, Rule 21 isolated operations, momentary parallel operations, and NEM interconnection with paired storage. Each project type contains additional information such as general rules, operating rules in microgrid and non-microgrid modes, rates, cost responsibilities, and an application checklist. As an example, Figures 2 and 3 below provide screenshots of useful information for projects that will be interconnected under NEM with paired storage. Figure 2:

A flow chart depicts the interconnection process for each project type, including relevant interconnection details. While the landing page provides a high-level application process, each project type contains more detailed application process flows to assist the customer in understanding expectations throughout the process and the estimated time associated with some of the steps. For example, if the customer is obtaining Rule 21 interconnection, Figure 4 demonstrates a sample of how the process works to achieve successful project execution.

Lastly, and as mentioned before, a Microgrid Best Practices guide is currently under development and will be appended to the Microgrids for Developers web page in Q3 2020. The guide is written in customer-friendly language and addresses a list of items customers should consider before installing a microgrid, including implementing energy-efficiency measures first, identifying critical loads, determining the lowest-cost combination of distributed generation needed, utilizing existing renewable generation and energy storage, considering the value of resiliency, and considering the cost of the microgrid, tax benefits, and financing options.

iii. Plans for how the Guides Will Be Made Available to the Public

SCE launched the Microgrids for Developers web page in May 2020 in anticipation of customers’ and local government entities’ burgeoning interest in microgrids and resiliency projects. While the web page is publicly available now with the vast majority of information requested in OP 9 already in place, it will be appended with the Best Practices document in Q3 of 2020, and will constitute SCE’s resiliency project engagement guide, as ordered by the Decision.

iv. How the guides will be kept current with new modifications

SCE will perform a bi-annual review and subsequent update of the Microgrid for Developers web page to ensure that it remains current with any required modifications. In addition, the linked websites within the web page (e.g., NEM, Rule 21, etc.) will be updated under any current processes guided by those proceedings.

TIER DESIGNATION Pursuant to General Order (GO) 96-B, Energy Industry Rule 5.2, and OP 9 of D.20-06-017, this advice letter is submitted with a Tier 2 designation.

EFFECTIVE DATE

This advice letter will become effective on August 16, 2020, the 30th calendar day after the date submitted.
