Subject: SW ME&O 2017-2019 PG&E Budget

Purpose In Decision (D.) 16-09-020, the California Public Utilities Commission (Commission or CPUC) adopted and ratified the results of the Request for Proposal process used to select the implementer of the 2017-2019 Statewide Marketing, Education and Outreach (SW ME&O) program. This Tier 1 Advice Letter is filed in compliance with Ordering Paragraph (OP) 7 of that Decision, ordering that “After the Tier 1 Advice Letter required by Ordering Paragraph 4 is filed, Pacific Gas and Electric Company, Southern California Edison Company, San Diego Gas & Electric Company, and Southern California Gas Company shall each file Tier 1 Advice Letters specifying the dollar amounts of their respective statewide Marketing, Education, and Outreach budgets for the period October 1, 2016 through September 30, 2017, and annually thereafter for the twelve-month periods ending September 30, 2018 and September 30, 2019”. Additionally Pacific Gas and Electric Company (PG&E) is updating its SW ME&O tracking accounts to remove obsolete language from the “Purpose” sections of preliminary statements describing the accounts.

Background The SW ME&O program is a California-wide initiative designed to promote energy management concepts, demand-side management, energy efficiency actions, and clean energy opportunities for the state’s residents and small businesses under the brand name Energy Upgrade California. A.12-07-008 was initially opened to determine budget allocations for the 2014-2015 implementation period of the SW ME&O program plan. The Commission opened Phase 2 to determine bridge funding for 2016 and Phase 3 to determine program administrator and funding post-2016. From the introduction of the SW ME&O program up through 2016, the Center for Sustainable Energy (CSE) was the program implementer. Phase 3 adopted a Request for Proposal (RFP) process to find a new SW ME&O implementer, and D.16-09-020 approved the winner of said RFP. The

Advice 3783-G/4963-E - 2 - November 28, 2016 Commission appointed PG&E to administer the contract with the new program implementer. On October 17, 2016, PG&E filed Advice Letter 3770-G/4939-E, pursuant to OP 4 of D.16-09-020, and thereby submitted the final contract and budget between PG&E and the new statewide implementer, DB Worldwide Communications Group, Inc. (DDB). The contract is for DDB to manage Statewide Marketing, Education & Outreach under a contract which runs from October 1, 2016 through September 30, 2019. DDB will (a) work with Commission staff to create and implement a Five-Year Marketing, Education, and Outreach Strategic Roadmap and Annual Joint Consumer Action Plan; (b) manage marketing/advertising campaigns; (c) organize and lead meetings with stakeholders (including regulatory staff, utilities, community choice aggregators, regional energy networks, public interest groups); (d) coordinate outreach efforts; (e) provide media planning, guidance, placements, analysis; and (f) monitor and evaluate the success of marketing tools, methods, and messages. DDB will use its in-house staff and subcontractors to do the above work, as detailed in the contract’s statement of work. Materials could include printed marketing materials such as letters, brochures, postcards, pamphlets. DDB will also buy media from various media channels.

Oct 1, 2016 – Sep 30, 2017 PG&E SW ME&O Budget D.16-03-029, issued March 22, 2016, states that a budget of no less than $23 million per year is to be assumed for the statewide implementer (Section 5, Budget, p 60). Therefore, DDB’s maximum budget for developing and funding the execution of the program, including related stakeholder meetings, research, and oversight of plan implementation, is consistent with that guideline. The contract has been issued by PG&E and will be managed in conjunction with the CPUC and the IOUs. Funding will be allocated from the Statewide ME&O budget as follows: PG&E 46.74%, SCE 32.68%, SDG&E 12.43%, and SoCal Gas 8.14%. The total contract budget amount is XXXXXXXXXX, and PG&E’s portion, including EM&V, is $33,146,730 for all four years. The budget has not yet been grossed up for FF&U. Additional funds to be added to the budget, based on percentages directed by the Commission in OP 5 of D.16-09-020, are $2,127,404.20 (3%) for IOU administrative expenses and $2,727,441.28 (4%) for the EM&V evaluation budget. (Only EM&V expenses have been included in the allocations in Table 1 below; the IOUs are responsible for their expenses within the 3% administrative budget.)

According to D. 16-09-020, Conclusion of Law 5, the cost recovery proposals authorized in D.13-12-038 will remain in effect for the 2017-2019 program cycle. The table below shows the allocation of the budgets amongst programs on a calendar basis and how funding will be incorporated into rates through the Annual Electric True-Up (AET) for electric programs, and Gas PPP Surcharge through the Annual Gas True-Up (AGT) for gas programs. The redistribution sums the monthly budgets for 3 months (Oct 2016 – Dec 2016), 12 months (for 2017, 2018), and 9 months (Jan 2019 – Sept 2019).

Tariff Revisions PG&E proposes to modify Preliminary Statement Part GE, attachment 1, and Preliminary Statement Part DA, to remove obsolete language. Proposed modification of Preliminary Statement Part GE:

1. PURPOSE: The purpose of the electric Statewide Marketing, Education and Outreach Balancing Account (SWMEOBA-E) is to track the difference between the actual recorded statewide ME&O expenses, either administered by PG&E or other entities (e.g., a third party implementer), against the authorized statewide ME&O funding through December 31, 2014, or as authorized by the CPUC. Tracking of local marketing expenses for demand-side management activities (Energy Efficiency, Demand Response, Distributed Generation, Energy Savings Assistance Program, etc.) will remain in the appropriate electric expenditure balancing accounts.

Proposed modification of Preliminary Statement Part DA:

1. PURPOSE: The purpose of the gas Statewide Marketing, Education and Outreach Balancing Account (SWMEOBA-G) is to track the difference between the actual recorded statewide ME&O expenses, either administered by PG&E or other entities (e.g., a third party implementer), against the authorized statewide ME&O funding through December 31, 2014, or as authorized by the CPUC. DA. STATEWIDE MARKETING, EDUCATION AND OUTREACH BALANCING ACCOUNT – GAS (SWMEOBA-G)

1. PURPOSE: The purpose of the gas Statewide Marketing, Education and Outreach Balancing Account (SWMEOBA-G) is to track the difference between the actual recorded statewide ME&O expenses, either administered by PG&E or other entities (e.g., a third party implementer), as authorized by the CPUC. Tracking of local marketing expenses for demand-side management activities (Energy Efficiency, Distributed Generation, Energy Savings Assistance Program, etc.) will remain in the appropriate gas expenditure balancing accounts.

2. APPLICABILITY: The SWMEOBA-G balance shall apply to all customer classes, except for those specifically excluded by the CPUC and Public Utility Code Section 896.

3. RATES: The SWMEOBA-G does not have a rate component.

4. REVISION DATE: The disposition of the balance in this account shall be as authorized by the CPUC.

5. ACCOUNTING PROCEDURE: The following entries will be made at the end of each month, or as

applicable:

a. A debit entry equal to the gas portion of the authorized statewide ME&O program expenses.

b. A credit entry equal to one-twelfth of the gas PPP surcharge portion of the authorized annual statewide ME&O funding.

c. A debit or credit entry equal to any amounts authorized by the CPUC to be recorded in this account.

d. A debit or credit entry, as appropriate, to record the transfer of amounts to or from other accounts as approved by the CPUC.

e. An entry equal to interest on the average balance at the beginning of the month and the balance after the above entries are made, at a rate equal to one-twelfth the interest rate on three-month Commercial Paper for the previous month, as reported in the Federal Reserve Statistical Release, H. 15, or its successor.

GE. STATEWIDE MARKETING, EDUCATION AND OUTREACH BALANCING ACCOUNT – ELECTRIC (SWMEOBA-E)

1. PURPOSE: The purpose of the electric Statewide Marketing, Education and Outreach Balancing Account (SWMEOBA-E) is to track the difference between the actual recorded statewide ME&O expenses, either administered by PG&E or other entities (e.g., a third party implementer), as authorized by the CPUC. Tracking of local marketing expenses for demand-side management activities (Energy Efficiency, Demand Response, Distributed Generation, Energy Savings Assistance Program, etc.) will remain in the appropriate electric expenditure balancing accounts.

2. APPLICABILITY: The SWMEOBA-E balance shall apply to all electric customer classes, except those specifically excluded by the CPUC.

3. RATES: The SWMEOBA-E does not have a rate component.

4. REVISION DATE: The disposition of the balance in this account shall be as authorized by the CPUC.

5. ACCOUNTING PROCEDURE: The following entries will be made at the end of each month, or as applicable:

a. A debit entry equal to the electric portion of the authorized statewide ME&O program expenses.

b. A credit entry equal to one-twelfth of the electric portion of the authorized annual statewide ME&O funding.

c. A debit or credit entry equal to any amounts authorized by the CPUC to be recorded in this account.

d. A debit or credit entry, as appropriate, to record the transfer of amounts to or from other accounts as approved by the CPUC.

e. An entry equal to interest on the average balance at the beginning of the month and the balance after the above entries are made, at a rate equal to one-twelfth the interest rate on three-month Commercial Paper for the previous month, as reported in the Federal Reserve Statistical Release, H. 15, or its successor.
