CHAPTER - I

INTRODUCTIONthGuru Angad Dev Veterinary and Animal Sciences University (GADVASU) was set up on 9 August,

st2005 and started functioning with effect from 21 April, 2006 at Ludhiana as per Punjab Act No. 16 of 2005

to serve the society by promoting the livestock production, health and prevention of diseases. The

University has a well established College of Veterinary Science at Ludhiana since inception of the

University. In 2008, two colleges namely College of Fisheries and College of Dairy Science and Technology

were established at Ludhiana with an aim to produce trained supporting man power capable of handling

livestock health and production. The University established a Veterinary Polytechnic at Kaljharani, District

Bathinda in 2010 to initiate Diploma in Veterinary Science and Animal Health Technology. The Diploma in

Veterinary Science and Animal Health Technology has been designed to train human resources in

developing para-vet personnels to support and complement Veterinary Practitioners, Public Health Officials

and Bio-Medical Research scientists, in handling of domestic animals. The trainees after completing the

Diploma will be able to co-ordinate with the Veterinary Practitioner in a better way in order to provide better

care and guided treatment to domesticated animals within Veterinary Hospitals, Veterinary Colleges,

CHAPTER - II

SCHEDULE OF COUNSELLING AND ADMISSION

Schedule of counselling for admission to Diploma in Veterinary Science & Animal Health Technology

IMPORTANT NOTES

1. Application for Diploma in Veterinary Science and Animal Health Technology

a) Application form ( blue colour) duly filled in should be submitted by the eligible candidates desirous of appearing in counselling for Diploma in Veterinary Science and Animal Health Technology by 01.07.2014 without late fee and 08.07.2014 with late fee of ̀ 600/- (Refer Sr. No. 3a of Chapter VIII) .

b) Application form (white colour) duly filled in along with enclosures should be submitted by the candidates called for counselling on merit at the time of counselling on 26.8.2014 failing which his/her candidature will not be considered (Refer Sr. No. 3b of Chapter VIII).

2. Candidates should see their merit list on the notice board of the Director of Extension Education, GADVASU or in the office of the Registrar, GADVASU, Ludhiana on and after 22.08.2014. The candidates appearing in the counselling are required to produce all the original certificates/testimonials at the time of counselling, otherwise, the candidates will not be considered for counselling. No separate intimation will be sent for counselling. Merit list will also be available on the

university website www.gadvasu.in

3. No T.A./D.A. or any other expenses for appearing in the counselling will be paid.

4. The candidates not reporting for counselling at the fixed time schedule will be treated as absent.

5. Result of qualifying examination (10+2) must be made available by the candidate at the time of applying. Applicants having compartment in any of the subjects of qualifying examination will not be considered.

6. The candidate will be called merit wise, on the basis of marks obtained in Physics, Chemistry, Biology (or) Mathematics and English subjects of qualifying examination (10+2) at the time of counselling. Marks secured higher in Maths/Biology will be considered for preparing the merit, if the student has studied both Maths and Biology at 10+2 level.

7. The selected candidates must deposit their fees immediately after counselling, failing which the seat will be offered to the next eligible candidate on merit.

8. All the selected candidates shall have to submit medical fitness certificate to be obtained from University Medical Officer before the day of commencement of classes (upto 29.08.2014) in the office of Principal cum Joint Director Veterinary Polytechnic, Kaljharani (Bathinda)

9. The candidate found medically unfit will be refunded the fee paid by him/her and the seat will be offered to the next candidate prior to closure of admission date.

CHAPTER - III

RULES AND REGULATIONS OF ADMISSION/ADMISSION PROCEDURE

1. Prospectus and for Diploma in Veterinary Science & Animal Health Technology

The prospectus and application form can be obtained from the office of the Director of Extension Education, Guru Angad Dev Veterinary and Animal Sciences University, Ludhiana and Principal-cum-Joint Director, Veterinary Polytechnic & RRTC, Kaljharani, Bathinda personally on the payment of ` 1100/- in cash at the counter or by post by sending Bank Draft for `1200/- in favour of Comptroller, GADVASU, payable at Ludhiana. The candidates should carefully read the admission rules and make sure that they fulfill the prescribed qualifications. The university will not pay travelling allowance or any other allowance for counselling for admission.

2. Eligibility

(i) The candidate should have passed (10+2) examination with either Biology or Mathematics, Physics, Chemistry and English subjects from a Board recognized by the Council of Boards of School Education in India.

st(ii) The candidate should not be less than 17 and more than 27 years of age on 31 December, 2014.(iii) Candidate must be a resident of Punjab State. He/She is required to furnish self declaration

(Annexure VIII of application form) and Residence Certificate (Annexure IX of application form) as per instructions/guidelines from Punjab Government regarding competent authority to issue Residence Certificate (Annexure E of this chapter) at the time of counselling.

3. Reservation

The seats in this programme shall be filled up from amongst the candidates who are residents of Punjab State.

Note:

1. The candidates claiming reservation under category (a), (b) and (d) to (h), above shall have to submit certificate issued by the competent authority prescribed by the Government of Punjab on prescribed proforma attached with application form (white colour).

2. Where the share of a particular reserved category comes to more than 0.5, at least one candidate shall be admitted from that category.

3. Unfilled seats from the reserved categories, except under category 3(i), shall be offered to the candidates competing on open merit basis.

4. The seats under category 3(i) will be filled as per following norms:-

(a) The candidate must be a bonafide resident of Village Kaljharani for the last five years and he/she will be required to furnish requisite residence certificate (Annexure X) in support thereof.

(b) In case, there are more than two candidates, their separate merit list shall be prepared.

(c) The candidate must fulfill the qualifications prescribed for admission to Diploma in Veterinary Science and Animal Health Technology, as applicable from time to time.

(d) In case, no eligible candidate from village Kaljharani is found for admission, the seats reserved for them shall be kept vacant and will not be filled out of the candidates of other categories.

5. Counselling

(a) The counselling for admission to Diploma in Veterinary Science and Animal Health Technology will be held at Silver Jubilee Block of College of Veterinary Science, GADVASU, Ludhiana on 26.08.2014.

(b) The Application Processing Fee in the shape of Bank Draft for `1100/- (non-refundable)in favour of Comptroller, GADVASU, payable at Ludhiana must be submitted with the Application Form (blue colour) in the office of Registrar, GADVASU, Ludhiana.

6. Selection Procedure for admission to Diploma in Veterinary Science & Animal Health Technology.

Admission to the Diploma in Veterinary Science and Animal Health Technology will be made on the merit list made on the basis of marks obtained in Physics, Chemistry, Biology (or) Mathematics and English subjects of qualifying examination (10+2). Marks secured higher in Maths/Biology will be considered for preparing the merit, if the student has studied both Maths and Biology at 10+2 level.

Note: In case of tie in percentage of marks obtained in the qualifying examination, the candidate older in age shall be ranked higher in order of merit.

IMPORTANT

(i) Date of counselling will not be ordinarily changed even if there is a holiday on that day on any account.

(ii) Candidates absent in counselling will not be eligible for selection.

(iii) At the time of counselling, the Selection Committee shall also consider the past record of the candidate as to his/her conduct as a student in the School/College or elsewhere. If it is known that the candidate being considered for admission has been involved in acts of indiscipline in the hostel, in the school/college or in organizing demonstration etc., the Selection Committee may refuse admission to such a candidate and the decision of the Selection Committee shall be final.

7. Selection Notice

The candidates selected for Diploma in Veterinary Science & Animal Health Programme shall be required to deposit fee on their selection immediately after counselling on 26.08.2014, failing which the seat will be offered to the next candidate. Selection notice will be issued to a candidate only when he/she has deposited the full fee. A fee of `220/- will be charged from selected candidates for Medical Examination. All the selected candidates shall have to submit medical fitness certificate to be obtained from University Medical Officer on or before the date of registration (upto 29.08.2014) in the office of Principal cum Joint Director, Veterinary Polytechnic Kaljharani (Bathinda)

8. Second Counselling

Second counselling for all categories, if any seat/seats remain vacant will be conducted on 29.09.2014 at 10.00 a.m. in the committee room of Directorate of Extension. Education, GADVASU, Ludhiana. Category wise detail of vacant seats will be available on the University Website www.gadvasu.in on 26.09.2014

Note:

1. The Academic Council is the supreme academic authority to frame rules and regulations, increase/decrease the admission capacity and to decide all other matters relating to admissions and academic affairs.

2. The admission to all the programmes of the university shall be made by the Registrar GADVASU, who reserves the right to cancel the admission obtained by misrepresentation/concealment of facts or admission made due to error or oversight etc.

ANNEXURE – A

CRITERIA FOR ADMISSION OF OUTSTANDING SPORTS PERSONS

1. The order of preference for the selection of

outstanding sports persons for admission to various

Undergraduate and Postgraduate programmes in the

GADVASU shall be as per Annexure - B, subject to

fulfillment of the prescribed minimum requirements

for admission to diploma programme.

2. The candidate qualifying for grade 'O' shall be placed

at higher merit than the candidate qualifying for

grade 'A'. Similarly, the candidate qualifying for

grade 'A' shall be placed at higher merit than the

candidate qualifying for grade 'B' and so on.

3. The candidate qualifying for grade 'O' (1) shall be

placed at higher merit than the candidate qualifying

for grade 'O' (2) and so on.

4. The candidate who has won first position shall be

placed at higher merit than the candidate who has

won second position in a competition of the same

level. Similarly, second position shall be placed at

higher merit than the third position in a competition

of the same level, and so on.

5. The candidate who has got the position/ represented

twice will be preferred over candidates who have got

the position/represented once in a competition of

same level in a game.

6. If there is a tie between two or more candidates, then

the tie shall be broken on the basis of marks in

qualifying examination will be considered. In case of

further tie, the candidate senior in age shall be

admitted.

7. Only those sports persons shall be eligible for

admission against sports quota who have participated

in 10+1 and 10+2 levels. No weightage will be given

to the candidate who have participated after 10+2

level.

8. In case of individual sports discipline, position of

the candidate in an individual event shall be

considered and not the position of the team as a

whole.

9. Only those candidates shall be admitted against

sports quota who are eligible to participate in the

University and/ Inter-Varsity Tournaments.

10. The candidate shall be required to submit self

declaration in the prescribed form as per Annexure

– C regarding his/her achievements in sports. If the

candidate is a minor, declaration be given by the

parents/guardian in respect of his/her ward's/child's

achievements in sports.

11. The admission against the sports quota shall be

finalized on the basis of recommendations of the

Sports Committee (constituted by the DSW-cum-

EO) and approval by the Principal-cum-Joint

Director and the DSW-cum-Estate Officer.

12. The Committee shall screen the applications

through interview and ascertain competence of

the candidate through trials. Candidate should

bring his/her sports kit for the trials. The coach of

the concerned game may be co-opted as technical

member, if necessary, for conducting the trials.

13. The admission of candidates against the sports quota

shall be made on the explicit understanding that they

shall attend the play fields regularly and shall also

participate in the inter-class, inter-college and inter-

varsity tournaments. If they fail to do so, their

admission shall be cancelled.

14. Only those games/disciplines will be considered for

admission under sports category which are listed in

Annexure - D.

GRADING FOR SPORTS PERSONS

Grade ‘O’

1. For winning any of the first three positions in the Olympic Games/World Games/World Cup Tournaments /Commonweal th Games/Asian Games /World University Games.

2. For representing India in the above mentioned games/tournaments.

3. For representing India in formal test matches/ tournaments abroad /within the country.

Grade ‘A’

1. For winning any of the first three positions in the National Championship/ Inter State or Inter-Zonal Championship.

2. For representing All India Combined University Teams for seniors abroad/within the country.

3. For representing the National Teams for Juniors in the International Tournaments abroad/within the country.

4. For winning any of the first three positions in the All India Inter-University Tournaments representing GADVASU teams.

5. For winning any of the first three positions in the All India Inter-University Tournaments representing University teams other than GADVASU.

6. For winning any of the first three positions in the National Championship/Inter-State or Inter-Zonal National Championship for Juniors.

7. For representing the National Teams for Schools (U-19) in the International Tournaments within the country/abroad.

8. For representing the National Teams for School (U-17) in the International Tournaments within the country/ abroad.

9. For representing the National Teams (U-16/Sub Junior*) in the International Tournaments within the country/abroad.

Grade ‘B’

1. For representing the State Teams in the Senior National Championship.

2. For representing the Union Territory Team in the Senior National Championships.

3. For winning any of the first three positions in Zonal

Inter-varsity/All India Inter-Agricultural University Sports & Games Meet by representing GADVASU Teams.

4. For winning any of the first three positions in Zonal Inter-Varsity / All India Inter-Agricultural University Sports & Games Meet by representing Universities other than GADVASU.

5. For representing the GADVASU team in the All India Inter-Varsity/Zonal Inter-University Championship.

6. For representing Universities Teams other than GADVASU in All India Inter-University / Zonal Inter-Varsity Championships.

7. For winning any of the first three positions in National Championships for school (U-19).

8. For representing the State Junior Team in National Championships.

9. For representing the Union Territory Juniors Team in the National Championships.

10. For winning any of the first three positions in the Inter-District Championships for Seniors.

I am directed to invite your attention to the Punjab Government Circular letter No. 1/3/95-3PPII/2043, dated 29.1.1996 vide which the instructions were issued regarding simplification of procedure for obtaining the certificate of Domicile for the purpose of admission to educational institutions (including technical/medical institutions). The matter has been reconsidered in the light of judgment delivered by Hon'ble Supreme Court of India in the case of Dr. Pradeep Jain vs. Union of India and others reported as AIR 1984-SC- 1421 wherein it was held that instead of the word 'Domicile' the word 'Residence' be used in the instructions issued by the State Government on the subject. Accordingly, it has been decided by the Government to revise the Government instructions referred to above as under.

(a) Citizen of India

(b) Produce an affidavit to the effect that they or their children/wards have not obtained the benefit of residence in any other State.

i) Candidates who have studied for a period of 5 years in Punjab or have studied in Punjab for 2 years preceding the qualifying examination for the admission.

it has also been decided to delete the D.T.O. included among the certifying authorities against category (iv) & (vi) of

CHAPTER - IV

REGULATIONS REGARDING RUSTICATION AND EXPULSION OF STUDENTS

1. The Principal of the college shall have the power to

expel or rusticate a student for sufficient reasons

including acts of indiscipline and misconduct

inside or outside the college.

2. Cases of rustication and expulsion shall be

reported to the Registrar by the Principal of the

College immediately after rustication or expulsion

for registration and notification.

3. The Principal may revise his decision within 15

days of the date of passing of the order of

rustication or expulsion. The revised decision

together with reasons shall be communicated to the

Registrar for being placed before the Academic

Council.

4. The Registrar shall notify the orders of rustication/

expulsion to the College/Colleges, Union/State

Public Service Commission, State Education

Board and other Universities immediately after the

expiry of 15 days period allowed to the Principal

for revision of the decision.

5. The minimum period of rustication shall be one

semester and the maximum period of rustication

shall be two semesters.

6. The student under rustication shall have the option

of rejoining the class during the ensuing semester

after the expiry of the period of rustication.

7. It shall be obligatory on the part of the college to re-

admit a rusticated student if he/she wishes to rejoin

after the expiry of the rustication period.

8. The name of the rusticated student shall not be

maintained on the rolls of the college nor shall any

fees be charged during the period of rustication.

9. A student expelled from the college shall not be

allowed to seek fresh admission into the same

college or into another college without the sanction

of the Academic Council. In no case such a student

shall be allowed to do so before the expiry of two

academic years excluding the academic year in

which he/she was expelled.

10. When facts come to the knowledge of the Vice-

Chancellor which make him think that the order of

the Principal requires revision, the Vice-

Chancellor may bring the case to notice of the

Academic Council after consideration of which,

the decision of the Academic Council shall be final.

11. Ragging is strictly prohibited in the College as

well as in the hostel. Any student found

indulging in the act of ragging will be strictly

dealt with according to the directions given by

the Hon'ble Supreme Court of India. According

to Raghavan Committee observations, ragging

has several aspects including psychological,

social, political, economic, cultural and

academic dimensions.

Antiragging committees and squads at the

college level had been constituted to keep a

check on the incidents of ragging. Every student

as well as his parents/guardian is supposed to

submit an affidavit that he/she or their ward

will desist from ragging in any form. If found

guilty, it may invite punishment upto expulsion

from the institute or registration of F.I.R. under

provisions of the Indian Penal Code.

IMPORTANT

1. The first installment of fee is to be paid in cash on 26-08-2014 immediately after the counselling by

selected candidates at GADVASU, Ludhiana.

2. The university reserves the right to enhance the rates of fees and funds from time to time.

3. The entire fee collected from the student(s), after deduction of processing fee of `1000/-(Rupees

One thousand only) and the proportionate deductions of monthly fee and proportionate hostel rent,

where applicable, shall be refunded and returned to the student/candidate withdrawing from the

programme provided the seat consequently falling vacant in Diploma in Veterinary Science and

Animal Health Technology has been filled by another candidate by the last date of admission.

4. No fees will be refunded to the students in case either certificates are found fake or obtained from

un-recognized boards

5. If the electricity bills are in excess of the electricity fund realizations, the university is authorized to

realize the additional charges proportionately from the hostellers through the Principal of the

college.

6. The securities not claimed for two semesters succeeding the ending of semester in which the student

leaves the college, shall lapse.

7. Hostel accommodation at Veterinary Polytechnic shall be provided only subject to availability of

seats.

8. All claims for refund of hostel security shall be entertained through the Principal of the college.

1. The fee concession is granted to the dependents/wards of employees/retirees of GADVASU. Full tuition

fee to first child and half tuition fee concession is granted to second and other children, if any. The word

dependent relates to spouse who will be eligible to avail full concession in tuition fee if she/he does not

have any source of income. In case, both the spouse and a ward are studying in Veterinary Polytechnic,

Kaljharani (Bathinda), the one who gets admission first can avail full concession and the other, half

concession in tuition fee.

GENERAL INFORMATION FOR COUNSELLING FOR ADMISSION TO DIPLOMA IN VETERINARY SCIENCE AND ANIMAL HEALTH TECHNOLOGY1. Admission to Diploma in Veterinary Science & Animal Health Technology will be made by counselling.

2. Only eligible candidates after scrutiny of the application forms will be counselled in the order of their merit

displayed on notice board of Director of Extension Education GADVASU or in the office of the Registrar,

GADVASU, Ludhiana.

3. All columns in the blue and white application forms should be filled in and written carefully and legibly by the

candidates in their own handwriting. Incomplete application form is liable to be rejected.

(a) The following documents should be attached with the blue application form :-

i) Bank Draft of requisite amount in favour of Comptroller, GADVASU, payable at Ludhiana.

ii) Two latest passport size coloured photographs from the same negative duly signed by the candidate should be

pasted in the space provided on the application form. These photographs should be the same in all respects as

the candidate wishes to appear in the counselling i.e. if he wishes to appear with beard, turban etc., photograph

should appear so.

iii) Self attested copy of Detail Marks Certificate of 10+2 must be attached.

(b) The following documents should be attached with the white application form and be submitted at the

time of counselling:-

(i) Self attested copies of all educational certificates and marks sheets including that of qualifying examination

issued by the Board/University.

(ii) Self attested copy of the Character Certificate from the Head of the Institution last attended.

(iii) Self attested copy of the Certificate in support of the claim of belonging to Scheduled Castes/Scheduled

Tribes or Backward Class or to any other reserved category from the competent authority in the prescribed

4. General Instructions:

(i) Only those candidates, who fulfill the admission requirements for Diploma in Veterinary Science & Animal

Health Technology will be considered for counselling.

(ii) The candidates should read the schedule of counselling (given in the prospectus) carefully. They should reach

the place mentioned therein at 9 a.m. sharp on the day of counselling.

(iii) Any candidate who creates disturbances of any kind during the counselling or otherwise misbehaves will not

be counselled.

(iv) If impersonation in the counselling is detected, the candidature will be cancelled and a case will be registered

(i) The candidates are required to bring all the original testimonials at the time of counselling.

22.08.2014. No separate information will be sent. The merit list will also be available on the university

website www.gadvasu.in

The University will not pay any TA/DA or any other expenses for appearing in the counselling.

(iii) In case the electronically generated 10+2 Detailed Marks Certificate is produced at the time of counselling, be

sure it is verified by the principal of the concerned school from where the candidate has passed his 10 +2.
