Advantages TETRA

• Fallback & Direct Mode

of Operations (DMO)

• Dynamic Grouping &

VPNs

• Spectrum Efficiency

• Pre-emptive priorities

• Versatile dispatching

and fleet management

possibilities

Page 49: Presentation on IT Projects

Advantages TETRA …contd.• Unique security

feature– Prevents eavesdropping

of communication

– authentication of radios (and networks)

– air interface encryption

– end-to-end encryption support

– disabling of stolen radios

• Access to data from the field with TETRA data services

• TETRA radio interface is designed and optimized for circuit voice and packet data

Page 50: Presentation on IT Projects

Advantages TETRA…contd.

• Police field commandapplication using AVL,on-board databases, status messaging, textmessages and IP packetdata

• Minimizes over-the-airdata, yet very graphicsintensive andinformative

Page 51: Presentation on IT Projects

TETRA data services enable a wide range of

applications

• Database access

• Image communications

• Intranet/internet access

• e-mail, calendar

• Workforce management

• CC&C system integration

• File transmission

• Information push, alarm distribution

Page 55: Presentation on IT Projects

Steps involved in e-tendering

• Training of Govt officials and private venders; (5000 officials and 6500 vendors trained)

• Registration of private venders with e-

procurement platform(5500 registered so far)

• Issuance of digital signatures to Govt officials

and private venders( issued to 7000 persons )

• Launch of tenders using e-procurement;

• Venders can respond to tenders by using

digital signatures.

Page 56: Presentation on IT Projects

Process in e-procurement

• Online Creation of Bid

• Publishing of tender on portal by tender publisher

• Online Bid Submission by vendors using digital Signatures

(Matching with publishers key)

• Encryption of data submitted by vendor at server.

• Tender Opening (vendor‟s data) by the publisher using his Decrypting key

Page 57: Presentation on IT Projects

Features of E-procurement • It is based on BOO Model .

• Cost effective

• Data Encrypted with Public Key, can only be decoded by corresponding Private Key

• No one can decrypt data without corresponding Private Key

• Comparison of Bids done by the system

• The L1 decided by the system

• End-to-end E-Procurement Solution

• Scalable to large volumes of Data

• Configurable Solution: Enables the user to

– define the business rules,

– define type of tenders – Open, Limited, Global

– define privilege based user access Supports configuration of „N‟ level Organization Structure

• Supports privilege based user access & activity roles

Page 58: Presentation on IT Projects

Features of E-procurement

• Form Selection: Enables the user to store the forms in a library and call them as per the requirement of the transaction.

• Flexible Workflows: – Enables a user to configure the workflows at Organisation

level, Division level, User level & Tender level

– Supports inter & intra organisation workflows

– Workflows map the movement of files as it takes place in an Organisation

• Dashboard: enables a user to centrally monitor all his tasks and the tasks pending with his sub-ordinates

Page 59: Presentation on IT Projects

Features of E-procurement

• Online pre-bid meeting

• Audit Module:

– Privilege based access

– Captures the entire transaction trail

Page 60: Presentation on IT Projects

Features of E-procurement

• Parameter driven evaluation

– PQ & Technical evaluation are parameterized

– Minimum, maximum, range of value or Yes/No buttons

provided

– Compliance statement automatically generated by the

system

• Bid Evaluation

– Supports Supplier-wise evaluation

– Supports Item-wise evaluation

• Award of contract

– Supports online award of an order to suppliers

Page 61: Presentation on IT Projects

Features of E-procurement

• Web Space for Bidder document management

– Documents separated between common documents &

tender specific documents

– Tender specific documents are archived based on rules

defined

– Space restriction for documents defined at supplier level

– Enables simultaneous upload of multiple documents

• Online anti-virus scanning

Page 62: Presentation on IT Projects

Features of E-procurement

• Forms Engine:

– Enables the user to design its own forms

– Enables the user to define validations, dependencies,

formulas and specify whether it is a secure/non-secure

form

– Enables the user to store the forms in a library and use

them as per the requirement of the transaction.

– Enable the user to attach a single or multiple forms to

a tender stage e.g. Technical or Commercial

Page 63: Presentation on IT Projects

Challenges Faced

– Change Management

– Teething problems

– More resistance from Engineering Departments

– Sensitization of employees and vendors / suppliers

– Customization of software as per the requirements of

department

--Mandatory implementation of E procurement in all the

Departments/Organization/Local Bodies of GNCTD for
