The Parliamentary Network on the World Bank (PNoWB) was founded in May 2000 as an informal network of individual parliamentarians. Since then, PNoWB has become an independent organization with members from 110 countries mobilizing parliamentarians around the world in the fight against global poverty, promoting transparency and account-ability in international development, and offering a platform for policy dialogue between the World Bank and parliamentarians. The PNoWB has unique access to the World Bank, and many PNoWB activities are undertaken in partnership with the World Bank, including its Annual Conference, which also doubles as its General Assembly.

The Eight Annual Conference of the Parliamentary Network on the World Bank is held in Paris on November 20-22, hosted by the French National Assembly and the French Government. The conference is jointly organized by the PNoWB, the French National As-sembly and the World Bank Group in close cooperation with the Association of European Parliamentarians for Africa (AWEPA); and with the support of the French Government, the French Bilateral Development Agency AFD, the International Monetary Fund, the Interna-tional Finance Corporation (IFC), the German Marshall Fund of the United States (GMF) and the Mayor of Strasbourg.

This gathering provides a platform for open dialogue and debate on major development and poverty issues among legislators from around the world, heads of development agencies, and other development actors. The conference in Paris will give the participants – 150 MPs and development leaders from around the world – the opportunity to hear from and interact directly with the French Minister of Finance, the President of the World Bank and the Man-aging Director of the IMF among others.

The conference seeks to provide participating Members of Parliament with practical knowl-edge, conceptual tools and other resources to address central issues on the international agenda, including climate change, the food crisis and how to make development aid more effective, fostering development at the country and regional level.

Taking place during the EU-Presidency of France, the week after the November 15 summit of the G20 one month after the Annual meetings of the IMF and the World Bank Group, two months after the Accra High-Level Forum and one week prior to the Financing for Develop-ment conference in Doha, the conference provides the opportunity to discuss issues at the top of the international agenda.

1st Floor The role of parliamentarians in promoting sustainable investment, transparency and accountability in extractive industries.

3.5 billion people live in countries rich in oil, gas and minerals. With good governance, responsible investment, effective revenue management and increased transparency the exploitation of these resources may generate large revenues to foster growth, strengthen livelihoods and reduce poverty, both at the national and local com-munity level. But where governance, regulation and oversight is weak, and the investment climate is poor, natural resources may be exploited in a way that leads to poverty, corruption, environmental degradation and conflict. The panelists will describe their respec-tive roles in ensuring the best use of natural resources to foster growth, and invite a discussion on the role of parliamentarians in promoting sustainable investment, transparency and accountability in extractive industries. 2nd Floor Can addressing population growth help tackle climate change and food security challenges?

A session organized by the Asian Forum of Parliamentarians on Population & Development (AFPPD) The world’s population is fast approaching 7 billion people, and is likely to reach 8 billion people by 2025, with most of the growth taking place in sub-Saharan Africa and South Asia. Carbon emis-sions are expected to continue to grow as developing countries industrialize their economies, and standards of living rise. The panelists will explore how population growth relates to the world’s increasing energy and food needs and whether addressing it can help provide a solution to climate change and food security chal-lenges.

Ground Floor Strenghtening African Regional Integration: A Panacea to the Global Crisis?

A session organized by African PNoWB members

African regional integration and co-ordination have long been touted as integral to African development. The latest global crisis has reinvigorated the debate on African regional integration. Its protractors argue that while many other factors need to be taken into consideration, regional approaches -provided they are accom-panied by domestic reforms - can present an effective response to globalisation and the current global crisis. Given the isolation of the African countries from the world economy, regional initiatives may play a significant role in addressing the economic, political and social challenges raised by the global financial, food and fuel crises.

11:30 - 13:00 Joint AWEPA/PNoWB Plenary SessionAdapting to Climate ChangeThe poorest countries stand to suffer the earliest and the worst consequences from the effects of climate change, while bearing the least responsibility. While an effective response to climate change must include mitigation of global green house gas emissions, cli-mate adaptation must be at the center of the efforts in developing countries, and is critical to sustaining and furthering development gains. This session will focus on the need for national, regional and local adaptation plans and the need for additional financial re-sources, and the respective roles of governments, parliamentarians and development agencies in putting solid adaptation measures in place, with a special focus on the World Bank’s Strategic Frame-work to address climate change.

14:30 - 16:30 Understanding and Addressing the Food, Fuel and Financial Crises

The World Bank estimates that approximately 100 million people worldwide have already been pushed into poverty due to the global food and fuel crisis, with an additional 44 million suffering malnu-trition. Developing countries face a third new challenge from the global financial crisis, which threatens to shrink emerging markets’ access to trade and investment, and each 1 percent drop in growth could push another 20 million into poverty. The World Bank Group is increasing its programs to mitigate the impact of the financial crises on developing and emerging countries, while stressing that the international community must address the human crisis of the millions left behind, and the donor countries fulfill their commit-ments to increase aid.

17:00 - 18:30 The Evolving Aid Architecture and Making Aid More Effective

The global aid architecture has become increasingly complex. Emerging donors and new funding instruments are growing in importance - as is the role of the private sector. With the number of donor-funded activities increasing and the average size of projects decreasing, ODA is becoming increasingly fragmented. In Sep-tember 2008 developed and developing countries met for the Third High Level Forum on Aid Effectiveness. Participating countries agreed to reform the way aid is disbursed by increasing the predict-ability of donor support, using country systems as the first option to deliver aid, basing conditionality on the developing country’s own development objectives, and untying aid. What are the challenges related to navigating the increasingly complex aid architecture and implementing the Accra Agenda for Action? What role should budget support play, and what does the financial crisis mean for aid delivery? And how can parliamentarians influence the aid architec-ture and effectiveness, and ensure development and growth?

A session organized by the World Bank’s Global Facility for Disas-ter Reduction and Recovery (GFDRR)

Natural disasters can set back decades of development overnight, threatening the achievement of the Millennium Development Goals. Besides being crucial to reducing poverty and protecting development gains, disaster risk reduction is a first and fail-proof strategy for climate change adaptation. Parliamentarians have a crucial role to play in securing political commitment and develop-ing a legal and institutional framework for climate change adapta-tion through disaster risk reduction.

A session organized by the Consultative Group to Assist the Poor (CGAP)

Microfinance – what can it accomplish and what are its limita-tions? In what does a conducive regulatory and policy framework consist? And what can governments and parliaments in developing countries do to create such a framework? How can we improve the quality of funding devoted to microfinance? And what are the ini-tial lessons learned on the effects of the food and financial crisis on microfinance? CGAP, a leading global resource center for micro-finance, will, together with expert practitioners, present the most recent research, international experience and good practice on how to expand access to microfinance, and engage the session partici-pants in a discussion on the role of parliamentarians in promoting sustainable microfinance.

3rd Floor Addressing Food Security and Climate Challenges in AfricaA session organized by AWEPA & the Consultative Group on In-ternational Agricultural Research (CGIAR)

Rising food and energy prices, and climate change, provide new challenges and opportunities for agriculture and agricultural re-search. These global trends have particularly high risks and conse-quences for the approximately 2.1 billion people who live on less than US $2 a day. About three-fourths of these people live in rural areas and depend on agriculture for their livelihoods. Higher food and energy prices will force poor consumers to make tradeoffs in their spending, while climate change, by worsening growing conditions, will further strain the capacity of agricultural land and threaten necessary productivity growth.

Rethinking Growth: Learning from Experience and Adapting to New Challenges

In April 2008 following two years work, the High-level Commis-sion on Growth and Development presented the ‘Growth Report: Strategies for Sustained Growth and Inclusive Development’. The report identifies distinctive characteristics of successful growth, using 13 high-growth economies since 1950 as examples, and ex-plores how developing countries can emulate their path to develop-ment.

The annual Global Accountability Report assesses inter-govern-mental, non-governmental, and corporate organizations according to four dimensions of accountability: transparency, participation, evaluation, and complaint and response mechanisms. In the session participants will discuss how the international financial institutions score in the report, the channels for influence that already exist, and how the ongoing reform efforts in the IMF and the changes in voice and representation in the World Bank may affect the dynam-ics of the institutions during a time when global governance is being discussed
