    I encouraged the World Bank toconsider extending both technicalassistance and nancial assistanceto the Philippines, namely in theimplementation o our program tobuild sustainable housing commu-nities, Binay said.

    I am glad to announce that theWorld Bank has acted positively onour requests and that steps will be

    taken to see to their immediate im-plementation, he added.

    Binay attended the 5th GlobalHousing Finance Conerence inWashington D.C. and met withWorld Bank Executive DirectorRogerio Studart.

    Te housing czar sought the WorldBanks assistance in building hous-ing communities in New BilibidPrison in Muntinlupa, North rian-gle in Quezon City, San Miguel Newown, and Welareville in Mandalu-yong.

    While in Kuala Lumpur, the VicePresident witnessed the signing oa memorandum o understandingbetween the MD group o Malay-sia, the Isabela Power Corporationand Greenpower Resources Corpo-ration or the construction o ninemini-hydro power plants in Isabelawith a cost o US$240 million.

    Tese power plants are expectedto generate and add about 80 mega-watts to Luzons electric power grid,and will be implemented within aperiod o three years, he said.

    In his meeting with MalaysianPrime Minister Dato Sri NajibRazak, Binay said the strong po-

    litical interests between Malaysiaand the Philippines can only growstronger in the years ahead.

    Our partnership is not only bilat-eral but also regional and throughASEAN and BIMP-EAGA we havestrong institutions that oer maxi-mum opportunities or political andeconomic cooperation, he said.

    In 2011, Malaysia ranked as thePhilippines 9th largest trading part-ner, with total trade amounting toUS$3.83 billion. In the same year,Malaysia stood as the Philippines

    11th largest export market, withexports valued at US$1.396 billion;and the 8th largest import market,with imports valued at US$2.438billion. From 2005 to 2010, Malay-sian investments in the Philippinesreached US$203.03 million.

    In his speech during the Invest-ment Forum, the Vice Presidentsaid the Philippines has certainlybecome an attractive site or oreigninvestment.

    Vice President and Presidential Adviser on Overseas Filipino Workers concernsJejomar C. Binay lets the repatriated three-year-old boy talk with his mother whois now working in Dubai. The Vice President helped bring home the child after his

    mother, Rosemarie Solon, requested for assistance. Solon left her son with herfriends in Kuwait when she got deported last year for expired working visa. Binay

    also arranged for the plane tickets of the boy and his grandmother, who fetchedhim at the Ninoy Aquino International Airport, so they could go home to Bohol.

    Vice President Jejomar C. Binay led the distribution o 300 land titles toseveral home owner associations in Puerto Princesa City.

    Binay, who chairs the Housing and Urban Development CoordinatingCouncil (HUDCC), said 120 o the 300 land titles distributed are underthe Community Mortgage Program (CMP) o the Social Housing FinanceCorporation (SHFC).

    He noted that the remaining land titles are distributed to 140 amiliesaer they settled their accounts with dierent housing agencies.

    Kuala Lumpur Vice President Je-jomar C. Binay has announced that

    three Filipinos have been spared thedeath penalty in Sabah aer receiv-ing pardons rom the Malaysiangovernment.

    Te Philippine embassy in Ma-laysia identied the three as BasirOmar, Jaliman Salleh and AldipalHadani.

    In his talk with Malaysian ForeignMinister Dato Sri Aniah Aman, Bi-nay, Presidential Adviser on Over-seas Filipino Workers concerns,thanked the Malaysian governmentor granting the pardons.

    We sincerely appreciate the granto pardon and see it as urther vali-dation o the strong ties between thePhilippines and Malaysia, he said.

    In January this year, PhilippineAmbassador to Malaysia J. EduardoMalaya called on Sabah Governorand Pardons Board Chairman unDatuk Seri Panglima, and requestedor his intervention to commute thedeath sentences o six Filipinos, in-cluding the three.

    Te Pardons Board handed downon May 22 a decision commutingthe death sentence o Omar to 13years and 7 months. Te new sen-tence will commence its countingrom the date o pardon.

    Meanwhile, the death sentencesor Salleh and Hadani were reducedto 15 years imprisonment in a de-cision rendered on May 14 in KotaKinabalu.

    Te two were arrested on July 8,2008 in Kota Kinabalu when policeound 867.1 grams o cannabis intheir bags, and were sentenced to

    death by the Sabah High Court onJune 25, 2010.

    Northwest Placement Inc., an intermediary orBest Western Golden Prairies Inn in Montana inthe United States, was closed down in an opera-tion conducted by the Oce o the Vice President(OVP) and the Philippine Overseas EmploymentAgency (POEA).

    According to the POEA Rules and Regulations,charging or accepting directly or indirectly anyamount greater than that specied in the sched-ule o allowable ees prescribed by law will begrounds or imposition o administrative sanc-tions.

    Binay said an investigation conducted by theUS Embassy Fraud Prevention Unit conrmedreports that the local agency has been chargingillegal placement ees to H-2B US visa applicantsgoing to work in the United States.

    He added that aer interviewing several H-2BVisa applicants who have been petitioned towork in the US, the US Embassy worked in closecoordination with the OVP which led to the can-cellation o the agencys license.

    However, the agency continued to conduct re-cruitment activities despite the cancellation o itslicense. Tis led to POEA Administrator Hans

    Leo Cacdacs issuance o a closure order againstthe agency.

    VP Binay leadsclosure ofillegal recruitmentagency

    Vice President Jejomar C. Binay has directed thePhilippine embassies in the Kingdom o SaudiArabia and United Arab Emirates, as well asthe Overseas Workers Welare Administration(OWWA), to process immediately the docu-ments o Overseas Filipino Workers (OFW)staying at government-run shelters so they canreturn to the Philippines at the soonest possibletime.

    Binay recently met with OFWs housed at OW-WA-maintained shelters in Jeddah and Dubaiduring his visit to the Middle East. Fourteen Fili-pino workers in Jeddah and 69 in Dubai askedthe Vice President to help them return to thePhilippines.

    I trust that the OWWA and the concernedembassies in Jeddah and Dubai will attend to the

    needs o our kababayans who are staying at theshelters, particularly in ast-tracking the reviewand processing o their cases so they can securethe needed exit visas, said Binay, who is alsoPresidential Adviser on OFW Concerns.

    In Jeddah, the Vice President conveyed thePhilippine governments condolences to SaudiKing Abdullah on the passing o Crown PrinceNaye, and met the new Crown Prince Salman,who is also Deense Minister o Saudi Arabia. He

    visited OFWs at the OWWA-POLO shelter inJeddah beore proceeding to Dubai to meet withthe Filipino community there.

    Te Vice President also said that he expectedthe OWWA to pay or the tickets o those whoare OWWA members and who have an outpassor a travel document, and get a reund rom theconcerned recruitment agencies.

    Binay also reiterated his call or Filipinos seek-ing employment abroad to go through the properchannels, and to heed government bans on coun-tries such as Syria.

    he Vice President is scheduled to have anaudience with His Holiness Pope Benedict XVIon June 26 at the Vatican, and will meet theFilipino community in Italy and other parts oEurope.

Binay said Malaysia supports thePhilippines position that a resolution of the Panatag Shoal dispute with China should be based on the UnitedNations Convention on Law of the Sea (UNCLOS). He added that the Prime Minister also favors the partici-

    pation of member-countries of the Association of Southeast Asian Nations (ASEAN) who are also claimantsto the Spratlys in talks to resolve the Panatag dispute.

    Our seaarers have lent so much strength totheir homelands prosperity. Tey unailingly con-tribute more than a billion dollars to our economy,Binay said.

    Last year alone, their remittances stood at anastonishing $3.8 billion and it appears these g-ures will rise even urther in the coming years, headded.

    Vice President Jejomar C. Binay has said that the Philippines and Chinasrelationship has remained intact despite the ocal points raised by po-litical concerns o the times, and stressed the need to maintain the twocountries long standing riendship.

    No riendship shall ever be perect. Tere will be tests and challenges,and our shared path has seen and will continue to encounter twists andturns, Binay said during the celebration o the Filipino- Chinese Friend-ship Day and the commemoration o the 37th year o the establishment oDiplomatic Relations between the Philippines and China at the CenturyPark Hotel.

    Overseas Filipino Workers (OFWs) Marilou Bagsit and Marivic Capistrano sharewith Vice President Jejomar C. Binay the ordeal they suffered in the hands ofconvicted Singaporean human trafcker Lim Beng Huat in Malaysia. The Vice

    President, who also serves as the Presidential Adviser on OFW Concerns, laud-ed the two for their help in convicting Lim, who was ordered jailed for six yearsby a Malaysian Court. Bagsit and Capistrano were recruited to Malaysia in 2008.

    They escaped from Lims townhouse on June 30, 2008 after suffering physicaland verbal abuse from said recruiter. Lim is known to slap his victims and deprivethem of food and salaries especially when they are returned to his agency by

    Malaysian employers. Some of his recruits end up as prostitutes against their will.

    Intensiying its anti-tracking operations, the Inter-Agency CouncilAgainst racking (IACA) rescued some 106 persons rom being smug-gled overseas in three separate sting operations in June, Vice President Je-

    jomar C. Binay has said.Binay, Chairman Emeritus o the IACA, said 85 o the would-be tra-

    cking victims were rescued on June 4 by members o the Zamboanga Sea-Based Anti-racking ask Force (ZSBAF) on board the ML Kadrinaat the boundary o Zamboanga and Pilas Islands.

    Tis is one o the biggest hauls we had this year. We intercepted 150 per-sons who were on board. But only 65 were ocially declared on the shipsmaniest. Binay said.

    What is worse was that the lives o the legitimate passengers were alsoput at risk because the boat was overloaded, he lamented.

    He added that the ZSBAF started monitoring the boat in June 4 aerreceiving inormation that it will transport 40 would-be victims to Malay-sia via aganak.

    On the other hand, 10 persons were intercepted at the Ninoy AquinoInternational Airport (NAIA) erminal III on June 12 aer a commotionthey caused caught the attention IACA agents assigned at the airport.

    Upon investigation, we learned that the passengers wanted to lodge acomplaint against their recruiter who processed their travel documentsand promised them work in the United States, the Vice President said.

    We were also able to arrest the recruiter who was with the 10 when theywere intercepted by IACA operatives, he added.

    Meanwhile, a minor allegedly being orced to work as a stripper at bar inManila was rescued during the IACAs latest operation on June 19.

    It was learned that the victim, along with another girl, was recruited inDavao City by a gay person who promised them jobs in Metro Manila,said Binay.

    However, upon arriving in Manila, they learned the true nature o theirjob, that o a stripper and a Guest Relations Ocer (GRO), he added.

    Furthermore, a Malaysian national was apprehended at the DiosdadoMacapagal International Airport (DMIA) on June 7 who was waiting orhis fight along with his ance, whom the council believed to be a track-ing victim.

    Te Vice President said that while the suspect and the victim was beingbrought NAIA erminal I or investigation, IACA operatives were able toconvince the victim to le a case against the Malaysian.

    Te suspect will be charged with violation o RA 9208 or the Anti-ra-cking Act o 2003.

    Te United States Department o State earlier released this years Globalracking in Persons (GIP) Report which put the Philippines in ier 2status, the same tier it got in last years GIP report.

    Countries belonging to this tier do not meet the minimum requirementsprescribed in the U.S. racking Victims Protections Act, but are doingsignicant eorts to do so.

    We are taking the recommendations o the report seriously and are nowlooking into how we can urther intensiy our anti-tracking operationsand increase our conviction rate, Binay said.

    Te Vice President said that he will convene the IACA to determinehow to address the recommendations o the U.S. State Department whenhe gets back rom his trip to Rome next month.

    ment o Education will help provide opportunities or gainul employ-

    ment aer graduation.

    According to him, students who complete the K+12 program will be

    recognized with certicates equivalent to a two-year college degree.
