November is often synonymous with giving thanks.
During November, we become more aware of our many
blessings such as family, friends, good health, employment and a roof
over our heads. I am, of course, most thankful for all of those things,
but this year I want to express my gratitude and thankfulness to the
Dallas Area Paralegal Board of Directors, Section Chairs and all vol-
unteers that have been instrumental in making this a very successful
year for DAPA. It has been my privilege to have served with this
Board and the previous six Boards since 2012.
I never stop being amazed at how hard our volunteers work
and how much they accomplish. They all have very demanding positions with law firms or
corporate law departments and yet they manage to devote countless hours to DAPA. They
oversee the governing and financial well-being of DAPA. They consistently provide interest-
ing and valuable CLE and monthly meeting programs. They produce a magnificent holiday
event every year. They donate hours to community service and Pro Bono opportunities. And
all of that is just scratching the surface of their dedication.
I am very grateful to have been able to attend the NFPA National Convention in
New Orleans this year. Grateful for the opportunity to be present to see how DAPA’s
Delegates represented DAPA with grace and professionalism on the Policy Floor and during
the events. I am so proud of our presence there. I was thankful and admittedly proud for the
awards that DAPA received – all worked hard for and well deserved.
I am thankful for all the support I received this year from our Board. Someone
always had my “six” – I never felt alone – whether it was at an event, conducting Board
meetings, or working on special projects such as joint conference events with other local parale-
gal associations, the Board was always there for me, many of whom have served in one capacity
or another within DAPA for many years. We should also all be grateful because we have some
young and energetic emerging leaders within our organization whom assure DAPA’s future. As
always, I extend an invitation to the entire Membership to attend our Board meetings and see
this dedicated group in action. The next Board of Directors meeting is Tuesday, November
14th. If you would like to join us, please contact me. We would love to see you there.
And finally, without a doubt, I am very grateful to you, our Membership for
extending me the privilege of serving as your President this year.

Dallas Area Paralegal Association
The Dallas Area Paralegal Association (DAPA) was formed on October 23, 1976 as the
Dallas Association of Legal Assistants, and changed its name in 1996. In 1978, DAPA
became affiliated with the National Federation of Paralegal Associations (NFPA), an
organization that represents approximately 10,000 paralegals nationwide. DAPA is a
voluntary non-profit corporation composed of paralegals working in all areas of the law,
who are interested in furthering their own professional development, especially
through PACE® and other voluntary certifications, and who are dedicated to the advance-
ment of the paralegal profession as a whole.

On the Record is published monthly by the Dallas Area Paralegal
Association as a means of reporting and sharing news and opinions of
interest to DAPA members. Any opinions expressed herein are those of
the writer and not necessarily those of DAPA. Publication herein does
not imply endorsement in any manner.
If you have important information regarding the paralegal profes-
sion, notices of upcoming meetings, events or other dated material, or
section reports to be included in our monthly newsletter, all must be
submitted to the Editor at [email protected] no later than
the fifth day of the month preceding publication. In order to produce
and mail each newsletter to reach our membership in a timely manner,
this deadline must be met. Any material not received by the 5th will be
held for the following month’s publication. Your understanding and
appreciation in meeting our deadline will be greatly appreciated.

Floy Gaidarski earned her Bachelor of Arts degree in psychology
from Southern Methodist University in 2013. She joined the Dallas
Area Paralegal Association as a student member before her gradua-
tion from the SMU Paralegal Certificate Program in 2015 and became
DAPA's Corporate Section Chair and voting member shortly thereaf-
ter. She is currently serving on DAPA's Board of Directors as Direc-

2017 Nominations and Guidelines
Nomination Deadline: November 8, 2017
DAPA Paralegal of the Year will be announced at the DAPA Holiday Luncheon
To nominate a paralegal (who must be a current DAPA member) for the Dallas Area Paralegal Association’s “Paralegal of the Year Award,” submit a nomination in narrative written form under the following guidelines:
Typewritten, but not longer than three pages.
List name, address, and telephone numbers at the TOP of the nomination only. Do not put the nominee’s name in
the body of the nomination.
Include in the narrative why the person is nominated and should be selected (work skills, experience, community
activities, involvement in professional paralegal organizations, any offices held/committee involvement, awards or any
other information to be brought before the Selection Committee).
Do not include any supporting letters or recommendations (narrative nomination only, is considered).

If your RP or CRP expires in December or January, now is the time to submit your renew-
al! Remember to request approval for any CLEs that may need NFPA approval well before
your RP or CRP expires, as the CLE review takes up to 60 days.
DAPA’s Membership Year Runs from January 1st to December 31st. Don’t Forget to Renew for 2017!

2017 NFPA Annual Convention and Policy Meeting Report

It is that time of year again! October is not just for pumpkins and candy, but time for the NFPA Annual Convention! This year,
the convention was graciously hosted by our fellow paralegals of the New Orleans Paralegal Association (NOPA) and held at the
Astor Crown Plaza in the French Quarter. Kudos to NOPA for the years of hard work it takes to put on this convention and
congratulations on a fantastic job!
For those of you who do not know, NFPA was founded in 1974 and was the first national paralegal association. Created as a non
-profit federation, NFPA is an issues-driven, policy-oriented professional association directed by its membership. It is comprised
of 47 member associations and represents almost 8,000 individual members, reflecting a broad range of experience, education,
and diversity. DAPA generally sends the NFPA Primary and Secondary Representatives to represent its members and partici-
pate on the policy floor to vote on candidates running for elected NFPA positions, as well as discuss and vote on agenda topics,
bylaw resolutions, and administrative topics aimed at advancing the paralegal profession. DAPA's delegates cast votes, as agreed
upon and instructed by DAPA’s National Affairs/NFPA Committee and Board of Directors. Want to be part of the decision-
making process that could potentially affect paralegals across the country? Join the National Affairs/NFPA Committee by check-
ing the appropriate box on your application when you renew your DAPA membership in January! Make your voice known!
This year, DAPA was well represented at the convention by NFPA Primary, Laura A. Kehoe, CRP™, and NFPA Secondary,
Cindy Welch, RP®. Other DAPA members in attendance were DAPA President, Debra Albright, DAPA President-Elect, Kelli
M. Smith, CRP™, and Education Vice President and Litigation Section Chair, Candy Ryan, CRP™.
Policy Floor:
This year, several agenda topics were brought to the floor. As expected, there was lively debate. Both
Laura and Cindy took turns addressing the chair (and delegates) at the microphone. Forty-one associa-
tions were represented this year at convention. Results are listed below.
Agenda Topic 1 – Position statement on non-lawyer legal professionals
Per Board direction and NFPA Committee recommendation, DAPA voted in favor. Agenda Topic 17-02 passed, 40 votes for, 1 against.
Agenda Topic 2 – Administrative Topic – update NFPA Procedures Manual regarding Annual Meeting
nominations and election process with regards to “campaigning”
Per Board direction and NFPA Committee recommendation, DAPA voted against as written. Agenda topic failed, 12 votes for, 29 votes against.

Agenda Topic 3 – NFPA develop/issue a position statement supporting LLLT as an expansion of the paralegal profession
Per Board direction and NFPA Committee recommendation, DAPA voted in favor.
Agenda Topic 17-01 passed, 30 votes for, 10 against, 1 abstain.
Agenda Topic 4 – Appoint ad hoc committee to explore ways NFPA could support member associations in addressing the issue
of rogue paralegals.
NFPA Committee recommended voting against as written and the Board agreed. However, with friendly amendments to this
topic, DAPA voted in favor.
Agenda Topic 17-03 passed unanimously, 41 votes for, 0 against.
Agenda Topic 5 – Appoint ad hoc committee to develop a position statement regarding (1) non-attorneys practicing law outside
the scope of state’s laws and regulations; (2) guidance for paralegal educators on unauthorized practice of law; (3) guidance and
education for paralegals performing unauthorized practice of law; (4) guidance for local associations wanting to address paralegal
unauthorized practice of law for adoption by the delegates at at the 2018 NFPA Convention
The Board and NFPA Committee recommended voting against as written. However, after much discussion on the policy floor
and with friendly amendments to this topic, DAPA voted in favor.
Agenda Topic 17-5 passed, 30 votes for, 4 against.
Agenda Topic 6 – Develop Justice Champion Award to recognize a practicing paralegal whose conduct, actions, and activities
demonstrate extraordinary dedication to diversity and inclusion as defined by NFPA’s Position Statement on Diversity.
NFPA Committee was unable to discuss Agenda Topic 6 as written in person due to late submission. The Board recommended
voting against. However, after much discussion on the policy floor and with friendly amendments to this topic, DAPA voted in
favor.
Agenda Topic 17-04 passed, 33 votes for, 4 against.
Annual Awards:
Every year, the Saturday Awards Luncheon is very well attended. Attendees are excited
to see who wins NFPA’s prestigious awards and scholarships. DAPA can boast its share
of award recipients, and this year is no exception! Congratulations to KaTina Whitfield,
ALP, CRP™ on receiving NFPA’s Paralegal of the Year!
Elections:
This year, several national board positions were up for election. The results are as follows:
NFPA VP/Director of Membership: Yvonne DeAntoneo (re-elected - uncontested)
NFPA Vice President and Director of Marketing: Lisa Lynch, CRP™ (re-elected - uncontested)
NFPA Vice President and Director of Professional Development: Mindi Schaefer, M.S., RP™, OSBA, AACP
(elected)
Region II Director: Mianne Besser elected by Region II (re-elected - uncontested)

President’s Challenge:
The President’s Challenge is a goal set by the current president for all member associations. President,
Valarie Wilus, RP®, PaC.P., did not waste any time announcing her goals and raising the bar for this
year’s challenge. She would like for every association to bring in ten new members (easily attainable for
DAPA), two new RP’s and four new CRP’s by the time of the next convention. Will you help us attain
that goal and get your certification?
DAPA exceeded the President’s Challenge from last year and received special recognition on the policy floor
for having the most new RP’s (4), most new members (85), and most referrals to NFPA!
Did you know that NFPA’s Annual Convention is open for all members to attend? It’s true! Want to
get involved? Start out by volunteering to be on DAPA’s National Affairs/NFPA Committee. This is a
great way to have your voice heard at the national level. Then, join your DAPA delegates and other
DAPA members at convention.
It was an honor to represent DAPA at convention this year. What a wonderful experience! Again, remember that NFPA’s An-
nual Convention is open to every member. Come experience it for yourself. Mark your calendars for October 25-28, 2018!
Next year, the convention will be held in beautiful Seattle, Washington, and we hope to see you there!

NFPA News
REPORTING PRO BONO and COMMUNITY SERVICE HOURS
We are excited to announce that pro bono and community service reporting is now set up through your member login on the NFPA website.
1. Go to the NFPA website ( www.paralegals.org ) 2. Sign in with your email and password 3. Once logged in, go to the Pro Bono tab and select “Reporting Pro Bono and Community Service Hours”
4. The form will auto fill your name and individual information that was provided to NFPA by your local association. 5. Complete the form and submit.
The reporting period will remain July 1st through June 30th— so get your time in to NFPA!! Please report pro bono hours on a quarterly basis so that the NFPA Liaison to the ABA can share your service hours and
projects with the ABA. NFPA’s Model Code of Ethics and Professional Responsibility and Guidelines for reinforcement state that:
