Since then, the bid packages have gone out to three potential general contractors and, by the first week of July, we should have the actual firm bid numbers. Vice President Dave Wilkes followed up that presentation with more information on the preferred lender’s (Cardinal Bank) loan terms and the impact of proposed assessment (which we will vote on at the July 11 th General Membership Meeting) on retiring the debt. Both Power Point presentations have been emailed to the members and also are on the Club’s website. After discussion at the June meeting, and in response to concerns about the size limitations of our Ballroom, it was decided by the Board to move the location of the Monday, July 11th Regular General Membership Meeting to the Holiday Inn & Suites at 625 First Street in north Old Town (across from the former Giant and at the same hotel where the 2014 meetings were held). The room has been rented from 7PM until 9:30PM. The meeting will begin at the regular time, 7:30PM. The announcement of the date and location of the meeting is on the website and has also been sent to the membership by eBlast.     FROM THE HELM President Richard Banchoff At the June 6th General Membership Meeting, Donnie Simpson and Mark Poskaitis, and the Owner’s Rep, Jim Wilson and Casey Frazier, presented a wealth of information relating to progress on the permitting and bid package front, as well as their final total budget estimate for the project ($9.289 Million).     EDITOR’S COMMENTS Eleanor Criswell This month’s newsletter features the upcoming vote to authorize up to $4.5M of debt for the new clubhouse. President Banchoff’s column explains the rationale for the debt and urges members to vote at the July 11 monthly meeting or during extended voting hours on July 12 and 13. At the June general meeting, a member spoke out that some members aren’t getting the newsletter. The newsletter goes out 4 ways. One, it is emailed to every email address we have. Two, we have a hardcopy mailing list of about 110 members who need or just prefer to read the newsletter in hardcopy. We don’t want to send hardcopy to the entire membership because of the mailing costs, but if you want to be added to the snail-mail list, let me know. Three, we put 25 copies of the printed newsletter in the Tap Room; you can read it and return the copy or feel free to take it with you. Four, all newsletters are archived at the club website. Everyone should be getting it; if not, please let me know. I am off to Europe for vacation in late July-early August. So, August’s The ODBC News will come out in mid-July with President Banchoff’s column and not much else. Things will resume as usual for the September issue.

    OLD DOMINION BOAT CLUB

    RESOLUTION OF THE MEMBERS APPROVING AMENDMENT TO CONSTITUTION

    The members of the Old Dominion Boat Club (the “Company”), at the regular meeting held on July 11, 2016, and recessed and continued on July __, and recessed and continued on July __, with a quorum present, upon proper notice in accordance with Virginia Code §13.1-842.A.1., adopted the following resolution:

    RESOLVED: That the members hereby approve amendment to the Company’s Constitution by adding the following as a new Article III, Section 14, as follows: “(1) “There shall be an annual assessment not to exceed $400.00 paid by all Active members, payable in advance at $200 semiannually, for the establishment of a Debt Service, Principal and Fees Assessment Fund. With the exception of Life and Golden members for whom dues and assessments are waived under Article III, Sections 4 and 5, respectively, the other classes of membership shall pay the assessment as follows: Nonresident members shall pay 25% of the assessment at $100 per year; Retired members shall pay 75% of the assessment at $150 semi-annually; Senior members shall pay 50% of the assessment at $100 semi-annually; Veteran members shall pay 75% of the assessment at $150 semi-annually; and Limited members shall pay an assessment of $50.00 annually. This Assessment Fund may only be used to pay the debt obligation associated with financing of the construction of the new Club House and Grounds and all funds will be held in a separate account. Once the Assessment Fund has paid all of the aforementioned financing obligations, the Assessment Fund will be terminated with any unspent funds used exclusively for a “Debt Service, Principal and Fees Obligation Document” burning party for the benefit of the club membership and their families.”

    The undersigned Secretary of the Company hereby certifies that the foregoing resolution was duly adopted by written ballot of more than two-thirds of all votes cast at the duly called regular meeting of members with a quorum present on July 11-__, 2016. ________________________________ _________________________, Secretary

    The members of the Old Dominion Boat Club (the “Company”), at the regular meeting of members held on July 11, 2016, and recessed and continued on July __, and recessed and continued on July __, with a quorum present, upon proper notice in accordance with Virginia Code §13.1-842.A.1., adopted the following resolution:

    RESOLVED: That the members hereby approve and authorize the Board to negotiate with Cardinal Bank on behalf of the Company, and to enter into, a loan facility in a principal amount not to exceed $4,500,000.00 secured by a deed of trust lien on and security interest in the assets of the Company under terms generally consistent with the Cardinal Bank Term Sheet dated May 23, 2016 attached as Exhibit A to these minutes, as it may be amended and finalized, and as otherwise satisfactory to the Board in its commercially reasonable judgment. The undersigned Secretary of the Company hereby certifies that the foregoing resolution was duly adopted by written ballot of a majority of all votes cast at the duly called regular meeting of members with a quorum present on July 11-__, 2016.

    Because of the anticipated interest in the resolutions to be voted on at the meeting, and the size and safety limitations of the Ballroom, the location of the meeting is changed to the Holiday Inn & Suites, 625 First Street (between North

    DUES INCREASE WOULD HELP IMPROVE FOOD SERVICE The quality of our member's experience is declining. Let's consider a small dues increase now, so that we can have the budget to fund more staff, better food, and table service, all to improve the quality of our club experience. As a member, I don't see why I should have to wait over two hours to get served on a Friday night. In addition, it would be very nice if we didn't have to bus our own tables, especially when we have guests. A small increase in our regular member's dues of only $20 a month would generate $180,000 in additional annual revenue. That is money we could use to pay for two cooks and servers in the taproom during our peak events. In addition, I am tired of the inconsistency of our food quality. Sometimes it is good, often it is not. Why can't I get a decent omelet at breakfast on the weekends? If we have the budget, we can have more quality help in the kitchen to allow them to put out a consistently better product. A dues increase is inevitable. Let's do it now so we can make our club visits more enjoyable for all. Your thoughts?

    RAISE INITIATION FEE AS SOON AS POSSIBLE The board was supposed to propose an increase in the initiation fee from $500 to $4000 at the June membership meeting, but it never happened. Instead, the board proposed a special assessment that will last at least 20 years dedicated to paying off

    the building loan. The special assessment was perhaps necessary to satisfy potential lenders that we had sufficient income to pay the payments of the building loan. However, it is unfair to the current members to shelve the initiation fee increase. We are paying a legal assessment of about $2500 per member that future members would benefit from but not pay. The most persuasive reason for the initiation fee increase was that it would relieve the present members from some of the cost of the building loan. The $400 special assessment raises about $315K per year from present members. The initiation fee increase would raise about $122K per year from new members. The initiation fee should be increased quickly. Once income from the initiation fee increase can be established to satisfy the lender, the special assessment can be reduced to $275 or less. This will still enable us to pay off the loan in less than 20 years.

    RAISE INITIATION FEE WHEN WAITING LIST ACCEPTANCE RESUMES At the May General Membership meeting, the BOG requested input regarding raising the initiation fee from $500 to $4000. I am against doing that…at this time. I believe the current applicants on the waiting list deserve better. Several reasons have been given for raising the fee; primarily that we are underpriced, followed by, we need additional sources of revenue. Yes, we are underpriced in comparison to other private club fees. And yes, now that the cost of the new club building is $9M+, we do need to not only finance that project, but also discuss maintaining the financial health of the Club for the long term. However, is it fair to arbitrarily raise the initiation fee exorbitantly on the current applicants? I am told that the application states that the initiation fee may be increased at any time. Fine. Most people would think maybe it might double, or even triple. But to octuple? That’s a bazillion percentage increase. It is just not right. When the application process resumes is the time to raise the fee, to whatever; why stop at $4000? There is a private club up the street that has smoking and no view. I understand their fee is up to $20,000.

    RAISE INITIATION FEE AS SOON AS POSSIBLE The board was supposed to propose an increase in the initiation fee from $500 to $4000 at the June membership meeting, but it never happened. Instead, the board proposed a special assessment that will last at least 20 years dedicated to paying off

    the building loan. The special assessment was perhaps necessary to satisfy potential lenders that we had sufficient income to pay the payments of the building loan. However, it is unfair to the current members to shelve the initiation fee increase. We are paying a legal assessment of about $2500 per member that future members would benefit from but not pay. The most persuasive reason for the initiation fee increase was that it would relieve the present members from some of the cost of the building loan. The $400 special assessment raises about $315K per year from present members. The initiation fee increase would raise about $122K per year from new members. The initiation fee should be increased quickly. Once income from the initiation fee increase can be established to satisfy the lender, the special assessment can be reduced to $275 or less. This will still enable us to pay off the loan in less than 20 years.

    RAISE INITIATION FEE WHEN WAITING LIST ACCEPTANCE RESUMES At the May General Membership meeting, the BOG requested input regarding raising the initiation fee from $500 to $4000. I am against doing that…at this time. I believe the current applicants on the waiting list deserve better. Several reasons have been given for raising the fee; primarily that we are underpriced, followed by, we need additional sources of revenue. Yes, we are underpriced in comparison to other private club fees. And yes, now that the cost of the new club building is $9M+, we do need to not only finance that project, but also discuss maintaining the financial health of the Club for the long term. However, is it fair to arbitrarily raise the initiation fee exorbitantly on the current applicants? I am told that the application states that the initiation fee may be increased at any time. Fine. Most people would think maybe it might double, or even triple. But to octuple? That’s a bazillion percentage increase. It is just not right. When the application process resumes is the time to raise the fee, to whatever; why stop at $4000? There is a private club up the street that has smoking and no view. I understand their fee is up to $20,000.

Lil and I planned a move to Fredericksburg last August, and we purchased a new home that was to be built. The home was to be ready in June, and we put our house on the market in April. It sold in about one month, and the new house was finished. I did not have enough time to devote to the Bar with prepping for the move and completing all the aspects of a home sale. That is why I felt obligated to resign. Lil and I decided to downsize, get closer to the NC beach house, and be closer (only 10 minutes) to the grandchildren who live in Fredericksburg. I plan to stay as an active member (Lil may become a non-resident) and return to Alexandria and the Club frequently throughout the year. We are NOT gone forever!!!

  • COMMODORE’S REPORT: A Tale of Boating Safety and Boating Courtesy Bill Gard This month I’d like to describe a boating incident that I witnessed and I want to share my observations. I work one or two days a week at the Mount Vernon Estates Wharf on the Potomac River. The job consists of docking daily tour boats from Washington, DC and Alexandria, VA, and admitting guests from the boats to the Estate. Wharf Masters also manage the arrival and departure of other vessels from the wharf and tell mostly true nautical tales to Estate guests. One recent Friday I looked out on the river and spotted several boats in a cluster, circling around a smaller vessel. They were drifting with the tide, the current and the wind, and all that adds up as an indication of a boat in trouble. I heard a faint call on the Wharf’s VHF Marine Radio on channel 16 – a channel reserved for hailing and distress calls. Someone announced that a sailboat had capsized off of Mount Vernon and they were giving aid. The radio then went silent. There were several small boats in the vicinity and I determined that the boat in distress had enough help, but continued to monitor the situation. After another half hour had elapsed with no apparent resolution, I called the Coast Guard station in Washington DC and reported a boat in distress. They in turn alerted a Coast Guard patrol boat and asked that I advise them immediately if the situation turned life threatening. Meanwhile, several large pleasure craft were cruising up and down the Potomac at roughly 20-30 miles per hour. I tried hailing each of them on Channel 16 to determine if they could help, or at least slow down and not “wake” the boat in distress. Not one of them responded or even slowed down, and their wakes seriously disrupted the rescue attempts. The only defense I can accord those boats is that their radios weren’t on and/or they were not monitoring channel 16. Eventually one of the boats towed the capsized sailboat to the wharf; we righted it, bailed it out, and a boater who had heard our distress calls came to help and towed the sailboat to its homeport. I notified the Coast Guard that the situation was resolved. The boat was a small wooden sailboat, sailing in 15-20 mile per hour winds. It had just performed a downwind maneuver called a “jibe” in which the boom of

    the mainsail swings from one side of the boat to the other. Unless carefully controlled, a jibe is a violent, dangerous event. As the sailboat was tilting from the jibe, a large wake from a passing motor cruiser hit the underside of the boat, swamping it and pitching the captain, his six year old son, and the contents of the boat into the river. Fortunately the captain and his son were wearing their life vests. The captain lost his cell phone and other personal possessions. Then the boats mentioned above came to his aid and all ended well. Here’s how the worst of the incident could have been avoided and precautions could have helped the situation: First, do not go out in heavy weather, especially into a main navigation channel and especially not with crew too young to assist in case of trouble; Second, always wear floatation vests in heavy weather. Trying to stay afloat and right a boat is exhausting work. Third, be aware of all marine traffic in your vicinity. You may have the right of way, but that doesn’t help if the other vessel has limited visibility or needs to stay in a channel. Plus other boaters may not know the rules or care about them. Fourth, buy a marine radio, fixed or portable. And keep it charged. The VHF radio above ran out of juice after one call. It could have helped greatly in the ongoing rescue. Fifth, secure all personal items in a floatable, watertight container. A cell phone and portable VHF radio would have helped the captain get assistance. How could others have helped out?

    Have a VHF radio on your boat-- turned on – and monitor the distress channel 16.

    If you see a boat in distress, slow down!! You are responsible for your wake and it could contribute to making a moderately serious problem into a disaster.

    Be prepared to give assistance.

    This was an accident that could have been avoided and a situation that probably could have been resolved more readily if that sailor and some passersby had been paying better attention to safety and considerate boating. Here’s what the Club was up to in June: Tiki Bar Although two of our Tiki nights were cancelled due to adverse weather, we have had strong crowds and great music for all events thus far. The Bar Committee debuted Tiki Treats last month, during which we opened the downstairs kitchen and offered a smaller menu to those enjoying the music outside. This satellite kitchen was well-received, and we hope to continue opening it throughout the season. Lawn and Dock With a combination of gloomy skies and high tides, the Social Committee decided to move the Lawn and Dock festivities inside this year. While the party was on neither the lawn nor the docks, the event had a great turnout. Even Jessica Hamilton, a former ODBC bartender, made a guest appearance to sing with the band. Taproom I would like to thank all members for their patience, understanding, and willingness to assist as we diligently work to hire right and stay right. Luau Tickets are now on sale in the Taproom. Tables are assigned, so be sure to grab your tickets early! June Celebration Alert!

  • ODBC CUP INVITATIONAL REGATTA COMING UP IN AUGUST By Mike Bohn

    The Old Dominion Boat Club will host the first ODBC Cup Invitational Regatta on Saturday, August 20, 2016. The event will reflect our continuing tradition of promoting water sports and sportsmanship on the Potomac River, a proud custom that began with the club’s first regatta in June 1885. We hope to make the ODBC Cup an annual event.

    This sailing regatta will include skippers and crew representing the United States, Great Britain, Canada, and Australia competing in one-design class boats, 7.9 meters in length. Sailors from several Potomac River sailing clubs also will participate in the regatta by racing their boats in spinnaker and non-spinnaker fleets.

    The first of several races of the ODBC Cup will commence on the Potomac River at 10:00 a.m. off the club’s North Dock.

    ODBC will host an opening reception for the international participants on Friday evening, August 19. Following the racing on Saturday, we will present awards to the winning boats and host a cook-out for all racers. ODBC members who wish to attend the Saturday cookout will be able to purchase tickets during the weeks preceding the event.

    FROM THE DECK OF THE SOCIAL CHAIRMAN Bob Waters, Chairman (571-238-5061 [email protected]) The Weather Gods who played havoc with their ever-changing forecasts did not deter our Lawn & Dock Party. In the end we had a beautiful, sunny and dry day. Maybe that’s why we had 167 attendees (51 of whom bought tickets at the door – go figure). The highlight of the day was the twelve boaters who provided appetizers on their deck area. Shout out to Sean Gallagher for his gourmet shrimp. He set the bar for future boaters. Personally, I was partial to the grilled scallops ’n bacon skewers on the north deck. Is anyone getting hungry for next year? The mingling of members/guests with the boaters brought back past memories for many, all thanks to the coordinating efforts of Kim Rogan Weitzel and Chris Marino with the M&B committee. Another thanks to Kim for personally collecting and sanitizing driftwood for table centerpieces along with the other decorations she designed for the event. We will see those driftwood pieces in future events. Thanks for all who attended and especially the social committee members and club staff who made this event happen. Oh, and we can’t forget those fabulous milkshakes provided by Steve Forehand. Hope to see you at our Luau event on July 16th.

    “Feminists might have rocked Lt. Gov. Charles Robb’s political boat Saturday when they protested his appearance at an exclusive male

    private club here.

    But Robb loyalists fear that women’s issues might end up foundering in the wake of the demonstration.

    Robb, who supports the proposed U.S. Equal Rights Amendment and

    other women’s issues, encountered strong opposition from the Virginia chapter of the National Organization for Women and from the

    Virginia Women’s Political Caucus when he spoke at the 100th anniversary of the Old Dominion Boat Club.”

    “I remember when I arrived at the Club that morning the first thing I saw were the “NOW" signs at the foot of King St. There were 6 women yelling about equal

    rights. I approached one and asked her what they were there for. "You don't let women join ODBC. You are all a bunch of MCP's." I tried to explain to her that we had never had a woman apply for membership. She didn't want to hear it.

    When Chuck Robb came they started yelling at him and calling him names and asking where his wife was. "She probably wouldn't come to this women haters

    Club, one of them yelled." Lt. Governor Robb kept his cool and our 100th Anniversary Flag Raising went on without a hitch. We had many members wives in our audience who confronted the protesters and there were many members

    standing on the porch also confronting them.. It was a great day and I was then and am now very proud to be a member of the greatest boat club in the USA.”
