CONSTITUTION ARTICLE I-NAME The name of this Associate shall be SOUTHWEST ASSOCIATION OF MISSIONARY BAPTIST CHURCHES ARTICLE II-OFFICERS The officers of the messenger assembly of this Association shall be Moderator, Assistant Moderator, Clerk, Corresponding Secretary, and Treasurer. These shall be elected annually by the messengers at the annual session. ARTICLE III-OBJECT The object of this Association shall be to furnish a medium of fellowship to the churches composing it and to provide a means of cooperation in their effort to carry out the Lord’s Commission to His Churches. ARTICLE IV-MEMBERSHIP This Association shall be composed of such regular Baptist Churches as may agree with these principles, and are sound in Faith, Practice, and who desire to cooperate with each other maintaining and extending the Lord’s cause. Section 1. That is any church of like faith and practice not represented by either messenger or by letter for two consecutive years shall be omitted from the listing in the Southwest Association Minute Book. ARTICLE V-MEETINGS Section 1. The Messengers of this Association shall meet in regular session, on Thursday night and Friday, before the fourth Sunday in September, at such place as may be chosen by the messengers, and each church shall be notified of called sessions prior to the time of such sessions, 7:00 P.M. Local Time. Section 2. The annual session of the messenger assembly shall be held by the messengers, from the churches, which compose this Association. Section 3. Each Church and Mission shall be allowed three messengers to represent it in each session of the messenger assembly. Section 4. Each Church shall be the sole judge concerning the qualifications of her messenger or messengers. Section 5. The election of a messenger by a Church of this Association, shall be the authority for the messenger to be seated as such in any session in which he shall be sent, and no group, body, or individual, other than the church which shall elect him or her as messenger, shall judge his qualifications as a messenger. ARTICLE VI – NATURE OF MESSENGER ASSEMBLY Section 1. The messenger assembly shall serve the Churches composing the Association as a medium of cooperative effort in doing these things the Lord commanded them to do. Section 2. The messenger assembly does not posses, neither shall it ever exercise, authority that belongs to the Churches.

ARTICLE VII-DOCTRINAL STATEMENT Section 1. Churches composing this Association must hold to a Doctrinal Statement that will impulse the verbal inspiration of the Bible as the infallible Word of God, the Virgin Birth of our Lord, the death of our Lord as a substitution Atonement for the sin of man, His bodily resurrection and His second coming as the crowning event of this dispensation. Section 2. The Churches of this Association must hold that the Lord commissioned only His Churches to preach the gospel and that Missionaries of the gospel must first be endorsed by the Church of which he is a member. The messenger assembly shall never have the authority to send missionaries or to preach the gospel. ARTICLE VIII-AFFILIATION The messenger assembly has no power to declare an affiliation for the Churches. The affiliation of each Church must be left to the individual Church and affiliation as can be recommended only. ARTICLE IX-DUTIES OF OFFICERS The duties of the officers shall be those that are commonly executed and as may be specified as occasions demand. ARTICLE X-RULES All sessions of the messenger assembly shall be conducted according to standard rules of parliamentary practice and with due reverence to our Lord and with special consideration for the feelings and rights of the messengers of the Churches. ARTICLE XI-AMENDMENTS This constitution may be amended by the Churches in regular session, by a vote of two-thirds of the Churches composing the Association, provided each vote of the Church has been authorized by the Church for which the vote is cast, and provided it is shown in the voting that such amendment is favored by two-thirds of the Churches composing the Association. ARTICLE XII-ORDER OF BUSINESS The order in which business of the messenger assembly shall be transacted in its sessions shall be as follows: 1. Welcome and Response 2. Recognition of new Pastors 3. PROCEEDINGS OF the 68th Annual Session of the Southwest Association of Missionary Baptist Churches

Meeting at Northcrest Missionary Baptist Church, Andrews, Texas 7:00 P.M. Thursday September 19, 2019

Brother Woodside, accompanied on the piano by his wife, Sis. Woodside, led the messengers in singing “Revive Us again” to open the service. Opening prayer was led by Bro. Leland Acker, Life Point Baptist Church, Early, Texas. The meeting was called to order by Moderator, Brother Rusty Denny, Two Grey Hills Baptist Church, Two Grey Hills, New Mexico. The welcome was given by Brother Jerry Bailey, host pastor, Northcrest Missionary Baptist Church, Andrews, Texas. The response to the welcome was given by Brother Dan Holt, Landmark Missionary Baptist Church, Clovis, New Mexico. Special music, “Teach me Lord to Wait” was presented by Mike McAlister. There were no new pastors or missionaries in attendance. Brother Rusty Denny delivered the moderators address to the messengers on the topic of “What Are We Doing?” The text Brother Denny selected was II Timothy 4:3. Bro. Woodside led the congregation in singing “Since Jesus Came Into My Heart”. Bro. Woodside presented a special in music, “God Has Been So Good To Me”. Brother Glenn McCarver, Pastor, Borderland Baptist, El Paso, Texas delivered the Introductory Sermon. His message was entitled “What Can We Do With The Mountains In Our Life?” The text he used was Joshua 14: 1-15. Brother Danny Kennedy, Landmark Missionary Baptist Church, Clovis, New Mexico, extended right hand of appreciation to Brother McCarver for the message. Brother Robert Wallace of Texas Baptist Institute and Seminary presented to Brother Monty Hilliard A Master of Theology Studies and a Bible on behalf of the DuBose family. Brother Woodside was elected as the alternate to give the annual sermon. Brother Denny called for adjournment until 9:00 A.M Friday Morning. Dismissal Prayer was led by Brother Larry Bryant, Landmark NM.

Moderator Rusty Denny called the meeting to order. Brother Nathan Simmons, 58th Baptist Church, Amarillo, Texas, led us in opening prayer. Terry Woodside led the messengers in singing “Foot Prints of Jesus” and “I Have Decided to Follow Jesus.” Brother Rusty Denny called for the missionaries present at the meeting to give their reports. Brother Monty Hilliard led the congregation in singing “Victory in Jesus.” Brother Leland Acker gave the SWAMBC Treasurer’s Report. A motion and second was made to adopt the report. Motion carried. Brother Alan Culp, First Baptist Church, Hermleigh, Texas, presented the enrollment and finance report. Brother John Kight, Cornerstone Baptist Mission, Roswell, NM gave the obituary report. Brother Monty Hilliard presented the LMD funds in the amount of $14,725.94 to Pathway Baptist Church, Odessa, Texas.

Brother Jerry Bailey introduced Brother Woodside to deliver the Annual Sermon. After a special in song, Brother Woodside delivered the annual sermon. He brought an inspiring message from John, Chapter 9: 1-8. Brother Nathan Simmons extended a right hand appreciation to Brother Woodside. Brother Denny called for an offering to be received. Brother Mike Pearson with Texas Mission Builders was nominated to receive the mission offering to help him purchase a new Trailer for his work in this endeavor. Second was made and motion carried. An offering of $337.00 was received. Brother Monty Hilliard led the messengers in singing “Redeemed.” Brother Denny called for the election of officers for the next year. Election of Officers: A Motion and second was made and carried to elect the following officers for the next year:

Report on Women’s Work

"And the Lord God said, It is not good that the man should be alone, I will make him an help meet for him." Genesis 2:18

God created woman to be a helper for man. The help of women is seen in each area of the work of the New Testament church: teaching, singing, cleaning, visiting, praying, serving, encouraging, and any other work of the church. Women should be serving the Lord with their talents.

"...he went throughout every city and village, preaching and shewing the glad tidings of the kingdom of God: and the twelve were with him, And certain women...Mary Magdalene...J oanna...Susanna, and many others which ministered unto him of their substance." Luke 8: 1-3

Many women who were contemporary with Jesus were a "help meet" to Him in the work He was doing. Women in the New Testament church today have the privilege of being a" help meet" to the Lord as we serve in a New Testament church.

Our Ladies' Auxiliaries offer many opportunities of service for women.

Our Southwest District Auxiliary offers women of our New Testament churches opportunities to make new friends, share ideas, pray together, and support shared projects.

Since the last Local Association meeting, the Southwest Ladies' Auxiliary has met 4 times. Our average attendance has been 48. Our offerings have supported the State Auxiliary goal: El Paso work, Bro. Glen Mccarver; Local Association goal: MBSF, Bro. Steven Haney; National Auxiliary goal: France, Bro. Anthony Phillips; and birthday gift cards for the Southwest Association missionary wives:

Ladies Auxiliary Statement of Principles

Article-Name The name of this organization shall be the Southwest District Ladies Auxiliary. Article II-Definition This Auxiliary shall be composed of messengers of the local auxiliaries of the churches, which compose the Southwest Association. Article III-Purpose The purpose of this District Auxiliary shall be to encourage the women of the local churches to be active in all phases of the work in which they have scriptural right to participate and to encourage the establishment of auxiliaries in all Missionary Baptist churches where none exists. Article IV-Time and Place This District Auxiliary shall meet quarterly, on the last Saturday in the first month of the new quarter of the year. The place of each meeting shall be determined by a majority vote of the messengers. Time: 10:00 a.m. Texas time. Article V-Officers The officers of this District Auxiliary shall be: 1. President; 2. Vice President; 3. Secretary/Reporter; 4 Asst. Secretary/Reporter; 5. Treasurer; 6. Asst. Treasurer; 7. Pianist; 8. Asst. Pianist; 9. Song Leader; 10. Asst. Song Leader; 11. Bible and Tract Distributor. Article VI-Election of Officers All officers shall be elected by nomination and majority vote of the messenger body. No officer shall succeed herself more than once in any office. Any officer missing two meetings in succession shall be replaced at the second meeting. Article VII-Duties of Officers The duties of the officers of the District Auxiliary shall be: Section 1. President: The Duties of the president shall be:

1. To preside over all District Meetings 2. To appoint committees as directed by the messenger body. 3. To call special meetings when necessary. 4. To be active in looking after the welfare of the work.

Section II-Vice President: The duties of the Vice President shall be: 1. To preside over the meeting in absence of the President, or when called upon by the President. 2. To assist the President in whatever manner needed in advancement of the work.

Section III-Secretary: The duties of the secretary shall be: 1. To keep accurate records of the proceedings of the meeting 2. To prepare and read reports as instructed by the messenger body 3. To announce special meetings 4. To report through our religious papers the activities of the District Women’s work

Section IV-Asst. Secretary: The duties of the Asst. Secretary shall be: 1. To assist the Secretary in whatever manner needed in performing the duties of that office. 2. To act in absence of the Secretary.

Section V-Treasurer: The duties of the treasurer shall be: 1. To receive and disburse funds as designated. 2. To keep accurate records of all funds taken in and disbursed by the Auxiliary.

Section VI-Asst. Treasurer: The duties of the Asst. Treasurer shall be:

1. To assist the treasurer in whatever manner needed in performing the duties of that office 2. To act in the absence of the treasurer.

Section VII-Pianist: The duties of the pianist shall be: 1. To be at the piano for the opening of each service. 2. To be available when called upon during each service.

Section VIII-Asst. Pianist: The duties of the asst. Pianist shall be: 1. To serve in the absence of the Pianist.

Section IX-Song Leader: The duties of the Song Leader shall be: 1. To open each meeting with singing. 2. To be available when called upon to lead during each service.

Section X-Asst. Song Leader: The duties of the Asst. Song Leader shall be: 1. TO act in the absence of the Song Leader.

Section XI-Bible and Tract Distributor: The duties of the Bible and Tract Distributor shall be: 1. To solicit funds and receive voluntary offerings for Bible and Tract work. 2. To keep the auxiliaries informed about the needs for the carrying on of this work. 3. To supply the auxiliaries with tracts for distribution and to keep them informed of new tracts available

to them for free distribution. Article VIII-Membership Each church shall be entitled to three messengers who have been chosen by the auxiliary and approved by the church. Article IX-Contributions All contributions of this auxiliary shall be raised by voluntary offerings and shall be given to the treasurer for proper disbursements. Section 1-Objects of support. January goal, Local missions; April goal, National project; July goal, Open: October goal; State project Article X-Programs The entertaining church shall prepare the program for each meeting. Article IX-Reports Section I-This auxiliary shall make an annual report of work accomplished through the combined efforts of Women’s Auxiliaries to the messengers of the churches which compose the Southwest Association when convened in regular session. Section II-Personal Service Reports from each auxiliary shall be given at each meeting. Article XII-Committees Committees shall be appointed by the President except when the President requests that they be elected. Article XIII-Amendments These articles of agreement may be amended by a vote of two-thirds majority of messengers present in any regular session. This Statement of Principles has been recopied 1-24-03 after the West Texas-New Mexico District was changed to the Southwest District.

Local Mission Development Fund Information

A MINISTRY OF QUAKER AVENUE MBC, LUBBOCK, TEXAS

PURPOSE

1) The Local Mission Development (LMD) shall serve as a means to help churches and missions fellowshipping in the Southwest Association of Missionary Baptists Churches (SWA of MBC) purchase property, erect buildings, make property improvements, and purchase furnishings and equipment.

2) The LMD shall provide a means for greater participation in mission work on the part of all churches and missions in the SWA of MBC.

3) The LMD shall encourage the sponsorship and organizing of new mission works with the SWA.

MEMBERSHIP

All churches and missions fellowshipping in the SWA contributing to the fund (an offering of one dollar or more) within the year the funds are disbursed, shall by their participation, be recognized as a member of the LMD, with voting privileges.

FUNDS

1) The Quaker Avenue Baptist Church shall solicit, collect and hold all funds until they are disbursed to the determined project. The QABC shall present the LMD ministry to all the churches and missions in the SWA for financial support. The QABC shall maintain open records, receipt all funds, and report regularly and faithfully to all members, and annually to the messengers composing the SWA.

2) Only churches and missions within the SWA that financially support the LMD (within the year) are eligible to request and receive funds.

3) Churches and missions applying for funds should send a written request to QABC, stating the nature and need for the funds. Specific reasons for applying for the funds, the amount of money needed, and what the funds will be used for are required.

4) Members of the LMD shall, by their vote, determine which project will receive the funds at the appointed time. Each member shall be allowed one (1) vote among the churches or missions applying for funds.

5) The applying church or mission receiving the highest number of votes shall receive all funds. In the event of a tie, either the funds will be divided evenly, or the QABC shall cast the deciding vote, at their discretion.

6) The LMD shall not be used for vehicles, parsonages, literature, library materials, operational needs, benevolence programs, mission trips, school or educational programs, ministries, advertisement, etc. In the event of a request for funds for a project not covered in this document, the QABC shall decide if the request is acceptable or unacceptable.

7) In the beginning, the LMD fund shall be awarded at the SWA annual messenger meeting each September. The date and frequency of distribution of the LMD shall be at the discretion of QABC, provided that all funds are distributed within one (1) year.

8) Applicants must have their written requests in the hands of QABC no later than 60 days prior to the SWA meeting. This will allow sufficient time to publicize to all members those who are making applications for the fund.

9) LMD members must send in a written ballot stating which project they are voting for. This ballot must be received at QABC no later than 15 days prior to the SWA meeting.

AMENDMENTS:

This guideline may be amended by vote of the sponsoring church as necessary changes occur. The QABC shall notify all members of the LMD of any changes as soon as possible. QABC welcomes suggestions from anyone fellowshipping with the SWA, and will take their suggestions into advisement.

Christian Education Report

JESUS tells us in Matthew 28:20 to teach all things HE taught us. "Teaching them to observe all things whatsoever I have commanded you: and, lo, I am with you always, even unto the end of the world. Amen."

The ' all things' includes many things such as teaching people how to be soul-winners, the importance of following CHRIST in Scriptural baptism after salvation, serving the LORD in a Scriptural New Testament Church, and many other doctrines.

As parents we have the responsibility of teaching the Bible principles to our children. In the Old Testament GOD told Israel to write HIS Word on their door posts etc.; to talk of them all the time.

How much stress do we as churches and parents put on GOD' s Word? It is very important to speak and live GOD' s Word!

WHAT ARE WE DOING????

The Apostle Paul wrote Timothy in II Timothy 4:3 these words, "For the time will come

that they will not endure sound doctrine; but after their own Justs shall heap to themselves teachers having itching ears; 4. And they shall turn away their ears form the truth, and shall be turned unto fables."

Brothers and Sisters, the time has come and now is. We hear how churches are closing their doors every week of the year. In the last year I received a check from such a church. The "FOOLISHNESS" of the preaching has been set aside in many churches for things more enjoyable such as "singings, concerts, programs that never mention Jesus Christ. Even in the American Baptist Association, many feel that a missionary can go out and establish a church in five years but many churches are stagnant and losing members each year. WHAT ARE WE DOING???

Although our seminaries are expanding their outreach to educate those unable to attend with new courses and great teachers, men are not answering the call to the ministry. Even some that have been in the ministry a number of years no longer study and provide sermons for the world we live in. As one preacher told me, "I DON'T NEED TO STUDY, I KNOW ENOUGH TO TERACH THE PEOPLE I MINISTER TO". There is no excuse for not continuing your education as a preacher because you can go online and be in class learning without attending a seminary! Many are afraid to accept the call, having seen what happens to many pastors. Some that are answering the call are not open to taking on a challenge of a church that is declining but want one with a choir, and a good salary. Bro A J Kirkland once told us in his class that if wanted a big church, go build one! GOOD ADVICE!! WHAT ARE WE DOING???

Many Missionaries are under pressure to preform based one someone's expectations of what could be done in Arkansas without having visited the field in question. I have been in the ministry a "FEW YEARS" and have been involved in mission work. In the 70's we did not have the Macedonian Mission Builders, a travel organizer, facebook, or the ABA news. You had to be a building contractor, a public relations director, a missionary and travel to at least 200 churches per year to raise support while conducting services at the mission every week of the year! Things have changed but churches are not. WHAT ARE WE DOING?

Brethren, it is time we get back to keeping the MAIN THING the MAIN THING! The main thing is the preaching of the Gospel of Jesus Christ. We are not in the entertainment business and are not here to make people feel good. If a lost person leaves a church service "FEELING GOOD" that church is not preaching the true Gospel. A lost person on the road to Hell should be told the truth. We go to the doctor to "feel good". If the doctor is only concerned about us leaving feeling good, he may neglect to tell us of a terminal illness we have. Folks, there is a cure for SIN and it is the BLOOD OF JESUS CHRIST!! WHAT ARE WE DOING???

What we can do with the Mountains in our life Joshua 14:1-15

I. We Can Try To Ignore Our Mounatains (Ex. 3:1 -- 4:17)

A. Who or Why me? (Ex. 3:11, 12)- 1. Moses was asking a question that has crossed many, if not all, of our minds 2. He wanted to know what made him different that God would choose him 3. He probably thought, I am only a shepherd

B. Who are you? (Ex. 3:13-15)- 1. God says, "I AM that I AM." 2. God told Moses it doesn't have to do with who you are but with who I am. 3. The reason why so many people are not committed to God, quite frankly, they do

not know God. C. What if? (Ex. 4:1-9)-

1. What ifs are victory killers, zeal quenchers. 2. Moses was so concerned about what might happen, he didn't hear what God said

would happen. 3. Excuses will relegate us to second best.

D. Our inadequacies (Ex. 4:10-12)- 1. Our inadequacies are not problem for God 2. He made us the way we are 3. If we do not make ourselves available then God's plan for our lives cannot go

forward E. Pick someone else (Ex. 4:13-17)-

1. Moses said no to God 2. God becomes angry at our excuses

II. We Can Try To Run From Our Mounatains (Jonah 1)

A. Jonah Ran from God (v. 1-3) 1. God's message was that Jonah was to go to the city & cry out against them

because of their wickedness 2. It wasn't what Jonah dream job &, he turned down the job offer. 3. Why did Jonah run?

a. It really doesn't matter, because God told him to go. b. Why we disobey God isn't nearly as significant as the fact that we disobe y.

B. God was with Jonah (v. 4-11) 1. Jonah was running away from God, but there's a problem with a God who is

everywhere, you can't get away from Him 2. Jonah apparently thought he was getting away with running from God, but He

wasn't. 3. Jonah began his own personal prayer meeting

a. It was no accident that the lot fell on Jonah. b. Jonah & the sailors were about to learn a very powerful lesson .. it doesn't

pay to mess with God. C. Running Never Works (v. 12-17)

1. Jonah must now face the consequences of his disobedience 2. Jonah knew that had to throw him off the boat

1. They eventually decided that they had no choice & they did it. 2. God's mercy meant that He didn't give up on Jonah

ill. We Can Run To Our Mountains (Joshua 14:1-15)

A. CALEB WAS COMMITTED 1. The first key to Caleb success was that God had all of Caleb that there was! 2. Half-hearted Christians are faint-hearted Christians and they never learn to

conquer the giants in their lives. 3. The man who kneels before God can stand before anybody or anything. 4. All Jesus wants from you is your total commitment. Anything less will keep you

from reaching your Canaan victory. B. V.12 CALEB WAS CONFIDENT

1. What was it that gave 85-year-old Caleb the idea he could be a giant killer? Caleb's confidence was in God's word, v. 10, 12.

2. Caleb knew God had given it to him so he claimed it. 3. It takes faith to win the spiritual victory.

C. CALEB WAS COURAGEOUS- Caleb had to overcome three great obstacles in his quest for his Canaan. 1. He Had To Overcome Grasshoppers - Ill. Num. 13:33 - 2. He Had To Overcome Giants - Ill. Num. 14:8-9 - 3. He Had To Overcome Gray Hairs - Josh. 14:10-11 - 4. When you boil all the fat away, courage can be defined in three letters: YES! 5. All real Christian courage really is, is the willingness to say "Yes!" to what God is

doing in your life. D. V. 14:13-14; 15:13-14 CALEB WAS A CONQUEROR

1. Caleb experienced what God had promised! 2. He climbed the mountains and he defeated the giants - he claimed his possession.

a. The name of the place Caleb inherited was named "Hebron." This means ''Fellowship". 1. Caleb refused to quit until he had obtained everything the Lord has

for him! 2. He refused to stop until he had obtained that place of fellowship with

God. b. That needs to be our battle cry today!

1. We must refuse to give up, back up, or shut up or be held up, until we have stood up, lined up, read up, prayed up, confessed up, stored up, spoke up, looked up, and filled up on everything the Lord wants to give His children!

2. We ought to settle for nothing less than that place of perfect fellowship with the Lord our God!
