FCCMA Annual Conference Features Palm Coast Innovative Program

Last week the Florida Cities/County Management Association (FCCMA) released the program for their annual

conference. Once again, Palm Coast will be a featured community at one of the educational sessions. We have

been asked to present our innovative and successful health insurance program. The description of this session

included in the program is as follows:

Session 2 – Healthcare Costs at BELOW 2010 Levels? How Did Palm Coast do THAT??

Tired of double-digit hikes in health insurance each year, the City of Palm Coast said “enough is

enough!” and crushed the mold to create a new model no one thought remotely possible. Partnering

with an already existing local clinic, the city fixed expenses, established a clinic with no management

fees and pass-through costs, and is now able to provide most routine and preventive health care at

ZERO cost to employees and their dependents. How is this possible? Share the journey to this unique

solution, and you can also leap off the healthcare merry-go-round, rein in costs and provide better

benefits to your staff. This is the second year that one of our innovative, best practice programs has been included in a city manager’s

training session. Our Benefit Team is to be congratulated for a tremendously successful program that is being

recognized by our peers. This type of recognition makes me very proud.

City of Palm Coast honored as a 2015 Healthy Weight Community Champion

This week, the City of Palm Coast was honored as a 2015 Healthy Weight Community Champion by the

Florida Surgeon General, in recognition of the Parks & Recreation Department’s annual Running Series. Now

in its 4th year, the Palm Coast Running Series offers eight runs throughout the year, with 2 remaining this year,

in April and May. For more information about the Palm Coast Running Series, please visit

Utility Staff Participates in Matanzas High School Students “Makeover”

The Customer Service Division of our Utility Department was

invited to participate in a program held at the Matanzas High

School this week. The program was titled “High School

Program Makeover” and it was designed to educate students

about how to budget finances when they get into the real world.

Over 200 students participated and learned how to better

prepare for their future. For more information, see the Utility

2015 Photo Contest Begins

What makes Palm Coast special, to you? Have you captured that moment in a photograph? If the answer is yes,

we invite you to submit your photos to the City’s Find Your Florida 2015 Photography Contest. The contest is

now under way and will run through May 31. Prizes will be awarded, and photographs submitted for the

contest will be used by the City for marketing, promotional, and public relations purposes. The theme is “Find

Operations Division staff overseeing construction of fiber splice at East Coast Florida RR in Bunnell that will serve as our connection to major ISPs in Jacksonville. Several FiberNET customers are already signed up to jump on that high speed connection.

Applications Division made more tweaks and assisted Risk Management in adjusting reports for Workman's Comp.

Applications Division staff began setting up a page on the City's website for showcasing progress on the City Hall construction progress. This page should be live and available sometime next week.

Applications Division staff set up the online registration and photo uploads for the 2015 Photo Contest which opened on Feb 14th.

Operations Division received 150 Track IT’s this past week.

Operations Division staff completed migration to a new file server (H and O drive).

Operations Division staff working on updating the Java issue we are constantly having with Kronos, hoping this one fixes the issue once and for all.

Operations Division staff had issues with our Exchange (Email) server, which caused City e-mail to be down for several hours on Wednesday. Glitch was detected. Microsoft and VM are both involved with our staff and are working on preventative updates.

Operations Division staff working on switching City Wi-Fi users to a new SSID (City wireless network) that will do a better job of handling City Wi-Fi resources.

Operations Division staff continuing the upgrade of City computers to MS Office 2013. It is the latest version of Office and it is our goal to make sure all users are on this version in the next few weeks. (Word, Excel, Outlook, etc.)

Stabilized 250 linear feet of ditch line with hay and seed for erosion

prevention of Section 37 Ditch Rehabilitation.

Inspected 80,965 linear feet of park hiking trails and 325 trail signs twice this

week for pedestrian safety due to inclement weather.

Inspected street lights and reported 6 outages to FPL for repair.

finishing 490 linear feet of sidewalk and installed 200 linear feet of new

vegetative debris left behind by FPL during their Hardening Project for

public safety.

SEMINOLE WOODS MULTI USE PATH

Construction of the Seminole Woods Multi-Use Path began early in 2014, with two phases now being completed along

the east side of Seminole Woods Boulevard stretching from State Road 100 to Citation Parkway with construction of the

third phase underway. The third phase will bring the complete path to Sesame Boulevard by late spring or early summer

of 2015. The remaining phases will be completed in the coming year.

YOUTH LEADERSHIP FLAGLER

Staff hosted Youth Leadership Flagler participants this week at Water Treatment Plant #3. For this session, participants

learned about water production, natural resources and sustainability initiatives in the City of Palm Coast.

RIVER TO SEA TRANSPORTATION PLANNING ORGANIZATION MEETING

In addition, the Planning staff attended the River to Sea Transportation Planning Organization (R2CTPO) Technical

Coordinating Committee (TCC) meeting. Agenda items of interest to the City included approval of a scope of service for

the Belle Terre Parkway/Boulevard corridor study and a presentation from the consultant for the Long Range

Transportation Plan (LRTP). As part of the LRTP process, a public workshop will be held in Flagler County on March 3.

The following is an update since last week for projects in the City from February 12, 2015 through February 18,

2015.

Projects in Survey, Permitting & Design Phase

Old Kings Road Extension 100% City issued comments to the County.

Seminole Woods Multi Use Path Phase 4 40% Survey completed, design is underway.

Seminole Woods Multi Use Path Phase 6 90% Survey completed, permitting submitted to SJRWMD, FDOT,

and Army Corp. of Engineers.

Major Drainage Pipe F-2 Crossing @

Boulder Rock Dr. 50%

Revisions to design, a concrete box culvert continue, will be

re-bid.

L-1 Water Control Structure 50% Design in progress.

BS-2 Water Control Structure 100% Design is 100% completed, currently out for consultant

Stormwater modeling and verifying information.

Sections 1 & 2 Stormwater Modeling 5% Council approved work order 2-3-15 for Singhofen &

Associates in the amount of $46,615.00.

Sections 30 & 34 Stormwater Modeling 50% Survey continues collecting data.

Projects Under Construction

Palm Coast Parkway Six-Laning 62%

Barrier wall construction and grading for widening on the

north side of the parkway continues. In addition, the Utility

has reviewed and approved requested design plan

modifications. Contractor is receiving quotes for a directional

drill contractor. The system has normal chlorine residuals

after new water main was de-chlorinated. New water sample

points will be determined by engineer of record.

Royal Palms Parkway Improvements 36%

One half mile of roadway widening is prepped and ready for

asphalt. Contractor is testing densities and laying lime rock

road base for approximately one mile.

Holland Park 2%

Demolition of existing park features and equipment continues.

Demolition of the concrete roadway exit lane. Surveyor has

established benchmarks and control points.

City Hall 22%

Concrete poured on 2-17-15 for some tilt wall panels.

Forming of remaining tilt wall panels to be completed this

week.

Zero Liquid Discharge - Water

Treatment Plant 2 97% 14 Day performance testing continues at this site.

The Electrician has installed the starters and electrical work

should be completed this week. Pinnacle the manufacturer for

the ozone and oxygen generator is on site testing system

components.

Contractor is Sieg & Ambachtsheer, Inc., in the amount of

$1,078,700.00. Council approved contract 10-21-14, all

permits approved & received. Notice to Proceed set for 3-2-

15.

LO-1 Water Control Structure

Rehabilitation 100%

Contract amount is $387,971.00 with SE Cline Construction,

contractor, project began on 11-19-14. Project completed (2-

4-15) ahead of schedule and on budget. Actuator

commissioned, waiting for SCADA commissioning.

Sec. 37 Tributary 2 Stormwater

Modeling Construction 60%

Work continues by Public Works crews. Project will increase

the storage volume of this drainage ditch running through the

"L" section.

Donation Opportunities: “Doghouse Donation Boxes” are found at all the fire stations in Flagler County. You can drop off donations anytime at your nearest fire station. You can also purchase items via the Amazon.com link on the FHS website and ship them directly to the shelter. Outreach Adoption Events: Save the Date for February 28! FHS will be at the Elan Hair Studio Annual Event with adoptable pets. Stay tuned for further information as the event gets closer. Save the date for the next Jacksonville Mega Adoption Event! Mark your calendar for April 17 – 19. We hope to see you there. In the past week, the department responded to 186 calls. There was one structure fire with minimal damages, one vacant lot fire and one brush fire. EVENT HIGHLIGHT:

Southeast Regional Quidditch Tournament – Held from Saturday, February 28-Sunday,

March 1 at the Indian Trails Sports Complex. Fourteen college Quidditch teams will compete

for the southeast regional title. With snitches, and brooms and circular goals, the weekend will be

enjoyable for players as well as spectators.

ACTIVITY HIGHLIGHT:

American Red Cross Lifeguard Certification Class – Held from March 24-March 27,

under the direction of certified instructors, participants will be taught the skills necessary to be

certified as a Lifeguard. Course instruction includes first aid, CPR and AED instruction. Those

who successfully complete this course will have the opportunity to apply for positions available

at the Frieda Zamba Swimming Pool.

Creepy Crawlers – Saturday, February 28 beginning at 9am at the Linear Park classroom.

Youth between the ages of 6-9 years will learn about spiders, caterpillars, butterflies, ants and

Re: Week in Review

Temporary modification of the disinfection treatment procedure began on Monday and will continue

through March 22nd. Customers may notice an increase in the taste and odor of chlorine in their

drinking water during that time.

The average water demand for the week was 6.629 million gallons per day; the average wastewater

flow was 5.944 million gallons per day.

The Customer Service division was invited to participate in a program held at the Matanzas High

School on February 13th. The program was sponsored by VyStar titled, “High School Program

Makeover”. This program was designed to educate students about how to budget finances when

they get into the real word (see page 2).

This week 185 utility customers were shut off for non-payment

Crews installed 10 new domestic water meters, 1 new pep tank and replaced 1 existing tank. .

Wastewater crews continued working on relocating air relieve valves (ARV’s) to make way for the

Seminole Woods Multi-Use Path project. Also replaced existing, failing ARV’s on the 8” force

main on Old Kings Road.

Inflow and Infiltration crew inspected, via CCTV, 11,747 feet of gravity sewer pipe; cleaned 4,175

feet of gravity sewer; and inspected 49 manholes.

The manufacturer of new equipment to dewater sludge piloted their equipment at the Wastewater

Treatment Plant (WWTP) this week. The PW Technology Screw Press was tested and successfully

produced similar cake solids as the existing centrifuge while being less labor intensive operation and

significant less power usage. This unit may be considered for WWTP #2.

Water Treatment Plant #2 Zero Liquid Discharge (ZLD) Project – Water Operations and plant staff

continue to work with the Engineer and Contractors to “dial-in” the systems during the 14 day

performance test.

Water Treatment Plant #3 Concentrate Treatment Project – This project is on schedule; initial testing

of the ozone equipment is to begin next week.

Completed 73 pep maintenance and 58 service orders and replaced 15 pep pumps. There were a total

of 18 sewer service calls after hours.

UTILITY DEPARTMENT – WEEK IN REVIEW

FEBRUARY 19, 2015

The Customer Service division participated in the “High School Program Makeover” held at

Matanzas High School. Cynthia Schweers, Customer Service Manager and Kim Small, Customer

Service Supervisor manned a booth for the day-long event to help students prepare for the financial

challenges they will experience when they graduate.

The program had over 200 students participate and it really hit each student and seemed to open their

eyes to what’s necessary to prepare themselves for in the future. It also gave them a better

understanding of what their parents go through each month.

Customer Service staff was proud to take part in this very important exercise, enjoyed the experience

and hope to be invited back in the future.

It was a fantastic way for students to learn that when

they look to the future, they need to be able to learn

how to budget for rent, mortgage payments, utilities,

cell phones, insurance, daycare and shopping. The

program was designed so that each student received a

mock career, salary, credit score and also they gave

them life styles for example; a single mom with one

child. Each student had a total monthly budget and

went to each booth to figure out what they needed to

live. The booths included many local companies. The

City’s Customer Service represented utilities, Publix

was representing groceries, Tom Gibbs was the car

dealer, Sunshine Academy was daycare, VyStar did

loans, a local realtor handled housing, and there was a

mall to allow students to buy clothes. There was also a

charity booth that allowed students to donate a portion

of their income to those in need. After each student

figured out the necessities they needed, they had to go

to one final booth called, “Life Happens” where they

picked a card and it gave them an unexpected incident;

for example a child broke her leg so it will cost $200 to

get a cast, students then had to deduct that from their

budget.

City of Palm Coast’s Find Your Florida 2015 Photo Contest begins

Palm Coast – In a photograph, show what makes Palm Coast special!

The City of Palm Coast will hold the Find Your Florida 2015 Photography Contest from Feb. 14

through May 31, 2015. Prizes will be awarded, and photographs submitted for the contest will

be used by the City for marketing, promotional and public relations purposes.

The theme of the contest is “Find Your Florida in Palm Coast.” Winning photos will illustrate

what makes Palm Coast special. Examples of what the City is looking for include: family fun at

our festivals, sports activities, cultural clubs and organizations, and on our parks and trails;

active lifestyle such as walking/running/bicycling, sports, swimming, fishing and boating; and

nature such as beautiful landscapes, wildlife and waterways. The City wants to share what’s

special about Palm Coast!

First, second and third place will be awarded. Gift certificates to local businesses will be

awarded in the following amounts: First Prize, $200; Second Prize, $100; and Third Prize, $50.

Gift certificates will be offered to a variety of businesses, and winners will be able to select from

the list. In addition, honorable mentions will be awarded as determined by the judges. Winning

photographs will be displayed on the City’s website and at City facilities. Winning photographers

will be recognized at a meeting of the Palm Coast City Council.

Photographers may submit up to 20 entries. It is free to enter. Entries must be submitted no

later than midnight May 31, 2015.

Photographs submitted for the contest must be taken in the City of Palm Coast. The

photographs will be used by the City for marketing, promotional and public relations purposes

such as publications, videos and websites to promote the City of Palm Coast. All submissions

will become the property of the City of Palm Coast.

River to Sea Transportation Planning Org to hold March 3 workshop in Palm Coast Palm Coast – As a part of the metropolitan planning area of the River to Sea Transportation Planning Organization, the 2040 Long Range Transportation Plan being created by the River to Sea TPO will include the City of Palm Coast. City of Palm Coast honored as a 2015 Healthy Weight Community Champion

Palm Coast – The City of Palm Coast has been honored as a 2015 Healthy Weight Community

Champion by the Florida Surgeon General – in recognition of the Parks & Recreation

Department’s annual Palm Coast Running Series.

The Surgeon General of the Florida Department of Health’s "Healthiest Weight Florida"

campaign is a public-private collaboration to help Florida's children and adults make informed,

consistent choices about healthy eating and active living. The Flagler County Health

Department supports initiatives that promote healthy weight, said Nurse Practitioner Amy

Coopersmith, who is the department’s Healthiest Weight Coordinator.

Coopersmith and Patrick Johnson, health officer for the Flagler County Health Department,

presented the award at Tuesday’s Palm Coast City Council meeting.

“The Palm Coast Running Series offers runners and walkers of all ages and ability an

opportunity to participate on courses that explore our city,” Cooper-Smith said. “The events take

participants through parks and trails and even the airport runways. Sometimes we even run at

night. The series includes distances that range from 3 miles to 13, and each race also

encourages children to participate in a fun run.

“The Running Series encourages citizens to live a healthier lifestyle by making exercise

convenient and fun,” she said.

The award was accepted by Palm Coast Parks & Recreation Director Luanne Santangelo, who

thanked the Department of Health for the honor and the City Council for its support of the

Running Series.

“Thank you, Mayor and City Council, for your vision in creating a true city of parks and trails that

encourage people to get out and be healthy,” Santangelo said.

Mayor Jon Netts also thanked the Flagler County Health Department for its service to the

community. “You do a great job,” Netts told Johnson and Coopersmith.

Now in its fourth year, the Palm Coast Running Series offers eight runs throughout the year.

The City operates half of the runs, and partners with other agencies such as Rotary and the

Flagler Sheriff’s PAL for the rest. Kids Fun Runs are offered free for children 6 and under, and

discounts are offered for youth participants (K-12) in the regular runs. Series awards are given
