GOPA is an independent private consult-ing company. On behalf of national and international financing agencies and private industry, GOPA carries out projects throughout the world in the fields of con-sulting, management and training. Its legal and financial independ ence ensures that client interests are proper ly safeguarded. GOPA’s activities are directed from its head office in Bad Homburg, near Frankfurt am Main, Germany.

The success of the company is mainly attributable to its policy of upholding three principles: integrity, quality and social responsibility. The company has put in place its own set of corporate policies on conduct, child protection, the environment and HIV/AIDS, and is a member of the German humanitarian foundation “Remembrance, Responsibility and Future” and Transparency International, a non-governmental organisation devoted to combating corruption.

In October 2011, GOPA established a Supervisory Board. The members are leading personalities in the fields of business, politics and development cooperation. The tasks and responsibilities of the Board are to provide strategic advice and to control company operations.

GOPA has over fifty years of experience in designing and implementing technical assistance projects in developing and transition economies. Its main areas of competence are: education and employment promotion; governance and economic development; infrastructure development; monitoring & evaluation/quality; rural development and environment as well as statistics.

GOPA has established a significant reputation for winning contracts financed, among others, by the European Commission, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), the KfW Development Bank, the Millennium Challenge Corporation, the World Bank, the Asian Development Bank and the Swiss Agency for Development and Cooperation. Together with its group companies, GOPA is Germany’s leading development consultancy and member of one of the strongest consulting groups in Europe.

Since 2004, GOPA has been applying a certified quality management system which, as of 15 March 2016, meets the demands of DIN EN ISO 9001:2015 norm. The company is certified by DNV GL Business Assurance.

GOPA’s highly trained staff members ensure that services are always provided in a reliable and professional way. Cur-rently, the company has a personnel com-plement of 150 and is working on a retainer and/or freelance basis with numerous specialists, all of whom enjoy an excellent international reputation. Indeed, GOPA’s main assets are its employees: their com-mitment, knowledge and multi-cultural experience allow the company to offer a comprehensive range of consulting services.

GOPA invests in its personnel through regular in-house training courses and intensive exchange of experience with leading German and European institu-tions. In particular, the majority of staff members have been trained in EC/EDF procedures and GIZ’s management model “Capacity WORKS”.

Since its founding in 1965, GOPA has success fully implemented more than 3,500 projects in more than 130 countries. Continued decentralised presence through local structures is indispensable for effi-cient project development and implemen-tation. Currently, GOPA is carrying out over 160 projects in more than 80 coun-tries and maintains project offices in all locations.

Although the technical competencies of GOPA and the GOPA Consulting Group deal with the whole spectrum of development issues, GOPA has recognised the high importance accorded by both developing countries and donor agencies to the following areas:

Each of the company’s five technical departments takes the lead for entire project cycles, from expressions of interest and bidding, to project implementation and administration. This lean organisational structure and flexible, project-oriented management ensure the most effective allocation of company resources.

As of April 2017, the company “GOPA Group Service GmbH” is bringing together GOPA’s five internal service units (Admin, Accounts, Business Development Support, HR and IT).

GOPA – Gesellschaft für Organisation, Planung und Ausbildung – is entered as a limited liability company (GmbH) in Bad Homburg’s commercial register (HRB 7361).

In 2016, GOPA had a turnover of EUR 69,7 million and incoming orders of EUR 58 million. As at 31 December 2016, the orders in hand amounted to EUR 119 million. The company has a personnel complement of 145, including about 80 consultants.

The balance sheet for 2016 is EUR 36.7 million with an equity share of 59.1%. The nominal capital of EUR 2.0 million is fully paid up.

Company shareholders comprise the management and the Commerzbank Group, which owns 24.77% of GOPA’s shares.

In 2016, the turnover of the companies that belong to the GOPA Consulting Group totalled EUR 168.3 million. The Group currently employs about 700 staff members.
