PLANS Approve the submission of the Long Beach Unified School District's Special Education Annual Service Plan and the Special Education Annual Budget Plan, according to California Education Code, Section 56205 (b) (1) and (2). The plans are a yearly requirement of the California Department of Education. This submission is for the 2017-18 school year. The Annual Service Plan describes the full continuum of options/services offered to all students with disabilities from birth to age 22. The plan demonstrates that all individuals with exceptional needs have access to services and instruction appropriate to meet their needs as specified in their Individualized Education Programs (IEPs). The Annual Budget Plan identifies expected expenditures for all items required, including, but not limited to, the following:

• Funds received in accordance with Chapter 7.2 • Administrative costs • Services to pupils with severe disabilities and low-incident disabilities • Services to students with non-severe disabilities • Supplemental aides and services to meet the individual needs of pupils placed in regular

classrooms and environments • Regionalized operations and services • Direct instructional support by program specialists in accordance with Article 6

These plans may be revised during the fiscal year according to the district's Special Education Local Plan and the District's policy making process. Both plans, as well as a list of locations where services are provided, are available for review in the Office of School Support Services. 2. APPROVE COLA BUDGET ADJUSTMENT REQUEST FOR HEAD START AND EARLY

HEAD START Approve the submission of a Cost of Living Adjustment request for the Head Start and Early Head Start program, resulting in a 1.0% increase of $165,679 for Head Start and $23,668 for Early Head Start. The requested funds will be made available by the Administration for Children and Families to the LBUSD Head Start/Early Head Start program during FY 2017. 3. RATIFY CALIFORNIA DEPARTMENT OF EDUCATION CARL D. PERKINS FUNDING

Ratify Carl D. Perkins district funding grant application for the 2017-2018 school year which will provide continuous support for high quality career technical education programs at the school sites. The proposal continues the ongoing focus on coordinating coherent course sequences and career pathways, engaging industry advisors as strategic partners, and expanding professional development opportunities for CTE instructors. The district is requesting $589,721 to fund teacher training, instructional materials, and other related expenses. 4. APPROVE LONG BEACH UNIFIED SCHOOL DISTRICT’S CONSOLIDATED

A diverse advisory committee provided feedback on the plan. Furthermore, the District Community Advisory Committee, the District English Learner Advisory Committee, and many other stakeholder groups reviewed and commented on plan components. CATEGORY: New Business Items Reason for Board Consideration: Action__ Fiscal Services Date: June 20, 2017 BACKGROUND The Board is requested to approve the proposed 2017-18 Budget, which projects revenues and expenditures for 2017-18 and the two succeeding years. Education Code Section 42127 requires that the Board each year hold a public hearing, adopt a budget, and file the budget with the Los Angeles County Office of Education (LACOE) on or before July 1. REVENUE The District’s proposed budget contains revenue assumptions included in the Governor’s May Revision related to the state’s K-12 funding model, the Local Control Funding Formula (LCFF). The LCFF creates base, supplemental and concentration grants based on the district’s population of students. Under the LCFF model, the State has set a per-ADA funding target to be reached. Each year, the difference between current funding and the target, the “gap,” is calculated. The availability of state revenues each year then determines the percentage of the gap to be funded. The current state budget proposal would fund 43.97% of the calculated gap in 2017-18, 71.53% in 2018-19, and 73.51% in 2019-20. Under the current gap funding proposal, in 2017-18, LCFF funding for the District is projected to be $700 million, an increase of $7.3 million from 2016-17. LCFF funding is projected to be $713.5 million for 2018-19 and $717.1 million for 2019-20. EXPENDITURES The proposed expenditure budgets include allocations for the supplemental and concentration portions of LCFF, along with step and column increases for personnel, proposed district contribution percentage increases to STRS (State Teachers Retirement System) and PERS (Public Employees Retirement System), health benefit increases and increases for expenses such as utilities. ENDING BALANCE The total general fund ending balance for 2017-18 is projected to be $174.1 million. The unrestricted ending balance for 2017-18 is projected to be $154.5 million. It is recommended that the Board of Education continue with commitments of $55.6 million of the unrestricted ending balance.

This Act temporarily increased the state sales tax rate for all taxpayers for 4 years from 2013-2016. It also increased the personal income tax rates for upper-income taxpayers for 7 years from 2012-2018. These higher income tax rates were extended for 12 more years through the end of 2030 with the passage of Prop 55 in 2016. The Proposition 30 initiative was intended to minimize deeper cuts to school agencies and other state-supported programs in California. Proposition 30 added Article XIII, Section 36 to the California Constitution, which created in the state General Fund an Education Protection Account (EPA) to receive and disburse the revenues derived from Proposition 30. Revenues generated from Proposition 30 are deposited into the EPA and distributed to school districts, county offices of education, charter schools and community college districts based on the proportionate share of the statewide revenue limit (unrestricted general fund) amount. Requirements

• EPA revenue is deposited into the Standardized Account Code Structure Resource code 1400. Qualified expenditures must be made against these funds.

• Each year, from 2012-13 to 2018-2019, the Board of Education must approve a

spending plan for the EPA funds. The spending plan must be approved at the time the budget is adopted.

• EPA funds may not be used for administrative costs, including salaries or benefits of

administrators.

• Each year the District must publish on its website the amount of EPA money received and how it was spent.

• An annual audit will be required to verify that EPA funds were spent in accordance with the requirements of Proposition 30.

WHEREAS, the governing board of the district shall make the spending determinations with respect to monies received from the EPA in open session of a public meeting of the governing board;

WHEREAS, the monies received from the EPA shall not be used for salaries or benefits for administrators or any other administrative cost;

WHEREAS, each community college district, county office of education, school district and charter school shall annually publish on its Internet website an accounting of how much money was received from the EPA and how that money was spent;

the borrowing fund. 5. Borrowing shall occur only when the fund receiving the money will earn

sufficient income during the current fiscal year. 6. The amounts borrowed shall be repaid either in the same fiscal year or in the

following fiscal year if the borrowing takes place within the final 120 calendar days of a fiscal year.
