Welcome / Introductions Andrew Fletcher welcomed the group and round table introductions were made.
M. Agema shared that Georgian college hosted Cultural week last week, reporting it was very successful.
P. Whittington shared that March 21st Georgian College, Barrie, will be hosting Newcomers Navigating New Careers evening.
E. McIntosh shared that Contact recently hired a housing first case worker, for the Alliston, Bradford, and New Tecumseth areas. S. Lee asked if translation was included and E. McIntosh indicated that it would be if the need arouse.
I. Pavick’s company is having a diverse pot luck on Friday with his staff. B. Lamba will be not be with the United Way as his term is ending.
D. Brown shared that Social Enterprise Canada has received funding, using video technology to connect with newcomers through libraries. Immigrants will be able to access services through direct video connection to staff.
Other Business & Community Updates o In February the YMCA tripled the amount of clients served in settlement services. o L. Wild shared that the annexed land in the south end of Barrie will be developed
including low cost housing units.

Discussion of meeting times. There was consensus in the upcoming year for Wednesday on the third Wednesday of the month.

Most members expressed desired to extend current term and also have an expression of interest including extending an invitation to service clubs (Rotary, Lions. Kiwanis) and the health sector. Discussion that there should be only one representative from each sector and include more representation of immigrants. Ask each member if they wish to renew their term and if not then send out an expression of interest for that position. S. Lee shared the committee of the whole report that went to council on March 14th about the new IRCC Agreement. P. Whittington asked if a municipal presentation to each municipality could be beneficial. Discussion about a presentation or a letter to County Council.

S. Lee shared the recently released Census Data M. Agema asked is the immigrant growth is the same as population data. S. Lee shared that language data (August) and immigration data (fall 2017) will provide a more complete understanding of immigration growth. P. Wittington asked if we know when the data is released can we have press release. S. Lee shared that the LIP has a plan to produce an up to date fact sheet and media release. B. Lamba shared that human interest stories would be more
impactful to the average person. More interest on human interest will produce better results rather than straight data.

Shared the attached report, focusing on the Newcomer Recognition Awards sponsorship package. R. Griffiths will send out the package electronically to share with the groups contacts.
Market Place Video & Discussion http://www.cbc.ca/marketplace/episodes/2015-2016/the-trump-effect The group watched the Marketplace video. L. Wild read the response that Mayor Lehman wrote to CBC. To date, CBC has not responded. E. Cudan asked what the group what was the first thing you thought of. E. McIntosh shared that she felt it was an accurate snapshot of what is really happening in the community.
The Pledge - #ITSTARTS R. Holt shared the details of The Pledge and how the Council can participate. Members will have an opportunity to video their own Pledge at the next LIP meeting on May 10th. Request that each Council member share with their organizations and seek options to support the pledge campaign. She shared the changes that will be made to the pledge card. It’s an opportunity for Simcoe County to START a conversation, a movement, a change. Suggestion to include media to support the pledge as a positive news story to portray in local news. Social media campaign will be included in the event.
Community Projects
Library Project – R. Sawyer provided an update on the Library’s Immigrant Hub Project that is currently working on the second stage of the project. Libraries deliverables include improved signage and translation of key documents; possibly providing computer courses for immigrants; standardized signage and logo, promotion campaign, develop a list of suggested books for children’s story time to help with diverse thought; culturally inspired crafts for children in partnership with Early Years programs; cooperative international book club that can rotate around the library’s; develop information sheets in different languages; computer classes; mentorship programs; develop culturally specific calendar.
Poverty to Employment Project - L. Woodrow provided an update for the project in T. Nicholson’s absence. Workshop training to be held in April and May, 7 workshops are; Accreditation, Cultural Competency, Employer Engagement, Immigration 101, Mentoring, Positive Immigrant Client Outcomes in a Performance management System and Networking. Registrations have been sent out to all Employment Ontario offices. Pre survey has been circulated by Georgian college RAP students and encourage all staff to complete prior to completion of
International Student Recruitment and Retention – the project is wrapping up and the new content will be uploaded to immigration.simcoe.ca by March 31. Further updates will be provided at the next meeting

County of Simcoe – Local Immigration Partnership
Terms of Reference
INTRODUCTION
Local Immigration Partnerships (LIPs) provide a collaborative framework for the
development and implementation of sustainable local and regional solutions for
successful integration of newcomers to Ontario, and locally Simcoe County. Successful
integration for newcomers means a holistic approach by stakeholders to include
immigration in their overall planning agenda. Communities will ultimately benefit from
the social and economic integration of newcomers in their communities. It is important
that community stakeholders consider the impact of immigrant settlement in their own
strategic planning processes in order to plan for long term community needs,
specifically related to labour force needs, economic development, population increases
and tax payer stabilization. As additional immigrants settle in the Simcoe County area,
education, health care, human services, and communication support systems will be
impacted and require change in order to support new demands.
BACKGROUND
In 2008, Citizenship and Immigration Canada (CIC), in partnership with the Ministry
of Citizenship and Immigration (MCI), funded the development of Local Immigration
Partnerships (LIPs). There are currently 35 LIPs across Ontario.
In April 2011, the County of Simcoe entered a contractual agreement with CIC (now
IRCC) for a LIP in this part of the province.
In October 2012, the Simcoe County LIP published the Community Settlement
Strategy
In 2016, the County of Simcoe published a Progress Report on the implementation
of the strategy
The Simcoe County LIP is now in its sixth year of operation.
EXPECTED OUTCOMES: WELCOMING COMMUNITIES Working with community leaders, the Local Immigration Partnership engages in activities to
support the following outcomes:
Enhanced engagement of a diversity of members in settlement and integration of
newcomers
Broad-based partnerships developed for planning and setting community priorities
Community and newcomer needs assessed in a coordinated manner, and enhanced
awareness of needs among a wider array of local actors
Increased capacity to support the integration of newcomers and foster welcoming
communities, including welcoming and receptive labour markets at the community level
Enhanced responsiveness of non-settlement services to the needs of newcomers and
communities
Improved coordination of services at the community level and thereby enhanced
accessibility and uptake
Sustaining partnerships at the community level
Improved outcomes for newcomers (social, economic, political)
The Partnership Council will consider, make recommendations, and support actions that
further the implementation of Community Settlement Strategy and subsequent priorities
identified by community stakeholders.
PROJECT DELIVERABLES (due to IRCC)
2017/2020
Partnership Council:
Renewed Partnership Council and develop newly formed sub councils and
working groups.
The LIP Partnership Council will meet on a regular basis to focus on the
implementation of the action plan.
Terms of Reference: An updated Terms of Reference is to be created and
agreed upon.
Implementation of the strategic plan:
Readiness – Strengthen basic public services to promote retention by attracting
and retaining newcomers to the Simcoe County area by developing dynamic
public services that meet their needs.
Opportunity – Promote employment and business opportunities by attracting
immigrants to Simcoe County to meet labour force needs and match economic
opportunities.
Celebrate – Demonstrate a supportive environment and celebrate diversity by
attracting and retaining newcomers by appreciating and celebrating cultural
diversity.
Inspire – Empower newcomers to contribute to local leadership capacity by
retaining newcomers and immigrants by inspiring them to lead in their
communities.
The Local Immigration Partnership (LIP) consists of both a project management team and a
Partnership Council. The roles of both groups are described below:
PROJECT MANAGEMENT TEAM (Secretariat)
The project management team who are employees of the County of Simcoe and
financially supported by Immigration, Refugees, and Citizenship Canada.
The project management team will be responsible for the following:
Coordinate the activities of the Partnership Council, and working groups, and
provide on-going support;
Support and coordinate the community consultation process and manage
subsequent research derived;
All media relations related to the activities and objectives of the Simcoe County
Local Immigration Partnership Council; and
Meet all reporting and financial accountability to Immigration, Refugees, and
Citizenship Canada.
PARTNERSHIP COUNCIL
The Partnership Council will be inclusive of relevant community stakeholders that meet
regularly to develop a coordinated, comprehensive and strategic approach to settlement
and integration that fits the needs of the community it represents. The Partnership
Council will provide guidance and direction in the implementation of the Simcoe County
LIP settlement strategy and any newly established community priorities.
The Partnership Council shall consist of 25-30 community leaders reflecting the
geographical diversity of the area, consider the needs of immigrants requiring English
and French language services, and consist of a representative from the themes in the
community settlement strategy:
Readiness
Opportunity
Celebrate
Inspire
Additionally, the Partnership Council will include members from the County of Simcoe,
including the Library Co-operative, Ontario Works, Economic Development and
Planning, and Social Policy and Planning (Research).
Ex-officio members may include funding organizations including IRCC, Ministry of
Citizenship and Immigration (MCI), the Ministry of Advanced Education & Skills
Development, and other locally established NGO’s.
Operating Values of Simcoe County LIP Council:
1. LIP Partnership Council shall work for the well-being of all citizens of Simcoe
County.
2. The Partnership Council agrees to participate in an environment that promotes:
equality, acceptance, honesty, accountability and fairness.
3. The Partnership Council must work to support and encourage diversity of thought
and innovative strategies that will ultimately help strengthen the settlement and
integration of newcomers/immigrants in Simcoe County.
4. Partnership Council members agree to be supportive champions of the Simcoe
County Local Immigration Partnership at Partnership Council meetings, within their
organization/association and within the community.
5. Partnership Council members shall not use their membership for personal
advantage, or the advantage of other individuals.
6. Partnership Council members shall work with other members in a spirit of respect,
openness, co-operation and proper decorum in spite of differences that may arrive
during discussion.
7. Partnership Council members will not divulge confidential information that they may
obtain in their capacity as a Simcoe County LIP Council member.
8. Partnership Council members will have an opportunity to share brief information
updates that impact local immigrants and the local labour market at each meeting.
Members who are interested in sharing information that requires additional time,
may contact the LIP secretariat in the month prior to the meeting to discuss agenda
opportunities.
CHAIR/CO-CHAIR
The Local Immigration Partnership Council will be co-chaired. Should the second co-
chair postion remain vacant, the LIP Project Manager will assume the role of co-chair.
One Co-chair position will be held by the County of Simcoe Councillor appointed to the
Partnership Council on behalf of County Council. The County of Simcoe will seek a
second co-chair, holding a position of authority/influence that aligns with key strategic
goals of the Community Settlement Strategy.
MEMBERSHIP RECRUITMENT
Based upon the letter of interest (LOI) applications, a selection committee established of
members representing the County of Simcoe met to score applications. Using the priority
areas identified, scoring took place based on the following criteria:
Links in the community;
Experience with the strategic planning process;
Capacity to make decisions on behalf of your organization/association;
Demonstrated commitment to community collaboration in pursuit of the vision of the
Simcoe County Welcoming Community initiative; and
Geographical representation of Simcoe County.
Commitment to endorse the Community Settlement Strategy
DECISION MAKING
Simcoe County LIP Council decision making is to be made through consensus. A
settlement strategy that is reflective of the needs of Simcoe County newcomers means
valuing the input of all members without showing favoritism to one particular sector.
Input and ideas of all members are to be gathered and a final decision acceptable to all
will be carried.
All recommendations will be taken into consideration along with information gathered
from other sources such as literature review, community consultations and data
analysis. In the event that a consensus cannot be reached, a decision shall be made
through a vote, majority ruling. In this situation, the LIP secretariat will work with
members to develop a proxy voting system for absent members.
Organizations/associations with more than one representative present shall only have
one (1) vote.
TERM
This term of the Simcoe County Partnership Council will be covered until March 31,
2020. The term of service will be reviewed at that time, pending further financial support for
this initiative after March 31, 2020. Should at any time a vacancy become available, or should
an area of focus be under represented, the LIP Council will seek candidates for the
Partnership Council vacancy.
RESIGNATION
Any resignation should be tendered in writing to the chair/co-chair. The chair/co-chair
will proceed to secure a replacement for the remainder of the term.
To ensure a level of consistency, LIP council members may be asked to resign should a
period of 3 meetings be missed.
MEETINGS
The Local Immigration Partnership will meet five times per year. A schedule of
meetings will be distributed to Partnership Council members following initial consultation
and feedback from members.
QUORUM
A quorum of the Simcoe County Partnership Council will be reached when 50% plus
one of the community stakeholders are present.
The Administrative Assistant will be responsible for tracking quorum, prior to the
meeting. If quorum cannot be achieved, and specific decisions are required, the LIP team will
defer decision making to the following scheduled meeting when quorum can be achieved.
ALTERNATES
Members of the Simcoe County Partnership Council may request approval of one
designated alternate who may attend up to 2 meetings per year on behalf of their
organization/sector representation. The designated alternate should have a comparable level
of authority on behalf of the organization or sector represented, and be able to fully participate
in the Partnership Council process.
RESPONDING TO MEDIA INQUIRIES
Simcoe County LIP Council, sub-council representatives who are approached by the
media should refer all inquiries to the LIP project team. The LIP project team will manage all
contacts with the media and media protocols are detailed in the contribution agreement
between County of Simcoe and IRCC.
CONFLICT OF INTEREST
Conflict of Interest is defined as “someone who is in a position of trust, authority, and
has competing personal and professional interests”.
A LIP Council sector representative will be considered to have a conflict of interest
when the decisions made and / or the actions taken by a LIP Council member / sector
representative in the course of exercising his or her duties affected by, may be affected
by, or could be seen by another party to be having an unfair advantage. This would
include actions that would directly benefit:
The sector representatives personal, financial or business interests; or
The personal, financial or business interests of relatives or business
associates of the LIP sector representative.
Conflict of interest policy for the Simcoe County Local Immigration Partnership Council /
Sub-Council is as follows. All the members are required to comply with the following
guidelines during the process of assessment and / or decision making:
o Members should disclose any areas of conflict or political interest, prior to
becoming council members and should continue to disclose any potential
areas of conflict that may arise later.
o Council members will act in a manner so cautious that the council’s
recommendations will withstand the closest public scrutiny.
o Partnership Council and Sub-Council members must declare any actual,
potential or perceived conflict of interest at any time. Members of the
Partnership Council and Sub-Council groups have a duty to make decisions
solely in terms of the best interest of the community and information provided
should be reflective of the sector they represent. If a decision / assessment
is presented that may directly or indirectly benefit their organizations, a
declaration must be made and LIP Council members should stand down
from voting and discussing that item on the agenda. Members should also
remove themselves from any assessment where a member of a family or
close contact may benefit from.
o When a potential conflict does arise, the member shall immediately advise
the council of the conflict and excuse himself/ herself from the council while
the matter that gave rise to the conflict is under consideration.
o It is expected that the members will not engage in any behaviour or conduct
that may be seen to be an attempt to gain, through their position, or through
their knowledge or contacts gained as a Simcoe County LIP Council
member, any personal advantage, advancement, favour, influence, benefit,
discount or other interest, for themselves, their spouses, their relatives, their
friends, or the organization for which they work.
o Organizations represented on the LIP Council/Sub-Council will not be
excluded in responding to any request for proposal (RFP) process or
community funding opportunity that furthers the work and goals of their
respective organizations and / or the advancement of the vision of the
Simcoe County Settlement Strategy.
o There may also be times when members will be required to treat
discussions, documents or other information related to the work of the
committee in a confidential manner.
o In the event that there is a failure to comply with Code of Conduct guidelines
the chair / co-chair will be responsible for addressing the issue with the
member, and recommending a suitable course of action.
Please note: For this purpose, a relative is defined as a parent, spouse, same-sex
partner, and child.
Conflict Resolution:
Should a conflict arise and an agreement is not possible, at the discretion of the chair (s), the parties can meet individually; call on a third party to mediate or refer to a subject matter expert.
These terms of reference should be reviewed on an annual basis to reflect the changing directions and identified needs of the Local Immigration Partnership.

Local Immigration Partnership Meeting
1. Welcome / Introductions Andrew Fletcher welcomed the group and asked the group to observe a moment of silence in support of the shooting victims in Quebec that occurred on Sunday January 29th.
2. Other Business & Community Updates E. McIntosh – shared that their services are for all community members. S. Cole –Education day on Human Trafficking to be held on June 1st she will share details once they are available. In addition on Feb 11th it is 211 Day, a reminder of the great services 211 offers and a relaunch of their web-site. P. Whittington wondered in light of what occurred in Quebec if we as a Council should be proactive in thinking about strategies. Group discussed. J. McGee – the YMCA Fundraising Team raised funds in Muskoka for literacy support. Some of those funds will be used for an ESL teacher for refugees in Huntsville area. G. Hall – Library Hub coordinator has been replaced.
R. Sullivan – wondered if we need to further discuss what is going on in the United States. Discussion of speaking out against racism and how it is important for each of us to speak out and make it awkward. S. Laycock – Lunch and Learn sold out in Barrie but other locations still have space. M. Aegma – wished the group a happy Chinese New Year. More than 500 international students started at Georgian College in January. Currently the college has approximately 1500 International Students in attendance. T. Khystynko asked if it was known how many students came with their families. M. Agema will look into that and report back at our next meeting.
3. Review of LIP purpose and Terms of Reference
S. Lee discussed the terms of reference as they apply to the survey the LIP secretariat requested.

Also discussed the application for a feasibility study for a multicultural centre. This, potential, funding could also support local Ethno-cultural groups.
International Student Recruitment and Retention videos will be complete and uploaded by March 31; working, living and learning in Simcoe County at Georgian and Lakehead.
Immigration Portal will be moving to mobile friendly platform by March 31, 2017.

Newcomer Recognition Awards - request for anyone who would like to join the working group please contact the LIP secretariat. Cultural Competency Working Group- great, dedicated group moving quickly toward a project to take a step to end racism and discrimination focused on positive action in the form of a pledge. Also shared the #MakeItAwkward. If anyone would like to join this group please contact R. Holt. Suggestion of including the international student (GCSA) it would be great to have a student sit on the working group. S. Cole wondered if there would be a specific ask of each member. R. Holt assured that a defined ask to each sector would be included in the plan, in addition each
Partnership member will be asked to participate. An update will be provided at the next meeting once the Working Group meets again. E. McIntosh wondered about engaging our elected officials both Municipal leaders as well as provincial and federal. S. Lee suggested that we could make a presentation to County Council and we would request some assistance from the LIP Council for these presentations. A. Fletcher requested some preliminary information to let organizations know what is coming.
9. Community Projects
Poverty to Employment (P2E) Project – T. Nicholson updated the group on the new name for the project. Majority of the training will be in April and May. There will be one module offered on Feb 23rd delivered by the YMCA. A curriculum developer for the Job Development Module has been hired with that module being offered in May. Other subject experts will be providing other modules. Complete dates and modules will be available at our next meeting.
Simcoe Muskoka Workforce Development Board Video – S. Laycock Shared SMWDB’s partnership with Bell Fibe in the production of 6 videos; Disability, First Nation, Immigrants, Literacy, Skilled Trades, and Youth. September to November meeting re-cap – R. Holt reviewed the last two Partnership meetings, discussing the direction the Council would like to take in the coming year. Suggestions included:
i. Education for general public of the benefit of internationally trained individuals and understanding that immigrants are not taking away jobs
ii. Employment focused activity. Target to increasing employment opportunities for newcomers.
iii. Can SMWDB have a breakfast and learn session with an immigration focus? iv. If it is going to employment focused then it will be employers. If focussed on
immigrants then it would need to be an evening event. v. A. Fletcher asked the group to refer back to the Terms of Reference to try and
focus and align with the work we want to do. vi. T. Khrystynko – try to attract different areas focusing on areas that have not been
addressed. vii. Discussion of the last symposium was very much around public however do we
need to continue this outreach or do we need to focus on something else. viii. S. Cole specific Cultural Competency would be very beneficial. Such as health
care, education ix. Andrew Fletcher suggested spring would be the role out of the Pledge that it
would be better to stay consistent and stay focused on the same messaging x. P. Whittington suggested that a symposium would be better suited for early 2018
Immigrant Employment Council (IEC) Presentation – S. Lee provided the attached presentation to share information about an IEC and how it correlates with the Settlement Strategy, specifically under the theme of Opportunity.

Next Steps - R. Holt A. Fletcher suggested that once the LIP has reviewed the survey results a clearer picture of direction will be visible.

Mosaic Story – if any member has a story for the Mosaic please contact R. Holt. Suggestion that S. Lee make a request to county Council to reiterate the prime minister’s statement on welcoming immigrants by continuing to provide supports and providing a welcoming Simcoe county through a proclamation of support through Council.

The month of February and March were opportunities to meet with community stakeholders and wrap up fiscal responsibilities and prepare for new budgets. The LIP was advised by the federal government on the notional budget for the next three years of LIP community based planning, and waiting for the final contractual agreement for 2017 - 2020. Data County staff were pleased to receive the first release of the 2016 Census Data for population. Simcoe County’s population grew 7.5% between 2011 and 2016. The national average of growth was 5%, and the provincial average was 4.6%. Many communities in Simcoe County grew at a rapid pace. MIIO – International Students Simcoe County Project stakeholders continued to meet to discuss evaluation, and coordinate the development of new website content and the production of three marketing videos. The new content will be added to the immigration website by March 31, 2017. The immigration website is currently going through a migration of website data to a mobile friendly format. MCI – Multicultural Centre Feasibility The application to the Ministry of Citizenship and Immigration was unsuccessful. County staff are waiting for feedback from the ministry on the application process.
Community Engagement Highlights Best Start Network Presentation: February 22nd, 2017 The LIP provided information to the local network of service providers supporting children under the age of six in our communities. Two additional presentations were requested as a result of content shared during this meeting. Environmental Scan, Adult Learners: February 21, 2017 The LIP participated in an environmental scan on adult learning needs in our area. The research was facilitated by provincial leaders, and the project will be ongoing over three years. Upcoming Activities: Provincial LIP Meeting: March 31, 2017 The Simcoe County LIP will participate in an upcoming meeting with other Ontario LIPs. The meeting will be held in Mississauga. Current agenda items include employment, data, communicating LIP activities/successes, and partnerships with settlement and beyond. Labour Force Attraction Support: April 12, 2017 At the request of EDO, the LIP will support a presentation to newcomers living in the Toronto area in conjunction with recruitment to meet local manufacturing job vacancies in Simcoe County. Should this initiative be successful in attracting immigrant talent, connections will be made with settlement agencies and EO agencies (spousal employment) to meet new residents’ needs.

LOCAL IMMIGRATION PARTNERSHIP ACTIVITY UPDATES: March 20, 2017 SUB-COUNCILS Settlement Sub-Council: During the reporting period, no meetings were scheduled.
Economic Integration Sub-Council: During the reporting period, no meetings were scheduled. WORKING GROUPS
Newcomer Recognition Awards: During the reporting period, the working group met once on March 7, 2017.03.10 The working group welcomed new members from South Simcoe Police and Georgian College (Career and Employment Community services and International Education and Development). Members spent time reviewing the 2016 awards year and ceremony and began to develop a plan for 2017 sponsorship.
Cultural Competency: During the reporting period, the working group met once on March 9, 2017. The working group first met as a joint-committee to review draft pledge documents and review the coordinated plan for media (including social media) promotion. The group subsequently broke into two groups focused on, (1) Leader/Sector Engagement and, (2) Website Development. The first group focused on developing a list of targeted sectors, groups, institutions, etc. that are integral in engaging in the pledge campaign. The second focus group focused on development of pledge website that will support the community in taking safe and purposeful action against racism and discrimination.
