MSUNDUZI’s deputy municipalmanager for community services,Boniwe Zulu, is part of the delegation

lead by the deputy minister for theDepartment of Energy, BarbaraThompson, to attend the Waste toEnergy and Remediation GeniusEnergy project in Italy.

ThemissionstartedonMondayand

it has previously been reported that itwill reach its capacity by 2020.

Generating waste to energy for thislandfill site will consequently reverseits expected closure date.

Last year it was revealed at anExecutive Committee (Exco) meetingthattheestimatedcostfortheMsundu-zi Municipality to close the NewEngland Road site in 2022 will be ap-proximately R149 million. Accordingto the landfill permit, theNewEnglandRoad landfill must not exceed 654metres above sea level. By June lastyear, the landfill was at 625 metres

It was previously reported that thedaily disposal at the site is 700 tons.

DESPITE the adoption of the Msunduzimunicipality’s new fleet managementpolicy in 2012, the municipality isrepeatedly faced with municipalemployees who speed and breakparking regulations while using councilvehicles.

All municipal departments wereinformed of the contents of the policyand consequences of not adhering tothe policy

The recent report on the status ofoutstanding traffic fines for municipalvehicles states that there were 75speeding fines and two parking finesissued out to Msunduzi employeeswhile using council vehicles betweenJuly last year and January this year.

These fines add up to R26 700.The updated report is expected to

be tabled at the Executive Committee(Exco).

In a report tabled at the previousExco meeting, more than six councilvehicles on various occasions hadtraffic offences.

Municipal manager Mxolisi Nkosisaid that a former proxy for the municipality, who resigned in July this year, continues to be bombarded with alltraffic fines for municipal vehicles. Ingeneral, the traffic authorities issuetraffic fines of all registered councilowned vehicles in the name of theproxy of the municipality.

Exco member Judith Lawrence saidthat aside from the payment of the

traffic fines, further action should betaken against offending drivers.

“They are not learning their lesson.Should we impose our own fine againstthem for bringing the municipality intodisrepute?” asked Lawrence.

The report on outstanding municipal traffic fines states that when themunicipality was under administration, the processes on identifyingoffending municipal drivers did notoccur and this led to an accumulationof the traffic fines at the fleet management office.

According to the Road Traffic Act,themunicipalitywillnotberesponsiblefor making payments due to traffic andparking infringements. Municipalemployees are also expected to ensurethat the vehicles they use are in aroadworthy condition because if thatdoes not happen, the employees inpossession of the unroadworthyvehicle will be responsible for the payment of the traffic fines imposed.

With some municipal drivers notpaying their traffic fines, some of thefines issued will develop into warrantsof arrest against certain drivers.

“As part of dealing with that, we arerecommending that all departmentalheads use trip authority sheets toidentify all the particulars of the driverswhowereresponsibleforthecarswhenthese tickets were incurred.

“Fleet management must keep aregister where all incoming trafficcontraventions can be recorded andthen disseminate these traffic fines torelevant departmental headsconcerned to obtain full particulars ofthe offending drivers. The responsibility to apply for corrective measuresagainst the defaulting officials whohabitually commit traffic offenceswhilst driving council vehicles lies withthe business heads for their respectivedepartments,” said municipalmanager Mxolisi Nkosi.

“We will have to check against thecollective agreements whether there isspace to charge internally employeesif they have infringed regulations.”

Municipalemployeesbreak roadrules

will end on 20 September.Officials from the Depart-

ment of EnvironmentalAffairs, Department ofEnergy and other private andpublic sectors will be in Italyto obtain information on thelatest policies, strategies andtechnologies on projects onhow to obtain energy fromwaste. THECancerAssociationofSouthAfrica (Cansa) has categorical-lyrefutedtherecentstatements

by Tim Noakes regarding the toxicityof Canola Oil, and his appeal to thepublic to avoid it.

Cansa has, for many years, encouraged its patients to use CanolaOil and promoted it as a healthylifestyle choice.

Cansa head of research, CarlAlbrecht, said in the statement thatthere has not been a single crediblereport worldwide that has foundCanola oil to be toxic and unfit toconsume.

“Cansa respects the Food SafetyDivision of the National Departmentof Health who has never issued anywarning concerning Canola oil, norhas any other similar body in theworld.”

Albrecht added that the depart-menthadapprovedtheCansa“SmartChoice’ Seal on all Canola products in2011.

Noake’s book, The Real MealRevolution, states that Canola oil wasconsidered to be toxic and should beavoided. Cansa, in response, hasissued a statement that Canola is thesmart choice and have awarded theCansa ‘Smart Choice’ seal to allCanola oil and Canola margarine

brands(producedfromSouthAfricangrown GMO-free Canola) for morethan ten years.

LisaStrydom, regionalmanagerofCansa, said that Canola oil has anumber of well-researched anddocumented advantages over otheroils.

Strydom explained that some ofthebenefitsofCanolaoil includesthatit has a lower level of saturated fatthan any other cooking oil and is freeof both cholesterol and trans fat. Italsohasanexcellent ratioofomega-6to omega-3 (2:1) which has beenshown to be optimal for good healthand has a higher smoking point thanmost other oils, so can be safelyheated tohigher temperatureswhichresults in less oil retention in food, especially when deep frying.

“In terms of the Noakes claim thatthe oil is toxic, Canola oil has beenrigorously tested over severaldecades by a number of authoritativescientific bodies internationally, including the United States, Canada,New Zealand, Australia and SouthAfrica, and found to be suitable forhuman consumption,” said Strydom.

An analysis of peer-reviewedliterature has informed Cansa thatthere is a good balance betweenomega-6 and omega-3 fatty acidsfound within Canola oil which couldhelp to reduce the risk of cancer.

“While both omega-3 and

omega-6 are essential for normalfunctioning, our bodies cannotproduce them, so they must be ob-tained through the diet. However, research has also shown that toomuch omega-6 can increase the riskof some cancers, while omega-3 canlower the risk, hence the need tobalance these appropriately,” saidStrydom.

In order to find out what the transfats situation was in South Africa,Cansa commissioned a number ofstudies. Trans fats were measured in

40 different marga-

South Africanuniversitytoanalysevarious Canola oil samples for transfats and found that the amount oftrans fats was below one percent incrude, purified and commercialCanola oil.

The report added that in SouthAfrica, the amount of trans fats in theCanola oil analysed for Cansa, inSouth Africa, is well within the legallimit and cannot, according to logicandscientificanalysis, becalledtoxic.

“There’s no credible evidencefrom any source whatsoever thatSouth African Canola oil is toxic. If

there was, we’d expect the Depart-ment of Health, Food Safety Divisionas well as the supermarkets, toimmediately remove Canola oil fromthe shelves,” said Albrecht.

Cansa will continue to recogniseand support local Canola oil andCanola margarine with the Cansa‘Smart Choice’ Seal as it has done formany years.

IN 1998, my newly singlemotherandfourofherchildrenmoved into our new home in

Port Dunford, which came as ahuge shock for “township kids”who grew up in places likeeSikhawini and uMlazi.

The place was quite rural backthen and we didn’t have televisionuntil late 1998; even then, it was ablack-and-whiteonewithascreenthe size of a large cellphone.

The place wasn’t so bad, Imean, we had wide open spacesand a driveway as long as somesuburban streets. We used to haveclear views of the green planesaround us as far as the eye can seesave for some gum-tree forestshere and there. Mother tried herbest to look after us and we werehappy.

There is one thing I can singleout that aided in my missing thetownship life over the three yearswe lived there - flushing toilets.

One seldom considers the impor-tance of having a flushing toilet inthe house. Yes, sure it is quiteimperative for hygiene purposes, but there is also the dignity part.

Don’t get me wrong, not that Iwasunhappywith thepit loo in thebackyard, I had forgotten anybetterthenandat eight Iwasfairlysatisfied with the situation.

We had a pit latrine a couple ofdozen metres from the “bedroomhouse” (there was also a loungeand a separate kitchen house).Anyway, the toilet had four ricketywallsandadoorthatwastoosmallfor the frame so it never reallyclosed.

For those who have never usedone, a pit latrine consists of a holewhere your excrement drops to bedevoured by all manner ofmicrobes and creepy crawlies, theway nature intended. One of thebugs that would occasionally findits way in there was a rather loudbumblebee, the sound of whichwould dissuade me from blockingthe stinger’s only way out with myexposed toosh.

One could not complain much, considering that some people stilluse the bucket system - a systemthat is understandably awkwardfor both the producer of the wasteand the municipal employeetasked with handling the stuff.Let’s let that sink in a bit.

KZN Cogta’s Nomusa Dube-Ncube launched an attack onmunicipalities still implementingthe bucket system in KZN after thepresidentsetadeadlineofSeptem-ber 2014 during his State of theNation Address in June. One suchmunicipality was uMhlathuze, which initially denied having anyrecords of the system in its juris-diction, but was later left with eggon its face when a visit from Cogtarepresentatives found a differentstory. The system was in full swingin at least 83 households in Mand-lazini just outside Richards Bay.

In an effort to meet the presi-dential deadline, these house-holds will be provided with pitlatrines, an “upgrade” costing–wait for it - just over R10 000each. Why not build proper toilets

instead? Well, there is an ongoingproject to have a sewerage systeminstalled for the area over a periodof time.

Until then, close to R100 000willbeusedto fixanissuethatnev-er should have been in the firstplace. I find it sad that it took thepresident setting this deadline be-fore something was done. I couldmention a plethora of incidentswherepeoplehaveactuallydiedasa result of falling into a toilet, Chiefis the six-year-old boy who died ina school pit toilet in January inMpumalanga. Then there was themanwhowas founddeadaftergo-ingmissingforaweekinFebruary.He was found in an eSikhawini pitlatrine.Yes,it lookslikeIhavewrit-ten a column about poop and pittoilets, but I am trying to highlightthe plight of some people from aperspective I actually understand. From personal experience I cantell you that pit toilets are, well, crap, because they are a direct at-tack on human dignity. They needto be done away with a massivesense of urgency.

THE city of Pietermaritzburgwill be hosting its firstChildren’s Summit on 9

October at the city hall.Msunduzi Innovation and

Development Institute (Midi) isbehind the summit and aims toestablish a child friendly-city.

Addressing the ExecutiveCommittee (Exco) members, Midi’sproject manager Irene Dugmoresaid that the programme for theChildren’s Summit will be based onthe United Nations Children’s Fund(Unicef) nine building blocks fordeveloping a child friendly city. These nine building blocks are: Children’s participation Making children’s rights known

A childfriendly legal framework A citywide children’s rights strategy A children’s rights unit or coordinating mechanism Child impact assessment andevaluation A children’s budget A regular state of the city’s children’sreport Independent advocacy for children

“Those themes cover the criteriathat Unicef has listed for the city ofPietermaritzburg, or any other city,to be recognised as a child friendlycity. We have to show Unicef that wehave complied and we have systemsin place for those nine frameworks,”said Dugmore.

The concept for the Pietermaritz-burg Children’s Summit was startedin 2007 by a group of experts, saidMidi’s director Professor Rob

Fincham, and included representa-tives from Midi, the MsunduziMunicipality, and PietermaritzburgChamber of Business (PCB), CindiNetwork, Child Welfare, Universityof KwaZulu-Natal, Youth for Christ,Child Advocacy Centre, the SAPSand Thandanani.

Fincham said that a projectproposal was drafted in 2008 and in2012, Midi was granted funding fora three-year period.

The acting mayor, ThobaniZuma, asked about the lion emblemon the presentation cover andDugmore responded by saying thatthe children designed the invite andcame up with the concept of usingthe lion picture.

“They said that a lion roars andthat they can roar if their voices areheard,” said Dugmore.

When hackers find such a site, they can utilizepassword cracking software. This software runs through every wordin the English dictionary until it finds the password. The initial appear-ance of this software made common dictionary words bad passwordchoices. Over the years, the improvement of these password crackingprograms make a simple lowercase dictionary word practically uselessas a password. These programs can guess dictionary words in a matterof minutes. We will continue this more in detail next week.

THE PEUGEOT 308 and 308 SW have seencommercial success with 146 000 unitsordered by the end of August.

Following this excellent performance, the308 range welcomes two dynamic newversions and on both Hatchback and SW bodystyles.

Behind the wheel of these new versions, whether the GT 205 or GT 180 fitted with the1.6-litre THP 205 Stop&Start six-speedmanual and the 2.0-litre BlueHDi 180 EAT6engines respectively, drivers will appreciatetheremarkableperformanceofthesevehicles.

The 308 GT’s front end now houses the lionin the grille with three horizontal blades oneither side of the emblem and LED lightingused throughout.

From behind, the 308 GT is striking for itspostureastheGTsignature is integratedinthegrill, the tailgate and the front wheel panels.

The range of colours for the 308 GT includethe new Magnetic Blue.

To deliver maximum enjoyment, the GTmakes the most of a chassis with specificsettings and high performance engines.Engineers used all of the brand’s expertise toachieve a remarkable power to weight ratio ofjust 5.85kg/hp for the petrol 308 GT.

Acceleration from 0 to 100km/h, takes thepetrol 308 GT just 7,5 seconds.

The four-cylinder 1.6-litre THP 205Stop&Startengineisspecifiedwithasix-speedmanualgearboxtomakethemostofits285Nmof torque, available between 1 750 and4 500rpm.

This diesel engine is coupled to an EAT6automatic gearbox. It uses Quickshifttechnology for fastgearchanges, aswellas theabilitytodown-shiftautomaticallytothespeedrequired rather than in sequential order.

Furthermore, its efficiency is almost thesame as for a manual gearbox due to reducedinternal friction and the use of torqueconverters applied whenever needed to avoidtransmission slip.

Performance of this level demands aneffective braking system and this is providedby a Bosch 9CE central unit distributing thebraking effort between the four discs. At thefront, the 330mm diameter and 30mm thickdiscs are gripped by floating calipers with60mm pistons. At the rear, the discs are268mm diameter on 308 GT and 290mm on308 GT SW.

Both engines types have switchable ESP asstandard.

JONATHAN COOK

MEMORIES of a child growing up inPietermaritzburg could not come withouta stint in the boxing ring.

Glued to the radio, and then thetelevision, listening to, watching andreading about Pierre Fourie fighting Bob

Foster in Albuquerque, New Mexico in theUSA; Elijah ‘Tap Tap’ Makhatini, Maxwell‘Sugarboy’ Malinga and other SouthAfrican legends like world champ GerrieCoetzee versus Kallie Knoetze, andwatching on TV the massive rumbles inDurban that featured my hero, Jimmy “theDancing Donut” Abbott, we had to act outthose scenes in the flesh.

Jimmy was a waffle on legs, a treaclepudding, someone so fat and out ofcondition, yet the wielder of a knockoutpunch to envy.

The Liversage’s parking garage was themore imposing boxing ring, where Fridaynight was “fight night” or maybe it shouldhave been fright night.

After a few solid blows from TrevorPacker and Richard Liversage, with the realboxing gloves that Mr Liversage hadprovided for us, I decided to quit the sportwhile I was ahead.

My Dad had bought me moremanageable kiddies’ gloves and I was nomatch for the gladiatorial opposition.

The physically impaired David

Bansemer, with his revolutionaryBullworker apparatus, was David BaxterRoad’s champion bodybuilder I pesteredmy Mom to buy me one but when Ieventually got it, the allure of ball sportsstill beckoned a bit more strongly than thehard, uncompromising iron man stuff.

The much coveted Bullworker wasconfined to the cupboard where it drewplenty of dust.

Famous names and venues fired theimagination, conjured up dreams offollowing in celebrated footsteps. They

also galvanised sportsmad young boysinto feverish sporting activity as soon asschool was out, and well into thoseblessedly long sunny holidays whenthe neighbourhood kids in Scottvillecould play from sunup to the ratherdepressing sundown when Moms inparticular, as well as more understandingDads, made the necessary phonecalls to fellow parents and tracked downtheir exhausted offspring.

Next week features part 5.
