MANAGED LANES, AET & TECHNOLOGY SUMMITTRUST & ACCOUNTABILITY

Welcome to Charlotte! The Meeting Planning Group has built a program packed with new ideas, old ideas reinvented, high-level general session discussion panels and two very interesting keynote speakers. We’ll also drill down on hot topics during our breakout sessions in technology, business and operations and our innovative “Tech” Talks.

And, for the first time, we are pleased to present a session where our vendor community will proudly sell their products and solutions, all in support of the ultimate modern toll facility. Throughout the Workshop, you’ll have plenty of networking opportunities both in our exhibit hall and during evening events. We close with a session led by IBTTA’s president, Tim Stewart, on Trust & Accountability – his theme for 2018.

Be sure to see and do it all – this Summit is your opportunity to be immersed in the latest ideas and issues affecting the toll industry. Enjoy!

HOTEL INFORMATIONABOUT OUR HOST

The North Carolina Turnpike Authority was created in 2002 by the General Assembly in response to concerns about rapid growth, heavy congestion and dwindling resources. The Turnpike Authority is authorized to study, plan, develop, construct, operate and maintain up to nine projects. The mission of the Turnpike Authority is to supplement the traditional non-toll transportation system by accelerating the delivery of roadway projects using alternative financing options and facilitating the development, delivery and operation of an integrated, creative system of toll roads.

CERTIFICATION/PROFESSIONAL DEVELOPMENT HOURSIBTTA recognizes the need for professional engineers and planning professionals to demonstrate continuing professional competency in their respective fields and earn certification maintenance (CM) credit or professional development units (PDU). IBTTA will provide interested attendees with a certificate of attendance following the workshop.

ABOUT IBTTAThe International Bridge, Tunnel and Turnpike Association (IBTTA) is the worldwide association for the owners and operators of toll facilities and the businesses that serve them. Founded in 1932, IBTTA has members in 26 countries on six continents. Through advocacy, thought leadership and education, members are implementing state-of-the-art, innovative user-based transportation financing solutions to address the critical infrastructure challenges of the 21st Century.

BACK OFFICE SYSTEMS What does a CIO in the tolling industry need to know to deploy a new back office? How do you support nationwide interoperability? How do you migrate data to the cloud? How do you satisfy customers who want easier access to their accounts using new applications and devices? How do you manage back-office security? This technical session is designed to help CIOs be more effective strategically and in their day-to-day operations.

FINANCIAL BENCHMARKING – APPLES TO APPLES OR APPLES TO ARTICHOKES?Have you found the sweet spot between “transparency and nakedness?” What happens when investors and governing bodies try to compare one agency to another? Because business rules and practices vary across agencies, it’s often difficult to make clear comparisons. In addition, public agencies are often held to a different standard of openness than private operators. This session will address the tension between transparency and confidentiality, especially in times of change.

Speakers engage the audience from a small stage where they can interact and tell their unique story. This is the first of three rounds of “Tech” Talks today.

THE FUTURE This session focuses on how new policies and technologies will affect the tolling landscape. Among the topics this group will discuss are Smart Cities, Connected Vehicles, Automated Vehicles. Other areas are the rise of ride hailing services, car-sharing services, cooperation with transit systems, and the new user paradigm—will car ownership decline? Also, what is the prospective view on gas tax revenue and what does the rise of road use charging mean to tolling systems? How can transit systems, road use charging systems and transit systems be used to jointly manage demand and mitigate traffic congestion? Will One Account solutions (tolling combined with transit) or Mobility-as-a-Service (MaaS) emerge as viable models?

CONTROL THE CONVERSATION WITH HARMONY AMONG KEY STAKEHOLDERS A symphony is only as magical as its least skilled musician. Likewise, a communications campaign for a toll initiative to improve mobility is only as effective as its weakest message. Key stakeholders in the world of transportation include everyone from drivers to legislatures and all in between. A strong and consistent message is critical; however, if one instrument is off key, the entire song is impaired, and the meaning lost. This session will explore the variety of players in the tolling industry and the importance of every single one working from the same page in the same song book. Join this varied panel of experts for a unique look at aligning communication efforts to ensure a successful delivery of the opus.

PRICING PROJECTS – OLD & NEW (Carolina Ballroom)Priced managed lanes have been in existence in the US for almost 25 years. Cordon pricing has been in existence in Europe for nearly 15 years. New versions of these pricing concepts are being implemented or at least considered for implementation around the US to help solve critical transportation problems. This panel session will visit several of the older pricing projects to see how they are doing today. Are they meeting their goals and generating revenue? Is the public happy with the projects? We’ll hear about new versions of these pricing concepts, such as part-time pricing on an entire section of Interstate 66 in Northern Virginia as well as zone pricing concepts in New York City and Vehicle Miles Traveled pilot in Oregon.
