5 . l F 1 . [New]

When the performer's name featured on the chief source of information on a popular music folio does not appear within the t i t i e proper, transcribe it a s a statement of responsibility.

40 hour week / Alabama Once upon a time / Donna Sumner

7 . l F 1 , 8 . l F 1 . [Rev.]

When deciding whether t o give names i n the statement of responsibility (7.1F1, 8.1F1) or in a note, generally give the names in the statement of responsibility when the person or body has sane dqree of overall responsibility; use the note area for others w h are responsible for only one segment or ane aspect of the mrk. Be liberal about making exceptians to the general p l i c y when the =rsonls or bariyls responsibility is important in relation t o the content of the work, i . e. , give sucn important people anti H i e s in the statement of responsibility even though they may 'have oniy partial responsibility. For example, the name of a rock music performer who is the star of a performance on a videorecording may be given in the statement of responsibi l i ty even i f his/ner responsibility is limited to the perf ornrance .

Ain't that America / John Caugar Meilencanp

Normally t i Library of &mgress consiaers producers, directors, and writers (or, i n the case of slides and transparencies, aut-nors, editors, and compilers) as having sane degree of overall respomibiiity and gives them in the statement of responsibility.

Changes Not t o be Considered Ti t le Charages o f Serials (Including Nbnkred Megraphic Series)

Preliminary note

1) Although th is version of the Library of Congress rule i n t e rp re t a t ion has rearranged and reworded the previous text extensively, much of the content remains the same. The change is an increase in the number of categories not t o be considered t i t l e changes; these categories have been derived from the 1983 ISDS Manual and the la tes t revision of the ISBD(S). The new categories a r e "small words" and "name of same issuing body." New sub-categories i n "multiple forms ..." a re spelling changes and singular/plural forms.

Two sections of the previous version of LCRI 21.2A have been removed t o the new LCRI 21.2C: fluctuating t i t l e s of seriais ; changes in order of ser ia l t i t les .

2) In any case of doubt a s t o whether the difference in a t i t l e fa l l s into one of the categories l is ted below, consider tne t i t l e t o have cnanged.

3) N.B. This rule interpretation does not apply t o unnumbered series; any change in the t i t l e of an unnumbered ser ies is considere6 a t i t l e change requiring a new entry.

Mltl t iple fonns of the same mnil

Do not consider the t i t l e proper of a serial t o have changed if the change is merely in the representation of a word or words a s in the cases below.

Abbreviated words vs. ful l form of words

Hyphenated words vs. unhyphenated words

Initialisms and le t te rs with separating punctuation vs. those without separating punctuation

Numbers or dates vs. spelled-out forms

One spelling vs. another spelling (including any officiai orthographic changes)

One-word compounds vs. two-word compounds, whether hyphenated or not

Signs and symbols (e.g., "&") vs. speiled-out forms

Singular forms vs. plural forms

Do not consider the t i t l e proper to have changed if the word added, changed, or deleted is an article, preposition, or conjunction.

far frm the bepinning of the t i t d

Do not consider the t i t le proper to have changed if one or more words is added, changed, or deleted or if only the order of words is changed, provided the particular change comes after the f i r s t five words (after the f i r s t s ix words if the t i t l e begins with an ini t ial article) the change does not change the meaning of the t i t i e or indicate different subject content.

mne of same issuing body

Do not consider the t i t l e proper to have changed if the name of the same issuing body or an element of its nierarcny (together with any linguistic connection) is added to the end of the t i t l e or deleted from the end of the title.

PKnriding access t o changes not to be considered t i t l e charges

Make a specific or general note on tine serial bibliographic record and/or the series authority record (e.g., Some issues have title:-

; or Title varies slightly) a s appropriate. Generally give t h e va r i an t t i t l e i n a t i t l e added entry on the serial bibliograghic record and a reference on the series authority record.

Iinplementatian a t the Library of Congress

A special project is underway to identify those series authority records created for changes i n t i t l e proper that a re no longer considered t i t le changes according to the guidelines i n this rule Interpretation. The ser ies authority records either a re being cancelled i n favor of earlier records or a re being modified to represent earlier t i t les not yet established. Records in the various

bibliographic f i les a re being corrected to reflect the appropriate headings. These author i ty and bibliographic recordis w i l l be redistributed i n the regular MARC distribution services.

Fluc tua t ing T i tl es of S e r i a l s

If a ser ia l has two or more t i t les that a re used on different issues according to a regular pattern or if the language of the t i t le varies according t o the language of the text of an issue ~f a serial, choose a s the t i t l e proper the t i t le given on the earl iest issue anci give t h e o ther t i t ie(s) in a note woraed to explain the t i t l e fluctuation.

t i t le proper: SPUR report note: Issues devoted to a single topic nave

title: SPUR report; issues devoted to current events have title: SPUR news

t i t le proper: [Title i n English1 note: Issues i n German have title: [Title in

German]; issues in French have title: [Title in French]

Use the same technique in other cases i n which a serial t i t l e fluctuates. However, in other cases usually confine it to situations i n which 1) it seems clear that the publisher did not intend to change the t i t l e or 2) most issues of a ser ia l carry one title, but a few randomly spaced issues have another.

t i t le proper: Report note: Some issues have title: Research report

Always make an added entry for tine variant title.

Changes in m e r of S e r l a l T i t l e

Wnenever the t i t l e proper of a ser ia l (as selected from the eari iest issues) continues to appear on the chief source of iater issues, retain it a s the t i t le proper. Do not consider that the t i t l e proper has c~anged because later issues of the ser ia l give t i t les i n more than one ianguage or script in a different order from the order on the earl iest issues or because la ter issues have a parallel t i t l e that did not appear on the earl iest issue.

Principal Performer

In applying the rules and these interpretations, understand "performer1' to mean a person or corporate body whose performance is heard on th.e sounti recording. When a person performs as a member of a corporate body, do not consiaer him or her a s a separate person to be a performer. However, do not consider a conductor or accompanist to be a member of the body he or she conducts or accompanies. Likewise, if a person's name appears in conjunction with the name of a group (e.g.,

"J.D. Crowe and the New South"), do not consider him or her t o be a member of the group.

Forrecordingscontainingmusicalworksbydifferentcomposersor writers, follow the guidelines below in 1) deciding whether or not there a re principal performers and 2) identifying the principal performers, if any.

The use of the term "principal performerw i n 21.23C-D can lead t o confusion since the term implies a performer wno is more important (or, i n the words of footnote 5 on p. 314, given greater prominence) than other performers. This interpretation, however, would often produce undes, irable results: it would make main entry under the heading for a performer impossible under 23.23C wnen there is oniy one performer or when there a re only two or three performers who a re given equal prominence. To avoid tn is difficulty, appiy tne f oliowing:

1) When two or more performers a re name6 in the chief source of information, consider t o be principal performers those given the greatest prominence there. If a i l the performers named in the chief source of information a re given equal prominence there, consider all of them t o be grincipai performers.

2) When only one performer is named in the chief source of information, consider that performer t o be a principai performer.

3) Wnen no performers a re named in the c'hief source of information, consider that there a r e no principal performers.

In judging relative prominence on the basis of wording, layout, and typography, consider names printed in the same size and style of lettering and in association with one another t o have equal prominence. When names appear i n the same size and style of lettering but i n different areas of the same source of information, consider those in a location implying superiority (e.g., a higher position) t o have greater prominence. Do not consider names near the beginning of a list or sequence to have greater prominence than those near the end.

Conflicts

When two or more bodies have the same name, 24.4C requires the addition of a qualifier to each name. Determine that a conflict exists when the AACR 2 name or heading for one body is the same a s the AACR 2 name or heading for another body. "Conflict" is restricted to headings already established or being established i n the catalog. It includes headings for earl ier names that a re covered by see references to la te r names but excludes names treated a s variants; if a variant name used in a reference conflicts with a form used in the heading for another body, apply the provisions for resolving conflicts only to the variant name. Ignore the confiict that is only between names used a s variants.

The " ~ a t a i o g ' ~ referred to here is the f i le against which the searching and cataloging is being done. Serial catalogers a re permitted t o take into account any ser ia l of the same t i t l e of which they know, whether or not it is in the catalog (e.g., it might be found in a reference work being searched by a ser ia l cataloger for some other reason). Take into account only the main t i t l e of another serial, not variants traced a s cross references or a s added entries. In general, apply the foliowing:

a) Do not predict a conflict.

b) Resolve the confJ.ict by adding a uniform t i t le t o the bibliographic record for the ser ia l being cataloged; do not add one a lso t o the record for the ser ia l cataloged earlier.

The uniform t i t l e created is used not only a s the main entry heading on the bibliographic record for the ser ia l itself but also whenever the ser la i is referred t o i n other access points (added or subject entries) and in linking notes.

2) Choice o f qualifyii'lg tern. The terms most commonly used t o qualify the t i t l e proper a r e the following:

a ) Place of pubiication b) Corporate body C) Place and date or Corporate body and date d) Date e) Edition statement, other t i t l e information, etc.

Depending on the situation, use either one term or a combination of terms. The order of the terms listed above is not intended as prescriptive; identify the particular situation and use tne appropriate term or terms. For example, different editions sf the same woric, which b e a r d i f f e ren t i a t ing editfor, statements, w i l l o rd inar i ly be distinguished by the use of the l a s t mentioned category sf terms aqove, as the first choice from the point of view of appropriateness. There is a special problem with the choice place vs. body, however, and when one is facing th is choice, follow the hierarchy indicated both by the order and the wording of the f i r s t two of the provisions beiow.

3 ) Place o f publication, Generally, use place of pubiication a s the qualifying term.

Except as noted in LCRI 25.9 and LCRI 25.10, assign a collective uniform t i t l e to an i t e m a t the f i r s t instance of apopriateness, i .e . , do not defer the adding of a collective uniform t i t l e until the' f i l e under the heading is voluminous.

Wend the use of collective uniform titles to collections entered under a corporate name Whenever the particular circumstances warrant I t ( e .g. , collections of official communications by a head of state, collections of encyclicals). In any case of a coilection cover& by 25.8-25.11 containing three or mare vmrics, generally, cio not make analytical added entries for any of the works in the coilection. This applies bath to collections with a uniform t i t l e and those without. (For the exception for music sQctrdi

"Essaysll) other than "Works," llSelections,ll or "Laws, etc." (see LCRI 25.8-25.9, LCRI 25.15Al) a difference in t i t les proper would separate originals from translations and likewise would separate unrevised editions a s well a s the various publications of a single edition. Such collective uniform t i t les a re also not adequate for the proper identification of a work being used in a secondary entry. Because of these inadequacies, apply collective uniform t i t les with the principle found i n 25.5C always i n mind. The "appropriate designation to distinguish" between one work and another (or to bring them together) w i i l usually be the t i t l e proper of each work. Note, however, that the designation should be tailored to f i t each case, s o that there are poss ib i l i t i e s o ther than t h e t i t l e proper (editor, transiator, publisher, compiler, etc.) and that the t i t l e proper, if used, may be shortened. Do whatever makes the most sense in the particular case. The following example is merely illustrative of th is point; it is not meant to be prescriptive for the particuiar work shown:

Maugham, W. Somerset [Short s tories (Heinemann)] Complete short s tories ...

Apply th is technique of quaiifications only retrospectively, i.e., af ter the need to bring together differently titled items becomes an actuality or to refer to a particular work in a secondary entry when this work is not the only one bearing the same collective uniform t i t l e in the catalog. Then, it w i l l be necessary to revise the earlier entry or entries.

25.15A1. Collectiaays. [Rev.]

Applicability

Restrict the use of the uniform t i t l e "Laws, etc." t o collections of general laws of a given jurisdiction (e.g., material commonly referred to i n U.S. law a s "general codes" and "session laws."). Do not use th is uniform t i t l e for collections limited to a subject or t o a type5 of law.

When using "Laws, etc.," make further additions to the uniform t i t le according to the guidelines listed below. Make these additions i n a l l cases. (Revise existing records that a re not i n accord with these guidelines.)

Collectians Other Than Those of U.S. States

For a collection of general laws from a jurisdiction other than a s t a t e of the United States, add to "Laws, etc." an appropriate designation t o ident i fy the particular collection, enclosed in parentheses. This w i l l usually be the t i t i e proper of the collection or a brief title. If, however, the collection has become well known by a designation other than its t i t l e or brief t i t l e (e.g., name of editor, publisher), use that designation instead.

If a fu r the r qualif icat ion is desirable or is needed to distinguish the collection from other editions bearing the same uniform t i t le , add the edition statement or a meaningful date or dates, such a s the date of enactment, reenactment, or updating or dates of coverage (but not the date(s) of publication or copyright). Enclose the t i t l e and addition within one s e t of parentheses and separate the addition from the t i t l e with a space-colon-space. If the collection is a translation or is an edition i n another official language of the jurisdiction, add the language a s the final element outside the parentheses, preceded by a period-space.

Introduction

This ar t icle describes the minimal level cataloging program (hereafter referred to a s MLC), s ta tes its position within the context of t h e bibliographic control system, and notes LC catalogers1 responsibilities a s they relate to MLC records.

MLC was designed a s a cost effective means of providing access 1) to items worth retaining in the the Library's collections but not worth the expense of fu l l cataloging and 2) t o a very large number of items in the arrearages that were unavailable t o users and for which the compietion of f u l l cataloging was highiy unlikely. Although

represented by a l e s s tinan fu l l catalog record, it was judged tnat tne m power of the online retrieval system would, t o some extent, compensate.

1) Ini t ia l phase. In 1980 staff a t the Library of Congress began inputting MLC records for books to the automated i n process f i le (APIF).

2 ) Mfddle phase. Limitations in the APIF inputhpdate system regarding the capacity to effect ful l content designation of the machine record and the inability t o supply added entries led to the decision in 1984 to provide enhanced MLC records by means of direct input into the books master file. This made it possible to provide fu l l and correct content designation. Concurrently, it was decided to include additionai data elements, a s applicabie, in each record, namely,

a) intellectual level code for juvenile material; b) type of date code; c) fixed field date 2 (as it relates to publication), if

applicable; a) country of publication code; e) one added entry when main entry is under t i t le; f ) ser ies aaded entr ies that differ in form from the series

statement.

3) Current phase. In conjunction with incorporating MLC cataloging formally into the responsibilities of the LC descriptive cataloging staff, it was decided in September 1986 to expana the complement of data elements again to include uniform t i t ies (240; X30) and certain kinas of notes. The specifications for 7XX added entries were changed to provide for inciuding one added entry when main entry is under a 1XX heading and two added entries when main entry is under t i t l e (245). The scope of MLC was expanded to include multipart items classified separateiy. Finally, the authority work aone for MLC was expanded from that needed to breaic confiicts t o include

a) that needed to trace a cross reference when the heading used differs significantly from the form in the item

b) that needed for uniform titles.

Since the conventions applicable to MLC have been developed over several years, there a re MLC records in the machine cataiog that do not exemplify the ful l s e t of conventions a s noted here; instead, they reflect the conventions being followed a t the time a particular record was input.

a) Mtlonal Level Biblographic R e c o ~ ~ which s ta tes the minimum components below which one does not go. This document was developed by technical services representatives of the Association of Research Libraries a t a meeting held January 5-6, 1979, a t which specifications for a minimal level record were developed for those agenciesintendingto contributesuchrecordstoanationwiueaatabase for use by others.

b) Individual decisions with respect t o including aciditional components a re made on a project by project basis. The bases for such decisions a re

(2) if the source being used for input includes information that is readily available and easily input, th is can be done;

(3) any additional information tha t is a candidate for inclusion must be supplied by the inputter, i.e., there should be no systematic referral t o another unit.

2 ) Cataluging conventions

a) General. The cataloging conventions applied to MLC records have varied over time a s noted above. Although some records for books were input prior t o the implementation of AACR 2, records input af ter December 31, 1980, generally reflect AACR 2. Uniform t i t l e s a r e used (as of September 1986); added entr ies a r e supplied a s described in the following article. Prior t o September 1986 macroform items that were in ser ies ciassifled a s a collection or that were multipart items were out of scope; a f te r 'c'nat date, multipart items classified separately became in scope. Microform items in se r i e s classified a s a collection or that a re multipart items a re i n scope for MLC. Series authority records a re prepared i n some cases (e.g., the t i t l e of a collected s e t varies; the form of numbering of a collected s e t is not constant).

b) IWm headings. A s the MLC program deveioped, pro- cedures were adopted to insure that headings in MLC records a re consistentwithheadings usedinthemachinecataiogtotheextentthat the former a re regresentedbyanexistingauthorityrecordorareused In another catalog record in the machine catalog. The goal is t a integrate MLC records into the catalog without creating conflicts or discrepancies. Authority work is done when needed t o break conflicts, t o trace a needed cross reference in a particular circumstance, or t o establish a uniform title. When authority work is done, it is done i n t h e same manner a s fo r f u l l cataloging, i.e., t n e r e a r e no "limitations" on authority work applicable solely t o MLC cataloging.

c) S e r i e s / m l t i p r t items. A s the MLC program developed, procedures were adopted to insure that ser ies represented in MLC records reflected any decisions aiready made on the treatment of those ser ies in much the same way a s name headings.

Note: MLC records input through the APIF system a r e subject t o the constraints of that system, one of which is tha t ali ser ies statements a r e tagged a s 440 fieids; another is that since tnere is no filing indicator for that field in the APIF system, ini t ial ar t icies i n the fieid a re not suppressed.

d) Data elements. Fixed fields. When MLC records a re input a t LC t o the books master file, default vaiues a re assigned by the input/update system to the fixed fields. These values remain and may o r may not be correct for a particuiar recora.

For map MLC records, vaiues i n the fui l compiement of fixed fields a r e assigned. For records input by the LC New Delki fieid office prior t o 1987, values in the fu l l complement of fixeci fields were assigned except tinat value "o" was not assigned to fixed field 008 byte 38 (modified recora fixed fieid) i n records for items in nonroman scr ip ts input af ter July 1985.

Categories o f MLC Records

1) General. This category comprises MLC records for books in macroform in various languages and nonroman scripts exclusive of Chinese, Japanese, and Korean, including the following:

a ) LC New Lklhi and J&rta Offices. Records a re preparea by staff in the New Delhi and Jakarta field offices and a re input by

staff i n the New Delhi office. The records a re then loaded into the books master file. They exemplify the following characteristics: the data elements a r e fully content designated; the records contain an internal controi number i n an overseas acquisitions number field (025); a summary note, and a language note as appropriate. (Records input prior t o 1987 generally contain a ful l complement of notes and values assigned in the ful l complement of fixed fields (except that records for items in nonroman scripts input a f te r July 1985 do not contain the value "o" in the modified record fixed field.)

b) Pre-1801 books in French. MLC records have been pre- pared for a group of items in French published prior t o 1801 that a re housed i n the Library's Rare Book and Special Collections Division. These records a re input directiy into the books master file, and therefore, the data elements a re fully content designated.

A l l records in th is general category contain an MLC shelf number.

2) CJK. This category comprises MLC records for books in Chinese, Japanese, and Korean; they are cataloged and input a t LC via the RLIN system and contain both vernacular and roman data. They a re presently observable only by means of an RLIN CJK terminal. The records in th is category contain an MLC shelf number.

3) Mps. The basis for the components of MLC map records is the Natlanal Lare1 Bibliographic R e c o z d - l b p . The records a re prepared and input by staff in the Geography and Map Division into the maps f i le anci exempiify the following cnaracteristics: the data elements a r e fuliy content designated; the recoras contain a regular LC cal l number foilowed by a space and the le t te rs "MLC"; limited subject analysis is applied (each recora contains a t least one subject heading); added entr ies (except for series) a re rarely made (even for items entered under t i t le) ; values in the ful l complement of fixed fieids a r e assigned. In contrast with other MLC records, the 039 fieid contains the values 2 2 2 3 3 to reflect the different treatment regardina the call number, subject headings, and fixed fields.

Microform Reading Roan. Records for microforms are prepared and ingut into the books master f i le by staff i n the Microform Processing Unit of the Microform Reading Room. Records input prior t o March 1985 were input using the in-process input/update system (and therefore subject t o the limitations of that system). The records in th is category contain a microform shelf number, a physical description fixed field (007), and a reproduction note (533).

b) Preservatian Mfcrofilming Office. Records for microform replacement copies of bri t t le books a re prepared and input by staff i n the Preservation Microfilming Office using the in-process input/update system (and tinerefore subject t o the limitations of that system). These records contain a microform sneif number; a physical description fixed field (007), and a reproduction note (533). In addition, they contain a note indicating the call number of the macroform item tinat has now been replaced, a note indicating that the master microform is held by LC, and, a s appropriate, a note indicating that a particuiar type of material (e.g., maps, il lustrations) is preserved in a specific LC custodial division.

C) U: New Delhi and J-ta field of f ices . Records a re prepared by staff i n the Mew Delhi and Jakarta fieid offices and are input by staff i n the New Delhi office. The records a re then ioaded in to t h e books master f i le . They exemplify t h e following cnaracteristics: the data elements a r e fuily content designated; the records contain an internal controi number in an overseas acquisitions number field (025), a summary note, and a language note a s appropriate. In addition, the records contain a physical description fixed field

(007) and a reproduction note (533). (Records input prior t o 1987 generaily contain a fu l l complement of notes and values assigned i n the fu l l complement of fixed fields (except that records for items i n nonroman scripts input a f te r July 1985 do not contain the value "ow in tine modified record fixed field).) Tnese records contain a microform shelf number. Prior t o 1982 the prefixes 931" (Indonesia), "SEM" (Malaysia), and "SES" (Singapore) were used in the microform snelf numbers i n addition t o the other components of those numbers.

d) Series/rmLZtipart i t e m . Note tha t i n contrast t o macroforms, microform items in series/multipart items that a r e i n collected s e t s a r e not excluded from MLC. In general, if there is no var ia t ion i n t h e t i t l e of t h e col lected s e t (i.e., no c ros s reference(s) is needed) or i n the form of numbering a s it would affect the ser ies added entry in the analytic (i.e., the form of numbering is constant), no ser ies authority record is made. Series a r e traced according t o AACR 2 guidelines and i n the form given as the uniform t i t l e i n the collected s e t record.

5) Pamphlets. A project is currently underwway in an effort t o represent by machine-readable catalog records approximately 30,000 pamphlets relating t o American history that form various pamphlet collections housed in the Rare Book and Special Collections Division. It is estimated tha t approximately 20,000 of these records w i l l be MLC records. They will, however, contain a regular LC cal l number (the LC cal l numbers assigned t o the pamphiets i n these collections and the 039 field w i l l contain the values 1 2 0 3 1 (the "3" reflects the fact a regular cal l number appears i n the record).

H i t o Recognize an ML.C Record

1) Ehcodlng l eve l . The characteristic common t o a i l MLC records is an encoding level of 7 in leader byte 17.

2 ) Shelf ntrmber/Call number. Generally, the easiest and quickest method of recognizing an MLC record is by means of the shelf number displayed in the 050 field. Items that a r e i n microform, however, contain a microform shelf number regardless of whether t'ne item receives minimal or fu l l cataloging. Although most records for microforms in the machine catalog are MLC records, one can determine ex ctly the kind of record by checking the level of bibliographic co%rol and coding detail field (039) or the encoding level. This applies aiso when an MLC record contains a regular LC call number.

a) MCC shelf number. The MLC shelf number comprises three components, each separated by a space. The f i r s t component consists of the l e t t e r s MLC (minimal level cataloging), a le t te r representing s ize (S = small; M = medium; L = large; F = folio), and, a s applicable, a l e t t e r representing a custodial assignment a s follows:

A - South Asia Collection, Asian Division C - Chinese Collection, Asian Division E - Southeast Asia Collection, Asian Division H - Hebraic Section, African and Middle Eastern Division Z - Japanese Section, Asian Division K - Korean Coliection, Asian Division N - Near East Section, African and Middle Eastern

Division R - Rare Book and Special Collections Division

Note tha t items housed in the Rare Books and Special Collections Division do not receive an indication of size; instead a blanit is used: MLC R.

The second component consists of the year of cataloging followed by a slash and a sequential number within each size: 82/146.

Page 45: LIBRARY CON 5S/WASHII CATALOGING SERVICE · ISSN 0160-8029 Y LIBRARY OF CON 5S/WASHII CATALOGING SERVICE BULLETIN PROCESSING SERVICES Number 36, Spring 1987 Editor: Robert M. Hiatt

The third component consists of a one l e t t e r LC classification assignment (enclosed within parentheses) indicating the broad classification of the item: (P). Assignment of a classification le t te r began af te r the ini t ial implementation of MLC; therefore, not all MLC numbers contain such a letter.

b) Microform shelf ntmtbr. The post-1982 microform shelf number contains the following components: the f i r s t component is a lways t h e t y p e of microform, i.e., Microfiche, Microfilm, Microopaque. A s applicable, the next component may be "(o)" indicating "open entry" or "(w)" indicating "special." The next component is always the year of cataloging followed by a s lash and a sequential number within each category. The l a s t element may be a one ie t te r LC classification assignment (enclosed within parentheses) indicating the broad classification of the item. Assignment of a classification le t te r began after the ini t ial implementation of the new microform shelf number; therefore, not ail new microform shelf numbers contain sucn a letter.

Microfiche 82/12345 Microfiche (0) 82/12345 Microfiche 84/61398 (B) Microfilm 85/4003 (P)

c) Ftrll call n-r. MLC records for maps contain a fu l l cal l number followed by a space and the le t te rs "MLC." MLC records in the bound pamphlet project also contain a fu l l cal l number.

3) Lare1 of bibliographic control and codlng detail field (039). Each MLC record has a level of bibliographic control and coding detail field. The values in most MLC records a re 1 2 0 0 1; the values in records for maps a re 2 2 2 3 3; the values in MLC bound pamphlet project records a re 1 2 0 3 1. The values used for ful l records a re 2 3 3 3 3. Consult MARC Formats for Bibliographic Lbta for an explanation of these values.

'antext of the mdline Catalag

1) Gen,&,,. &-,LC records a re official catalog records; they a re included in responses to searches, and they a re candidates for maintenance t o t h e same degree and under the sameproceduresasthat for ful l records.

2) Authority mrk. Headings used i n MLC records a r e a mixture --forms represented by authority records i n the automated name authority file, forms used i n fu l l bibliographic records but for wnich an authority record has not yet been provided in the name authority file, and forms used only i n MLC records. When establishing a heading, the degree to which a cataloger t a ~ e s MLC records into account varies according t o the circumstances of the particular situation.

a) Heading used solely in MLC recod(s). Reconsider the AACR 2 form of tine name; take into account the MLC statement(s) of responsibility. In constructing the heading, use any important information from the MLC heading, e.g., a birth date. Cite the MLC record a s the source of any information not appearing elsewhere.

b) Heading used also in full catalcrg recod(s). Reconsider the AACR 2 form of the name; i n th is reconsideration, take into account the MLC statement(s) of responsibility. If the reconsidered form agrees with the form already used in the ful l catalog record, retain that form, disregarding any other information tha t may appear i n the

MLC heading, e.g., a birth date. If the reconsidered form does not agree with the form used in the fu l l catalog record, incorporate i n the reconsidered form any important information appearing in the MLC heading, e.g., a birth date. The point here is t o keep to a minimum changes to headings that have already been used in ful l catalog records.

c) Canfllcts. In establishing a name that conflicts with an MLC heading, resolve the conflict a s follows:

(1) attempt to distinguish the new heading by following the usual practices in tinis regard;

(2) if the new heading cannot be distinguished but i n the course of the attempt information is found that makes the MLC heading unique, e.g., a birth date, prepare an authority record for that heading and change any catalog records accordingly;

(3) if the conflict for a personal name cannot be broken according to 1) or 2) above, prepare a non-unique name authority record.

3) Record/ca tal og maintenance

a) General. Apply t o MLC records normal maintenance policy; MLC records a r e official catalog records and are fully maintained If the record contains the data element that is a candidate for change. When a heading (name or series) is being established for AACR 2, MLC records already in the machine catalog must be changed a s necessary to bring them into agreement with the heading on the name/series authority record.

b) Series. MLC records that contain ser ies input through the APIF system had the ser ies tagged a s series traced the same (440) in a i l cases. When it comes to the attention of a cataloger that the treatment of a ser ies i n an MLC record is inaccurate, it is the cataloger's responsibility t o ini t iate cnanges to correct it. It may be necessary to cnange the ser ies from traced to untraced or t o change t h e ex i s t i ng s e r i e s statement from traced the same t o traced differently and to add the correct traced form. In some cases of series/subseriesitmayaisobenecessarytomakechangesincorporating AACR 2 series/subseries conventions if the series/subseries i n the MLC record was formulated on the basis of a pre-AACR 2 catalog record. Note also that ini t ial ar t icies in ser ies i n records input through the APIF system a re an integrai part of the t i t le , i.e., they are not s e t off by means of a filing indicator and must, therefore, be incorporated in search ~ e y s . When performing ser ies maintenance to MLC records, ini t iate changes a s needed to insure that ar t icies in ser ies traced the same (440) are s e t off by filing indicators.

c) Series/ml tipart i tems (macrofom) . Macro f orm items that are i n series/multipart items classified as a collection a re out of scope for MLC. When such an item in the books master f i le is discovered to have been cataloged a s MLC, it is removed from MLC and recataloged a s a fu l l record.

Note that individual issues of serials cataloged a s ra re material a r e cataloged a s monographs according to guidelines stated i n Catalcging Service Bulletin, no. 26.

Distribution

MINIMAL LEVEL C A T - P I C

Introduction

The preceding ar t ic le describes the overall minimai level cataloging (MLC) program for monographs. This ar t icle states, in general terms, the basic procedures for MLC for monographs in book form. No attempt is made to cover systematically the special procedures appiicable to microforms, maps, music, pamphlets, or serials. The art icle assumes the ability to apply properly the appropriate content designation conventions. Preparing an MU: Record

1) General. MLC recorlis generaily reflect AACR 2. MLC catalogers provide added entr ies and include the data elements s ~ e c i f ied below.

2) Headings. The headings used in an MLC record must be consistent with the heading structure of the machine catalog. This is accbmplished as follows:

a) Choice of entry. Catalogers determine the choice of entry according to chapter 21 of AACR 2.

. b) Fom of heading. MLC records a re integrated into the machine catalog without creating conflicts or discrepancies. This is accomplished by insuring that headings in MLC records a re consistent with headings used in the machine catalog t o t h e extent tha t the former arerepresentedbyanexistingauthorityrecordorareusedinanother catalog record. In general, authority work is not done except a s noted below. When it is done, however, it is done a s for ful l cataloging.

(1) Name headings-exclusive of unifom t i t l e headirags (130) and uniform t i t l e s (240). Catalogers search the automated name. authority file. If an authority record is found, that form is used whether AACR 2 or not. If an authority record is not found, a form found in a bibliographic record in tine machine catalog is usea. If more than one form is found, the heading from a record is selected i n th i s order of preference: a ful l AACR 2 record; a completed in- process record; a fui l pre-AACR 2 record; another MLC record. If no form is found, a neaaing is formulated according to AACR 2 and based on information from the item being cataloged or discovered in the course of normal bibliographic searching. If the form on the item being cataioged confiicts with a form already established or used a s an access point i n the machine cataiog, an attempt is made to resolve the conflict by maiting additions to the MLC heading i n accordance with the

appropriate cataloging rules and L C R I s (e.g., 22.18, 22.19, 24.4C, etc.), using information available in the item itself or discovered in the course of normal bibliographic searching. If tne conflict cannot be resolved in th is manner, procedures applicable to ful l cataloging a re applied and exceptionally whatever authority work is required is done to resolve the conflict.

When the heading used differs so significantly from the form on the item being cataloged a s to be unfindable without a cross reference, also exceptionally whatever authority work is required is done to trace the reference.

(2) Name headi-mifonn t i t l e headings (130) and m i f o m t i t l e s (240). Uniform t i t le headings or uniform t i t les a re used in the same manner a s for ful l cataloging. Any authority work needed is done i n the same manner a s for ful l cataloging. For uniform t i t l e s (240), th is includes any autinority work needed for tine name used a s main entry heading (IXX).

(3) Series/mLLZ tipart items. Catalogers search the automated name authority file.

If t h e r e is a series/multipart item authority record, the classification practice (if classified a s a collection, tne item is out of scope for MLC), the tracing practice, and, if traced, the form of numbering a r e followed. For series/muitipart items classified separately, if the series is untraced, the series statement is tagged 4900; if the series is traced the same a s the form i n tine series statement, the series statement is tagged 440; if tne series is traced differently, the series statement is tagged 4901, and a series added entry in the establishea form is given in an 8XX field.

If t'nere is no series/multipart item authority record, catalogers search to see if the series/multipart item is represented in the machine catalog in bibliograpi-lic records. If so, the practice exemplified in those records is followed: classification is inferred from the call number; tracing practice from tracings (8XX tags) or from series statements (4900 = untraced; 400, 410, 411, 440 = traced the. same; 4901 = traced differently); form of numbering from that used in tracings (if inconsistent practice is exemplified, the form from the earl iest created record in the catalog is used). If a series/subseries is involved but there is no SAR, a l l the conventions observed (pattern, punctuation, etc.) a re followed even if the formulation is pre-AACR 2.

. If the series is not represented i n bibliographic records in the machine catalog, the series is tratea a s an untraced one and the series statement is tagged 4900.

3) Data elements. Each record should contain the data ele- ments listed beiow a s appiicable. MLC records prepared before these specifications were put into final form may exnibit variations from the list.

The term "7XX" used i n th is section is understood to mean added entries that a re explicitly tagged with one of the tags in the 7XX group of tags.

1) hbrks entered under main entry heading (1%X). One 7XX added entry may be assigned provided that failure to do so would seriously impair access to the item.

Gtu'delines for Rssignfng MCC Shelf Numbers

The MLC shelf number comprises three components, each separated by a' space. The f i r s t component consists of the le t te rs MLC (minimal level cataloging), a le t te r representing size, assigned a s foilows:

S = small (22 cm. or less) M = medium (23-30 cm.) L = large (31-37 cm.) F = folio (over 37 cm.)

and, a s applicable, a le t te r representing a custodial assignment, assigned as follows:

GUidelines Related t o Scope

1) M t i p a r t items. Muitipart items classified a s a collection a re out of scope. (This exciusion applies to unanalyzable multipart items whether complete or incomplete.) If a muitipart item is f i r s t selected for MLC, that is prima facie evidence that the item is classified separately (no SAR is made). A l l subsequent volumes of that multipart item selected for MLC a re ipso fact0 ciassifiea separately. If, however, a voiume is subsequently selected for fu l l cataloging, the decision still remains classified separately but a t th is point an SAR is made (the fact tha t some volumes a re processed a s MLC is not explicitly stated on the SAR). Under these circumstances, some of the volumes of the multipart item a re processed a s MLC with MLC shelf numbers and some are processed a s full cataloging witn regular cal l numbers.

2) Pre-1801 items. Except for materials especially designated by the Rare Book and Special Collections Division, items published prior t o 1801 a r e out of scope.

3 ) Serials. Items tha t a r e ser ia l s (including monographic ser ies classified a s a collection and the individual t i t les in such series) a r e out of scope for processing a s MLC under the guidelines of th is article. Note, however, that there is an MLC program for ser ia i s (excluding monographic series) tha t w i l l be the topic of a la te r article.

4) Srprplements, e tc . Items that a r e supplements or other kinds of materials best classified with a main work a re out of scope.

Guidelines Related t o the Baurmd Pamphlet Project

The regular LC cal l number assigned to the collection in which the pamphlet is located is used in the MLC record.

The following values a r e used in the 039 field: 1 2 0 3 1.

Guidelines Related to CJK MLC

1) General. Although the RLIN system is used to Input MLC records for items in Chinese, Japanese, and Korean, the same guidelines for ful l records a re used in providing data i n the vernacular.

2) Fixed fields. When MLC records a re input into the books master f i le a t LC, default values a re assigned by the input/update system to the fixed fields. These values remain except for the values explicitly defined to be assigned for MLC records. When MLC records a re input through the RLIN system, f i l l characters a r e assigned t o certain fixed field positions. LC cannot yet handle f i l l characters in bibliographic records; therefore, correct values a re assigned t o the fixed fields explicitly t o be assigned for MLC records and default values a re assigned t o the other fixed fields.

The value "r" is not used in the modified record fixed field (008 byte 38).

3) Deriving for M E . When an LC staff member doing minimal level cataloging discovers a non-LC record in RLIN, the derive procedure is used to create a C J K MLC record.

If a source record for a one-volume item contains a contents note, it is retained whether i n roman, vernacular, or both. In addition t o making any changes to the bibliographic data, the subject headings a re deleted, if any, a f te r the record has been derived. Any added entr ies a re used that a r e appropriate under the MLC guidelines; any ser ies added entries a r e used. that a r e appropriate; other added entr ies a r e deleted.

4) 039 field. An 039 field (level of bibliographic control and coding detail) is not supplied.

Guidelines Related to MLC Originating in the LC New Delhi and Jakarta Field Offices

In general, the guidelines stated in th is ar t icle a r e followed. In addition, a language note (LCRI 1.7B2), a summary note (520), and an internal control number i n the 025 field a re supplied. Value 'lo" is not used in the modified record fixed field (008 byte 38) for items in a nonroman script.

For serles/muitipart items, the microfiche edition of the name authority f i le is searcned i n the field office and the treatment noted is followed. Series a r e subsequently searched a t LC t o insure that the treatment of tine ser ies is in synchronization with the up-to-date online authority record if one has been made.

CATALOG RECORDS FOR ARCHIVAL MOVING IMAGE MATERIALS

The Library of Congress Motion Picture, Broadcasting, and Recorded Sound Division (M/B/RS) has custidy of approximately 120,000 moving

image title-both fiim and viZleo--in a wide variety of gauges anci formats. They include theatrical features and shorts, teievision programminyboth news and entertainmeneeducationai and instruc- tional films and videorecordings, home movies and amateur footage, newsreels and other news material, and television commerciais. They encompass materials from 1894 and t rea t a l l periods and subjects. The division's staff prepares the moving image material for access and use through its preservation and cataloging activities. Until February 1986, cataloging was almost enturely i n a manual mode, and access was primarily through t i t l e information.

Catalog records for these moving image materials a r e now being created online in the MARC visual materials format and w i l l be distributed through the MARC distribution service beginning in early 1987. The records w i l l a lso be published in the National-Union Catalog. Audiovisual hterials. Distribution of the records is intended both as an aid to the cataloging activities of other archival moving image institutions (through the sharing of name authority and bibliographic records) and a s a means of disseminating information about the Library's holdings. It is anticipated that the moving image records created by the Library w i l l be among the f i r s t to be incorporated into the National Moving Image Database (NAMID) Project sponsored by the National Center for Film and Viaeo Preservation of the

American Film Institute.

The catalog records created by M/B/RS w i l l resemble film and video records c rea ted by t h e Audiovisual Section, Special Materials Cataloging Division, but w i l l aiso differ from those records in some significant ways.

Resemblances inciude

1) Both s e t s of records w i l l be catalogea primariiy a t the item level, i.e., t i t l e by title.

2) Proper names used a s access points w i l l be drawn from the Library of Congress authority files. Autnority records for proper names not found in the either tne name or sut ithority f i les w i i l be estabiished and added to tne appropriat

3) Topicai access ~ o i n t s w i i i be t a ~ e r library of C ~ ~ S S Subject Headings (LCSH). Authority records ror toplcs not founa in LCSH w i l l be estabiished and added to tine subject authority file.

Differences inciude

1) The descriptive portion of the catalog record w i l l be formulated according to the guidelines provided in Archival W i n g Image Materials : a C;3talogitrg m u a l (Washington, D.C. : Library of Congress, 1984). This is an AACR 2-based manual approved by the Library for use with collections of archival moving image materials. A s prescribed in the manual, main entry w i l l always be by title-- defined a s original release t i t l e i n the country of origin. No general material designation w i l l be used , since more than one line of physical description (MARC filed 300 with accompanying 007 field) w i l l often be found in the records. These multiple physical descriptions w i l l be used to describe various print, preprint, and viewing copy generations-both in film anci vide-held by the Library. Location numbers for eacn copy w i l l be provided in 050 fields; M/B/RS w i l i not attempt to provide LC classification numbers for the films it catalogs. Also, a s presribed in the manual, copyright data for each t i t l e w i l l be included in the record whenever availabie.

2) Addedentryaccesspointswiligenerallybemorenumeroustnan those provided on records cataloged by the Audiovisual Section and w i l i inciude producing, releasing, a ~ c i copyright ciaimant entities, a s weil a s selected cast and credit names. A l i name access points w i l i be made according t o AACR 2.

3) Topical subject headings w i l l be provided for fiction a s weil as factual films. Subject headings for fictional works w i l i include the subdivision- -Drama for each term chosen.

The f i r s t catalog records created online in M/B/RS w i l l be concentrated primariiy within five major collections: the George Kleine Collection, the Theodore Roosevelt Association Collection, the Wesleyan University Collection of -bus television programs, the Public ARchives of Canada/Dawson City Collection, and the Margaret Mead Collection. Of these, the f i r s t two collectlons9 were previously

Of the remaining three coilections, Chnfbrts, the famed early television ser ies that ran from 1952 to 1961, includes approximately 190 programs, most lasting ninety minutes, tha t incorporate.segments on several topics from discussions of x-ray technoiogy and training for submariners t o compiete dramas and musical presentations. The Library of Congress hoids a compiete run of the series. The films from the Public Archives of Canaaa/Dawson City Collection a r e silent, biacic and white fiims that date from ca. 1912 to 1921. They were found frozen in the permafrost of a Dawson City landfill during and excavation for a new building. They have been jointly preserved by the Public Archives of Canada and the Library of Congress. Most of the fiims a re U.S. productions that found their way to Dawson City during the gold rush days when t h e c i t y was the end of a northwest U.S.-Canadian distribution route. They were kept there because it was cheaper t o retain (or destroy) the prints rather than t o pay the costs of returning them to the distributors. The Margaret Mead materials to be entered into the f i le constitute originals and viewing copies of her Bali expedition field footage. They form approximately one-fourth of the film materials given to the Library from the Inst i tute for Intercultural Studies. Additional materials from the Margaret Mead Collection, inciuding photographs, field notes, and manuscripts, a r e located in the Manuscript Division of the Library.

In addition, i n the newly written text of the Subject Cataloging &nual, the term SUBJECTS file is used instead of LCSH.

Another major segment of the update consists of revisions to the lists of free-floating subdivisions used unaer pattern neauings, and a new instruction sheet listing free-fioating subdivisions that may be used under classes of persons.

Significant changes in subject cataloging practice that have been made since the publication of the 1985 edition and that a re reflected in the update inciude discontinuing the subdivisions :Addresses, essays, lectures, -iconography, and :Yearbooks, geographically subdividing biological names a t any taxonomic level, establishing headings for inciividually named hurricanes, changing usage of the subdivision -Pictorial works, and changing practice with respect t o assigning corporate body name headings to works about railroads.
