SUBJECT : ISSUANCE OF GENERAL PURPOSE OR MULTI-PURPOSE NBI CLEARANCE

I. Policy Statement:

WHEREAS, Republic Act No. 10867 or otherwise known as the "National Bureau of Investigation Reorganization and Modernization Act" provides that the National Bureau of Investigation (NBI) shall act as a national clearing house of criminal records and other related information for the benefit of the government;

WHEREAS, the same law mandates the NBI to establish a modern NBI Clearance and Identification Center containing all derogatory and criminal records and civilian identification records;

WHEREAS, the NBI Clearance has been a forefront requirement for any transaction in various government agency or private institutions;

WHEREAS, the present NBI Clearance is being issued for specific use or purpose which entails additional cost for the public whenever they need to transact on various matters and thus require various applications for NBI Clearance;

NOW THEREFORE, to complement the directive of President Rodrigo Roa Duterte for government services to be accessible to the public and lessen the expense entailed by Filipinos to avail such service, the following directives are hereby issued for the implementation of the NBI and guidance of the general public.

II. Coverage:

These directives shall apply prospectively for all application of NBI Clearances.

III. Directives to the NBI:

The National Bureau of Investigation is hereby directed to immediately conduct the following:

Change the format of all NBI issued clearance for it to bear the phrase "Issued for whatever legal purpose" instead of specific purpose; Replace all existing format of NBI Clearances to the abovementioned multi-purpose clearance; Issue notices to the public through various platform, (ie. Newspaper, social media, etc.) that NBI Clearances will be multi-purpose effective fifteen days from the date of publication.

IV. Implementation:

Implementation of the multi-purpose NBI Clearance shall commence fifteen (15) days after notices have been published in at least two (2) newspapers of general circulation.
