Decision to start up CAMP MNE • Initial steps: 14th Ordinary Meeting, 2005
• Decision to start CAMP MNE: 18 – 19. December 2006
• The Feasibility Study was prepared in the period December 2007 – May 2008
• Draft CAMP Project Agreement: February 2011, adjusted in Spring 2011
• CAMP Agreement is signed on 30 May 2011
General Objectives of CAMP MNE
-mechanisms to achieve SD of the coastal area
-support for the implementation of national policies and ICZM Protocol-promotion of integrated and participatory planning and management in the coastal area
-development of national and local capacities for ICZM and awareness raising
-transfer of knowledge on ICZM tools and approaches
Project Area
territories of six coastal municipalities with the total surface of 1,591 km2
internal waters and territorial sea with the surface of around 2,500 km2
Main problems
Complex institutional and legal frameworks, non clear definedcompetencies, lack of co-ordination
Integrated or ecosystem-based approaches are not at the core of the planning system; sectoral approaches are still prevalent
Capacity for the application of ICZM tools and mechanisms is limited
Strong pressures on coastal environment
Harmonisation of national and local level spatial plans;integration of ICZM Protocol requirements into the spatial plans
Valuable marine and terrestrial ecosystems and cultural heritage are threatened by the current and planned development
Pollution from land-based sources and maritime activities needs to be prevented/ controlled more efficiently

Analysis of implications of the ICZM Protocol for spatial planning system, including recommendations for necessary revision of the existing spatial planning policies and documents to incorporate the ICZM methods, concepts and tools and assistance with their application in the process of CASP development
Delivered trainings and increased capacity of all the stakeholders, especially the local level ones
Raised awareness on coastal processes and integrated management

Coastal studies (with GIS maps) including:
• Suitability Assessment Analysis • Study of biodiversity and nature protection • Study for hydrology, hydrogeology and water quality • Natural risks analyse • Targeted socio-economic analysis • Coastal GIS• The methodology for carrying capacity, especially regarding the capacities in the sector of tourism development • Recommendations to strengthen beach management system in Montenegro
