INTRODUCTION

Towards first ITS SpecificationsThe ITS Conference 2012 brings together high-level representatives from the European institutions and key stakeholders from the public and private sectors of the ITS community in the European Union and beyond.

The European Commissioner for Transport, Vice-President Siim Kallas, will open the Conference, together with representatives from the Cyprus Presidency, the European Parliament, the City of Vienna and the United Nations Economic Commission for Europe (UNECE).

The European Commission will outline the progress in the implementation of the ITS Action Plan and the ITS Directive, with detailed presentations on a number of key actions. The work on the fi rst three specifi cations to be adopted soon in the framework of the ITS Directive, fi ndings of studies on legal issues and the results of the 1st Smart Mobility Challenge will notably be addressed.

Panellists from private and public stakeholders will comment on current achievements and further discuss the way forward.

The agenda of the European Commission ITS Conference 2012 includes the following topics:

Speaker

Mr Pawel Stelmaszczyk: Mr Stelmaszczyk was appointed as a Head of Unit at the Directorate General for Mobility and Transport of the European Commission in March 2009. His current Unit is in charge of EU-level policy development in the field of Intelligent Transport Systems. Previously, Pawel also held responsibility for EU policy in the areas of logistics, co-modality, inland waterways, motorways of the sea and the Marco Polo Pro-gramme.Prior to his position at the Commission, he served as Vice President of the management Board of the Polish Information and Foreign Investment and Information Agency (PAIiIZ) and as a President of the management Board of Warsaw Technology Park. He also held high-level management positions in mul-tinational companies in the ICT sector including Microsoft and Intel Corp. with responsibility for imple-menting their stakeholder engagement strategies and digital education programmes in Central/Eastern Europe and EMEA. Pawel holds a Master’s degree in International Trade and Public Policy from the George Mason University in the USA as well as an MBA degree from the Ecole Supérieur des Sciences Economiques et Commer-ciales (ESSEC) in Paris, France. He has also completed post-graduate studies in e-Business Management at Warsaw Technical University.

PANEL I: TOWARDS SPECIFICATIONS UNDER ITS DIRECTIVE

The ITS Directive (2010/40/EU) was adopted on 7 July 2010 to accelerate the deployment of Intelli-gent Transport Systems in the European Union. Under the ITS Directive, the European Commission, after consulting notably with experts from Member States, is empowered to adopt, as delegated acts, speci-fications (functional, technical, organisational or services provisions) to address the compatibility, interoperability and continuity of ITS solutions across the European Union. Six priority actions have been selected for the adoption of these specifications, namely:

a) the provision of EU-wide multimodal travel information services b) the provision of EU-wide real-time traffic information services c) data and procedures for the provision, where possible, of road safety related minimum

universal traffic information free of charge to users d) the harmonised provision for an interoperable EU-wide eCall e) the provision of information services for safe and secure parking places for trucks and

commercial vehicles f) the provision of reservation services for safe and secure parking places for trucks and

commercial vehicles

Among those, and in line with the Commission Working Programme adopted on 15 February 2011 on the implementation of the ITS Directive, the first specifications to be adopted will address actions c) d) and e).The Commission will present the state of play of the elaboration of these specifications, summarising the work achieved and the next steps towards their adoption. A discussion with invited expert panellists representing several ITS stakeholders and with the audience will follow.

Panellists:Mr Risto Kulmala: Dr Risto Kulmala is currently working as the Principal Advisor on ITS at the Finnish Transport Agency, with a long career as a Research Professor on ITS at VTT Technical Research Centre of Finland and as an adjunct professor at the University of Lund, Sweden. He has long experience in safety and socio-economic evaluation of ITS, ICT infrastructure, and implementation issues and road maps for ITS, and has coordi-nated national and international projects and programmes on ITS. He is currently the chair of the CEDR ITS Task, co-chair of the iMobility Forum’s Implementation Road Maps Working Group, and the leader of the ICT Expert and Study Group in EasyWay.

Ms Christine Lotz: Christine Lotz is wearing “two hats” on the panel:First, Christine is head of section at BASt, the Federal Highways Research Institute, which is subordinated to the German Federal Ministry of Transport, Building and Urban Development. Christine is in charge of a very interdisciplinary team dealing with traffic information, co-operative systems, driver assist-ance systems and automated driving. The technical and organisational feasibility of these innovative approaches and their integration into a comprehensive architecture are important areas of her team. In addition, questions of the man-machine interaction as well as the legal conditions for a deployment of such system solutions are part of her responsibilities, too. Christine is in charge of a number of actions close to the ITS Directive.Second, Christine is the Public Authorities Representative of TISA – the Traveller Information Services Association – and chair of the TISA Working Group on ITS Directive issues which has published a position paper on the “Provision of a free Minimum Universal Traffic Information Service” earlier this year.

Mr Helge Molin: Helge Molin has been working for the Austrian Ministry for Transportation, Innovation and Technology in the department for integrated transport management since 2004. In the past he has been involved in numerous projects including the federal coordination of transportation activities for the EURO 08 in Aus-tria and in Switzerland. Since 2008 he has been heavily involved in telematics and ITS policy deployment in Austria. Amongst others Helge Molin is member of the European ITS Committee, is the Austrian nation-al representative in the EasyWay programme and is also member of the national ITS Austria platform.

Mr Klaus Schierhackl: Klaus Schierhackl is the Executive Director of ASFINAG (since 2007), where his main responsibilities include financing, accounting, controlling, tolling and international business relations.Klaus Schierhackl attended the Vienna University of Economics and Business Administration. He worked as an assistant at the Institute of Transport Economics and Logistics, then joined MAN in Munich to come back to Vienna where he was appointed head of ASFINAG’s Tolling Department and General Manager of ASFINAG Maut Services GmbH from 2005 to 2007. During his activities abroad he established close contact with ASECAP (European Association of Tolled Motorway, Bridge and Tunnel Concessionaires), where he became president this year and since a few months he also is member of the IBTTA board of directors.

PANEL II: LEGAL ISSUES IN ITS DEPLOYMENT

Addressing legal barriers to the deployment of ITS solutions is one of the priorities of the ITS Action Plan. The handling of data (notably personal and financial data) in ITS applications raises a number of issues, as citizens’ data protection rights are at stake. At the same time, data integrity, confidentiality and availability, must be ensured for all parties involved, especially citizens. Additionally, the use of ITS applications creates requirements for both users and service providers in terms of liability. These issues may be a major barrier to wide market penetration of some ITS services if citizens’ rights are not shown to be fully protected and if there remains legal uncertainty related to liability.

The session will look at those important legal issues affecting the deployment of ITS solutions, focus-ing on the two main themes identified in the ITS Action Plan and also covered in provisions of the ITS Directive:

• Assessing the personal data protection issues related to the handling of data in ITS applications and services and proposing potential measures to improve the situation

• Assessing the liability issues pertaining to the use of ITS applications, notably in-vehicle safety systems, and considering potential specific measures to eliminate such barriers

For both topics the final results and main recommendations of recent Commission studies will be presented. This will be followed by a discussion with invited expert panellists representing several ITS stakeholders and with the audience.

Speakers

Mr Stefan Eisses:Stefan Eisses is managing director of Rapp Trans NL. He has 20 years of experience in Intelligent Trans-port Systems and has been involved in several ITS feasibility studies, public procurements and testing/implementation projects throughout Europe.He has provided support to DG MOVE for the elaboration of the ITS Action Plan since 2009, in particular on the topics concerning Traffic Information, the EETS mid-term review and ITS impact on the safety of the Vulnerable Road User. He was project leader for the EC study on personal data protection aspects of ITS.

Mr Gilles Carabin:Gilles Carabin is working for the European Commission, DG Mobility and Transport. As a policy and project officer he is mainly dealing with the implementation of the Action Plan and Directive on Intelligent Transport Systems (ITS), notably for the topics of eCall, access to public data for digital maps and liabil-ity. Before joining the Commission he worked for ten years as an engineer in the field of Geographical Information Systems.

Panellists:Mr Peter Cullum:Peter Cullum joined the Road Haulage Association (RHA) after a career in aviation and international rela-tions. As the RHA’s Head of International Affairs he deals with various government departments including Business, Agriculture, Environment, Customs and the United Kingdom Border Agency (UKBA) on aspects of international road haulage. He has lectured in Western Europe, Turkey and India on supply chain issues. He is a member of the UK’s Joint Customs Consultative Committee (JCCC) and the Home Office Border Management Programme (BMP) Industry Stakeholder Group as well as the BSI/CEN Working Group on Supply Chain Security and Resilience. He is a vice-president of the International Road Transport Union (IRU)-Goods Transport Council and a member of its Customs, Combined Transport, EU Liaison, Legal and Social Affairs Commissions.

Mr Simon Hania:Simon Hania has been a leader at the cross roads of telecommunication and information technology, business and regulatory affairs for over 15 years. Simon currently is Program Director Privacy and Data Protection at TomTom, ensuring the company to globally meet the growing expectations of customers and the increasing regulatory demands with respect to location privacy. Previously at TomTom, Simon was responsible for Technical Operations of Service Delivery, including the HD Traffic service. Before TomTom, Simon held various positions in the telecommunications industry, the last being CTO at XS4ALL, the premier internet service provider in the Netherlands.

Mr Christian Rousseau:Christian Rousseau is in charge of Transport Policy and ITS deployment in the General Secretary Division of Renault. He received a PhD degree in electronics at Grenoble Polytechnic Institute in 1975. He has been in charge of Engine Control Systems advanced studies and development for 10 years, Electronic Systems researches including ADAS and ITS activities for ten more years, IEEE skills and expertise corpo-rate development for 4 years. Since end of 2007, he has been in charge of Product Definition Compliance with Transport Policy and Mobility Needs. He is member of the eSafety Steering Group and Ertico board member.

PANEL III:1ST SMART MOBILITY CHALLENGE: TOWARDS EUROPEAN MULTI-MODAL JOURNEY PLANNER

Swift travel across Europe should be seamless with single tickets or billing systems and door-to-door information readily available. The challenge is to access, integrate and use the data to deliver meaning-ful real time and personalised travel information services to the user. This is especially needed for cross border and multimodal travel. It is a must to ensure seamless door-to-door mobility and this could require specific measures to be taken, as underlined under initiative 22 of the 2011 Transport White Paper.The availability and promotion of multimodal journey planners, providing information over travelling time and routing alternatives, is a key element to ensure seamless door-to-door mobility. This is covered by the ITS Action Plan (action 1.5) and relates to priority action a) of the ITS Directive on “the provision of EU-wide multimodal travel information services”.Vice-President Siim Kallas, Commissioner for Transport, launched during last year’s ITS Conference in Lyon on 6 June 2011, the 1st Smart Mobility Challenge on European multimodal journey planners. The Challenge invited industry stakeholders and European citizens to submit either solutions of European (or at least cross-border) multi-modal journey planners, or innovative ideas that would allow the develop-ment of such truly European and multimodal tools. Four winners (two in each category) were selected in March 2012.The session will introduce the background and the results of the Challenge. The 4 winners will have the opportunity to present their innovative “award-winning” solutions. This will be followed by a discussion with the winners and the audience on the obstacles and opportunities laying before multimodal journey planning.

Mr Gzim Ocakoglu:Gzim Ocakoglu is Team Leader within Unit C3 “Intelligent Transport Systems” of Directorate-General for Mobility and Transport (DG MOVE) at the European Commission. He has been involved since 2008 in the policy and legislative activities in the area of Intelligent Transport Systems. He is now coordinating the implementation of the ITS Directive and of the ITS Action Plan.In his previous function, he served as Programme Manager within Directorate-General for Enterprise (DG ENTR) for the coordination of the security activities (eSignatures and eID) within the IDABC Pro-gramme dealing with the pan-European interoperability of eGovernment services.Before joining the Commission in 2003, Gzim held for 10 years various research and management posi-tions in the telecom industry, working for both equipment manufacturers and telecom operators.Gzim Ocakoglu holds a MS degree in Electro-Mechanical Engineering from the Free University of Brussels and a MS in Electrical Engineering from the University of Minnesota.

Panellists:Mr Tomas Chlebnican:Tomas Chlebnican has graduated as Master of Computer Science at Faculty of Information Technology of Brno University of Technology in 2005 and works for CHAPS Ltd. ever since. Mr Chlebnican is COO of CHAPS Ltd. and is responsible for IDOS project as a whole. Mr Chlebnican is also involved in development of legal framework for National Timetable Information System in the Czech Republic (in cooperation with Ministry of Transport) and in several national and international research and development projects.

Mr Danilo Gismondi:Danilo Gismondi is currently CIO at Trenitalia. He started his career as consultant for Supply Chain Management, strengthening his competencies in logistics and maintenance processes. In 2003, he joined Ferrovie dello Stato Group as head of solutions for logistic and maintenance IT systems. His responsibili-ties grew to corporate and business intelligence systems and to the implementation of the new revenue management system that increased the standardization of revenues and financials accounting. In 2011 he was appointed as CIO of Trenitalia S.p.A. and now leads the transformation programme of Trenitalia IT applications portfolio.

Mr Maxim Nohroudi:Maxim Nohroudi is the CEO and Co-Founder of Berlin-based travel and transport startup Waymate. His background in economics led him to join the strategic planning & scenarios department of Royal Dutch/Shell in London. Upon his return to Germany, he founded the first academic institute for Corporate Governance as Managing Director. Maxim then went on to become the youngest ever university vice-pres-ident in Germany for Witten/Herdecke University. Excited about the potential of new technologies in the travel sector, he founded Waymate in 2010 with friend and colleague Dr. Tom Kirschbaum. At Waymate he is responsible in particular for products, business development and HR.

Mr Yves Tyrode:Yves Tyrode is CEO of voyages-sncf.com since February 2011. His mission is to develop Voyages-sncf.com’s business momentum through innovation and service. Mr Tyrode is a graduate of the Ecole Nation-ale Supérieure des Télécommunications and began his career in 1991 with France Télécom, where he helped launch the Tatto product line. In 1996, he was named Marketing Director for enterprise mobility solutions and launched the Itinéris Enterprises product line. From 2000 to 2003, he held successive posi-tions as General Manager of Mobile Internet for Business, then as Director of France Telecom Group’s Wifi Programme. In 2003, he joined Orange Business Services, where he was Head of the Data Business Unit and then Development Director of Convergent Offers for the European BtoB market, where he launched Business Everywhere. In 2006, as Vice President, he played an active role in creating the Orange Techno-centre, of which he became the Executive Vice President in 2007.
