Today, enjoy reading about Cheri Smith, MMC, CPM, City
Clerk, City of Key West.
I relocated to Key West from Corpus Christi, Texas in 1988 and I
started working for the City of Key West in 1993 as an
administrative assistant to the assistant city manager. In 1996 I
was promoted to executive assistant to the city manager. In 1999 my predecessor
suddenly passed away. The city manager encouraged me to apply for the city clerk’s job. I
was shocked when I was chosen by the Key West City Commission and on May 4, 1999, I
was sworn in as the city clerk. Read More

please pay dues by September 6, 2019.

Within the next few months, we will be highlighting your FACC Committees in the FACC
Weekly Newsletter. You can learn what each committee's responsibilities are, and
hopefully you will be interested in serving on a committee in the future.
Today, we feature the Awards/Scholarships Committee and the By-Laws/Manual
Revisions Committee.
Awards/Scholarships Committee
This committee reviews applications for FACC scholarships and awards.
The scholarships are issued to members for the Summer Conference and Academy, Fall
Academy and the Annual IIMC Conference. After reviewing the scholarship applications,
the committee makes recommendations to the Board for final approval at the February or
March Board conference calls. Don't leave money on the table! Apply for scholarships to
attend FACC's premier events. Seven Summer Conference and Academy scholarships
and two Fall Academy scholarships were awarded in 2019. Will your name be on that list
for 2020?
The awards are presented to members at the Summer Conference and Academy. There
are three awards total, including the City Clerk of the Year Award, the President's Award
and the Robert N. Clark Award. Start thinking now about a worthy FACC member you
could nominate for these prestigious awards. It only takes a little effort, but will leave a
lasting impression on the winners!
Look for information for both scholarships and awards later this fall.

By-Laws/Manual Revisions Committee
This committee is responsible for reviewing and updating the following: the FACC By-
Laws, the FACC policies and goals, the FACC Board of Directors' and Committees'
duties/responsibilities and the FACC City Clerks' Manual.
This committee's tasks may not be as glamorous as other committee tasks, but this work
is vital to the daily operation and sustainability of the association.
The committee will begin reviewing the clerks manual later this year.

Grant Writing for Municipal Clerks
Thursday, September 26, 2019
Time: 2:00 p.m. - 4:00 p.m. (EST)
Cost: $75 FACC members/$100 non-members
This training is designed as a comprehensive overview of the grant-seeking process. As a
condensed version of a graduate course on grant writing, discussion will examine how to
search for funding opportunities, how to ensure that a project fits with a funder’s priorities,
and how to write a grant proposal (including the problem statement, goals and objectives,
project description, project management plan, timeline, sustainability plan, evaluation and
budget).

Moderator: Dr. Bob Lee, Director, Center for Florida Local Government Excellence
This program has been approved by IIMC for 2 hours (1 point) of CMC/MMC credit. A
completed Ideas to Action (ITA) form is required to receive education credit.
Approximately two days prior to the webinar, the Ideas to Action form and a phone
number with the webinar code will be emailed to all paid registrants.

Note: Registrations will not be considered complete until payment has been received. If
the check is received after the webinar is full, you can take the recorded version and still
receive credit after completing the ITA form.

Rethinking Homelessness: Formula for Transformational Solutions

An estimated 28,378 individuals and 43,592 families with children in Florida are homeless.
Cities of all sizes share in the challenges of homelessness and have a significant role in
efforts to end homelessness for their citizens. Learn about the different faces of your
homeless population and the specific strategies needed to address the unique challenges
facing each group. Join us for the Florida League of Cities Summer Research Symposium
as we examine innovative programs and collaborations in housing and social services
used at municipal and regional levels to address the needs of various homeless
populations. This research symposium is designed for city managers, community housing
and development staff, and elected leaders. Attendees will gain a better understanding of
the issues surrounding homelessness and learn about strategic approaches to ending
homelessness used by the most successful communities. The event is free for League

The Center for State and Local Government Excellence, The National League of Cities,
and ICMA-RC are hosting the event to equip state and local government leaders with new
tools and ideas to plan for the public sector workforce of the future. It will kick off on
Thursday, September 26th, with a welcome reception, to be followed by the full-day
summit on Friday, September 27th at the Broward Center for the Performing Arts in Fort
Lauderdale.
The summit will bring together a diverse mix of elected officials, government agency
managers, retirement administrators, HR professionals, labor representatives, and the
research community to examine pressing issues at the forefront of the public sector
workforce:
• Workforce Trends: Recruitment and development; Generational differences and demographic shifts, and equity and inclusion; Positions experiencing growth and contraction, jobs difficult to fill; Technological advancements, adapting education systems, and technical training
• Rethinking Retirement: Restructuring retirement plans; Applying models from private/nonprofit, international, and other settings; Using behavioral economics to encourage better saving habits
• Health and Wellness Benefits: Work-life balance (e.g., family leave, elder care); Schedule flexibility, succession planning and advancement opportunities; Cost-effective ways of fostering a healthier workforce
