Project Development ObjectivesProject Development Objective (from Project Appraisal Document)
The project development objective is to increase the availability of diversified household fuels in a sustainable way, and to increase the income of affected communities while preserving the forest ecosystems. This will be met by: (i) Increasing wood-fuels production; (ii) Increasing alternative household fuels for cooking purposes (iii) Reducing deforestation in target zones; (iv) Reducing net CO2 emissions through the regeneration and protection of forests put under sustainable management; (v) Increasing income of participating villages, and local communities, with special attention to women, both from charcoal production and other income generating activities; (vi) completing the reform of the charcoal value chain; and (vii) improving the training, information, and participation of women in alleconomic activities and improving their participation in decision-making institutions and processes.

Implementation Status OverviewOverall, project implementation is progressing smoothly. Good progress is noted in the production of wood-fuels by local producers in forests already put under sustainable management. Increase in income of participating communities and local government from charcoal production and other income generating activities is also noted. The new Ministry of Ecology and Environment Protection needs to get inputs from the relevant government institutions to get the forestry code finalized and submitted to the General Assembly for adoption. Some delays were noted in the handling of procurement by the procurement cellule of the former Ministry of Environment and Protection of Nature (MEPN) and this is impacting the execution of project activities. Therefore, procurement needs to be speeded up to prevent delay in project implementation. The limited implementation of technical prescriptions in the exploitation of some forests, the frequency of bush fires and the fraudulent production of charcoal in non managed forests are problems that need to be dealt with properly. Delays were also noted in the execution of Component 3 and this is mainly due to the late effectiveness of the Nordic Development Fund. The remaining effectiveness conditions have to be completed by the Ministry of Finance urgently. To avoid further delay in the implementation of the third component the project team has launched discussion with potential operators for the promotion of charcoal briquettes and the identification process of local NGOs for the implementation of activities on the ground.

Key Decisions Regarding ImplementationThe Direction of forestry in coordination with their regional and local offices as well as with various actors in the field has to monitor closely: (i) charcoal production in areas put under sustainable management to ensure that technical prescriptions in existing forest management plans are complied with; (ii) bush fire; and fraudulent charcoal production in unmanaged forests. The Ministry of Finance has to meet urgently the effectiveness conditions for the Nordic Development Grant to speed up the implementation of the third component of the project. The new Ministry of Ecology and Environment Protection has to share the draft forestry code with relevant government institutions for feedback and get if finalized by the end of the year. The Ministry of Ecology has to meet with their procurement cellule to identify bottlenecks and take the appropriate measures to ensure that PROGEDE2 related procurement documentation is reviewed on time and transmitted to the Central Direction of Public Procurement on time. The next supervision mission is scheduled in June 2012.
