This proposal is being brought before the Historic District Council for Conceptual Approval. Conceptual approvals are provided by the HDC as a courtesy to the applicant in an effort to allow comment from the Historic District Council and citizens during the

conceptual design process. The HDC will provide the applicant with feedback and guidance relating to the proposal and take a vote to indicate whether the board feels the proposal is adequately appropriate to proceed. If significant concerns are raised by the Board, they may request that the applicant return for additional conceptual review. In all cases, the applicant must return to the HDC to seek Final Approval of their projects. No projects can proceed to the permitting phase without final approval by the

HDC. If the Board feels that a project is substantially inappropriate at the conceptual level, or is not making progress towards an appropriate design, the board may vote to deny conceptual approval.

SUMMARY OF REQUEST AND BACKGROUND INFORMATION:

Applicant is proposing to redevelop an existing commercial site, and restore the original underlying platted lots. The existing site was utilized as a lumber yard. There are a number of structures currently on the site that will require demolition before redevelopment can occur. The applicant is proposing to construct 21 townhome units. Units will be two story with flat roofs and will feature either attached or detached garages accessed by a common alley at the rear of the lots. The alley will be accessed from 3rd street. The architectural details utilized are based on elements historically found in the downtown area. The homes will feature brick facades on the front, with Hardieboard lap siding at the sides and rear. The garages will be hardieboard siding and have a sloped roof with architectural fiberglass shingles.

CITY OF FERNANDINA BEACH LAND DEVELOPMENT CODE

8.01.01.01 Standards for Development in the Historic District Overlays

A. The review of proposed development within the Historic District Overlays shall be based upon the latest edition of Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings from the U.S. Secretary of Interior. B. The review of proposed development within the Historic District Overlay shall also be based upon compliance with the Downtown Historic District Guidelines, dated December 1999, as amended from time to time. The review of proposed development within Old Town shall be based upon compliance with the Old Town Preservation and Development Guidelines, dated June 1999, as amended from time to time. C. In addition to standards applicable to the underlying zoning district, new construction within the Historic District Overlay shall be compatible with the existing character of the landmark or the district. Compatible design means architectural design and construction that will fit harmoniously into the district or the landmark site. New construction shall be compatible in scale, materials, and quality of construction with adjacent buildings and structures that have been designated.

CITY OF FERNANDINA BEACH DOWNTOWN HISTORIC DISTRICT DESIGN GUIDELINES: GUIDELINES FOR NEW COSNTRUCTION

The protection of the historic and architectural resources of the district includes new construction and requires compatible new buildings to respect visual and historic characteristics. New construction of primary buildings should maintain the existing historic pattern of a neighborhood in terms of characteristics such as setback, distance between homes, scale, materials, and colors.

1. New buildings should be compatible with adjacent buildings in terms of height. 2. New buildings should be compatible with adjacent buildings in terms of materials. 3. New buildings should be compatible with adjacent buildings in terms of setback. 4. New buildings should be compatible with adjacent buildings in terms of width, scale, and proportions. 5. New buildings should be compatible with adjacent buildings in terms of roof form. 6. New construction should be oriented toward the major street.

Staff has reviewed the conceptual plans and finds the proposed design conceptually appropriate for this site. An analysis of the proposal and concerns that need to be addressed are outlined as follows; 1. Scale, including height and width; The proposed building is 30’ in height. The maximum allowable height per LDC 4.02.03(E) is 35’. The height meets requirements. 2. Setbacks; While the MU-1 zoning district allows for zero setback of primary structures, it still requires a 3’ side yard setback for accessory structures. To allow the accessory structures to align with the primary structures, the applicant is requesting a variance from this section of the code through HDC 2017-02. Corner lots in MU-1 zoning districts are required to have a 10’ side yard setback along the secondary frontage. Applicant is requesting a variance to reduce the setback to 5’ on the northwest corner of Beech Street and 3rd Street through HDC 2017-02. 3. Orientation and site coverage; Per LDC 4.02.01(J), the maximum impervious surface ratio for lots is 75% of the total surface area. This proposed development has an impervious surface ratio of 79.6%. This will be addressed in the final plan by either reducing the amount of impervious drive surface or incorporating a pervious product into the drive areas. 4. Alignment, rhythm, and spacing of buildings; In staff’s opinion, the rhythm and alignment of the buildings on the streetscape should be further addressed. As proposed, the buildings present facades that are spaced closely together and aligned in the same plane, creating a monolithic streetscape. The exception to this is unit 14, which has a recessed front entry. Creating more of this type of variation in the facades would better break up the massing of the buildings.

5. Form and detail, considering the link between old and new buildings; The proposed townhomes take many design ques from the commercial architecture seen in the downtown area. Features like the flat roof with parapet, brick facades and beltcourses, 6/6 and 2/2 windows, and shutters are all details that link this design to historic buildings in the area. 6. Maintaining materials within the district or on the landmark site; The proposal contains some material specifications which are inconsistent with the Downtown Historic District. The installation of vinyl fencing is prohibited for yards of houses in the historic district per the LDC. Vinyl is not a sustainable material and does not convey the same appearance as historic fencing materials such as wood or brick. Also, the installation of vinyl shutters is not appropriate. Vinyl is not a sustainable material and its plastic appearance is not similar to wood. Shutters do not have to be operable, but they

must be wood. 7. Maintaining quality within the district or on the landmark site; The proposal shows much attention to detail on the front elevations of the townhomes, but lacks the same attention to detail and quality on the sides and rear. Although smooth hardiboard siding is appropriate on these elevations, staff recommends adding brick to the rear corners of the primary structures to make them feel cohesive. Additional detail the sides of the units including shutters, and bay windows would be beneficial. Staff recommends addressing the sides of the buildings on all corner units (units 1, 6, 7, 14, 15, & 22). 8. Facade proportions and window patterns; Façade proportions and window patterns are consistent with residential and commercial buildings found throughout the historic district. 9. Entrances and porch projections; The Guidelines stress that “entrance elements such as doors, transoms, and sidelights are significant in defining a house’s architectural character.” This can be evidenced by attention to design and craftsmanship found on the many remaining historic front doors in the city. Although the proposed doors do not have to be wood, care should be taken to ensure that the design and quality are compatible with those seen historically. 10. Roof forms; The flat roofs of the proposed design are typical of what would be seen on commercial structures historically. This roof form is appropriate for this Mixed Use (MU-1) zoned site which is situated in a transitional zone between the Central Business District (C-3) and Residential (R-2) zoning districts. The flat roof design allows for rooftop terraces which are desirable for this site near the river. Staff finds that, while the rooftop terraces are appropriate for this site, the rooftop access detracts from the overall design of the site. Staff recommends the rooftop access door be changed to a less obtrusive design. The use of a skylight style access would be more appropriate in that it would be less visible from the street and create less obstruction of sight lines on the rooftops. Below are some examples:

and 11. Horizontal, vertical, or non-directional emphasis. As noted in number 4, concerning alignment, rhythm, and spacing, these buildings will be situated very close together with the facades all in the same plane. This will create a very horizontal emphasis that may be overwhelming for the scale of the street. Staff recommends offsetting the buildings or creating step-backs in certain units to break up the massing.

Staff concludes the requested action is substantially consistent with the Land Development Code, the Secretary of

the Interior Standards, and the Downtown Historic District Guidelines and recommends CONCEPTUAL APPROVAL

of HDC 2017-03.

MOTION TO CONSIDER:

I move to approve or deny HDC case number 2017-03 with or without conditions; AND I move that the HDC make the following findings of fact and conclusions of law part of the record: That HDC case 2017-03, as presented, is or is not substantially compliant with the Land Development Code, the Downtown Historic District Guidelines, and the Secretary of the Interior’s Standards to warrant approval at this time.

Project Description

Part 1

The proposed project would redevelop an existing commercial site, and restore the original underlying plattedlots. The existing site was utilized as a lumber yard, and consists of multiple structures. The primary structureis wood frame and features wood siding. There is also a metal building, as well as several open metal roofstructures on site. The majority of the site is currently paved.

Part 2

The proposed redevelopment of the site will utilize the original underlying platted lots for a residentialdevelopment. The development will consist of 20 duplex units and one single family residence. The units willbe two story with flat roof, and will feature either attached or detached garages. The garages will be accessedby a common alley to be placed on the back of the lots, which will be accessed from 31 street. The architecturaldesign is based on similar structures in the historic downtown area, and will consist of a brick façade on thefront, with hardie siding on the sides and rear. The garages will be hardie siding with a sloped roof andarchitectural fiberglass shingles.
