Areas from Fisherhaven to Die Damme on the other side of Gansbaai were affected. According to Lester Smith, chief fire offi- cer of the Overstrand Fire and Rescue, the fire started in Karwyderskraal, Bot River area on Friday around 13:00. Due to strong winds, the fire quickly spread to inaccessible and thick vegetation areas in the Hemel-en-Aarde-Valley. “Because visibility was minimal, it was decided to call in aerial support,” Smith said. A spotter plane was also used to assist. The Incident Command Post (ICP) was established at Gee Whiz Farm near De Bos Dam and the area was divided into three divisions. Eleven fire engines, several land- owners and Working on Fire ground teams were deployed into the divisions to help fight the fire line. Dr Sandy Waddingham from the Hemel ’n Aarde Stud Farm, together with col- leagues, neighbours and friends helped to move more than 80 horses down the moun- tain to Onrus River’s side as precaution when it seemed the fire could head towards the Hemel ’n Aarde Stud Farm and Oldlands Stud Farm in the valley. Irrigation systems were also switched on on many farms and homeowners hosed down roofs as a further precaution. On Sunday 22 March at 03:00 the fire was reported to be contained and the only casu- alties sustained were those of the voltage lines. It was during this time that the Over- strand’s electricity supply was cut off. Later on Sunday the fire was still con- tained but not yet brought under control. The town on Sunday morning was rela- tively busy as many people without genera- tors or gas stoves headed into the CBD for fresh coffee and something to eat. Some restaurants were open and could provide patrons with food and drinks. Most of the retail shops in the CBD were closed for business on Sunday morning, as they could not accommodate sales during the power failure. By Sunday evening the power to the af- fected areas was restored at different times, 20:20 for Hawston and Vermont and 21:45 for Hermanus, Stanford and Gansbaai. “The size of the area burnt is estimated to be 332 hectares on Sunday. “By Monday evening, the Incident Com- mand Post was still open and all operational staff were still busy at the fire line. On Tues- day the fire remained contained,” Smith said. It took four days to contain the fire. ‘Undernormal circumstances, itwouldhavetakenup to sixdays to restorepower’All of Hermanus, Stanford, Ver-mont, Gansbaai, Fisherhaven andHawston were without a powersupply from 03:00 on Sunday 22March until late Sunday evening.

This was due to the veld fires thatdamaged Eskom 66 kV overheadpower lines.According to a statement released

by Eskom, their technical staff couldnot immediately access the area be-cause of raging fires, strong winds,smoke and fire brigade activities.“When the area was safe, Eskom’s

technical staff immediately startedwith all the necessary reconstruc-tion of the burnt structures. Theyused additional Eskom constructionteams and contractors to rebuild theburnt structures enabling restora-tion to the affected areas.“After many hours of gruelling

work, the power to the affected areaswas restored at different times – 20:20for Hawston and Vermont, and 21:45for Hermanus, Stanford and Gans-baai.“Under normal circumstances it

would have taken up to six days tosource the materials, assemble andreconstruct the structures.

“Throughout the day and duringconstruction the fires kept flaringup, making the working conditionsextremely difficult for the teams.“Eskom would like to thank the

communities for thepositivemannerin which they have responded andsupported our teams throughout theday,” the statement concluded.

Eskom worked around the clock to restore power after the fire. They also used additional Eskomconstruction teams and contractors to rebuild the structures needed to restore power to the affect-ed areas. PHOTOS: SUPPLIED

The Walker Bay Xtreme is mainly asports festival offering events like swim-ming, running, cycling, triathlon, cross fitchallenge, marathon, paragliding, strong-man competition, foot up trails and standup paddling.

Besides the wide variety of sportingchallenges, the festival will also be a fami-ly friendly weekend which will be packedwith expo’s, stalls, live entertainment andfun events for the kids.

Kids will be able to crawl and tumble ina play pit, get dirty in a mini mudder, testtheir muscles and balance in a trooperscourse, putting their strength to the testduring a champs challenge, as well as en-joy a variety of garden games such as agiant jenga, twister and bowls.

The hosting of a sport festival in Herma-

nus first came about when Sparks Ester-huizen, founder of the Sea-and-Sand Insti-tute, came up with the idea in 2008.

To put this idea into practice, Rick Oost-huyzen, local businessman and owner ofTapas Restaurant, took the negotiationsfurther with all relevant parties, and nowthe first ever sport festival in Hermanusis set to happen.

The Hermanus Business Chamber andthe Overstrand Muncipality have giventhe event a thumbs up.

According to Oosthuyzen all the eventswill happen in the centre of town in andaround the Old Harbour.

“This will make it possible for familymembers and friends to also join in the funand watch participants compete. Withchallenges like cycling and running, boththe start and finish will be at the Old Har-bour.”

Oosthuyzen says that this event will helpstimulate business in Hermanus over aquiet period. “It will attract athletes, spec-tators and families from all over to visitour town when we start to feel the econom-ic pinch at the start of winter.”

ANGLING EXCELLENCE: The Western Province Deep Sea Angling Associationawarded the prestigious Chairman of the Year Trophy for 2014 to Tjaart Olivier, pastchairman of the Walker Bay Ski Boat Club. Walter Mapham, the current chairman, ex-plained that “this is in recognition of Tjaart’s contribution to boat-based anglingthrough his chairmanship over the past five years and his responsibilities as safety of-ficer and for boat seaworthy surveys, skippers training and development work withyoung anglers”. Alongside Tjaart (centre) are members of the club committee, fromleft: David Plane, Walter Mapham, Charlo Viljoen and Tim Tindall. The ski boat clubpromotes sustainable and safe boat-based fishing and caters for social members aswell as boat owners and fishing enthusiasts. Consumers to pay Eskom’s deficitKERRY VAN RENSBURG

On 1 April electricity will go up by 12.69%for those households who receive theirelectricity directly from Eskom.

This is the latest news from Eskom re-garding the 2015/16 electricity tariffs ap-proved by the National Energy Regulatorof South Africa (NERSA).

Households who received their elec-tricity from the Overstrand Municipali-ty, will pay 14.25% more for power asfrom 1 July.

Eskom says further increases can beexpected before the end of the 2015/16 fi-nancial year.

On Friday 20 March Eskom issued astatement concerning their tariff in-crease and further potential adjust-ments: “Eskom confirms that the priceincrease to be implemented on 1 April toEskom direct customers is still 12.69%and for municipalities will be 14.25%from 1 July.

“Eskom’s current financial position,as a result of historical non-cost reflect-ive tariffs and the lag in recovery of eligi-

ble expenditure, does not afford Eskom’sbalance sheet the ability to pre-fund fur-ther costs that are necessitated by a con-strained power system, such as short-term power purchases from independentpower producers and municipal genera-tors and the increased use of open-cyclegas turbines.

“These constraints have necessitatedEskom to explore options for a further re-view of tariff increases for the 2015/16financial year. Submissions in terms ofthe Multi-year Price Determination(MYPD) methodology have been made toNERSA in this regard.

“Further, the announcement by theMinister of Finance in the Budget Speechof the proposed increase in the environ-mental levy is yet to be promulgated.

“This will have an impact on the re-quired tariff and as such Eskom will needan adjustment in terms of the tariffs asa result of the levy.”

It is estimated that Eskom requires atleast a 9.58% further price adjustment,resulting in a possible total increase ofbetween 22 and 24% to the consumer.

ing, using the products and pricingin the shop. Once teams had correct-ly worked out the costing, they hadto take their answer to Veronia atCore Catering, who supplied themwith their next clue.From there they headed to town

andreceivedatraditionalDutchdeli-cacy prepared by Anton at the Fish-erman’s Cottage, where they had toidentify the core ingredients in thedish.Steady hands and concentration

were then needed when they re-ceived a cup of coffeewhich they hadto carry all the way to the WindsorHotel. If no dropwas spilt, they couldreceive their next clue.The teams then had to take a room

Load shedding is an annoying South Africanreality. And although we were all left withoutpower on Sunday because poles were dam­aged in the most recent fire in our area, wehave to thank Eskom for going the extra mileto fix the poles and restore our power within18 hours, and not the normal, estimated sixdays. A fire like this though exacerbates thepower problems we are facing.In the coming week and months, we are

going to be slapped with huge increases inelectricity tariffs, courtesy of Eskom. Theywant us, humble households and small busi­ness owners, to use less electricity, as thereis not enough power to go round.They want us to paymore for a service that

does not improve.Those of us who are dependent on the na­

tional power source, are being held to ran­som by Eskom. And their primary concern,really, is keeping the huge industries in thecountry well supplied.There may be light at the end of the tunnel

if we switch on to alternative energy, if wehave not done so already.

Chaos and lawlessness at new harbourBothmywife and I have lived inHermanusfor years andwe both work in the new har-bour in a space that looks out directly ontothe harbour wall.Asweoftenworknight shifts,we andour

colleagues have ample time to observe fish-ing activity on the wall. We love seeing lo-cals take initiative to feed themselves andtheir families for themere price of a fishingpermit and some very basic tackle.Therefore, we took great pleasure in the

occurrence of the recent mackerel ‘run’,during which a large school of ChubMack-erel entered the harbour.Not only is this a fantastic natural phe-

nomenon towitness (this was the first timein approximately twenty years that it hadoccurred), but it also provided countlesspeople with a guaranteed catch for the pan.However, news of the occurrence spread

and subsequently more and more peopleflocked into the harbour in droves to fish.The situation quickly got out of hand.As there is no current bag limit on Chub

Mackerel, hundreds of individuals took asemi-permanent seat on the harbour wallday and night, literally hauling away enor-mous bags reaching hip height, crammedfull of fish – much more than several fami-lies could consume in months.It soon came to our knowledge that the

majority of this colossal amount of fishwasnotbeingcaught forpersonal consumption,but for illegal selling.To this end, the giant school of fish has

been near eradicated within just a fewweeks.Unfortunately,thiswasnottheonlyirreg-

ularity taking place. Animal cruelty wasrife – live fish being kicked around orstomped on by children and huge piles ofjuvenile “Maasbanker” left on the harbourwall to die.Young Cape Fur seals also come into the

harbour to rest and hunt and it is a joy towatchthemsnoozingonlowpartsofthewallor playing in the water. However, whenthese seals entered the “territory” of indi-viduals fishing fromthewall, theywerepel-ted with large rocks at close range.

It is illegal to kill and/or keep “Capesnoek” less than 60 cm in length. However,undersized snoek was repeatedly, and on adailybasis,caughtandkept.Someindividu-alsopenlyusedsmall“spinnerbait”,intend-ed specifically for catching undersizedsnoek.Very young children (clearly under the

ageof ten), ranaroundonor fished fromtheharbour wall, unsupervised, often late intothe night.Alcohol was regularly consumed, with

the empty beer bottles (and countless ciga-rette butts) being tossed into the ocean.Individuals also didn’t bother to use the

perfectly adequate toilet facilities, but in-stead just got up from their fishing spots tourinate into the water.More than once, fist fights broke out on

the wall. Also, as no one could be botheredto clean up after themselves, the wall wasa constant, stinking mess of rotting fishguts, unused bait and empty food contain-ers,allonthedoorstepsofthelowerharbourrestaurant and offices of the whale-watch-ing charters and scuba schools.Unfortunately, none of the activities list-

ed in this letterwere isolated incidents, andliterally happened on a daily basis and re-peatedly during any one day or evening.Duringall this time,wewitnessed inspec-

tors on the harbour wall only a handful oftimes.This is a shining example ofwhat an ulti-

mate low point humanity can reach uponbeingpresentedwitharareandastonishingopportunity such as this.Moreover, this was by no means a situa-

MrRomer’sapplication tooperatea finediningestablishment from his home, based on onlytwo objections, amounting to approximately0,25% of the properties in Fisherhaven.I sincerely hope thatwhen it comes to people

objecting to the imminent rates increases (andcouncil salaries), the same criteria will be ap-plied.The clientele that the owners will be attract-

ing are those with a higher disposable income,who will be mesmerised by the beauty of thearea and canafford to buyproperty in the area,thereby injecting much needed cash into thecoffers of the municipality.It is individuals like these, who are not indi-

gent, that the municipality should be welcom-ing with open arms.Idonotbelievethat thenoise levelswillcarry

on until all hours of themorning, as is the casewith some houses that are let for the weekend.What amazes me is that the small area that

has been zoned for business use has now, inmost cases, become residential, as can be seenby the number of homes on these properties.The area that was zoned as a ‘botel’ has also

been subdivided into residential units. This isprobablysothatmorerevenuecanbegeneratedfor the council.I would rather have this establishment next

to me than the shenanigans that go on at thepublic slipway.

Sandbaai refusedumpingescalatingSince theremovalofwalledrefusebins in Sandbaai without offeringan alternative plan for weekend-ers or holiday home-owners, theproblem of dumping on the path-ways and elsewhere has escalat-ed.

Holiday home owners and oth-ers now place their refuse bagsnext to the bins at the Sandbaaibeachparkingarea,whichresultsin bags being emptied on the path-ways and sea front.

Home-ownersdonotknowwhatto do with their refuse when leav-ing on a Sunday, as the bags infront of their homes indicate to athief that no one is home.

Poachers need the black bagsforabaloneand theirbagof choiceis garden refuse bags. Animalsand desperate people aremore in-terested in kitchen refuse.

Surely this is not only a Sand-baai problem? Could the munici-palitynot rent someof those smallskipsandplacethematorneartheSandbaai hall over weekends andmaybe also in high season?

Permanent residents and thosewho use theV.O.S. path on a dailybasis are fed up looking at thismess along pathways and havingto make excuses to tourists.

The Sandbaai East parking lotbins and surrounds have not beencleaned for more than two years.There is a rusted pole knee-heightnext to the path waiting for an in-jury to happen.

Easter is here. Do the perma-nent residents have to deal withthe problem after everyone hasleft?

strand Municipality:At a meeting held during mid-

November last year, the ward com-mittee of Ward 7 (Sandbaai andHemel-en-Aarde Estate) unani-mously agreed that the mini trans-fer station situated in Long Street,Sandbaai should be dismantledand removed in its entirety.

Originally instituted for the con-venience of weekenders and occu-pants of holidayhomeswhohadnoplace to leave their householdrefuseondeparting, themini trans-ferstationneverreallysucceededinfulfilling this purpose and posedseveral operational challenges.

Among others, permanent resi-dents took to dumping buildingrubble, garden refuse and redun-dant furniture at the site – a prac-tice that is not only illegal, but alsoattracts “scavengers” and causes“dumpers” to be harassed by peo-ple looking for hand-outs.

Residents are reminded thathousehold refuse should only beputout on theactual collectionday.

Those who let their homes fromtime to time should make arrange-ments with a neighbour/acquaint-ance to do so on behalf of holiday-makers/weekenders who departprior to theofficial refuse collectionday.

All public bins are serviced threetimes per week.

Note, too, that only one bag ofgarden refuse is permissible perhousehold per collection day.

All excess garden refuse and oth-er “abnormal waste”, such asbuilding rubble, redundant furni-ture, hazardousmaterials anddis-carded electronic equipment, mustbe transported to themain transferstation in Mbeki Street by the resi-dents themselves.

Mbeki Street is the newroad thatruns from Schulphoek Road toSwartdam Road, linking MountPleasant and Zwelihle.

It is a pity that the complainantdid not report the rusted pole as itmight have received attention 2years ago. Community involve-ment is encouraged as they are theeyes and ears and possibly becomeaware of problems long before theMunicipality does.

NATURE MATTERS:Did you know.....Inthe Western Capethere are not manydangerous scorpions.The only one of con-cern is the granulat-

ed thick-tailed scorpion Parabuthus granulates.It is large and dark yellow to brown in colourwith a thick tail. This scorpion is responsible formost envenomations because they actively huntprey at night and mostly sting people whowalk around barefoot in the dark and inad-vertently step on them. History Society needs people to getinvolved in heritage projectsAt the well-attended AGM of theHermanus History Society(HHS) on 16 March at the Wind-sor Hotel, an appeal was made tomembers to volunteer for specif-icprojectsandactions, archivingand research assistance.As Robin Lee, secretary, said:

“Heritage is the relationship be-tween you and the past. Thismeans getting involved. Thereare many opportunities – far toomany to be carried out by theCommittee, to make historycome alive to the residents of theOverstrand and to visitors andtourists.”Some of the projects include:

creating Friends of SwallowPark; research for the HHS pre-sentation at FynArts 2015; possi-ble publication on the life of Ber-dine Luyt; reviving and manag-ing the History Walks; andassistance with topics for talks/articles/excursions.The membership subscrip-

Open letter to theOverstrandMunicipality:Wewant the fine­dining restaurant in FisherhavenWe, the undersigned residents of Fisherha-ven, refer to the article in the HermanusTimes of 19 March, “No to home-based finedining.”We would like to bring to your attention,

that as Fisherhaveners, we want it!This is an absolute travesty for Fisherha-

ven. A fine-dining establishment, run by ahighly esteemed, internationally recognisedchef, would attractmany people from far andwide.This is exactly what is needed in Fisherha-

ven, andwehavenodoubt itwouldpositivelyimpact on Fisherhaven.Toourknowledge, the first of the twoobjec-

tions receivedwas from a plot ownerwho ob-viously does not reside in Fisherhaven, andthe second from a family planning to moveoverseas.Why should these objections take prefer-

ence over what the greater majority of Fish-erhaveners want?The reasons cited for non-approval are:1.“It will impact on the privacy of sur-

rounding property owners, increase noiselevels andhave anegative impact on residen-tial character.”Response: The property has sufficient

room for parking,which cannot be seen from

cation does not take a year to be processed.The Fisherhaven people are waiting for the

Shewas speaking at the launch of theYouthEnvironment Programme (YEP) inGansbaai,hosted by Gansbaai Primêr in Blompark onThursday 19 March.The YEP takes schools’ environmental edu-

cation to a new level and provides additionalchallenges to schools that have already ex-celled in the Eco-schools programme.In this programme, Whale Coast Conserva-

tion (WCC) provides extensive support to theschool educators in planning and presentingenvironmental education topics that are partof the syllabus in all learning areas.Learners are also invited to attend educa-

tional expos and lessons at the Green HouseEnvironmental Awareness Centre. WCC con-tinues to take its environmental expos toschools around the Overstrand, focusing in2015onthebiodiversityofCatchmenttoCoast.Stripes, the eco-cat also shares his storiesabout the “eco-thing” with children.The Irvin&Johnson-AVI Community Trust

Heather Kaplan, a member of theguild, says: “We are endeavouring tolookafterayounggirl inunfortunatecircumstances.”

Not only have they joined handswith Helpende Hand, a communityorganisation which helps people inneed, but in this particular instance,they have taken over the project,which aims to assist this young per-son with her education.

The guests who attended the func-tion were treated to a deliciouslunch, and those lucky enough to besitting on winning numbered chairs,received prizes.

The theme of the event was Grow-ing Carrots and the Community, andthe guest speaker was Sheryl Ozin-sky, one of the founding volunteersand coordinator of the OranjezichtCity Farm project.

TheOranjezichtCityFarm(OZCF)is described as “a non-profit projectcelebrating local food, culture and

community through urban farmingin Cape Town”. Sustainable farmingmethods are used to grow organicvegetables, herbs, fruit and flowers,and the produce is sold weekly attheir Saturday Market Day.

Each guest also received a packetof carrot seeds sponsored by BillHarling from Walker Bay Nursery.

As part of their fundraising initia-tive, the Hebrew Congregation is al-so selling tickets for a raffle.

Tickets are R20 each and the firstprize is two nights’ accommodationincluding meals and spa treatmentsfor two at a guest house near StormsRiver.

Die Wes-Kaapse Regering, Departement van Omgewingsake en Ontwikkelingsbeplanning is in die proses om,ingevolge artikel 2(1) van die Openbare Sleephellingsregulasies, soos op 27 Junie 2014 afgekondig, openbaresleephellings in die Wes-Kaap te lys. Die doel van hierdie regulasies is om openbare sleephellings in die kussone tebestuur, soos in artikel 83(1)(d)(i) en (o) van die Wet op Omgewingsbestuur: Geïntegreerde Kusbestuur (Wet 24van 2008, soos gewysig) aangedui.

Die lystingsproses sal daartoe aanleiding gee dat amptelike openbare sleephellings binne die Wes-Kaap aangewysen die onderskeie bestuursliggame geïdentifiseer word.

Ingevolge die regulasies mag lede van die publiek slegs van amptelike sleephellings gebruik maak om vaartuie tewater te laat. Die regulasies sluit nie private sleephellings in nie. ‘n Vaartuig sluit nie gemotoriseerde vaartuie in watnie ‘n voertuig of enige toerusting benodig om te water gelaat te word nie.

Die tweede konsep-lys van die voorgestelde sleephellings is deur die Wes-Kaapse Regering, in samewerking met diemunisipaliteite, identifiseer en was ook deur openbare deelname van 7 tot 29 Januarie 2015 ondersteun. Die tweedekonsep-lys van die voorgestelde sleephellings word in die tabel hieronder gelys.

BOOKWORMS: During the month of February, Bargain Books Hermanus held a book drive to collect children’sbooks for a local crèche. They selected Vrolike Vinkies in Mount Pleasant. On 14 February International Book Giv-ing Day is celebrated internationally. The initiative aims to provide children access to books and thereby create alove of reading in them. The initiative also encourages people to donate books to libraries, schools or individualchildren. They suggest leaving children’s book on planes, on the bus, in doctors or hospital waiting rooms and soforth. Bargain Books Hermanus asked customers to buy a children’s book to be donated and for every 10 booksdonated, the company donated one book. Ronel Tutt, manager of Bargain Books Hermanus, with staff and childrenfrom Vrolike Vinkies at the recent handover, says they collected 47 books for the crèche.

soonlike, sosiale en opvoedkundigeontwikkeling, en dit lei weer tot diekonstruktiewe ontwikkeling van diegemeenskap.“Dit het die potensiaal om verande-

ring in sosiale houdings en besluitne-mingsprosesse van veral kinders te-weeg te bring.“Om ’nbestaande enbekende storie
